According to Samaja, the Communist Party of India-Maoist (CPI-Maoist) has asked police personnel in Orissa to quit their job and join hands with the ‘revolutionary forces’. In four-page letters delivered through post to various persons in Cuttack and Bhubaneswar, Maoists have said that they have no animosity towards either the common people or police. In the letter, Maoists have also provided details of the March 24-attack on Ramagiri Udaygiri town and explained that they were forced to kill police personnel as the latter refused to surrender.

According to Press Trust of India, nearly 200 cadres of the Communists Party of India-Maoist (CPI-Maoist) entered the Jandaha town of Vaishali district on April 28-midnight and attacked the local police station and robbed a bank. Two private guards were injured in the exchange of fire. According to Deputy Inspector General of Police (Tirhut range), Gupteshwar Pandey, the heavily armed group of Maoists first opened fire on the police station to engage the police personnel, while another group headed for the Canara Bank branch located in the main market. He added that the insurgents used loudspeakers to warn the people against venturing out of their homes during the operation saying they had nothing against the public.

The warning was issued by the banned CPI-Maoist after a meeting in the forest areas of Hazaribagh district in Jharkhand, a vernacular daily reported. “According to a press release issued by Maoist rebels, Bihar's Assembly buildings would be blown up on any black night between May 28 and July 29,” the report said. Besides threatening to abduct some key politicians, the statement, carrying the signature of Ranjana Kumari, the ‘Maoist in-charge of the Ranvir Dasta’, warned that the Maoists would seize control of important government installations, including the state secretariat and telecommunication facilities.

According to a statement signed by Maoist press-in-charge, Ranjana Kumari, a three-day meeting was held on Chainpur hills in Rajgir district on an unspecified date to chalk out plans to attack the state secretariat as well as the state's parliament buildings. The statement said, "Thousands of Maoists, including top Naxal leaders and leaders of Nepali Maoists, took part in the meeting." Following the meeting, the Maoists declared that they would abduct politicians in Bihar and kill them. They have also threatened to blow up the state's parliament buildings, the secretariat as well as the official residence of the chief minister and 15 out of 30 targeted police stations within a span of two months, beginning May 29. However, Inspector General of Police, Anil Kumar Sinha, expressed his ignorance about any such letter or release received by the police from the Maoists.

Pioneer quotes a police estimate that the CPI-Maoist has already acquired three hundred rockets and there was a serious threat to the security of police stations especially in remote areas like the Andhra-Orissa border and Andhra-Chhattisgarh border. The districts where the rockets are suspected to have reached include Srikakulam, Vizianagaram, Visakhapatnam and Khammam. Police sources added that the arms have been flowing through the transport network to CPI-Maoist for the last two years. In October 2004, a huge quantity of gelatin sticks were recovered from Kranti Transport office in Vanasthalipuram in Hyderabad outskirts. But officials state that at that time the local police failed to investigate the case properly.

Suspected Communist Party of India-Maoist (CPI- Maoist) cadres carried out simultaneous raids at Bakulacocha checkpoint of the Dalma foothill and Pinderbera forest guesthouse atop the hill, around 10-km from Jamshedpur on December 20, reports Telegraph. Sources said, a group of four or five youths swooped over the Bakulacocha check-post, close to the NH-33 in Chandil. The attackers carrying shovels and spade thrashed the forest guards and snatched about INR 4,000 from their possession. Another group of six or seven youths attacked the Pinderbera forest guesthouse atop Dalma hill. Maoists set a mini-truck, a generator set and beds on fire with diesel taken out from the mini-truck. Besides, the looting of cash, the rebels had snatched four walkie-talkies and as many cell phones from the guards. The insurgents left posters with the CPI-Maoist tag-carrying message denouncing the administration for depriving tribals from the forest and warned against the displacement due to industrialisation. The superintendent of police, Laxman Prasad Singh, said, “We are planning to carry out a combing operation on the hills, spread across 198 sq km,” he said, adding that the situation would “not be allowed to be deteriorated further”.
