Left-wing extremists, Naxalites of the Maoist Communist Center (MCC) blasted a rail track near Parasnath station, Giridih district on February 20 causing derailment of 12 compartments of the Patna Hatia express. No casualty was reported so far. With this incident, the 24-hour general strike called by the outfit in Bihar and Jharkhand against the Prevention of Terrorism Ordinance (POTO) began on a violent note. Meanwhile, security measures have been strengthened in Bihar and Jharkhand and all police stations have been put on maximum alert while patrolling has been intensified on the national and State highways in the two States to maintain law and order during the strike. The People’s War Group (PWG) has also extended support to the strike.

Left-wing extremists, Naxalites of the People’s War Group (PWG), have called a bandh (general strike) in the States of Andhra Pradesh, Maharashtra, Madhya Pradesh, Chhattisgarh and Orissa on March 22 to protest against the Prevention of Terrorism Ordinance (POTO). Zonal Committee (DKSZC) secretary Lachanna, North Telangana Special Zonal Committee secretary Jampanna and Andhra Orissa Border Special Zonal Committee (AOBSZC secretary Balakrishna called upon people to organise protest rallies and to stop vehicular traffic in these five States. The statement also urged people to force political leaders to vote against the POTO in Parliament. It also criticised the Andhra Pradesh government for ‘pressurizing’ the Union government to include the PWG in the purview of the POTO.

Local womenfolk of Nambol Phoijing area blocked the Tiddim road for more than an hour on March 14 morning to protest the arrest of two youths by the Assam Rifles from the village on March 13 night without valid papers. Demands from the local meira paibis (Mother’s Association) were ignored and the two were forcibly taken to the security camp. The womenfolk withdrew their blockade after officials met with them and informed that the two men had been handed over to Nambol police and were picked up to gather information.

The Andhra Pradesh State government has put the police on high alert in left-wing extremist, Naxalite, affected areas as the People’s War Group (PWG) has called for a bandh (general strike) on March 21-22 to protest the March 11-encounter and the Prevention of Terrorism Ordinance (POTO). According to media reports, police have intensified combing operations in forests areas to check the movement of PWG dalams (squads) as intelligence sources reportedly indicated attacks on police stations and other government installations. They are also keeping a vigil on suspected hideouts of the PWG dalams.

The State wide protests, jointly called by All Manipur United Club Organisation (AMUCO) and All Manipur Student Union (AMSU – termed the observation as sintha leppa numit), was marked by massive sit-in protests in the four valley districts, as well as in Churachandpur and is reported to have been attended by people from all walks of life and from different communities. Massive sit-in demonstrations were reported from Imphal East, Imphal West, Bishnupur and Thoubal districts, and at Jiribam, Moreh and Churachandpur district headquarters. Most shops, educational institutions were reportedly closed, while public transport went off the road, and attendance at most government offices was minimal. Banks were closed, and flights were also reportedly cancelled. Reports quoting an estimate by the All Manipur United Clubs Organisation, said that approximately 3000 local clubs and voluntary organisations, meira paibi (Mothers’ Association) and women’s organisations participated in the protests which started from 9:00 am and ended at 4:00 pm.

The outfits of the grouping are People’s Liberation Army (PLA), United National Liberation Front (UNLF) and People’s Revolutionary Party of Kangleipak (PREPAK). Also another terrorist group, the Kangleipak Communists Party (KCP) is now supporting the MPLF, media reports added. The outfits were reportedly protesting the merger of Manipur with the Indian Union on that day in 1949. To recollect, Maharaja Bodhchandra Singh signed the Merger Agreement on that day.

In the first incident, the Naxalites blew-up the Pondugula railway station on the Guntur-Secunderabad section. According to district Superintendent of Police Ravishankar Ayyannar, four Naxalites went to the Pondugula railway station and threatened the Station Master to leave the premises and exploded Claymore mines inside his room, smashing it. However, train services and communication systems were not affected. Separately, the Naxalites damaged a Road Transport Corporation (RTC) bus at Mutukur village, Veldurthy mandal (local unit of governance). The Naxalites also blew-up two culverts near Kanumala village, Ipur mandali, and in between Uppalapadu and Mandadi villages, Veldurthy mandal.

Guntur police, on November 27, seized approximately 1,000 gelatin sticks and 1,200 detonators during the vehicle inspection drive taken up following the bandh (general strike) call given by left-wing extremist—Naxalites—group the People’s War Group (PWG). Two Naxalites have been arrested in this connection. According to police sources, the Naxalites had brought the explosives from Suryapet in Nalgonda district to Jaggaiahpet by road. They crossed the Krishna river to reach Madipadu village, Guntur district. They were scheduled to hand over the explosives to a suspected agent of the PWG. Separately, police arrested two Naxalites, on the same day, for participating in destructive activities in the district.

According to media reports, the apex body of 19 non-Bodo organisations of Assam, the Sanmilito Janagosthiya Sangram Samiti (SJSS) has called a 48-hour Sstate-wide bandh (general shut-down) in Assam, starting December 12, today. The SJSS reportedly accused both the Union government and the State government of trying to ‘force the Bodoland Territorial Council (BTC), an autonomous set-up under the Sixth Schedule of the Indian constitution, on non-Bodos against their wishes’. Reports said, the SJSS leadership visited non-Bodo areas in Lower Assam and appealed to the people to observe the bandh as part of their ‘do-or-die’ agitation against the creation of the proposed BTC. Quoting SJSS spokespersons Brajen Mahanta and Hareshwar Barman, reports added that the bandh had been called to protest the State and Union governments neglecting the interests and the 80 per cent ‘non-Bodos in the proposed BTC areas’. However, apprehending possible violence, the Assam government has sounded a high alert in the State and has rushed additional troops to sensitive areas in Lower Assam.

There was near-total shutdown in the twin north Kashmir towns of Baramulla and Sopore, as two constituents of the separatist All Parties Hurriyat Conference (APHC)––Jammu and Kashmir Liberation Front (JKLF) and High Court Bar Association, called for a two-day shutdown to protest the death sentence awarded by a designated Prevention of Terrorism Act (POTA) court to three Kashmiris in the December 13, 2002-Parliament attack case. The three persons––Syed Abdur Rehman Geelani, Showkat Hussain Guru and Mohammad Afzal––hail from Baramulla area. Media reports indicated that the call for strike evoked partial response in the capital city of Srinagar and other district headquarters. Meanwhile, in a statement circulated in Srinagar, Hizb-ul-Mujahideen (HM) ‘chief commander of operations’ Saiful Islam described the death sentence as a "blow to the Mufti Government, which had been claiming that POTA had been dropped".
