Normal life came to a grinding halt following the 48-hour Karbi Anglong bandh (shutdown strike) called by Karbi Peoples' Liberation Tigers (KPLT) from 5am on January 11, reports The Telegraph. The militant outfit called the bandh to protest against the killing of its ‘deputy commander-in-chief’ Kangkan Terang in an encounter with Security Forces (SFs) near Rangjangfong under Hamren subdivision of the hill District. Government offices and business institutions remained closed in district headquarters Diphu and two subdivisional headquarters of Bokajan and Hamren during the strike. SFs are continuing the operation against the militant outfits active in the district since the killing of senior police officer Nityananda Goswami on the Assam-Meghalaya border in June last year. Karbi Anglong Police claimed that the KPLT and other Karbi militant outfits are in trouble because of the operations in which they lost most of their leaders and weapons."Infighting also has weakened these groups," said a Police source.

Normal life was paralyzed in Dima Hasao District in the wake of a 48-hour bandh (shutdown strike) beginning on January 16, reports The Shillong Times. The bandh, called by the Halali Progressive Welfare Society (HPWS), an NGO formed by the ex-militants of the disbanded militant outfit Dima Halim Daogah-Nunisa faction (DHD-N), would end at 5 AM on January 18. All schools, colleges, commercial establishments, markets, offices, banks, post office, transport remained closed in the district but no untoward incident has been reported so far, a district police officer said. The bandh has been called to protest against the killing of its member and DHD’s former ‘general secretary’ Rajesh Naiding.

The blast spot was a few hundred metres away from a Central Reserve Police Force (CRPF) camp. Though the track suffered damage, no casualty was reported from the incident. CPI-Maoist had given a bandh call in five districts of the State protesting the visit of US President Barack Obama.

The shutdown, which began at 6 pm on January 24, failed to evoke any response from citizens as vehicles continued to ply several hours after the bandh began. HNLC had called for a shut down in Khasi-Jaintia hills region, in protest against the celebration of Republic Day (January 26). Incidentally, none of the militant organizations in Garo Hills have announced boycott of the Republic Day celebrations.

Train services in the Gomoh-Gaya section of the East Central Railway were disrupted as suspected Communist Party of India-Maoist (CPI-Maoist) cadres blew up railway tracks on February 12 during the Jharkhand bandh (shut down strike) called by them to protest the amendment in Land Acquisition Act, reports outlookindia.com. The track was blown up on the Jamunia river bridge between Gomoh-Telo stations under Dhanbad division of East Central Railway. Meanwhile, the bandh had a mixed response in the mineral-rich Kolhan region comprised of East and West Singhbhum and Seraikela-Kharswan Districts. While shops and market in Maoist-stronghold areas were closed, road traffic was also thin, Police said.

Hynniewtrep National Liberation Council (HNLC) has called for a 12-hours shutdown on February 16 protesting alleged vandalising of a prominent Christian school in South Delhi’s Vasant Vihar, reports The Shillong Times on February 14. In a statement issued by “publicity secretary” Saiñkupar Nongtraw, stated that HNLC had given call for shutdown, protesting injustice being faced by drivers on the National Highway and the state Government’s actions in making Mookhep firing probe report public. Meanwhile Shillong Superintendent of Police (SP) Vivek Syiem here will be additional deployment of forces throughout the city, the SP said that Special Weapons and Tactics (SWAT) and Special Operations Team (SOT) officers would also be deployed during the period of shutdown.

At least 32 trucks were torched by the Communist Party of India-Maoist (CPI-Maoist) cadres in one of its major operation on the always busy National Highway. The Police came in for criticism for its allegedly lethargic and delayed response that virtually gave a free run to the Maoists who were in total command of a 2 kilometres long stretch of the highway between Bishunpur and Taradih villages of the Amas Police Station area. Confirming the suspension of the SHO, Gaya Senior Superintendent of Police (SSP) Manu Maharaj said that he would not tolerate any lapse on the part of the Police. The SSP also said that raids were being conducted to nab the ultras involved in the incident that grabbed national headlines. No arrest has so far been made in this connection, said the SSP. The first tower was providing services for Aircel and Bharat Sanchar Nigam Limited (BSNL) whereas the second one belonged to Reliance Communications. On getting the information, Lohardaga Superintendent of Police (SP) Manoj Ratan Chothe reached the incident site with Police force and diffused some other bombs those were not blasted with the help of bomb diffusing squads. Due to the bandh scare life in the rural areas of the state remained disturbed as shops and other business establishments remained closed throughout the day. In a press note issued to the media, the East Division Committee alleged that in the past 68 years after independence, the poor had continued to remain poor and it was only the rich that prospered in the country. The Maoists alleged that various parties that formed the government since independence were violating the special acts for tribal areas such as 1/70, 1996 PESA, 5th and 6th schedules, 2006 Forest Rights Acts to make way for corporate bigwigs like Tata, Posco, Birla, Vedanta, Essar, Anrak and Jindal to earn from these regions. The locals found three bullet ridden bodies of LeI militants in local orchards of Shutz Dangerpora village on Nihalpora-Wailo road in Pattan area. Immediately after the incident, there were protests in Pattan area and the town observed shut down. All the three men have been identified and they are aides of Qayoom Najjar whose group as per police was behind the attacks on cellular companies and killing of three former militants, one of whom was member of hard line separatist leader Syed Ali Shah Geelani’s outfit. Police identified them as Amir Reshi (17), Ashiq Wani (21), and Naveed Ahmad Khan. LeI were disowned by HM and they were alleged to have been working for security agencies. However, LeI had denied the allegations. Police suspects group rivalry behind the killing of three LeI men.

Calling for shutdown, the chairman of All Party Hurriyat Conference-Geelani (APHC-G) faction, Syed Ali Shah Geelani, termed the killings as gruesome and rejected version that they were killed in infighting. Jammu Kashmir Liberation Front (JKLF) chairman Mohammad Yasin Malik also called for a shutdown against the killings and said there is no acceptability for these kinds of murders in a civilized society. Over 500 people in four villages surrendered to Police in less than three weeks. In a letter to mediapersons on September 15, secretary of the Maoists' Malkangiri division committee Poonam Chandra urged the locals to cooperate with them on the bandh. "Police are misleading villagers by using priests, traditional healers and quacks against us. The surrender of villagers is staged and managed by security personnel to weaken the Maoist movement," the letter said. Police have dismissed the Maoists allegations as baseless and said villagers are withdrawing support of their own will.

In a handwritten note sent to reporters in the Agency areas reportedly by CPI-Maoist East Division secretary Kailasam, the Maoists said the TDP was solely responsible for the abduction of three TDP tribal leaders from GK Veedhi mandal (administrative unit). TDP mandal party president Mamidi Balayya Padal, senior leader Vandalam Balayya and District committee member Mukkala Mahesh were taken away from their homes at Kothaguda village in GK Veedhi mandal on October 5, by a group of Maoists. While charging the Maoists with using the bogey of bauxite mining the TDP government was trying to push through its MNC driven agenda of mining in the ecologically sensitive region, Kailasam said. The government was not taking note of the series of protests by tribals on the bauxite mining issue. Worse, the police acting as stooges of its political masters were trying to muzzle the dissent by cutting off the public address system when a former legislator was speaking at a recent meeting in Koyyuru. Normal ferrying of essential commodities along national highways in Manipur on October 23, was severely hit by economic blockade imposed by Kuki People’s Liberation Front/Army (KPLF/A) coupled with total bandh (general shutdown strike) in hill Districts of Manipur called by United Naga Council (UNC), reports Nagaland Post. KPLF/A has been imposing economic blockade on the national highways in Manipur with effect from the midnight of October 21 till October 31. At the same time, UNC has imposed 48-hour total bandh in all hill Districts of Manipur with effect from October 22 midnight. The strikes have been called as a part of the ongoing protest against the passing of three bills- The Protection of Manipur People Bill-2015, The Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill-2015 and The Manipur Shops and Establishments (Second Amendment) Bil-2015 by Manipur Assembly on August 31 last by various tribal based civil and student organizations. Around 20 Imphal-bound loaded trucks were stranded at Mao gate and beyond it on Nagaland side and only around 10 Imphal-bound loaded trucks stranded at Jiribam, reports said. Supporters of UNC sponsored bandh took to the streets on the highways at various places to enforce the bandh. On NH-37, bandh supporters reportedly blocked vehicular movement at Nungba and Oinamlong area of Tamenglong District. Bandh supporters also blocked Imphal-Ukhrul road at Litan of the District and Imphal-Moreh section of NH-102 at Liwa Chaning and Lamkang Khunou area. Almost all shops and business establishment at Senapati District head quarters closed down their shutters for the day. Government offices witnessed a thin attendance. However, not cover by bandh, schools and colleges functioned as usual.

A bandh (general shut down strike) call given by the Communist Party of India-Maoist (CPI-Maoist) in Dandakaranya region on the Chhattisgarh-Odisha border disrupted normal life in Mathili block of Malkangiri District in Odisha on November 25, reports The Hindu. The bandh was called by the Darbha division of the CPI-Maoist. This division also operates in parts of Malkangiri District bordering Chhattisgarh. According to Maoist posters put up in remote areas of Mathili block, the bandh was in protest against anti-Maoist operation and use of helicopters and drones for air strikes against the Maoists in Chhattisgarh and adjoining areas. As per reports, the Maoists dug roads and cut down trees to block roads in interior pockets of Mahupadar, Salim, Kumarpalli areas of Mathili block. Vehicular traffic was affected as passenger vehicles remained off the roads due to fear of Maoist violence. Shops also remained closed in interior pockets.

Narendra Chandra Debbarma, President of the Indigenous People’s Front of Twipra (IPFT), said that the National Federation for New States has given the bandh call as the Centre has failed to respond to their demand. Apart from Tripura, bandh will be observed in the areas where people are demanding new States like Bodoland, Gorkhaland, Karbi Anglong, Kukiland etc. The IPFT is demanding a separate State comprising the areas under the Tripura Tribal Areas Autonomous District Council (TTAADC) which covers almost two third of the State’s total geographical area and habitation of State’s one third population, mostly the tribals. Debbarma said apart from the demand for a separate State they are also opposing the State Governments move to rehabilitate over ten thousand non-tribals in the TTAADC area.

Secretary of CPI-Maoist’s Andhra-Odisha Border Special Zonal Committee (AOBSZC) Chandramouli in a press release sent to reporters in Agency area on December 6 urged the people to take up arms to assert their rights over the forest. They must fight with inspiration from Alluri Sitaramaraju and support Manyam Pithuri Sena of the party and form revolutionary people's committees to take up armed struggle. He said that temporary stalling of GO No. 97 that facilitates bauxite mining in Jerrela area was a ploy of Chief Minister N. Chandrababu Naidu to douse the anger of people and to buy time to increase the attacks on people and to dump more police forces. He was trying to bring division among the Girijans by offering them false packages though he was aware of the fact that bauxite mining would bring great harm to the livelihood of the Girijans and displace a large number of them and also cause extremely serious environmental problem. But the Chief Minister and Central Government are determined to hand over the natural wealth to Anrak company, the Maoist leader said. He also said the Telugu Desam Party (TDP), Congress, the YSR Congress, which is an offshoot of the Congress, and the Left parties have the track record of trying to go against the wishes of people. The District Administration had imposed curfew like restrictions in the town after apprehending protests against the killing of LeT militant, identified as Owais Ahmad Sheikh alias Hamza. Owais hurled a grenade on the troops when they challenged him and troops fired back killing him on the spot, during an encounter on December 24. Owais had reached Bandipora on December 19 to transport a group of five LeT militants from the Bandipora forests to South Kashmir. A senior Police officer said that at least 20 Policemen and 12 civilians were injured during clashes. “Police showed maximum restraint and patience during the clashes and did not use any lethal weapon on the protesters,” the officer said. An Army spokesman said one 9mm Chinese pistol, magazine and 8 rounds along with other war like stores were recovered from the sight of encounter. Owais, a student of Bachelor of Arts (BA) II year in Degree College Pulwama, had joined LeT in June this year after snatching weapon from Policemen deployed in the Pulwama District hospital. Owais was a resident of Chhaterpora locality of the town.
