The four major international airports of India in Delhi, Mumbai, Chennai and Kolkata constitute about 94 per cent of instances of drugs smuggling and seizures, according to Narcotics Control Bureau (NCB) data, The Times of India reports on January 4. Out of a total 63 incidents of narcotics detection and seizure at airports in the country in 2013, 59 were reported from these air facilities, one of the largest hubs in terms of passenger and cargo load. Only six per cent of cases were detected at the airports of Guwahati (Assam), Bangalore (Karnataka)and Madurai (Tamil Nadu).While Delhi's Indira Gandhi International Airport reported a total of 17 drugs seizure cases during the said period, the Chennai airport had 16 such instances while Kolkata and Mumbai airports registered 13 such instances each during 2013. Over 1,026 kilograms of narcotics, including Ketamine, Ganja, Heroin, Ephedrine and Pseudoephedrine were seized from these air facilities during the year leading to the arrest of 75 people under the provisions of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, the data said."Drug couriers are largely intercepted and detected at international airports as they have the facility of being connected to foreign shores. Instances of both the consignment being sent out of India or being brought in have been detected under these seizures," a senior anti-narcotics official said.

The Special Operation Group (SOG) of Poonch District Police arrested six persons and recovered Fake Indian Currency Notes (FICN) worth Rs 1.61 lakh and one kilogram heroin on February 23, reports Daily Excelsior. The SOG Poonch team conducted a raid at a location at Mendhar and arrested two persons and recovered FICN and heroin worth ruprees one crore in the international market. The Police party after the interrogation of the two persons arrested four more persons from different locations and recovered some more currency and developed vital information. Police said that most of the currency notes were in Rs 500 denomination and it was believed to be pumped into Indian side from Pakistan side of the Line of Control (LoC).

Border Security Force (BSF) personnel shot dead a Pakistani smuggler and recovered 24 kilogram of heroin from him, on March 28, reports The Times of India. The contraband has been recovered from Majhmian border outpost area close to the Indo-Pak border in the Amritsar sector. Giving details of the seizure, BSF Inspector General (IG), Frontier, Anil Paliwal said that their troops had laid an ambush near the border on the intervening night of March 27 and 28. Soon, the troops observed some suspicious movement of Pakistani smugglers near the border who were trying to insert a plastic pipe through border fence to push heroin packets across.

on March 29, BSF shot dead two Pakistani smugglers and recovered 12 kilogram of heroin and 1 AK 47 rifle at the India-Pakistan International Border in Punjab, reports The Times of India. Confirming the killing of two intruders at border outpost Rattan Khurd, BSF, Deputy Inspector General (DIG) RPS Jaswal said that an AK-47 assault rifle, too, was recovered from the intruders along with 12 kilogram of heroin. Jaswal said that the duo were challenged by BSF personnel and were repeatedly asked to surrender, but they ignored the warnings and kept marching towards Indian territory while firing at the troops. That invited retaliation from the jawans (troopers) and, during the exchange, the intruders were shot dead, he said. BSF said it may investigate who the Indian contacts were for whom the intruders had brought the drug consignment and the rifle.

A joint operation of Indian Coast Guard (ICG) and Indian Navy busted a Pakistan smuggling racket in the Arabian Sea on April 20, reports The Indian Express. Report said that the ICG and Navy on April 21 brought in a suspicious boat that was seized off the coast of Porbandar (Gujarat) a day before and the eight smugglers from Pakistan are being interrogated. The three-day operation ended when the boat was intercepted by ICGS Sangram around 150 nautical miles off Porbandar coast, Navy officers said. The two boats, ‘Fiza’ and ‘Fatima’, were found sailing close to each other. Coast Guard officials found the contraband consignment from ‘Fiza’ whereas nothing was found from ‘Fatima’. ICG Commander Coast Guard (North West) Kuldip Singh Sheoran said inspection showed that the contraband was pure heroine. “A total of 232 packets were seized from boxes stored in the boat. The international market price of the contraband is estimated to be Rs. 600 crore,” he added. However, the officials refused to comment whether the alleged smugglers have terror links. They were using Satellite phones and GPS (global positioning system) devices. Indian Navy officers said that “The men belong to a large network of drug peddlers who often use Indian waters for smuggling and were carriers.” Senior officers from Navy, Coast Guard and Narcotics Control Bureau are in Porbandar for the interrogation of the arrested smugglers.

Gujarat Anti-Terrorist Squad (ATS) on October 5 arrested the kingpin of a drug-trafficking racket from Jammu and Kashmir (J&K), reports The Times of India. Gul Mohammad Jargar alias Gul Jamadar, 65, a resident of Bijbehara town of Anantnag District, was caught from near his residence with the help of J&K Police. ATS alleged that Jamadar was actively involved in "narco-terrorism" and was associated with Ahmedabad-based underworld dons, including Abdul Wahab and the slain Abdul Latif, for peddling drugs in Gujarat. ATS officials on October 6 said their operation to arrest Jamadar had been going on for the past six months. Police said Gul is wanted in cases registered with state ATS; Narcotics Control Bureau (NCB); and Bharuch, Anand and Ahmedabad Police. Gul's name emerged as a supplier after 16.5 kilogram Cannabis was seized in Ahmedabad in 2005. Gul had joined the Central Reserve Police Force (CRPF) as a Constable in 1970 but resigned after four years of service. For the next four years, he worked with J&K Police as an Armed Constable after which he joined a drug syndicate involving ex-armed forces personnel.

The multi-crore narcotic, gold and hawala (illegal money transaction) rackets operating in Kerala, particularly in Aluva of Ernakulam District, with national and international connections will likely come under the scanner of the National Investigation Agency (NIA), New Indian Express reports on October 6. NIA officials on October 5 interrogated Aluva based narcotic operator Ibrahim, who was arrested by the Excise Enforcement and Anti-narcotic Squad the other day in connection with brown sugar haul. According to the Excise Enforcement and Anti-narcotic Squad, the narco racket led by Ibrahim was instrumental in smuggling brown sugar consignments to the Middle East, especially Kuwait, on several occasion. “Aluva-native Basheer, who has been in Kuwait for the last 25 years, was handling the Kerala operations of the racket. Members of the racket allegedly sourced contrabands from different parts of the country, especially Jammu and Kashmir, on Basheer’s instructions. It was Basheer who handled the financial dealings of the racket also, operating from abroad,” said Excise officials. During interrogation, Ibrahim admitted to having received payments in proxy accounts for handling the racket in the State. It was found that the INR 400,000 received in the account of Ibrahim’s wife recently was for the last consignment he had handled. The top-layer of the racket is well-knit. Ibrahim had surrendered before the officials with a cooked-up story. The gang also allegedly smuggled large quantities of gold into the State through airports in South India on several occasions, and made payments through hawala.

Border Security Force (BSF) recently submitted a report to the Union Ministry of Home Affairs (UMHA) on the narco trafficking in Punjab from beyond the borders. The detailed report suggests an increase in drug smuggling across the border. In 2011, the BSF had seized heroin worth 67 kilogram, while in 2012; the seizure was elevated to 288 kilogram. These figures touched 313 kilogram and 324 kilogram in 2013 and 2014 respectively. It further stated that there are numerous couriers in the border regions of Punjab which are being paid INR 60,000 per kilogram, and well-network groups ensure the drug consignments are safely cleared and smuggled. Furthermore, to avoid the Police and Army surveillance, these well-established groups use sophisticated modus operandi to smuggle the drugs across the border. The modus operandi includes the use of Pakistani SIM cards by Indian drug smugglers and Indian SIM cards used by Pakistani drug lords to dodge the intelligence surveillance.

India and China have for the first time agreed to set up a minister-level mechanism to tackle and exchange information on terrorism, trans-border crime, narco-trafficking and cyber crime, India’s Union Home Minister (UHM) Rajnath Singh said on November 19, reports Hindustan Times. Guo Shengkun, state councilor and minister for public security (which deals with China’s internal security), will visit India next year to co-chair its first meeting with Singh. Singh said it was a first for the two countries to set up such a high-level mechanism; the bilateral one working to resolve the disputed border problem is technically a few notches lower in the official hierarchy. Singh is on a four-day visit to China, the first Indian home minister to do so in a decade. Officials said that the leadership from both countries felt that “given the current positive momentum in bilateral relations” there was a need to upgrade cooperation in security matters. “We have agreed to expand our cooperation in combating international terrorism (including) exchange of information on terrorist activities of groups and linkages. We will also exchange experiences on anti-hijacking and hostage situations. We will coordinate our positions on anti-terrorism endeavours in regional and multi-lateral forum,” Indian ambassador AK Kantha stated on November 19.

Heroin worth over INR 1,500 crore has been seized from Indian frontiers with Pakistan and Bangladesh so far this year (2015) by Border Security Force (BSF), besides significant seizures of arms, ammunition and Fake Indian Currency Notes (FICN), reports Economic Times. "Recovered almost Rs 1,500 crore worth of Heroin during this year," a press release issued on November 27 by the force said. The seizure of Heroin was 303.589 kilograms, 78 arms, 2,860 number of ammunitions and FICN with face value of INR 2.68 crore, it said. "Active border denomination and intelligence based operations led to the record seizures of Heroin (280.54 kg) during 2015 in Punjab," the release said. The force is carrying out "vulnerability mapping" of vulnerable patches on Indo-Pak border. Vulnerable mapping of Border Out Posts (BOPs) has been completed from the angle of illegal migration, human trafficking, FICN and cattle smuggling, it said.
