In separate incidents, suspected PWG Naxalites of the PWG disrupted polling for the Panchayat (local body) election in Mayurbhanj and Rayagada districts on February 23. Reports said that Naxalites, armed with pistols and sharp weapons, attacked three booths at Kalapani, Naharada and Bambada villages under Jamda block in Mayurbhanj district. They forcibly stamped some ballot papers and took away some more, forcing polling to be suspended. When the presiding officer at Kalapani booth resisted the Naxalites, he was assaulted and injured. The Naxalites also visited two booths at Digha and Mahisakud villages under the same block and threatened the villagers with dire consequences if they voted. The villagers did not turn up at the booths subsequently.

Official sources said that the police have launched a massive combing operation to arrest the Naxals but thus far have not achieved any breakthrough. Meanwhile, security arrangements have been beefed up in all the Naxal-affected districts, including Chandauli, Mirzapur and Sonebhadra, following the Naxalites’ warning to avenge the Bhawanipur killing. 16 suspected Naxalites were killed in an encounter in Bhawanipur, Mirzapur district on March 9, 2001.

According to media reports, the East Division Committee of left-wing extremist, Naxalite group, the People’s War Group (PWG) has threatened contractors of dire consequences if they did not desist from exploiting labourers in Naxal-affected districts in the State. The commander of Kalimela Area Committee, in a press release, said that the contractors were not giving due wages to the labourers of Kalimela, Motu, Podia and MV-79 areas. Besides, they also resort to engaging labourers of other areas at a lower wage. These exploitative measures would not be tolerated, the release warned. It instructed the contractors to pay Rs 56 per day to the labourers and maintained that the payment be made every fortnight without fail.

The CPI-ML sources said a delegation led by party Member of the Legislative Assembly (MLA) Naresh Ram had met the District Magistrate and Superintendent of Police and apprised them of the Sena’s threat. But the administration failed to take any step to save the labourers. Former Member of Parliament of CPI-ML (Liberation) said, "Had the administration acted on ML representation, lives of innocent labourers would have been saved".

According to media reports, left-wing extremists, Naxalites of the Maoist Communist Centre (MCC) and Naxalites of the People's War Group (PWG), have joined hands and threatened to abduct and put on trial Bharatiya Janata Party (BJP) and Rashtriya Swayamsewak Sangh (RSS) activists in kangaroo courts under what it calls Ulta POTA [Prevention of Terrorism Act] (reverse POTA), in a move to embarrass and humiliate the BJP-led State and Union governments, a spokesman for the MCC said and added that the large-scale arrest of extremists under POTA was unwarranted. BJP MLA from Keredari, Loknath Mahato and over a dozen forest department officials were abducted from near his constituency in Hazaribagh district by the MCC on May 17 and 'tried' in a kangaroo court on the issue. The MCC activists questioned the justification for their banning organisation under POTA and claimed that they were not a terrorist organisation but have been fighting social and political evils.

Left-wing extremist Naxalite group, the People’s War Group (PWG), on July 1, said it might have to reconsider its attitude on talks, if the government failed to announce cease-fire and create a conducive atmosphere in the State by July 20. On that day the two sides are due to hold face-to-face talks. The PWG also wanted a supervisory committee to be constituted to oversee the talks-process and suggested names of 14 persons from different walks of life for inclusion in the panel. In a statement, issued in Hyderabad on July 1, PWG State Committee Secretary Ramkrishna strongly condemned the recent encounters stating it not only indicated that "their (PWG) restraint was being viewed as lenience", but also offended all those who have been taking the talks- process ahead. The statement accused Warangal range Deputy Inspector General of Police (DIG) Gautam Sawang of issuing political statements which were nothing but a warning to all those who have been standing up in support of "revolutionary and democratic movements". He also demanded the government to tender an apology for the Khammam encounter and institute a judicial inquiry, announce cease-fire and stop combing operations. Two women PWG cadres were killed in an encounter near Mamillavai and Valavanoor Reserve Forest Are of Aswapuram and Paloncha mandals (administrative unit) Khammam district on June 24.

According to media reports, a farmer couple in Katukapalli village, Karimnagar district, have sent an e-mail to Amnesty International (AI) seeking help in the restoration of their 14-year-old daughter abducted by left-wing extremists, Naxalites of the People’s War Group (PWG). The couple alleged that the Naxalites were ‘forcibly recruiting’ youngsters like their daughter Padma into the PWG, while the latter contended that the girl ‘‘joined the movement of her own accord’’, said reports. It further added that hundreds of parents in the region were undergoing similar agony after their children were forcibly taken away by the PWG.

Reports said approximately 15 Naxalites reached the villages and asked residents to assemble and march in a procession to the village school. At the school, where preparations were on for hoisting the Tricolour (India’s national flag), they removed the flag and unfurled a black flag. Quoting official sources, the report said seven PWG Naxalites, including two women cadres, visited Chadeipahadi and Pahadkudar villages, Mayurbhanj district, on August 14 and 15 for the purpose. They reportedly offered a monthly remuneration Rs 2000 for young men willing to work for the outfit. The Naxalites have also reportedly put up a large number of posters in Oriya in both the villages instigating the people against local government officials and public persons, including police, forest department officers, Legislators and elected representatives of Panchayat (local bodies). In an e-mail message sent to PGA’s "friends", the PGA also indicated of the changed tactic under which a people’s army of peasants might attack the "enemy" with traditional weapons like sticks, axes, knives and spears. This would be besides the ‘fight’ that is being carried out by its armed cadres. According to the message, the PWG would have seven guerrilla zones in the country. This includes those formed in the States of Andhra Pradesh, Orissa, Madhya Pradesh, Maharashtra and Bihar (Kaimur area). Besides, it is also in the process of forming such zones in Jharkhand and West Bengal. The message said, "In guerrilla zones, we must rally people in a big way, and we must enhance their initiative to participate in the guerrilla war. We must turn every village and forest area into a battlefield. We can utilise every opportunity to hit at the enemy only if we can depend on the people’s militia". The message also talks of the PGA teaching the "art of war" to the people’s militia and use of local resources for the purpose.

In a release issued in Gaya, Bihar, on December 23, the MCC also called upon constables of central forces and Jharkhand police to ignore the directives or orders of their officers in conducting raids in the villages of the poor or face action from the outfit. The release claimed the December 13-ambush, in which 13 police personnel were killed, was carried out only to avenge the killing of one of its leaders, Ishwar, who was killed in an encounter on November 27, 2001.
