In a counter-terrorism measure in Punjab, the State Police have decided to recruit specialised de-radicalisation counsellors in the backdrop of radicalisation of youth for pro-Khalistan activities via social media, reports The Tribune on January 4. 30 de-radicalisation counsellors and 82 assistants will be recruited soon with the job to bring back youth into the mainstream after they were allegedly brainwashed by terror agencies, including Pakistan-based Inter-Services Intelligence (ISI), said Director General of Police (DGP) Dinkar Gupta. According to the Police records, nearly 70 terror modules had been busted in the past few years in which more than 300 youth were arrested. Most of them were radicalised for pro-Khalistan activities through social media.

The banned US-based secessionist group Sikhs for Justice (SFJ) announced a reward of USD 2,50,000 for protesting farmers of Punjab for hoisting ‘Khalistan flag’ at India Gate in the national capital on Republic Day, reports India Today. While announcing the reward, SFJ’s general counsel Gurpatwant Singh Pannun, in a video tried to link the farmers' protest with 1984 anti-Sikh riots. “26 January is coming and on the Red Fort, there is an Indian tricolour. Remove the tricolour on 26th of January and replace it with the Khalistan flag,” he said while announcing that SFJ will give USD 2,50,000 to those who will remove the Indian tricolour. Besides this, SFJ also used the bait of giving foreign citizenship to lure the protesters. “The laws of the world are with you. If the Indian Government points a finger at you, you and your families will be brought to the foreign countries under the United Nations laws,” he further said.

According to the latest data provided by the Border Security Force (BSF), the personnel in 2020 made a record 517-kilograms haul of heroin, which is the highest seizure in the past five years from along the International Border (IB) in Punjab, reports The Indian Express on March 7. The drug recovery in 2020 witnessed almost a three-fold rise compared to 2019 (228 kilograms). BSF soldiers also shot dead eight drug smugglers and intruders in separate encounters in 2020 and arrested 13 of them. “The number of intruders trying to cross over, came down last year as we reacted swiftly,” said a senior BSF official. In 2020 in a humanitarian gesture, the force handed over six Pakistanis to the Pakistan Rangers after they had inadvertently crossed the IB. “With almost every drug consignment, weapons too are sent along. The most common weapon is a .30 bore pistol,” said a BSF officer.

The United Nations (UN) has received a USD 10,000 “donation” from the pro-Khalistan group Sikhs for Justice (SFJ), an outfit banned by India, reports The Times of India on March 14. SFJ is simultaneously lobbying the UN to set up a “commission of inquiry” to investigate alleged mistreatment of farmer protesters in India.A spokesperson for the Office of the United Nations High Commissioner for Human Rights (OHCHR) in Geneva, said, “We confirm we received a contribution of USD 10,000 on 1 March from an individual representing the Sikhs for Justice (SFJ) group via our online donation function. In general, we do not decline online contributions, unless they are from groups or individuals listed on UN sanctions lists or the organisation/individual is engaged in activities manifestly contrary to the UN Charter or its principles.” US-based Gurpatwant Singh Pannun, SFJ’s general counsel, said a further USD 1.3 million had been pledged from the Sikh community to establish a UN commission of inquiry (CoI) “to investigate India’s use of violence and sedition charges against protesting farmers”.“As of my knowledge the UN has not established the commission. But we are pursuing the matter through the UN Office of the High Commissioner for Human Rights,” Pannun said.

The charge sheet is filed against seven narco-smugglers associated with BKI identified as Gurpartap Singh, a resident of Tarn Taran District in Punjab, Sham Lal, Ajeet Kumar alias Kala, Bishan Das alias Raju, Jasraj Singh, Subhash Chander and Gurbaksh Singh, all residents of Jammu in Jammu District of J & K in India under several sections of the Narcotic Drugs and Psychotropic Substances Act, Indian Penal Code and Unlawful Activities (Prevention) Act. The National Investigation Agency (NIA) charge sheet at NIA Special Court, Jammu in Jammu and Kashmir (J&K) in India on April 17, exposed the plot of Pakistan’s Intelligence Agency, Inter-Services Intelligence (ISI) and Babbar Khalsa International (BKI) to create unrest in Punjab, reports Republic. According to NIA charge sheet Pakistani ISI handler Arif told Gurpartap Singh that he will sell the heroin and then either he will buy weapons for BKI and other terrorists or provide the money to the terrorists and operatives of BKI. Arif also told that the proposed consignment will be for Gurpartap. In addition, he also told that Gurpartap has strong connections with ISI in Pakistan. NIA investigation has established that Gurpartap Singh has been involved in smuggling of heroin and gold since 2004. The duo was arrested by the Amritsar (rural) Police on August 15 with two hand grenades and a pistol. A day later, on August 16, Amritpal’s interrogation had led to the seizure of four hand grenades and three pistols along with magazines and bullets on Dhariwal-Batala road near Suchetghar village in Batala. Senior Superintendent of Police (SSP), Gulneet Singh Khuranna said, Amritpal was working a sleeper cell for the BKI, and Khalsa was passing instructions to him. Khalsa, who was the suspect in Shingar bomb blast case in Ludhiana, had fled to the UK after being acquitted by the court. A Police official privy to the investigation said, Amritpal used to live in Mullanpur in 2015, when he got influenced by the separatist movement. Later, he went to New Zealand, where he came in contact with Khalsa. Reportedly, on August 8, the Police had confiscated a tiffin bomb with 2 kilogram RDX and five hand grenades from Daleke-Beharwal border village in Tarn Taran District, which were dropped by drones. On August 14, a hand grenade was found in a garbage pile in Ranjit Avenue area in Amritsar District. On August 15, the Police arrested Amritpal and Sammy with two hand grenades and a pistol and later their interrogation led to seizure of four hand grenades and three pistols in Amritsar District. A tiffin bomb was also recovered from Gurnam Singh Brar alias GB, a resident of Hardyal Nagar (Kapurthala), and Gagandeep Singh. The explosives and weapons were allegedly part of larger consignment dropped by drones from across Pakistan-based notorious elements. The Police have been trying to find a link between all the recent seizures.

"(The) Investigation has revealed that the charge-sheeted accused were part of the conspiracy hatched by Pakistan based leadership of proscribed terrorist organization Khalistan Liberation Force for assassinating comrade Balwinder Singh who was awarded Shaurya Chakra for his brave fight against terrorists at the peak of militancy in Punjab," a statement by the NIA read. The court framed charges against Sukhraj Singh, Ravinder Singh, Akashdeep Arora, Jagroop Singh, Sukhdeep Singh, Gurjit Singh, Inderjit Singh and Sukhmeet Pal Singh for various offences under different sections of Indian Penal Code (IPC), including Unlawful Activities Prevention Act (UAPA) and Arms Act, 1959. After investigation, NIA had filed a charge sheet, against these eight accused persons for their roles in the conspiracy, on April 27 this year. The case was originally registered on October 16 by Punjab Police. NIA had re-registered the case on January 26, 2021 and taken up the probe. Police said that during a probe into a similar FIR that was registered at State Special Operation Cell (SSOC) Mohali on September 16, it was found that accused Gurwinder Singh from Rampur of Doraha village (Ludhiana District), along with his accomplice Jashan Mangat, had painted pro-Khalistan slogans at Gill village on the night of August 18-19 this year. On September 16, SSOC Mohali had booked Gurwinder Singh for sedition claiming that a printing press was operated from his house at Rampur village where lakhs of pro-Khalistan posters, pamphlets and other material were produced and recovered. The counter- intelligence wing of Ludhiana Police and SSOC Mohali had raided the village and arrested Gurwinder on September 17. Pannun was also named in the FIR which was registered at SSOC Mohali for sedition and other offences. In the fresh FIR that has been registered at Dehlon Police Station in Ludhiana city, the Police have said that on the intervening night of August 18 and 19, slogans such as ‘Khalistan Zindabad’, ‘Kisaana da hall Khalistan’, ‘Punjab da hal Khalistan’ and ‘Punjab vich Khalistan’ were found painted on the walls of houses at Gill village. The FIR adds that during investigation into SSOC Mohali FIR, it was found that these slogans at Gill village were also painted by Gurwinder Singh and his accomplice Jashan Mangat in connivance with US-based Pannun, a designated terrorist by the Government of India, from the banned organisation SFJ. The FIR has been registered against Gurwinder Singh and Jashan Mangat (19), both from Rampur village of Doraha, and US-based Pannun under sections 124-A (sedition), 153-A (promoting enmity between different groups on grounds of religion, race place of birth etc), 153-B (imputations, assertions prejudicial to national integration) and 120-B (conspiracy) of the Indian Penal Code (IPC) at Dehlon Police Station.

Kanwarpal Singh, Kulwinder Singh and Kamalpreet Singh, all residents of Moga, arrested by the Tarn Taran Police, were produced in the court yesterday (September 23), which sent them in five-day Police remand. The Police probe revealed they had been working as couriers. It has been learnt that the Police were trying to identify those who had retrieved the explosives near the International Border (IB). “The explosives were dumped somewhere in the Bhikhiwind subdivision from where the three had retrieved these on the directions of Canada-based Arshdeep Dhalla,” said Tarn Taran Senior Superintendent of Police (SSP) Opinderjit Ghuman, while adding the consignment was sneaked into the Indian territory with the help of drones. He said they were yet to get the directions on where and to whom to deliver the consignment. The arrestees have been identified as Amandeep Singh alias Machher of Ferozepur, Jaswinder Singh alias Jassu of Kokri Klan village, Balraj Singh and Arun Sarwan of Moga. They were booked under Sections 21, 61 and 85 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act and 25 (6) (7), 54 and 59 of the Arms Act at the Mehna Police Station. Moga District Senior Superintendent of Police (SSP), Dhruman H Nimbale said they arrested Amandeep with a Beretta M9 pistol, four live cartridges and 300gm of heroin. Arsh Dala contacted Amandeep through Facebook, where he lured and manipulated him to get his work done. Later, Arsh told him to collect the Beretta pistol from Jaswinder Singh. “During investigation, Jaswinder revealed that apart from Amandeep, he had given two more Beretta pistols and 10 live cartridges to Balraj Singh and Arun Sarwan of Moga. “Acting on the information, we arrested Balraj and Sarwan with two pistols, 10 live cartridges and a Mahindra Scorpio SUV,” he added. “Preliminary investigation reveals that Arsh had provided these weapons to his associates. We are trying to figure out how and from where he got these weapons,” said the SSP. Police said Arsh, along with KTF’s Canada-based ‘chief’ Nijjar, is co-conspirator behind targeted killing in Punjab, including murder of Dera Sacha Sauda follower and firing on a priest in Nijjar’s village. Besides, he was also the prime accused in murder of gangster Sukha Lamme and a trader in Moga. Currently, he is hiding in Surrey city in British Columbia of Canada. The Union Government has notified Nijjar as a “designated terrorist” under the Unlawful Activities Prevention Act (UAPA).

The gang was allegedly being run by Khalistan separatists settled abroad. The anti-terror federal probe agency returned after handing over notice to their families which asked the two suspects to appear at their office in Chandigarh on October 8 for questioning. The first case in the alleged extortion racket was registered in Moga on May 22 this year. And after the names of separatists cropped up, the NIA took over the probe in the case on June 10. In July, it had arrested an alleged arms trafficker from Meerut. “Gagandeep Singh was involved in smuggling of weapons on the directions of Arshdeep, one of the main accused in the case and a close aide of Hardeep Singh Nijjar, the chief of Khalistan Tiger Force,” the NIA had said in a statement then. The NIA team accompanied by Chandigarh Police raided two houses in Radhna village on October 5. According to sources, the homes of Jalish Ahmad and Mohd Khilafat were raided. NIA served notice to the family of Khilafat and asked his son Akbar Soni to be present at its Chandigarh office. The notice, stated, “Whereas it appears that you are acquainted with the facts and circumstances of the NIA case noted below, which is now being investigated by NIA. You are hereby directed to appear on October 8, at NIA branch office Chandigarh for the purpose of examination.”

In the last two years, around 125 drones have been sighted in Punjab. Ten of those were shot down because they were from Pakistan to deliver weapons, explosives, ammunition and narcotics from across the border. Last month, there were a dozen drone sightings in which grenades and drugs were smuggled. Three drones from Pakistan, which tried to enter Indian territory on October 6, were fired at by BSF and retreated. In September, when sympathisers of the Khalistan Tiger Force (KTF) were arrested, they confessed to smuggling weapons through drones from Pakistan. In August, a tiffin bomb packed with over two kilograms of RDX and five hand grenades were found from Daleke village in Amritsar. Punjab Police claimed that the consignment was dropped by a drone from the neighbouring country. A senior Police official said the State Police and BSF are holding meetings with Panchayats which fall within five kilometres of the Indo-Pak border and asking them to share information if they spot any flying object. Recent killings of civilians in Jammu and Kashmir (J&K) has brought back into focus similar methods used by Khalistani terrorists to destabilize Punjab, and the National Investigation Agency (NIA) has initiated probes this month in two such cases – firing on a priest, Kamaldeep Sharma, and sewadar (volunteer) Simranjit Kaur – on January 31 this year in Phillaur, seriously injuring them, and killing of a dera follower Manohar Lal in Bhatinda on November 20 last year, reports Hindustan Times on October 24. In both the cases taken over on October 8 by the NIA, it looks to investigate a pattern behind targeted killings in both Kashmir and Punjab. In Punjab, the gunmen were given pistols on the directions of Hardeep Singh Nijjar, the Canada-based ‘chief’ of banned outfit Khalistan Tiger Force (KTF), investigators suspect. The shooters, identified as Lovepreet alias Ravi, Kamaljit Sharma and Ram Singh, targeted prominent persons of other faiths “to create a sense of fear and disharmony in the society,” the Ministry of Home Affairs (MHA) said while handing over the two cases to the NIA. In April, the NIA filed charges against eight members of another outfit called Khalistan Liberation Force (KLF) for the murder of Balwinder Singh Sandhu, a Shaurya Chakra bravery award winner, in Tarn Taran District in October 2020. “Islamic or Khalistani outfits in Jammu and Kashmir and Punjab, operating with the help of Pakistan army and the ISI (Inter-Services Intelligence, the Pakistani spy agency), have found this modus operandi more useful to them,” an official said, requesting anonymity. “The local operators, who act as hitmen, are provided with guns easily available within India or smuggled from across the border, for which money is paid through Western Union money transfer or hawala (informal money transfer). The specific targets are selected by handlers and these operatives are asked to attack and flee.”

The National Investigation Agency (NIA) has formally requested the Canadian Government to declare Sikhs for Justice (SFJ) as a "terrorist entity" in the country, reports India Today on November 7. The SFJ was banned by the Government of India in July 2019 under Unlawful Activities Prevention Act (UAPA) for its involvement in promoting secession and violent extremism in Punjab. Top officials of the Ministry of Home Affairs (MHA) have confirmed the visit of NIA officers to Canada, and a senior officer said," A formal request to this effect has been made. A two-member NIA team led by an IG rank officer had begun their visit beginning November 4." Sources said the purpose of the visit was to press Canadian authorities for faster execution of requests made under the mutual legal assistance treaty (MLAT). “The visit is for better coordination of investigation against entities and individuals suspected of terrorism and to discuss other criminal matters," a release issued by the Indian High Commission in Ottawa had said. The statement added, "The two countries have a range of ongoing bilateral mechanisms, including a joint working group on counter-terrorism. The two countries had signed a treaty on Mutual Assistance in Criminal Matters in 1994 and have had an Extradition Treaty since 1987."
