Maoist literatures, 500 bags of rice and grenades have been recovered from the encounter site. Two suspected Maoist militia members have been arrested by Police in Chitrakonda area of Malkangiri District while they were crossing the river. One of them has received bullet injury and investigation is on. The blood stains found on the spot indicate the killing or injury of Maoists during exchange of fire, he added.

The exchange of fire between the Communist Party of India-Maoist (CPI-Maoist) and Security Forces (SFs) and the suspected killing of five Maoists belonging to the Andhra Odisha Special Zonal Committee (AOBSZC) at Bejingi forest in Malkangiri District of Odisha on January 5 is turning out to be a mysterious affair, reports The Hindu. Even a day after the exchange of fire, the Police were neither able to confirm the actual number of casualties nor recover any of the bodies to substantiate their claim. Visakhapatnam District Superintendent of Police (SP) Koya Praveen said a Greyhounds squad was able to recover only five kit bags, one grenade and a bundle of 200 newspapers from one of the camp sites. It was a joint operation of the Greyhounds and the Special Operation Group (SOG) of Odisha. A senior officer from the Visakhapatnam Police said that the claim of gunning down the Maoists was made by the SOG. According to Police sources, over 200 members of AOBSZC were camping in the dense forest at Malkangiri since November last week to December 22, for the annual plenary. The Police reportedly had information that CPI-Maoist ‘central committee member’ and in-charge of AOBSZC, Ramakrishna alias RK was also present at the camp.

The unprovoked Pakistani firing was retaliated by the Border Security Force (BSF) personnel and the exchange of fire continued for three hours. After receiving inputs for presence of two HM militants in Hef Shermal village of Shopian District, Army’s 55 Rashtriya Rifles, Police’s Special Operation Group (SOG) and Central Reserve Police Force (CRPF) cordoned off Hef Shermal village and launched searches. Also, The Telegraph on February 27 reports that the State Home Department is holding an internal inquiry to know if lapses on part of Police led to the recent bomb blasts. Home Minister Gaikhangam said in the State Assembly that “We are inquiring into the incidents and trying to find lapses on part of police and also to see if there is any black sheep that indulged in unwanted activities among the state force members”. The minister also stated that militants were using drug addicts and poor women to plant bombs as they cannot carry out the task themselves because of intense pressure by security agencies. The Minister sought support and co-operation from the public and citizens organisations in the Police's efforts to check planting of bombs. He said the Police were taking help from the Assam Rifles (AR) in intelligence gathering.

Officials said that following specific information about the presence of a group of terrorists, a joint team of Army's 29 Rashtriya Rifles and Jammu and Kashmir Police Special Operations Groups (SOG) Pattan launched a search and cordon operation at Sultanpora village of Baramulla District. Two Students Islamic Movement of India (SIMI) members and a Policeman were shot dead and two others injured during an encounter in the Nalagonda District of Telangana on April 3, reports The Times of India. The Police have identified the armed assailants as Mohammad Ejazuddin and Mohammad Aslam, who had escaped from Tantya Bheel Jail in Khandwa town of Madhya Pradesh on October 3, 2013 along with five other SIMI men. In the exchange of fire a Police constable, Naga Raju, died on the spot. A Police inspector, Bala Gangi Reddy, and a Sub Inspector, Siddaiah, received critical injuries. According to reports, a Police party went to Sitarampuram village in Nalgonda District late on April 3 night following information that the gunmen were taking shelter in the village. On seeing the Police, they opened fire and escaped from there. The assailants managed to escape to Janakipuram, where there was exchange of fire leading to the death of the constable and the militants. Singh was the ‘commander’ of Barda dalam (squad) of the CPI-Maoist. Police had received intelligence inputs about presence of Maoists in the forests of Ghanora. Accordingly a team of Police personnel swung into action and reached the spot, Kondagaon Superintendent of Police (SP), Abhishek Meena said. Sensing presence of Police team the armed Maoists opened indiscriminate fire on them following which Police retaliated, leaving a Maoist ‘commander’ dead. After gun battle that lasted for around two hours, Maoists fled into the jungle. However, one of them was arrested while trying to flee from the spot, the SP said. The arrested Maoist was identified as Rakesh, ‘commander’ of Antagarh dalam. Later Security Forces (SFs) recovered body of the Maoist along with two hand grenades, Maoist literature, documents, diaries, medicines and commodities of daily use from the spot, the SP added. In a major attack, eight troopers were killed in two separate ambushes by Khaplang faction of National Socialist Council of Nagaland (NSCN-K), on May 3 while nine troopers were injured, reports Nagaland Post. One militant was also killed in retaliatory firing. According to official sources, the incidents occurred at a place 10 kilometres north east of Tobu town and opposite Border Post 148, between Changlangshu and Tobu town in Mon District. According to sources, the first ambush occurred at around 2.45 p.m. on May 3 when the AR personnel in a truck were escorting a tanker to fetch water from Changlangshu to Tobu town. In the first ambush, three men died on the spot. On learning of the ambush, reinforcement party of the Assam Rifles, rushed to the spot where NSCN-K militants were lying in wait and launched the second ambush attack. Five troopers were killed in the second ambush. The AR reinforcement party reportedly retaliated in which one NSCN-K militant was killed, while another who was injured, was dragged away by the other militants. The dead NSCN-K militant has been identified as Ngamwang Konyak. NSCN-K also decamped with three AR weapons. According to sources NSCN-K initiated the second ambush by exploding an Improvised Explosive Device (IED) under a truck carrying the troopers. The slain AR troopers have been identified as Rifle men Biswas Sonwal, Sajivan S, Rfn J. Deb Burman, Jerusalem Thara, Tanik Lal Patel, L. Haokip and Warrant Officer Kamjang Kuki. Sources said that the militant was carrying with him a Global Positioning System (GPS), which is provided only to the militant commanders to find the route while leading the group. In addition to GPS, Army recovered one AK-47 rifle, four magazines, 94 rounds, four Chinese grenades and large quantity of eatables mostly dry fruits from the possession of slain militant. Recovery of dry fruits from the slain militant was also an indication that the militants had planned to set off to some hideouts in Pir Panjal range after infiltration or target the Army and Police installations. A huge cache of ammunition was recovered from Palkot area in Gumla District following an encounter with Communist Party of India-Maoist (CPI-Maoist) cadres on May 21, reports The Telegraph. Acting on a tip-off that Maoist ‘sub-zonal commander’ Dipakji was camping in the dense forests of Palkot, special teams, comprising State Police personnel and Central Reserve Police Force (CRPF) personnel, were formed to corner the squad from all sides. As the Security Forces (SFs) neared the forests, the Maoists opened fire. The SFs also retaliated, forcing the Maoists to flee, leaving behind a huge quantity of ammunition. "We recovered 514 rounds of 7.62mm bullets, a hand grenade, Naxalite [Left Wing Extremism (LWE)] literature, Police uniforms, backpacks and items of daily use from the encounter spot," said Gumla Superintendent of Police (SP) Bheemsen Tuti. Though no arrest was made, bloodstains scattered at the spot suggested that a few of them might have sustained bullet injuries, Police said.

According to police source, the village headman identified as Devjoi Phanglosa (47) was killed in shoot out, when SFs in hunt to nab a suspected United Peoples Liberation Army (UPLA) cadre. The combined team went to the village headman house and when they knocked the door, the deceased opened fire from his muzzle loading gun, who suspected the combined team as “NSCN cadres [Nationalist Socialist Council of Nagaland]”. The Police and Communist Party of India-Maoist (CPI-Maoist) cadres exchanged fire for the second consecutive day in Visakhapatnam District on May 28, reports The Hindu. Five Maoists were sighted, three of them carrying SLRs, near Teegalametta under Boodaralla panchayat (village level local self Government institution) in Koyyuru mandal (administrative unit) and they could be part of one of the three groups of Maoists that escaped after engaging Police for a while from around 800 meters at Cheedipalli on May 27 morning, Superintendent of Police (SP) Koya Praveen said. The additional forces deployed to track the Maoists in their possible escape routes found one group at Teegalametta. The Maoists noticed the Police movement and opened fire to which the latter retaliated, Praveen said. Twenty to twenty five rounds were fired by both the sides before the Maoists escaped into the forests. Two kit bags were found from the place where Maoists were sighted. At Cheedipalli, where the first exchange of fire took place on May 27, Police suspected that around 30 to 40 Maoists must have camped.

While cordoning off Mirtoor region, SF personnel spotted a Naxal camp near Bechapal village following which they started encircling the spot. Later, during search of the spot, body of a woman Maoist in uniform was found. Odisha Police on July 27 recovered two bodies of suspected Communist Party of India-Maoist (CPI-Maoist) cadres including a woman from Madaguda reserve forest in Kandhamal District, reports The Times of India. The duo might have been killed in the exchange of fire between the Security Forces (SFs) and the Maoists on July 26, Police said. SFs also recovered three rifles, including a Self-Loading Rifle (SLR), two tiffin bombs with wires, three rounds of ammunition, several empty cartridges and medicines from the dense forest. "The bodies of the middle-aged man and woman were recovered by the Police during the search operation. Some more ultras are suspected to have sustained injuries in the encounter," said K.V. Reportedly the militants entered into Pathankot District in Punjab at Paharipur Border outpost from Pakistan, later took bus to Taragarh Morh, and then walked towards Dinanagar in Gurdaspur District. After reaching the place they first killed one civilian, a dhaba owner, then snatched a car and headed towards the Police Station of Dinanagar. While travelling towards the Police Station, they killed one vegetable vendor and sprayed bullets on a passing bus. After reaching the Police Station, they injured SHO Mukhtiar Singh before holing up. Soon, an exchange of fire began between Security Force personnel and the militants. Odisha Director General of Police (DGP) Sanjiv Marik confirmed the encounter. Based on intelligence reports that Maoists were holding a meeting at the remote spot as part of their continuing martyrs’ week observation, a team of security personnel that included personnel of District Voluntary Force (DVF) and Special Operation Group (SOG) raided the area. When the Maoists challenged the security personnel through firing, the Police team retaliated leading to the killing of three Maoists and destruction of their camp. Rest escaped into the jungle. No injury or damages to the security forces was reported. Three country-made guns, one INSAS rifle, a Self Loading Rifle (SLR), live ammunition, grenades, materials of Maoist use including kitbags and Maoist literature were seized from the spot where the ultras were holding the camp.It was suspected that around 20 Naxalites were there in the camp when the encounter took place. In the 30 minute long encounter the first Maoist bullet instantly killed Police driver Dhumul Siwaiya after which SSP Kumar's team retaliated, killing Bundu-Tamar ‘area commander’ Chandan alias Kalika Munda and reportedly injuring two more. A bullet in the crossfire grazed SSP Kumar's right arm while flying shrapnel caused his chest to bleed. A bullet also grazed his bodyguard Md Faizal's left thigh while shards bruised Additional Superintendent of Police (ASP) (Operations) Harshpal Singh. Bullets also damaged the SSP's SUV. Upadhyay, the CRPF Deputy Inspector-General of Dantewada range said that the troops belonged to 168th battalion of the CRPF based in Timmapur base camp of Bijapur District. Bijapur Superintendent of Police (SP) K.L. Dhruv said that the skirmish took place in the forests of Bijapur Police Station area while a joint team of security personnel was out on a search operation. Acting on a tip-off about a large group of Maoists gathering in the region, a joint team of the Special Task Force (STF) and District Force was rushed towards Munga, Sawnar, Mankeli and Korma villages of the District. While cordoning off the forest area between Mankeli and Munga, a group of Maoists opened fire, prompting SFs to retaliate. "Bow and arrows, bags, Maoist banners, posters, pamphlets, literature, electric wire and torches besides items of daily use were seized in large quantities from the spot," he added.

The slain militant has been identified as Muzamil Ahmad Dar, resident of Chhaterpora in Shopian District. Sources said that there were three militants hiding in the area and two managed to escape. Deputy Inspector General (DIG) of Police, Nitish Kumar said that two grenades were recovered from the possession of slain Muzamil. Police commandos in East Garo Hills District attacked a Garo National Liberation Army (GNLA) camp that was set up recently to house fresh recruits and reportedly injured three cadres during the gun battle on October 4, reports The Shillong Times. Based on intelligence reports about presence of a new militant camp across the Simsang River, Police launched a search operation. As the commandos advanced towards a hillock not far from Songmagre Gittim village, close to District headquarters Williamnagar, GNLA sentries perched above spotted the raiding Police party and raised the alarm. “There was a very heavy exchange of fire for some time and our boys spotted around three cadres sustaining injuries,” informed District Superintendent of Police (SP) Davis Nestell R Marak. The militants abandoned their positions and fled with their injured comrades leaving behind a hand grenade, three wireless communication handsets, GNLA documents and camp items such as food stock, bags and tents. Army’s 6 Rashtriya Rifles (RR) launched large scale searches at Tilpatren forest area, near the Line of Control (LoC), in Handwara area of Kupwara District following inputs about the movement of a militant in the area since last few days. On seeing the Army, militants opened heavy fire on them triggering an exchange of fire. In the encounter, four Army personnel, identified as Sepoy Surinder, Sepoy Buta Satyam, Lance Naik Gurdev Singh and Sepoy Surindera, were killed. It was learnt that a Maoist team led by Odisha State Committee ‘secretary’ of CPI-Maoist, Modem Balkrishnan alias Manoj, managed to escape from the operation site inside the jungle. A Police officer was killed in a gun battle at Gund Dachin area of Bandipora District in North Kashmir on October 7, after he intercepted a vehicle in which militants including ‘divisional commander’ of Lashkar-e-Taiba (LeT), Abu Qasim, was travelling to receive a group of militants in the area, reports Daily Excelsior. Acting on information, a Police team from Srinagar headed by Sub-Inspector (SI), Altaf Ahmed Dar, chased Qasim, who was travelling from Srinagar to Bandipora in a TATA 407 vehicle. On reaching Gund Dachin area in the District, the Police team opened fire and tried to intercept the vehicle in which militants were travelling. However, the militants retaliated, triggering a brief shootout. In the brief gunfight, SI Ahmad, was seriously injured and later succumbed to his injuries. The militants, fled from the scene, leaving behind the TATA 404 load Carrier bearing registration No JK05E-1096. The vehicle was seized by the Police. Abu Qasim is the mastermind behind Udhampur attack on Border Security Forces (BSF) that took place on August 5, 2015. He was wanted by National Investigating Agency (NIA) and has INR one million on his head. In the encounter, SSB constable Sujit Kumar Singh died on the spot while District Police constable Surendra Sah succumbed to injuries while being taken to Ranchi. The anti-Maoist operation was launched after the State Police headquarters got information that a group of rebels had gathered in the Sundar Pahari area and were planning to disrupt the coming assembly election in Bihar, said Police spokesperson S N Pradhan. He further said that the Maoists are expected to move towards Bihar border. Pradhan also said that Police have recovered one Self-Loading Rifles (SLR) left behind by the Maoists. Inspector General of Police (IGP) Dr L R Bishnoi said that a joint team of Police and Central Reserve Police Force (CRPF)'s Commando Battalion for Resolute Action (CoBRA) unit busted the NDFB-IKS camp inside Manas Reserve Forest under Panbari Police Station in Chirang District. Acting on a tip off, the police arrested Sombaru from Amlaiguri village and during interrogation he confessed to supplying ration to the NDFB-IKS' camp and agreed to take the force to the spot. As the security personnel approached the area on foot through dense jungles, the militants started firing on them from automatic weapons and one of the bullets hit Sombaru who was in the front showing the way, Bishnoi said. Reports added that the security personnel and NDFB-IKS militant exchanged fire for 15 to 20 minutes before they escaped taking cover of the dense forest. Police then found a temporary camp and preliminary investigations revealed that NDFB-IKS ‘vice chairman’ G Bidai along with six militants - Bidai, Batha, Jarimin, Birbai, Jwetwn and Jewthi - had been staying there, the IGP said. From the camp, Police recovered 45 rounds of AK ammunition, 19 rounds of M-16 ammunition and other household items.

Sources said the troops continued to engage the militants and gunned down one militant tonight. The operation was still on with troops trying to eliminate rest of the militants, who were making desperate attempt to infiltrate into the Indian Territory by resorting to firing on the troops. The operation could resume tomorrow (October 15), morning, as weather was very dark along the LoC in Balnoi tonight (October 14). Latest reports indicated that the remaining militants hadn’t retreated so far to Pakistan occupied Kashmir (PoK) but could make an attempt to return in the midnight in view of heavy presence of troops on Indian side of the LoC. Sources also confirmed that there was no ceasefire violation from Pakistan army during infiltration attempt by the militants. Two militants, who had deserted the Police Force 38 days back, were killed in an operation in Chenab Valley’s Doda District on October 15, reports The Times of India. Inspector General of Police (IGP), Jammu Zone, Danish Rana, said, “We were tracking them. The area has been free of militancy for the past several years. These two special police officers (SPOs) had run away with weapons but we eliminated them within shortest period.” The slain SPOs, who had joined the Hizb-ul-Mujahideen (HM) in the first week of September, were identified as Ghulam Nabi Mangnoo alias Maulvi code name Gulla Tailor, and Riaz Ahmed. Mangnoo was first arrested in 2010 when he was working as ‘district commander’ of the Lashkar-e-Taiba (LeT). He later joined the Police as SPO. Ahmed was working with the HM in 2010. On the night of September 7-8, the duo fled, along with an AK rifle and an INSAS rifle with 60 and 70 rounds, respectively, and joined militancy. The joining of these two SPOs into militants was welcomed by the HM. “Even SPO personnel have started understanding the relevance and importance of Kashmir movement,” a HM spokesman had said.

Four Communist Party of India-Maoist (CPI-Maoist) cadres, including the ‘intelligence chief’ of Bhairamgarh unit of the party were killed in an encounter with the Security Forces (SFs) in the forested terrain of Hallur in Bijapur District on November 13, reports The Hindustan Times. “Acting on a specific tip-off from the Intelligence Bureau (IB) about the possible major attack planned by Maoists in the region, a joint team of Bijapur District Police force and specially trained District Reserve Guards (DRG) launched the search operation. Close to Hallur, the rebels opened fire on the forces. In the ensuing gun-battle, four Maoists, including the head of intelligence wing of Bhairamgarh unit, identified as Rainu, were killed,” the Additional Superintendent of Police (ASP) of Bijapur, Indira Kalyan Elesela said. There is no report of any injury sustained by the forces. Following an hour-long gunfight, the bodies of four rebels were recovered from the encounter site along with their weapons. “The police found a pistol, two rifles and a 12 bore gun from the spot,” Elesela, who planned the operation, further said.

The Assam Rifles (AR) killed four militants of the Khole-Khitovi faction of National Socialist Council of Nagaland (NSCN-KK), later identified as ‘Sergeant Major’ Sangkiu, ‘Sergeant’ Kiumnuhen, ‘Private’ Tokiu and ‘Private’ Wonchi, in “an accidental encounter” in Laikunger village in Tuensang District on November 15, reports The Assam Tribune. According to the AR source, on receiving information of movement of a group of cadres belonging to Khaplang faction of National Socialist Council of Nagaland (NSCN-K) with weapons in the area of Laikunger village, a patrol of AR reached the area in the early hours on November 15 and cordoned off the village. It said as the patrol approached the community hall inside the village, they were fired upon with automatic assault rifles from inside the community hall complex. The AR troops fired back in self defence and the fire fight between the two groups continued for almost two and half hours. After the firing stopped, a detailed search of the area was carried out which resulted in the recovery of bodies of four underground cadres along with four assault rifles which included one AK-47 assault rifle, one M-16 assault rifle and two .303 assault rifles. The underground cadres were in possession of 101 live bullets of AK-47 rifle, 230 live bullets of M-16 rifle and 29 live bullets of .303 rifle. An AR statement said that “There had been many inputs from intelligence agencies in the past week regarding movement of NSCN-K cadres from Myanmar across the Indo-Myanmar border in the districts of Mon, Tuensang, Zunheboto, Kiphire and Phek.” “The NSCN-K cadres had entered Nagaland to carry out subversive actions against the security forces as well as to collect extortion money from various agencies like TTK Services (Dimapur), Airtel Telecom (Dimapur, Kohima, Zunheboto etc), contractors, businessmen, annual tax from State Teachers Association (Zunheboto), annual house tax from villages etc.” “There were also reports of movement of cadres of Isak-Muivah faction of NSCN (NSCN-IM), NSCN-KK and Reformation faction of NSCN (NSCN-R) in these areas for collection of similar taxes," the statement added.

Three villagers, including a village ward member, were allegedly killed in firing by Security Forces (SFs) during a combing operation against Left Wing Extremists (LWEs) in Karlapat forest in Odisha’s Kalahandi District on November 15, reports The Hindu. The SF personnel fired upon villagers near Nishanguda village under the Bhawanipatna Sadar Police Station in the afternoon. Three persons died on the spot while two others were rushed to the District Headquarters Hospital, Bhawanipatna. Three victims have been identified as Jayashankar Nayak, a ward member, Sukru Majhi and Jaya Majhi. Two injured were teenagers — Arjun Majhi and Jaya Majhi. “Personnel of the district police and the Special Operations Group began the anti-Maoist operation in the forest last Friday [November 13]. On Sunday [November 15], Maoist rebels fired at the forces, who retaliated. In the meantime, villagers were caught in the cross-firing,” Brijesh Kumar Rai, Kalahandi Superintendent of Police (SP), told The Hindu over phone. Rai said the villagers had gone to forest for hunting and they had unlicensed country-made guns.

Army’s 41 Rashtriya Rifles (RR) and 4 Para-commandos who had launched massive search operation after a group of Lashkar-e-Taiba (LeT) militants gave slip to troops on November 13 at Payerpati village near Line of Control (LoC) in Haihama in District Kupwara. The 41 RR of Army and its Para commandos intercepted the militant group at Behak forest area near Kumkadi and the exchange of fire took place. Sources said that the group had infiltrated recently from the Pakistan occupied Kashmir (PoK) and was trapped in the mountains due to heavy rains and snowfall.

The commanding officer of 41 Rashtriya Rifles (RR) of Army, Colonel Santosh Mahadik, was killed and two other Security Force (SF) personnel were injured in an encounter with a group of three terrorists in Manigah Forest Area of Kupwara District on November 17, reports Daily Excelsior. Sources said that Army received information about a foreign militant, part of the group against which an Army operation is on for last 5 days, had come to Manigah village for having lunch. Army’s 41 RR led by its Commanding Officer Colonel Santosh launched an operation against the militant. After seeing the Army party, sources said, the militant took position in a nullah and when Colonel Santosh reached near, they fired at him indiscriminately killing him on the spot and injuring two other SF personnel. The injured soldier was identified as Majloon Ahmad of Territorial Army (TA) 160 while the other was a Policeman identified as Showkat Ahmad.

A Communist Party of India-Maoist (CPI-Maoist) cadre was reportedly injured in an exchange of fire with the Police late on November 18 afternoon about 7 km away from Pembi village in Khanapur mandal (administrative unit) under Pembi Police Station limits in Adilabad District, reports The Hindu. According to sources, the Police managed to injure one of the two armed motorcycle-borne Maoists, assumed to be Chunchu Bakkanna, a surrendered cadre who reneged about one year ago. The two Maoists were apparently headed for some village in the area, which is part of the dense Pembi forest, when they spotted a Police party. They duo was presumed to have panicked and opened fire on the Policemen who retaliated, resulting in the injury to one of them.
