According to police sources, eleven cadres of the Ranvir Sena, a private army of upper-caste landowners, were reportedly arrested for the murder of six Dalits (lowest rung in the Hindu caste system) on January 3. The Dalits were killed by the Ranvir Sena in Pariari village of Arwal district in Bihar. All the victims were suspected to have been supporters of left wing extremists—Naxalites—of the Maoist Communist Center (MCC). The police said that 23 Sena activists have been accused in the case. Meanwhile, the MCC has reportedly threatened to avenge the killing of its sympathisers by the Ranvir Sena.

A Telugu Desam Party (TDP) leader, Sugunakar Rao, was reportedly shot dead by cadres of the outlawed People’s War Group (PWG) in the Vattipalli village of Mahabubnagar district in Andhra Pradesh on April 14. According to The Hindu, eight armed PWG cadres, including three women, suspected to be members of the Achampet dalam (squad), intruded into Rao’s residence and later shot him dead. Before escaping, they also warned three other TDP leaders who were not following the directions of the PWG and actively participating in the campaigning of the TDP of similar consequences.

According to The Hindu, the leader's family had abandoned the house about four years ago. A separate report in The Hindu indicated that in the Visakhapatnam district, PWG Naxalites have given a warning to the polling staff of serious consequences if re-poll was held at Palakajeedi village in the Chintapalli-State Assembly constituency. The re-poll was ordered after Naxalites abducted the polling staff on April 20 and released them later in that village.

A former cadre of the left-wing extremist (also called Naxalite) of the proscribed People’s War Group (PWG), identified as Venkatadri alias Murali, was reportedly shot dead by PWG cadres at Chinnamandem in the Cuddapah district of Andhra Pradesh on May 1. The victim had joined the Papaghni Dalam (squad) of PWG in the year 2001, according to Deccan Chronicle. In a note left behind, the PWG alleged that Venkatadri was killed as he continued excesses like extortions in the name of the organisation. A complaint in this regard has been registered before Alwal police on July 15. The letters alleged that human rights activists were speaking on behalf of left-wing extremists (also called Naxalites) who had killed leaders like Ragya Nayak and Sri Pada Rao. The ‘Green Tigers’ also threatened to kill Vara Vara Rao, Sankaran and Dr Balagopal for mediating with the Government and supporting the ideology of Naxalites.

Backtracking on peace talks in Orissa, the left wing extremist (also known as Naxalites) outfit, the People's War Group, on September 25 said they would go on the offensive following the arrest and conviction of some of its cadres in the state. Police had arrested 18 Maoist guerrillas in Kalimela and Badigeta villages in the southern district of Malkangiri while they were returning from a public meeting. "We cannot go for peace when our own people are behind bars," a leader of the People's War Group (PWG) was quoted as saying in a local newspaper. "We will kidnap 18 government employees if all the arrested people are not released," he added. The outfit is also upset after a fast track court on September 24 convicted 11 people, including a woman, in Mayurbhanj district. Jaya Kumar Dash, the additional district and session judge at Baripada, held the PWG cadres guilty under multiple sections of the Indian Penal Code and said he would announce the sentence on September 27.
