Rajnath recalled former Prime Minister A B Vajpayee's words "We can change friends but not neighbors". He further said "Vajpayee had offered the hand of friendship to Pakistan. He not only wanted friendly ties with Pakistan but heart-to-heart relations between the people of the two countries. But what did we get in return? Kargil War. So far, we have not been able to achieve what we want. Pakistan has to consider stopping the business of terror and prevent turning green pastures into red with blood of innocent people. Terror has to end." Meanwhile, terming two back-to-back terror attacks in Kathua and Samba Districts in Jammu and Kashmir as a “conspiracy” to derail the peace process, Chief Minister Mufti Mohammad Sayeed on March 22 asked the Pakistan Prime Minister in explicit term to rein in the terrorists in order to carry forward process of peace and reconciliation, reports Daily Excelsior. Inspector General of Police (IGP), counter intelligence, Gaurav Yadav on June 2 stated that two Pakistani smugglers, identified as Mohammad Atib Khan, a resident of Deriawala village in Narowal District, and Razif Mohammad from Sunnupur village in Shekhupura District, both from Pakistan's Punjab province, were arrested in Amritsar, along with German-made revolver and INR 65,00,000, reports The Times of India. Preliminary interrogation of both suggested that they worked for a Lahore-based smuggler known as Lamberdar Arshad and were his courier boys. However, IG Yadav said, "Sometimes there are many further angles in the investigations. Till now there is no terrorism connection of the arrested smugglers from Pakistan." Yadav added, "The area from where they crossed the border is riverine. The river is on other side of the fence, which gets damaged when it overflows". Meanwhile, IGP, border range, Ishwar Chander Sharma informed that security had been enhanced at vulnerable places like Batala, Gurdaspur, and Fatehgarh Churian in Gurdaspur District and in Pathankot District.

Preliminary evidence suggests militants who stormed into Dinanagar Police Station in Gurdaspur on July 27, came from Pakistan, Union Home Minister (UHM) Rajnath Singh told the Rajya Sabha (Upper House of Indian Parliament) on July 30, reports Hindustan Times. He also said that India will give a befitting reply to any terror activity launched from across the border, reiterating his statement made after the daring terror attack to strike Punjab in decades. "Any attempts to attack the unity and integrity of India will get a befitting reply. We are dedicated to stopping all terror activities being done from across the border," he said. The UHM informed that the three terrorists might have infiltrated taking advantage of heavy rains and swollen 'nullahs' (drains) along the India-Pakistan border. Singh said that information was being gathered from the Global Positioning System (GPS) device seized from the terrorists who, he said, also had a night vision device.

With the Global Positioning System (GPS) sets recovered from the July 27, 2015 Gurdaspur (Punjab) attack terrorists clearly establishing their Pakistani connection, the Punjab government is now tapping its sources along the narcotics smuggling route on the western border to help establish the identity of the Fidayeen (suicide) attackers, The Times of India reports on August 23. "While the data feeds on GPS sets do show the starting point in Sargodha and Mastgarh in Pakistan, these do not conclusively prove that they were the actual routes taken by the terrorists. To rule out this element of deniability, we are concentrating on working out the identity of the attackers with the help of Punjab police's sources among smugglers active on the route. We will show them the CCTV footage in a bid to get them to recognize the terrorists and point out their possible addresses or hideouts in Pakistan," a senior Union Ministry of Home Affairs (UMHA) official stated. Another key evidence that the agencies are relying upon for nailing Pakistan is the black night vision device, with the markings 'USA government property' no 032008-80063-A 3256364, recovered from the terrorists. "This will help us establish where it was picked up from. Most probably it was stolen from Afghanistan or Af-Pak border," said an official.

"I have dispatched a communique to Union home minister for beefing up and deployment of more security forces along the Punjab border to avert any kind of terror strike. I personally visited some forward posts of BSF adjoining the border and observed that more personnel were needed to keep watch along the border," said Sukhbir. The Punjab Government has refused to hand over the investigation of the attack in the state at Dinanagar (Gurdaspur District) on July 27 to the National Investigation Agency (NIA), reports The Tribune. Sources in the state government said Director General of Police Sumedh Singh Saini met with officials of the Union Ministry of Home Affairs (UMHA) and conveyed the state’s decision to continue with their probe claiming the investigation had reached a “crucial stage” and handing it over now could hinder its pace. A decision had been taken at the highest level that the investigation, too, should be handled by the Punjab Police, considering its experience in dealing with cross-border terrorism and its intelligence on the fringe elements that could have supported the three terrorists killed in Dinanagar, according to a source. While the sources refused to divulge anything on the status of the Punjab Police’s investigation citing international ramifications, they insisted the probe was continuing in the right direction. “It was a conscious decision not to allow the Army take over the operation on the day of the attack. It was an attack on the police force and the police had to deal with it on its own,” said the source.

On August 19, more than three weeks after Punjab Shahi Imam Maulvi Habibur Rahman Ludhianvi condemned the Gurdaspur terror attack and asked Prime Minister to give befitting reply to Pakistan, he allegedly got a letter from Lashkar-e-Taiba (LeT) warning him of dire consequences for his statement, reports The Times of India. The one page hand written letter in Urdu was allegedly found lying at the old gate of house of Shahi Imam at Brown road area and he "picked" the letter while going to Shahi Mosque in Field Gunj for morning prayers. Private secretary to Shahi Imaam, Muhammad Mustukeem said that in the threat letter, ameer 'chief' of LeT had called Shahi Imaam "traitor" for his loyalty towards India. He added that in the letter ameer had warned Shahi Imaam of dire consequences for his statement against Pakistan. He added that letter had cited his statement on July 29 after July 27 attack on Dinanagar Police station in which he had asked Prime Minister to give befitting reply to Pakistan instead of soft talk. The Shahi Mosque authorities later handed over the letter to Police. Police has meanwhile registered a case under section 506 (Punishment for criminal intimidation) against unidentified accused into the matter.

Punjab Government on August 20 submitted a detailed report on the July 27 Gurdaspur terror attack to the Union Ministry of Home Affairs (UMHA), reports The Times of India. The 113-report gives details ranging from 12 satellite locations on the GPS (Global Positioning System) devices recovered from the terrorists to shoes and gloves sported by three jihadis as proof of Pakistan's involvement. The report includes Central Forensic Science Lab (CFSL) analysis of weapons, a Duracell battery, night vision device, commando knife and plastic watches. It also gives analysis of the data from the GPS devices by National Technical Research Organisation (NTRO), a technical intelligence agency under the national security adviser. According to the report, the jihadis infiltrated into India by crossing the Ravi river near Border Security Force's (BSF) border outpost (BOP) at Tash in Pathankot and reached Mastgarh village near Narot Jaimal Singh Police Station in Gurdaspur. "The NTRO experts have stated that while GPS-1 device has all locations involving movement inside India on July 27, GPS-2 shows all entries inside Pakistan," the report said. According to NTRO, the coordinate (32.161639 N 72,42, E) in the GPS-2 device confirms the location of those using it as "Sargoda town of Pakistan adjacent to the main Shahpur-Sahnewal road" on July 21. The same location also bears an undated entry." NTRO annexures included with the report add, "The devices have been originated either from Taiwan or USA and could have been possibly located in the UK at some point of time." The Punjab Police report also says that despite efforts by Pakistan to conceal evidence, the insoles of a pair of shoes recovered from the attackers showed the brand 'Cheetah' available in Pakistan. "In other two pairs, these markings have been scratched and inked to conceal the brand name. Shoes of this brand name are not available in India. Such shoes are widely available for sale in Pakistan," the report adds.
