Terming it as a ‘knee-jerk reaction’, India has dismissed the threat posed by the United Kingdom (UK) based ‘The Sikh Federation’ to encourage the Gurudwara (Sikh temple) diasporas to place a ban on the visits of officials representing the Indian Government, reports The Hindu on January 5. The announcement by The Sikh Federation is a sign of fear about the strong relation between the Indian Government officials and the Sikh Diaspora dispersed globally, said India’s Deputy High Commissioner to London, UK Dinesh Patnaik. The Sikh Federation believed to have support of around 70 Gurudwaras based in UK and around 300 organisations outside India supporting this ban. The recent tactic of Indian authorities to target Sikh Diaspora when they [Sikhs] visits their homeland; the arrest of British citizen Jagtar Singh Johal is one of such cases, said Bhai Amrik Singh, Chair of the Sikh Federation, UK.

The National Investigation Agency (NIA) will seek support from the Interpol in providing information regarding Pakistan’s Inter-Service Intelligence’s (ISI) involvement in the ‘targeted’ killings of Hindu leaders at various places in Punjab during the last two years, reports The Tribune on January 7. The ongoing investigation and interrogation of gangsters and Sikh radical group members had revealed that the financial support was routed from Pakistan to various members of radical groups based in the United Kingdom (UK), Italy, France, Germany, Canada, the United States (US), and United Arab Emirates (UAE) in a proposal to revive Sikh militancy in the state of Punjab, said an unnamed official of Punjab Police. Some specific intelligence inputs does support that ISI was keen to establish allegiance between Khalistani outfits and Lashkar-e-Taiba (LeT). The NIA had confirmed that Harmeet Singh alias PHD— who is based in Pakistan, was an essential link between ISI and Sikh militant outfits, said unidentified sources.

According to unidentified sources in Punjab Police, the foreign-based pro-Khalistani groups are luring the young, educated, suave men and women from families with no prior links with Khalistan movement and radicalising the ‘new brand’ of Sikh militancy in Punjab, reports Hindustan Times on January 9. This is a new medium of spreading terrorist propaganda. The young men and women are getting radicalised via cyberspace. All investigations in such cases are handed over to the National Investigation Agency (NIA). It is unclear as of how many such pro-Khalistani modules have been prepared for further anti-national activities, said Punjab’s Director General of Police (DGP) Suresh Arora. A British citizen—Jagtar Singh alias Jaggi Johal was arrested by Punjab Police on November 4, 2017 and during preliminary interrogation he revealed that top leaders of the Khalistan Liberation Front (KLF)—Harminder Singh Mintoo and Harmeet Singh alias PHD, are recruiting young Sikhs with support of Pakistan’s Inter-Service Intelligence (ISI) to revive the Sikh militancy and other anti-India activities, said an unnamed Punjab Police official.

Punjab on February 15 started taking over all the moveable and immovable assets of the Jamaat ud Dawa (JuD) and the Falah-i-Insaniyat Foundation (FIF) operating in the province, reports Dawn. The JuD’s Muridke Markaz along with its various schools, seminaries and health facilities was also taken over. There were similar reports from everywhere else in the province, as well as in the Islamabad Capital Territory (ICT). Punjab Law Minister Rana Sanaullah said that a recent notification issued by the interior ministry reveals that JuD and FIF could no longer operate in the country, and that all their moveable and immoveable assets should be seized. A Statutory Notification (SRO) issued by the interior ministry on February 10 directs that “requisite action with regard to freezing and taking over of assets (moveable, immoveable and human resource) associated with JuD and FIF shall be taken in pursuance of ordinance No-II of 2018”.

The Canadian Prime Minister (PM) Justin Trudeau on February 21 that his country [Canada] did not support any Sikh separatist movement in India or elsewhere, reports The Tribune. During his 40-minutes meeting with the Chief Minister (CM) of Punjab Captain Amarinder Singh, Trudeau assured the CM Amarinder Singh that Canada does not believe in Sikh separatism, even though the latter handed-over the list of nine Canada-resident operatives alleged for promoting radicalism. Capt. Amarinder Singh urged Canadian PM’s cooperation in dealing with separatism and hate crimes caused by a tiny proportion of Canada’s population. The Punjab CM also handed over to Trudeau a list of nine Canada-based operatives of Category “A”— allegedly involved in hate crimes in Punjab by financing and supplying weapons for terrorist activities, and also engaged in radicalising youth here. In 2017, Punjab’s CM accused Canada’s Defence Minister Harjit Singh Sajjan for being a ‘Khalistan sympathiser’ and refused to meet him during his visit to India. “Really happy to received categorical assurance from Canadian PM that his country does not support any separatist movement. His words are a big relief to all of us,” said Punjab CM (Capt.) Amarinder Singh.

Over his controversial appearance with Canadian Prime Minister (PM) Justin Trudeau’s wife Sophie Trudeau at an event organised during Canadian PM’s visit to India, the former Khalistani militant Jaspal Atwal talked to the media through his lawyer’s office in Canada and apologised and stated that he does not support the demand of an independent Sikh nation—commonly known as ‘Khalistan’, anymore, reports NewsX on March 9. Over his appearance at the event, several questions were raised about his connection with PM Trudeau and security lapses on how he was invited at the event. “I am sorry for the embarrassment caused to Canada, India, my community and my family, in this matter. With expressing its concern over the ‘developments’ in Sikh militancy, the Union Ministry of Home Affairs (UMHA) claimed that Pakistan’s Inter-Services Intelligence (ISI) is encouraging the Sikh youth based in the Europe and the United States (US) against India, reports The United News of India on March 21. Reportedly, ‘Commanders’ of Sikh militancy outfits based in Pakistan are under pressure from ISI to further expand their terror plans and activities not only targeting Punjab but also other regions of India. The founding member of new Sikh youth group—Sikh Liberation Front (SLF), Moninder Singh has claimed that in “Khalsa tradition”, use of force is permissible and justified as the last resort in the situation, reports Hindustan Times on May 5. The group—SLF comprises of Sikh youth from the groups based in Canada, the United States (US) and the United Kingdom (UK). However, the Khalistan movement does not necessarily to be associated with violence every time. Self-resistance, resistance against the State, and Self defence—these modes sometimes require people to resist in many different ways which also includes armed struggle, said Moninder Singh. Reacting to Moninder Singh’s statement, an unnamed senior Indian government official has said that such blatant exhortation to violence aimed at India cannot be tolerated. It is incumbent upon the host government [Canada] to take stringent action against such elements whose only agenda is of hate, violence and mayhem. The Punjab Government would file chargesheet against 14 jail officers—including service Deputy InspectorGeneral (DIG) level officer, for allowing two unnamed terrorist of LashkareTaiba (LeT)— who are in Punjab jails, to contact their handlers based in Pakistan, reports The Tribune on June 12. From now on, any case of negligence on the part of jail officials including allowing mobile use from jails will invite registration of an FIR. In this case, the government has decided to chargesheet them under Section 10 of the Punjab Civil Services (PCS) (Punishment and Appeal) Rules, 1970, said Punjab’s Jail Minister Sukhjinder Singh Randhawa. Earlier, the preliminary investigation conducted by InspectorGeneral (IG) of Prisons Roop Kumar Arora has indicated that 14 senior jail officers who were posted in three jails between 2009 and 2011 has allowed the terrorists to get easy access to mobile phones. The 14 Jail officers are—DIG (Jails) Lakhminder Singh Jakhar, who was jail superintendent in Patiala where Mohammad Iqbal—LeT terrorist was lodged in 2009. The others include serving jail Superintendents Sukhwinder Singh, Manjit Singh Kalra, Gurpal Singh Saroya and Jeewan Kumar Garg, who later cleared PCSAllied, retired superintendents Prem Sagar Sharma, JP Singh, Gursharan Singh Sidhu, Balbir Singh Bisla and deceased Deputy Superintendent Charanjit Singh Bhangoo. These officers will now get a chance to explain their conduct following the chargesheet. An inquiry officer will be appointed for a detailed probe and fix responsibility. Once the officers submit their reply, an action will be initiated, said DirectorGeneral of Police (DGP) of Prisons IPS Sahota.

As the part of investigation conducted by the West Midlands Counterterrorism Unit (WMCU), the British Security agencies searched several properties on September 18 in connection with the allegations of the terrorist offences in the United Kingdom (UK), including the activities in relation to Khalistan campaign in India, said Asquith. However, the investigation conducted by WMCU is not directed by either the UK government or the Indian government.
