the deadlock of Manipur continues as the economic blockade imposed on National Highways (NHs) 2 and 37 by the United Naga Council (UNC) had entered its third month, reports The Shillong Times on January 2. The report said that the situation had remained unchanged as Manipur Chief Minister (CM) Okram Ibobi Singh and the UNC were not budging from their respective stands over the issues of creating new Districts. On the contrary, Ibobi Singh said that first the UNC should call off the blockade and give an assurance that it would not be repeated; only after that talks would be possible and Gaidon Kamei and Stephen Lamkang, two UNC leaders, might be released. The Manipur Government also rejected the UNC’s demand of conducting the talk by going the Government officials in the District headquarters of Senapati District. Earlier, Kiren Rijiju, the Union Minister of State for Home Affairs, said that the Manipur Government was not serious about ending the blockade. However CM Ibobi Singh denied it saying that there was no question of playing politics since it is a question of starving the people of the State.

According to the report, ANSAM President Seth Shatsang, Finance Secretary of the association Joseph Adani and Executive Secretary AC Thotso were arrested by the AR personnel from Taphou area of Senapati town while they were enforcing the economic blockade. During the meeting, the UHM expressed grave concern over the prevailing situation especially with regard to availability of essential commodities.UHM Rajnath Singh further stated that the ongoing blockade is likely to adversely affect democratic process in the forthcoming elections by hampering movement of people, including election officials.

Life was affected in several parts of Srinagar on January 21, as authorities imposed restrictions amid shutdown to thwart protests called by separatists on the 27th anniversary of Gaw Kadal killings, reports Daily Excelsior. Over 50 persons were killed on this day of 1990 when security forces opened fire at Gaw Kadal on a procession. To mark the anniversary, the separatists had called for a shutdown and protests. In view of the separatists call, a complete shutdown was observed in Lal Chowk, Budshah Chowk, Gaw Kadal, Maisuma, Amira Kadal, Jehangir Chowk, Basant Bagh and Habba Kadal markets.

Zeliang steps down with his cabinet, reports The Telegraph .The stand-off between the State Government and civil society groups continues after the Government’s decision to hold the Urban Local Bodies on February 1 by reserving 33 per cent seats for women. Zeliang had partially met three demands of the NTAC. NTAC had wanted the polls declared null and void, suspension of the Dimapur Police Commissioner and Zeliang's resignation. Four militants, two civilians and two Army men were killed in the encounter. All entry routes towards Kulgam were sealed off and curfew like restrictions were imposed in the District. The situation remained peaceful and under control, and no protest March or clashes were reported from anywhere in the town. There were clashes in Pulwama as protesters pelted stones on Police and Central Reserve Police Force (CRPF), who, in retaliation, fired tear smoke to disperse them. A Police official said the arrested shopkeeper, Bilal Ahmad Mir, is a stonepelter and was held on charges of stonethrowing in the town. Since morning hours, protesters came out of their houses and pelted stones on SFs in the town. The clashes continued throughout the day and security men lobbed dozens of teargas shells to disperse the rockhurlers. The protesters were seeking release of the arrested shopkeeper. Eight SF personnel were among 15 persons who were injured in these clashes. Police later detained 12 persons on charges of stone pelting during the clashes in Pulwama.

The UNC agreed to lift the economic blockade after a round of tripartite talk involving both the State Government and the Union Government at Senapati District headquarter on March 19. The tripartite meeting was chaired by Ministry of Home Affairs, Joint Secretary (North East incharge) Satyendra Garg. In response to the decision of the UNC, the State Government agreed to release UNC’s ‘president’ Gaidon Kamei and ‘information secretary’ Stephen Sangkhel without any condition. The bandh paralyzed the Upper Assam Districts of Tinsukia, Dibrugarh, Sivasagar, Jorhat and Golaghat on the south bank of the Brahmaputra and Lakhimpur and Dhemaji on the north bank. In lower Assam, the Hiteswar Barman faction of the All Koch Rajbongshi Students' Union (AKRSU) damaged some vehicles in Kokrajhar district and set a Maruti van on fire at Salkocha in Dhubri District. The faction took a proactive role in enforcing the strike as the Koch Rajbongshis are one of the six communities demanding ST status. Earlier SATP reported that two LeT militants were killed by Security Forces (SFs) in an encounter in Pulwama District on October 14. According to sources, SFs cordoned off Litter village in after inputs about the presence of militants in the village. The militants were hiding in the house of former militant Pintu Malik and when the SFs encircled the house, the holed up militants opened fire on the SFs resulting in an encounter lasted for over an hour in which two militants were killed.Onecivilian, identified as Gulzar Ahmad Mir was also killed and four others were injured as clashes broke out between protesters and SFds in Litter area of Pulwama District after killing of two LeT militants. SFs used teargas, pellets and fired some gun shots in which one civilian was killed and four others were injured. The slain was hit by a bullet and succumbed in hospital. A CRPF spokesman said that some persons lobbed a petrol bomb towards a CRPF party deployed for law and order duty near Malik Sahab area of Safa Kadal this evening (November 27) and one of their jawans, whose identity could not be ascertained yet, came under it. “He suffered minor burn injuries in his hand and was given first aid at the moment. He is fine now,” the spokesman said.Meanwhile, life in Kashmir was affected on November 27 due to the shutdown called by separatists against the ‘plight of prisoners’ who are lodged in local and outside jails during which restrictions were imposed in downtown areas of the Srinagar. The shutdown was jointly called by three separatist leaders – Syed Ali Shah Geelani, Mirwaiz Umar Farooq and Yasin Malik. Assam Tribune further adds that tea gardens such as Sri Krishna, Bogapani, Hollongabi in Digboi, MKB and Lalung in Bordumsa, and Samdung in Doomdooma have been alerted and additional security. Inspector General of Police (IGP) who has been camping in Tinsukia for around 15 days expecting the surrender of a few Independent faction of United Liberation Front of Asom (ULFA-I) militants has been personally monitoring security operation in the area. The Sentinel further adds that IGP stated that four ULFA-I militants involved in the killing has fled to Arunachal Pradesh.Additionally, following the intervention and assurance from the District administration, the 24-hour rail blockade was called off by the All Apex Bodies Co-ordination Committee (AABCC). Shutdown was called by All Moran Students’ Union (AMSU), with District units of the All Assam Students Union (AASU), All Assam Matak Yuva-Chatra Sanmilan, All Tai-Ahom Students’ Union (ATASU), Axom Jatiyatabadi Juba Chatra Parishad (AJYCP), Moran Sahitya Sabha, Moran Jatiya Mahila Parishad etc extending support to it. While shops, business establishments, banks and educational institutions remained shut in Tinsukia, Margherita, Ledo, Doomdooma, Digboi, Bordumsa, Makum and Kakopathar towns, vehicles also remained off the road. The supporters of ANC blocked trains at Kokrajhar, Mazbat (in Udalguri District), Rangapara (in Sonitpur District) and Lakhipathar (in Tinsukia). The demands of the ANC are inclusion of all Adivasi groups or sub clans into the Scheduled Tribe (ST), providing land and land ownership documents to the tea tribe community of Assam, solution of problems of Adivasi armed groups currently under ceasefire through discussion in the political level, rehabilitation and land allotment to the tribals who were displaced due to eviction and clashes in Assam, renaming of tea tribe and ex-tea tribes as ‘Adivasis’ of Assam and to stop divisive politics over considering tea tribes as separate community. North east Today further added that the protesters also demanded proper rehabilitation of more than 1,200 cadres of Adivasi militant groups who laid down their arms in 2012 and agreed for leave talks.
