A threat letter received at the office of Superintendent of Police (SP) of the Communist Party of India-Maoist (CPI-Maoist) affected Mirzapur District on January 4 has brought the officials on their toes, reports The Times of India. The person who wrote this letter has posed as a Maoist cadre and has threatened to blow the district court, tehsil (revenue unit) and railway station buildings on January 7. During initial investigation of police and intelligence wing officials, the letter looked like someone's mischief. The letter was posted to the SP office from a local post office.

CPI-Maoist has issued warning to the Judges in Chhattisgarh saying that that they will face trial in the Jan Adalat (people’s court) who award punishment to the tribals “without any evidence or under instructions from the Police,” reports The New Indian Express on March 27. The warning came in a three-page statement signed by Dandkaranya Special Zone committee 'spokesperson' Gudsa Usendi. To substantiate the charge, the Maoists have cited the case of one of their woman cadre Nirmala, who was arrested by the Police in 2007 and has been languishing in the Jagdalpur prison ever since. “145 cases were filed against her. In 100 of them, she has been set free. This shows how the government is wrongly arresting people on the basis of false charges. Another cadre, Malti was given 10 years’ term for distributing a video CD that showed the atrocities committed by the Salwa Judum. No evidence was submitted in her case. The High Court rejected their appeal even without going into the merits of the case,” it said.

Police were put on high alert in Wayanad District on April 25 after a four-member armed group, suspected to be Communist Party of India-Maoist (CPI-Maoist) cadres, threatened a Police officer and his mother at their house on April 24, reports The Hindu. The Police said the armed group reached the house of Promod, a civil Police officer at Mananthavady Police Station, under Vellamunda Police Station limits and threatened him that he would be killed if he continued with his spying activities for the Police team engaged in combing operations against the Maoists in the forest areas of the District. The Communist Party of India-Maoist (CPI-Maoist) has conducted its third public meeting, in the past one month, with the tribals of Visakha Agency on September 18 and threatened the government with an armed struggle if it did not withdraw its plans to mine bauxite reserves, reports The Times of India. Nearly 400 to 500 people from 20 villages attended the meeting. Sources said that though nearly 60 to 70 Maoists were present in the area during the meeting, only 15 to 20 armed cadres were visible at the venue close to the Odisha border. The nearly two and half hour meeting was addressed by a senior leader of the Galikonda ‘area committee’, who accused Andhra Pradesh Chief Minister of trying to benefit Multi National Corporations (MNCs) through bauxite mining.

The East Central Railway (ECR) that had decided to withdraw services of at least 28 passenger trains for a week, fearing disruption during Foundation Day celebrations of the Communist Party of India-Maoist (CPI-Maoist) in Bihar and Jharkhand, withdrew its notification on September 20, reports The Times of India. The movement of trains will now be regulated under strict police protection, said ECR Chief Public Relation Officer (CPRO) Arvind Rajak. Rajak added railways would maintain foolproof safety at vulnerable places. "Since Maoists have always targeted railways for one reason or another, we would not give any leeway to them. Security has been beefed under all five divisions," he said.

The Naxalites [Left Wing Extremists (LWEs)] have also, as usual, appealed to people to boycott the elections through the poster. The District administration admitted it was for the first time that the Naxals have threatened against the use of schools as polling booths, raising fear that they might target the venues with guerrilla attacks. It is learnt that 423 schools in the District have been earmarked as polling stations in the vulnerable zones. Gadchiroli District administration has already chosen more than 550 schools for setting up polling stations and booths.

The Communist Party of India-Maoist (CPI-Maoist) has warned journalists working in Chhattisgarh against helping the Police in carrying out surrender of Maoist cadres, reports The Hindu on November 2. “We appeal to the journalist brothers to condemn the fake surrenders and stop encouraging those who have deceived the people’s movement. The journalists who support the surrendered Maoists will be termed as ‘anti-people’ by the party,” said Ganesh Uike, ‘secretary’ of the South Regional Committee (SRC) of the CPI-Maoist, in a press statement. The Maoist leader criticised senior journalist and president of Bastar press club Karrimuddin for giving “financial assistance” to a surrendered Maoist cadre a few days ago. “Karrimuddin is a senior journalist. It does not behove him to encourage those (surrendered Maoists) who have deceived the people’s movement. He should not repeat this,” said the Maoist leader.The SRC secretary termed the spate of Maoist surrenders in Bastar in the past few months as “fake and engineered”. “The new surrender policy is acting as a tool for corrupt police and paramilitary officers to loot money. The police and administration is misleading the media about surrenders. Common people and activists working in Bastar are threatened with arrest and are asked to pose as surrendered Maoists. In many cases, former Maoists, who quit the party many years ago, are being re-arrested,” claimed Ganesh Uike, whose name has figured in almost all the major incidents of violence against police in the last five to 10 years.Uike alleged that in the past few months Bastar police and paramilitary forces had killed many civilians and branded them as Maoists. “Three women members of the PLGA were caught and tortured before being killed. Bastar Inspector General of Police (IGP) S.R.P. Kalluri is misleading the media. The journalists should not believe the police version on surrenders and encounters. We appeal our journalist brothers to come to the spot and verify facts before writing,” added the press statement.The Maoists party secretary also appealed the journalists to stop “defaming” the CPI (Maoist) for “red terror”. “We are not terrorists, but we are patriots and we are fighting for the people. We are standing against many multinational companies, preventing them from snatching land from tribal people. The media should support us rather than supporting the ‘exploiter’ government,” said the Maoist leader calling for “Dandakaranya bandh” on November 8 against the Narendra Modi government’s “Brahmnic and fascist policies”.Karrimuddin has denied the allegations and said that he was just giving reward money to a surrendered Maoist at a ceremony.
