Amid the hijab row in Karnataka, intel inputs have warned that Pakistan's Inter-Services Intelligence (ISI) is trying to fuel the controversy in India, through banned Khalistani outfit Sikhs for Justice (SFJ), reports India Today on February 12. An Intel note said, "ISI is pushing the concept of hijab referendum in India." The Intelligence Bureau has also warned Police Forces and law enforcement agencies to keep a close watch on the 'Hijab Refrendum' being pushed by the ISI through terror group SFJ. The intel inputs warned, "Some anti-India elements might join the chorus of Sikhs for Justice chief Gurpatwant Singh Pannu in organising the hijab referendum and celebrating the concept of urduistan." The intel note issued on February 11 said the SFJ has called upon Muslims in India to start a 'Hijab Refrendum' movement to carve out 'Urduistan' in areas of Rajasthan, Delhi, Uttar Pradesh, Bihar and West Bengal. The note also flagged that the SFJ chief in a video message addressed Indian Muslims and tried to provoke them. SFJ Counsel also assured Muslims of India that SFJ will organise and fund the referendum movement to create Urduistan.

The National Investigation Agency (NIA), on March 4, filed a chargesheet against five suspected Khalistani operatives, identified as Harmesh Singh, Darvesh Singh, Gurmukh Singh, Gagandeep Singh and Lakhbir Singh Rode — all residents of Punjab, in a case of arms and narcotics smuggling from across the border via drones, reports The Indian Express. “Investigation has revealed that the charge sheeted accused persons had smuggled illegal consignments of arms, ammunition, explosives and narcotics from across the India-Pakistan border to carry out terror activities in India,” the NIA said in a statement. According to the NIA, these illegal consignments were sent by the absconding accused Lakhbir Singh Rode, ‘chief’ of International Sikh Youth Federation (ISYF), and his associates from Pakistan via drones. “These consignments were received by co-accused and further discreetly passed on to other accused persons involved in the conspiracy to carry out subversive activities in India. Incriminating evidences have been found against all the charge sheeted accused persons,” the NIA statement said. The case was initially registered at Mamdot Police Station limits in Ferozepur District of Punjab on August 8, 2021. The NIA took over the case in November 2021.

The Punjab Police has registered a case against Pakistan-based ‘chief’ of the Khalistan Liberation Force (KLF) Lakhbir Singh Rode for allegedly smuggling arms and ammunition in the border areas of Amritsar District by using drones in the recent days to “attempt a big terror activity” in the State, reports Hindustan Times on April 10. State Special Operation Cell (SSOC) wing of the Punjab Police registered the case against Rode, who is also the chief of International Sikh Youth Federation (ISYF), on April 6, but the first information report (FIR), a copy of which was available to media source on April 10. The case has been registered under Sections 25 of the Arms Act, Sections 3, 4, 5 of the Explosive Substance (Amendment) Act, Sections 120, 120-B (criminal conspiracy) of the Indian Penal Code (IPC), and Sections 13, 18, 18-A, 18-B and 20 of the Unlawful Activities Prevention Act (UAPA) in Amritsar on the complaint of SSOC’s Deputy Superintendent of Police (DSP) Harvinder Pal Singh. According to the FIR, the DSP received a tip-off that Rode, who is wanted in various criminal cases in Punjab, has been active in various anti-national activities and in contact with Pakistan’s Inter-Services Intelligence (ISI) agency and other separatist organisations. “With the help of the ISI and other separatist organisations, Rode has been sending contrabands of arms and ammunition in Punjab to attempt a big terror activity. He has been working, with the help of criminals and gangsters, to destabilise the peaceful atmosphere by targeting social and religious leaders,” it said. “Rode has made his several workers active and has been sending them money through various mediums. These workers have been waiting (for) a proper time to commit a big terror activity. Last week, Rode sent various big consignments of arms and ammunition in the Ramdas area of Amritsar with the use of drones. These consignments were thrown in Nishoke, Sehjaza, Talibpur and Pashian villages. These consignments would be received by Rode’s workers,” the FIR stated.

Banned Pro-Khalistan group, Sikhs For Justice (SFJ), threatened on April 15 that they will raise the Khalistani Flags at the office of the District Collector in Ambala District of Haryana on April 29, reports republicworld.com. In the latest video released by the outfit, they claimed that the workers of the Khalistani group will raise their flags from Ambala to Gurugram. SFJ issued a letter named 'Haryana Banega Khalistan' on April 15. Posters of SFJ leader Gurpatwant Singh Pannu were pasted on roads near Ambala, and allegedly urged the people to join the fringe group on April 29. Notably, this is yet another incident wherein the separatist group attempted to spread their separatist agenda in Haryana. The extremist group, that desires to create a separate ‘Sikh mainland- Khalistan,’ has been actively expanding its activity in Haryana and Himachal Pradesh. The fringe group is highly active in Punjab and has been involved in spreading terrorism and inciting ‘separatism.’ The State and Central Governments actively track the group since it has the potential to threaten the sovereignty and integrity of India.

The main accused Barjinder Singh Parwana alias Sunny (38), was among the six more persons arrested in connection with the clashes in Patiala District of Punjab on April 29, that had left four persons injured, the Punjab Police said on May 1, reports Odisha TV. Two groups had clashed on April 29 over an anti-Khalistan march, hurling stones at each other and brandishing swords, forcing Police to fire in the air to bring the situation under control. With the arrest of six more persons, the number of accused who had been arrested so far reached nine, said Police. Inspector General of Police (IGP), Patiala range, Mukhwinder Singh Chhina said, the main accused Barjinder Singh Parwana has been arrested from Mohali and was presented before a court in Patiala and was sent to 4-day Police remand. Parwana is a man with criminal antecedents with four FIRs lodged against him in the past. Three of these cases were registered in Patiala and one in Mohali, according to Police. IGP, Chhina said Police also arrested Shankar Bhardwaj, an accomplice of Harish Singla, and Ashwani Kumar Gaggi Pandit, who made hate speeches. Besides, Police also arrested Shivdev, a resident of village Bal Sikandar in Fatehgarh Sahib District; Davinder Singh, a resident of Jind in Haryana; and Rajinder Singh, a resident of Samana in Patiala.

After a major Pakistan-Khalistan terror plot was thwarted in Karnal on May 5, with the arrest of four terror suspects, the banned pro-Khalistan group, Sikhs for Justice (SFJ) has warned Haryana Chief Minister Manohar Lal Khattar against branding the arrested accused as Pakistan terror suspects, reports republicworld.com. SFJ issued a warning against CM Khattar and Home Minister Anil Vij against labelling Khalistan activists as an “ISI backed-terrorist”. The group has also claimed to provide legal aid to the arrested terrorists. The SFJ has now issued an open warning against Haryana CM over branding the arrested accused in Karnal as Pakistan terror suspects. In a video message released by SFJ leader Gurpatwant Singh Pannu, under its “Haryana BanayGa Khalistan” campaign, the group issued a warning to the Haryana CM against the Pak-Khalistan terror nexus. Himachal Police have stepped up security in the State after SFJ gave a call for holding a 'Khalistan' referendum on June 6. Inter-state borders have been sealed and security stepped at key Government buildings. The windowpanes on one of the floors of the building were shattered because of the explosion. The Mohali police said in a statement, “A minor explosion was reported at the Punjab Police Intelligence Headquarters in sector 77, SAS Nagar at around 7.45 PM. No damage has been reported. Senior officers are on the spot and an investigation is being done. Forensic teams have been called.” The explosion came close on the heels of the recovery of an explosive device near Burail Jail in Chandigarh on April 24. A senior official associated with a Central intelligence agency said that it is suspected that a rocket-propelled grenade (RPG) was used in the attack and it is an unusual thing. "In the past grenade attacks have happened but the use of RPGs is worrying for everyone," said a senior official. "Some suspects taken into custody," Punjab Police, Director General of Police (DGP), Viresh Kumar Bhawra said at meeting headed by Chief Minister Bhagwant Mann.

The Intelligence says that the ISI has directed the Khalistan groups to undertake this operation and in particular target the goods trains. This Intelligence once again signals the attempts being made by the Khalistan groups to carry out terror attacks and revive its movement. In this backdrop the probe agencies have also found that the Khalistan elements had outsourced the Rocket Propelled Grenade (RPG) attack on the Punjab Police's intelligence headquarters in Mohali to gangsters. An Indian Express report said that the ones who carried out the attack are from Jhajjar in Haryana and Faizabad in Uttar Pradesh, have a criminal record and were paid to carry out the attack. Even if one were to take the case of the Ludhiana Court blast, it was found that it was the handiwork of gangsters involved in smuggling. They would smuggle drugs and Improvised Explosive Devices (IEDs) at the behest of the ISI and then strike in Punjab, the probe also learnt. An official said that this modus operandi has been going on for long and the Khalistan groups have been outsourcing terror strikes to gangsters in a bid to avoid the heat. The fact that they use a gangster to carry out the attack gives the agencies the impression that the same is done by a local criminal group and not the ISI backed Khalistan forces.

Harpreet Singh alias Happy Malaysia is a cousin brother of Surmukh Singh alias Samu of Panju Kalal village in Amritsar, one of the key accused in the case. Surmukh was brought on production warrant from Amritsar jail by the STF on May 23. A senior STF official, who is part of the investigation said, “Our investigation has found that Surmukh had been in contact with some smugglers backed by the ISI [Inter-Services Intelligence] and Khalistani terrorist Rinda in Pakistan. We have identified Harpreet Singh alias Happy Malaysia, who is presently living in Malaysia and Surmukh’s cousin brother, to have arranged Surmukh’s contact with the Pakistan-based entities.” The official said that the STF has written to the Centre for issuing a lookout circular against Happy Malaysia. He said that they have also initiated the process to extradite Happy Malaysia. Surmukh’s role in the Ludhiana court blast had come to the fore on May 20 when the STF’s Amritsar team had busted a cross-border drug and arms smuggling racket with the arrest of four persons—Sawinder Singh, Harpreet Singh and a minor of Dhanoia Khurd village, and Dilbagh Singh of Chak Allah Bakash village in Amritsar. Dilbagh had admitted to receiving the Improvised Explosive Device (IED) used in the December 23, 2021 Ludhiana court blast from a drone sent from Pakistan and supplying it to the perpetrator of the blast.

The Ministry of Home Affairs (MHA) handed over the case to the NIA to probe the matter and the anti-terror agency registered an FIR this week. “We took over Karnal IED recovery case this week,” a senior NIA official, privy to the development said. Four terror suspects were arrested by Haryana Police near Bastara toll plaza at 4 am on May 5. The suspects were identified as Gurpreet, Amandeep, Parminder and Bhupinder. Three IEDs, one country-made pistol, 31 live cartridges, INR131,000 cash and six mobile phones were recovered from the terror suspects who belong to Punjab. Haryana Home Minister Anil Vij had said that the terror suspects got explosives from Pakistan through drones and were tasked with carrying them to Adilabad in Telangana. The operation to arrest them was carried out jointly by Telangana, Punjab and Haryana Police. “Pakistan-based Babbar Khalsa International (BKI) commander Harvinder Singh Rinda had shared a location with the four accused directing them to deliver the explosives to Adilabad, Telangana. Rinda is backed by Pakistan’s Inter-Services Intelligence (ISI). BKI had executed the 2021 Ludhiana blast with the help of Rinda,” Haryana Police said.

The duo, Dharminder and Kripal were booked for various offences in an FIR in May 2018, including 124-A (sedition) and under the provisions of the Unlawful Activities Prevention Act (UAPA), 1967, at Police Station Rangar Nangal in Batala. "This is my call to Kashmir freedom fighters, come out in support of Yasin Malik and block Amarnath Yatra. This will highlight the Kashmir Independent movement internationally. In a letter to Delhi Police Commissioner Rakesh Asthana, Chandhok said Pannun, a designated terrorist and chief of the banned outfit, has issued a "poster and three malicious video messages from his headquarters in the United States and is promoting and circulating it worldwide on all major social media and messaging platforms by his offices and agents in Canada, India, Pakistan, the United Kingdom and the United States". "In one of the videos, Gurpatwant Singh Pannun is provoking on the brutal killing of Punjabi singer Sidhu Moose Wala and was threatening prominent Punjabi singers to support the Khalistan movement in person on June 6, 2022, at Golden Temple Amritsar or else face the consequences," the letter said. It said in the second video, he is instigating and influencing the public at large to besiege the rail tracks and disrupt rail services in Haryana and Punjab on June 3. The letter, a copy of which has been sent to the Union Home Secretary, said Pannun continues to "target the integrity and sovereignty of the country by virtue of promoting 'anti-India' and 'Referendum 2020' campaigns, "thus purporting violence and disturbing communal harmony in the country and trapping the public to indulge in unlawful activities". Chandhok said Pannun and his syndicate including World Sikh Parliament in conveyance with militant organizations is using all sorts of methodologies and tools to destabilize the law and order situation in the country. "There is an alleged nexus being operated by ISI [Inter-Services Intelligence], Pakistan between such anti-India elements based overseas and gangsters lodged in various jails across the country to execute targeted killings and provide ground assistance to nefarious elements in the country," he said. The forum shared the poster and videos issued by SFJ with the complaint, along with 63 Twitter handles promoting them. The contraband was kept concealed in a container of unstitched clothes using a cardboard pipe, which was further camouflaged by an oversized plastic pipe. The container, which was loaded from Jebel Ali port in the UAE, was booked by an importer from Malerkotla. Following specific intelligence input regarding the smuggling of heroin from the UAE to Punjab, the State Police in a joint operation with the Anti-Terror Squad (ATS), Gujarat, and central agencies seized 75 kilograms of heroin from a container at Mundra Port, said Punjab, Director General of Police (DGP), Gaurav Yadav on July 12. Homicide investigators in Canada are trying to figure out who killed controversial Sikh community leader Ripudaman Singh Malik, a former terror suspect, wealthy businessman, and founder of Khalsa Credit Union and several Khalsa schools, reports Hindustan Times on July 15. Malik, 75, who was acquitted in the 1985 Air India Kanishka bombing by the Canadian judiciary in 2005, was shot dead by a group of three unidentified assailants outside his Surrey office in the Metro Vancouver region of the British Columbia province on July 14 morning. A spokesperson for the Surrey detachment of the Royal Canadian Mounted Police (RCMP) confirmed, on July 15, that the killing “did appear to be targeted”. Malik’s death comes weeks after he travelled to India in May-June this year after having benefited from New Delhi’s whittling down of a blacklist related to pro-Khalistan figures in Canada and elsewhere. He also visited India in 2019. A senior Indian official, felt that it could be connected to his return to India, and concern that he may speak out about the Kanishka tragedy that claimed 329 lives. The official also expressed apprehensions over the style of killing, potentially pointing towards a link between pro-Khalistan elements and organised crime, much of which is run by Indo-Canadian gangsters. Malik’s change of heart had attracted the attention of separatist groups. In December 2019, Gurpatwant Pannun, legal adviser to the banned US-based Sikhs for Justice (SFJ), said in a release: “Instead of the stick, Prime Minister Modi and his agents are offering Sikh foreign nationals the carrot to once again visit family in India.” To be sure, there is no reason to connect the killing to SFJ, as the killers are yet to be identified, and the organisation has repeatedly stressed that it abjures violence in pursuit of Khalistan. “I just think there are so many potential motives,” retired RCMP deputy commissioner Gary Bass was quoted as saying by the Toronto Sun newspaper. Bass, who was in charge of the terrorism investigation into the 1985 Air India bombing, said, “I’m not privy to the ongoing investigations on Malik right now, but I can say that from years when I was that he was involved in a number of activities that might bring him into conflict with other people.” Reportedly, in January this year (2022), he wrote a letter praising Prime Minister Narendra Modi for reopening the 1984 anti-Sikh riots cases, opening the Kartarpur Corridor, grant of Foreign Contribution Regulation Act (FCRA) license for the Golden Temple, among other initiatives, and also released an open letter to the community to renounce the demand for a separate Khalistan.

According to a senior Police officer, privy to the investigations, the two suspects who carried out the attack on “direct instructions” from Pakistan-based Khalistani terrorist Harvinder Singh Rinda have been identified as Divanshu and Deepak. While Divanshu belongs to Haryana’s Jhajjar, Deepak is from Faizabad in Uttar Pradesh (UP). Their last known location is also somewhere in UP, said the officer. Rinda had allegedly also used the duo to execute two murders — one in Maharashtra’s Nanded (where the gangster-turned-terrorist’s group is mainly active) and another in Amritsar. “Although six men were already arrested for the conspiracy, they had no idea about the exact identity of the two attackers, who were specially hired and given online training to fire an RPG by Rinda,” the officer cited above said. The investigating team narrowed in on the two after analysing footage from more than 2,200 CCTVs and researching the data of over 100 hundred mobile towers across the state besides raw information gathered from those arrested and from a messaging app, said sources. “Special teams of the Punjab Police are still on the hunt of the duo, and around 20 days back, their location was suspected to be in UP,” said the senior officer. The multiple audio recordings have also revealed that the SFJ was planning to paint anti-India slogans on buildings on the Independence Day in Haryana, besides disrupting the August 15 functions in Punjab and New Delhi, especially those of the Delhi and Punjab Chief Ministers. The Police had on July 19 arrested two persons, Harvinder Singh alias Dollar (21), and Prem Singh alias Ekam (18) — on the charge of pasting pro-Khalistani posters on the boundary wall of a temple in Patiala. Railways stations in Ambala were also on their target. In the audio recording, Pannun is heard talking to the two youths about the differences between Ambala Cantt and Ambala City railway stations. He can be heard telling them to do a recce of the railway stations first, especially the entry and exit points. The SFJ chief tells them not to use the main routes. “Pannu talks about providing shelter to Moosewala’s killers, besides the use of drones. His voice has been verified,” the official added. The audio tapes show the SFJ is trying to exploit the sentiments of Haryana youth by claiming that the Punjab Police under the AAP government are painting them as gangsters and nominating them in the Moosewala murder case. “We will see how they touch you,” Pannu can be heard saying in the one of the audio clips. This, the police say, confirms that gangsters and radicals are working together.

In a major blow to Inter Services Intelligence (ISI)-backed terror module jointly handled by Canada-based gangster Lakhbir Singh alias Landa, and Pakistan-based gangster Harvinder Singh Rinda, the Police have arrested three of their close aides, Punjab Director general of Police (DGP), Gaurav Yadav said on September 8, reports indileak.com. The other two arrested accused have been identified as Sukhdev Singh alias Shera, and Harpreet Singh alias Happy. DGP, Yadav also said that at least 25 accomplices, who are aiding them in carrying out illegal activities across the State, have been identified. The DGP said the arrested persons include the prime perpetrator of planting an Improvised Explosive Device (IED) at Shahabad in Haryana recently, who has been identified as Nachhatar Singh alias Moti, a resident of Tarn Taran District of Punjab. The Police have recovered one IED containing RDX weighing 1.5 kilograms along with detonator, two pistols, eight cartridges, and a motorcycle without a registration number from their possession. The DGP said that as per preliminary investigation, it has been revealed that the accused were in direct contact with Lakhbir Landa, and were involved in extortion and cross-border smuggling of arms, explosives and drugs on a large scale.

Inspector General of Police (IGP) headquarters, Sukhchain Singh Gill, said that the Police is making every effort to maintain peace and harmony in the State. "In the last 10 days the Police teams have managed to strike a major blow to the terrorist modules being operated by gangsters-turned-terrorists including Lakhbir Singh alias Landa, Harvinder Singh alias Rinda and Arsh Dalla from outside India," IGP, Gill said, adding, the Police busted a module on October 1 after arresting three operatives of an ISI-backed terror module jointly handled by Canada-based Lakhbir Landa and Pakistan-based Harvinder Rinda after recovering one sophisticated AK-56 assault rifle along with two magazines, 90 live cartridges, and two bullet shells from their possession. "Earlier on September 28, an operative of Canada-based terrorist Lakhbir Landa gang was arrested from Bihar for his involvement in several heinous crimes pertaining to murder, attempt to murder, assault, robbery, and snatching," he said. The IGP said that on the next day, an ISI-backed drone-based Khalistan Tiger Force (KTF) terror module being operated by Canada-based terrorist/gangster Arshdeep Singh alias Arsh Dala was busted with the arrest of its two operatives from the Chamkaur Sahib area. The Police have also recovered two illicit weapons including a .22 bore revolver and .32 bore pistol along with 21 live cartridges from their possession. Two days after, the Police arrested one more operative of the same module after recovering three hand grenades and two pistols from his car. "On October 4, Amritsar Rural Police busted an ISI-backed Narco-Terrorism module after arresting its main operative and one RDX loaded Tiffin Box fabricated into an IED or Tiffin Bomb; two sophisticated AK-56 assault rifles along with two magazines and 30 live cartridges; one .30 bore pistol along with 6 live cartridges; and 2 KG Heroin was recovered from his possession," he said. Gill further said that a module linked with Gurdev Singh (lodged in Faridkot jail) being operated by Germany-based Gurmeet Singh alias Bagga was busted with the arrest of its five members for arranging smuggled weapons and providing logistic support. On December 26, Inspector General of Police (IG) Punjab Sukhchain Singh Gill said that during 2022, the Internal Security has neutralised 18 terror modules with the arrest of 119 terrorists/radicals after recovering 43 Rifles, 220 Revolvers/Pistols, 13 Tiffin Improvised Explosive Device (IEDs), 24.5 kilograms Royal Demolition eXplosive (RDX) and other explosives, 37 Hand Grenades, two Sleeves of disposed Rocket Launcher, 22 Drones, and 23 vehicles, reports Amar Ujala. He added that the Anti-Gangster Task Force (AGTF), since its formation on April 6, 2022, has succeeded in neutralizing 111 gangster/criminal modules after arresting 428 gangsters/criminals and neutralizing two, recovering 411 weapons, 97 vehicles used in criminal activities, 44.21 kilograms heroin and INR 1,30,00,000 money. Giving yearly updates on drugs, the IGP said that from January 1 to December 25, 2022, Punjab Police have arrested 16798 drug smugglers/suppliers, including 2316 big fish after registering 12171 first information reports (FIRs), including 1374 commercials.
