Normal life was badly hit on January 2 in the interior Districts of Chhattisgarh after the Communist Party of India-Maoist (CPI-Maoist) launched its 'protest week' against the conviction of Rights Activist Binayak Sen. However, no violence has been reported, Police said. Roads were blocked and shops downed the shutters in areas bordering the State's forest region. Vehicles avoided even the highways in Bijapur and Dantewada Districts fearing attacks, said the Police. Bastar, Rajnandgaon, some parts of Raipur, Dhamtari and Durg Districts were among the badly affected areas as the protest week began January 2. Shops were shut after the shopkeepers decided to obey the Maoists, a senior officer at the Police Headquarters in Raipur told IANS.

In these blocks shops and business establishments also remained closed at several places. Passenger buses did not ply between Phulbani and Berhampur and Bhubaneswar. However in Rayagada District impact of the bandh call was too low. The Orissa State Road Transport Corporation (OSRTC) did not to ply its buses through these three Districts during the bandh.

Three civilians, including two officials of the State Agricultural Department were injured when cadres of the Communist Part of India-Maoist (CPI-Maoist) triggered a landmine blast targeting the vehicle they were traveling near Odiapentha village in Narayanpatna block of Koraput District in the morning of January 11. The victims were Basant Kumar Patnaik and Sashi Bhusan Senapati of the State Agricultural Department and Raj Kumar Dipak, the driver of the vehicle. The incident coincided with the two-day bandh (general shut down) call of the Maoists in Rayagada, Gajapati and Kandhamal Districts, which began on January 10, to protest against the encounter in Rayagada District on January 9, in which nine Maoists had been killed by Security Forces.

A dawn-to-dusk bandh (general shut down) called by Maoists to protest price rise and corruption went peaceful in Gumla, Simdega, Lohardaga, Palamu, Latehar and Chatra Districts on January 15, reports Times of India. Though most of the shops remained closed in Gumla, people were on streets to attend the weekly haat (village market). However, four-wheelers and auto rickshaws plied on the road as usual. Security Forces (SFs) were put on alert keeping the Maoist bandh in view, Garhwa Police Chief Richard Lakra said. The bandh mostly hit bauxite mining and transportation as trucks carrying the ore on two routes from Upper Pat and Sereng Dag mines kept off these roads in the District.

Communist Party of India-Maoist (CPI-Maoist) has called for a Bharat bandh (all India general shut down) in eight States on February 7 and three days of protests against price rise, the Government's move to further hike petrol price, rampant corruption cases like 2G spectrum allocation and the Centre's offensive against Maoists, according to a statement released by the party's Central Committee (CC) on January 15. In the statement, spokesperson of the party, Abhay said the recent petrol price hike would lead to further inflation and manifest itself as a rise in the prices of food and essential items. He called on party cadres and supporters to protest against the rise in prices and the recent 2G scam. The release also added, "We are making it clear that there would be no bandh during the protest days and that ‘Bharat Bandh’ would be observed in six States West Bengal, Jharkhand, Bihar, Odisha, Chhattisgarh, Andhra Pradesh and three Districts in Maharashtra - Gadchiroli, Gondia, Chandrapur and one District in Madhya Pradesh - Balaghat. Medical services and people attending examinations and interviews will be excluded from the bandh activities."

On January 26, a major controversy erupted in East Garo Hills District as the villagers went for a general strike in front of a Police Station in Williamnagar town over the killing of a 50-year-old man, claimed to be a cadre of the Garo National Liberation Army (GNLA) by the Special Operation Team (SOT) of the Security Forces (SFs), reports Shillong Time. A group of armed Maoists packed explosives to blow up a stretch of railway track, four kilometres from Mile station in Ramgarh District, at 1.15 AM (IST), Police sources said. Sources said that the incident took place during the closing hours of the 12-hour bandh (general shut down) called by the GNLA to mourn the killing of its four cadres during an encounter with the Police on August 9. This was the third violent action resorted to by the GNLA in 12 hours. Confirming the incident, a Police source said that the cadres involved in the three incidents have been identified. The bandh will be held in West Midnapore, Purulia and Bankura Districts, adds Zee News. "Make the bandh in Junglemahal on Saturday a success against the injustice meted out to the people of the area," Maoist state committee secretary Akash, said in an open letter. Akash, also the Maoist spokesman, alleged the State Government was "unleashing terror" in the name of peace in Junglemahal. In addition, CM Banerjee held a meeting with Maoist interlocutors on October 18 and asked them to convince the Maoists to give a written undertaking saying that they (Maoists) will surrender arms and stop killing innocent people in Jangalmahal, reports The Economic Times. But the Maoists on October 19 made it clear that they have no confidence on the chief minister's initiative to hold talks with them to bring back peace and normalcy in the region. Reacting strongly to the signing of memorandum of understanding (MoU) between the Government of Manipur (GoM) and the Sadar Hills Districthood Demand Committee (SHDDC) on October 31 for the creation of Sadar Hills District by bifurcating Senapati District, the United Naga Council (UNC) and the All Naga Students Association, Manipur (ANSAM) have taken a decision on November 1 to resort to stern forms of agitation. The two Naga organisations urged the Nagas to be prepared for any eventuality. The UNC has decided to enforce a 3 day total bandh (total shutdown) with effect from midnight of November 3 till November 6, adds Sangai Express. The total bandh would cover all Government offices, educational institutions, movement of all types of private and commercial vehicles including the construction work of the Jiribam- Tupul- Imphal railway line and the Border Roads Task Force (BRTF) manning highways in the Naga areas. UNC said that it strongly condemns the manner in which the GoM had executed the agreement without the consensus and consent of the Nagas, notwithstanding the four MoUs signed with Naga people and the sustained public protest against the manner in which the GoM has been handling the issue.
