A powerful Improvised Explosive Device (IED), suspected to be planted by the Communist Party of India-Maoist (CPI-Maoist), was recovered from Adava Police Station limits of Gajapati District on January 10, reports The Hindu. The bomb in a tiffin box was located near Paniganda forest beat house when the security personnel involved in combing operation in the region came across a suspicious-looking wire protruding from below the ground. Gajapati Superintendent of Police (SP) Satyajit Nayak said this IED contained around 10 kg explosive materials. However, initial evidences hint that the IED may have been planted by the Maoists in 2009.

A woman Communist Party of India-Maoist (CPI-Maoist) cadre was killed during an exchange of fire between the Security Force (SF) personnel and the Maoists in a forest in Kalahandi District on February 11, The New Indian Express. The combing team comprising Special Operation Group (SOG) and District Voluntary Force (DVF) also recovered arms from the spot. Kalahandi Superintendent of Police (SP) Brijesh Rai said on receiving intelligence information about movement of Maoists in Kanamanjur Reserve Forest, an intense combing operation was launched. The encounter, that took place near Supel on the bank of river Sagada between 3.30 pm and 4 pm, lasted for about 25 minutes. The Maoists fled into the forest leaving behind the body of the woman cadre, who is yet to be identified, the SP added. It is suspected that the Maoists belong to Bansadhara Ghumsar Nagavali division, which is led by Divisional Commander Nikhil. The items seized by the combing team include 13 haversacks, .303 rifle with magazine and ammunition, two detonators with flexible wire, transistor, knife, solar plate, battery charger, Maoist literature and household articles. Nine SOG and DVF personnel received minor bullet injuries, the SP said.

In a joint operation, the Odisha Police, Telangana Police, Central Intelligence Bureau and Tactical Wing of Odisha Special Operation Group arrested five suspected Students Islamic Movement of India (SIMI) cadres, including a woman member, from Quereshi Mohalla area in Rourkela in Sundergarh District on February 16-night, reports Deccan Chronicle. The arrested cadres were identified as Mehboob alias Guddu (27), Amzad Khan alias Dowd (27), Zakir Khan alias Sadik (32), Mahammed Salik alias Sallu (32) and Nazma, mother of Maheboob, all hailing from Khandawa District in Madhya Pradesh. According Odisha Intelligence Bureau (IB) Director General Arun Sarangi, the arrested cadres belonged to the banned SIMI. A huge cache of arms and ammunitions, including three pistols, seven guns and 11 rounds of live cartridges, were also recovered from the arrested persons. An intense exchange of fire between the Security Forces (SFs) and the accused went on for three hours before the cadres were captured, sources said. The Police have also taken into custody the landlady of the house where the accused were staying for four months.According to Arun Sarangi, the arrested SIMI rebels were involved in at least 17 explosions in Odisha, Telangana, Uttar Pradesh, Maharashtra and Tamil Nadu. Besides, they were also carrying out anti-social activities in Bihar and Jharkhand. In 2013, all the terrorists had escaped from Khandwa Jail in Madhya Pradesh and were hiding in Rourkela since then. After the jailbreak, the terrorists killed two Police personnel during a bank loot incident in Telangana. They decamped with INR 48 lakh from the bank. The extremists also killed a Policeman in Madhya Pradesh. They were also involved in several train robbery cases and a bank loot incident in Sundargarh District of Odisha.

Security personnel seized several Communist Party of India-Maoist (CPI-Maoist) articles during a two-day joint combing operation at Udul under Handapa Police limits in Angul District, reports The New Indian Expresson February 18. Sambalpur Superintendent of Police (SP) Akhileswar Singh said local Police and Sambalpur unit of Central Reserve Police Force (CRPF) and District Voluntary Force (DVF) were conducting a joint combing operation in the areas on Angul-Sambalpur border following information about movement of about 20 Maoists at Badbil under Rairakhol Police Limits on February 14 night. The next evening, security personnel spotted some Maoists near Udul in Angul District and asked them to surrender. Instead, the Maoists opened fire and Security Force (SF) personnel retaliated. The encounter lasted for about 30 minutes before Maoists escaped into the forest under the cover of darkness. Thereafter the security personnel seized an axe, knives, computer keyboard, Maoist literature, four SLR empty cases, medicines, ear phone, torch, cooking utensils and solar panel from the spot. The SP also revealed that a member of ‘Central Committee’ Mishir Besra, who carries a cash award of INR 2.5 million on his head, was believed to be present in the group. Singh hinted that the group was heading towards Kandhamal District.

on February 27,District Voluntary Force (DVF) personnel and Police teams, led by the Rayagada Superintendent of Police (SP), recovered huge cache of arms and ammunition from a camp near Dangamati village in Niyamgiri hills during a combing operation. This is being considered the first successful operation in the region in the last three years and a major success for Odisha Police as Maoists are trying to create a corridor through Rayagada-Kandhamal-Kalahandi districts to connect Chhattisgarh. About 40 members were present in the camp and in the exchange of fire, a middle-aged cadre was killed. Sources said the group was being commanded by Bauri Bandhu Sethi alias Sukhdev alias Bunty who was present at the camp. Bunty heads Bansdhara-Ghumsar Division of CPI-Maoist and operates a group of about 46 cadres.

Sharma said the raid was carried out by Special Operation Group (SOG) and local Police. This was stated by Deputy Inspector General (DIG, south-west range) S Saini. The DIG and Kalahandi, Superintendent of Police (SP), Brijesh Rai said, the Special Operation Group (SOG) team and District Police were combing the Phulbari forest near Katland village under Bijepur Police limits when the exchange of fire took place in which, one woman Maoist cadre was killed. Her identity is yet to be established. Nikhil managed to escape from the Maoist camp during the gun-battle, Saini said, adding that two Self-Loading Rifle (SLR) rifles, one INSAS (Indian Small Arms System) rifle, two .303 rifles and live cartridges, 20 detonators, a tiffin bomb, electrical wires and Maoist literature were seized from the camp. Other logistic materials were also recovered from the spot. The DIG said so far seven Maoists have been killed in Kalahandi and among them, six are women cadres. So far, six Maoists have surrendered. Saini said Maoists are deploying women cadres in the first line of defence and in sentry duty and thus, the casualty of women cadres is high. While the women cadres provide cover to the Maoist group, the male cadres escape.

At least three members of a family involved in harbouring People’s Liberation Front of India (PLFI) cadres were arrested with arms and ammunition from Khukundubahal village under Biramitrapur Police limits in Sundargarh District on September 17, reports New Indian Express. However, a group of about 10 PLFI cadres present at Khukundubahal, about 25 kilometres from Rourkela, managed to give Police the slip. Superintendent of Police (SP) of Sundargarh, Nikhil Kanodia said eight single barrel rifles, 41 rounds of live ammunition and 11.3 kilograms of high-end explosive in semi-solid form were recovered from the house of those arrested. He identified them as Surendra Nanda, a gram rakhi (village guard), his son Afindra and nephew Tureswar Nanda. They were providing logistic support to the PLFI group. According to sources, an exchange of fire took place between Police and Communist Party of India-Maoist (CPI-Maoist) cadres for several hours in the forest. On a tip off that Daya and some Maoists of Chhattisgarh were camping in the forest, Police launched an extensive combing operation. During this time, the Maoists opened fire and the SOG troopers retaliated. The exchange of fire continued for hours after which the rebels fled from the spot leaving behind some Maoist materials, arms and ammunition. Police recovered detonators, Improvised Explosive Device (IED) bombs, gun making materials, Maoist literature and uniforms, among other things. Combing operation has been intensified in the villages on Andhra Pradesh-Odisha border after the incident.

Acting on a tip-off, Police raided the unit at Bindhani Sahi in Pangapaju village and arrested the two persons allegedly involved in manufacturing of firearms. The arrested persons were identified as Banchhanidhi Bindhani (45), and Rohit Bindhani (40). The manufacturing tools seized from duo included wooden butts (6) iron barrel (8), trigger (3), trigger guard (1), cutter and polish machine (1), driller (3) and several other items, said Police. "During the interrogation, we came to know they were supplying most of the country-made firearms to Nayagarh district though middlemen," said Superintendent of Police (SP) of Kandhamal, Pinak Mishra. On an average, they were manufacturing seven to eight country-made guns a month and supplied them to various buyers, said, Officer in Charge (OIC), Gochhapada Police Station, Mrutunjaya Pradhan. Police said they would investigate whether they have any link with the Maoists. Eighteen Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an encounter with a combined team of Andhra Pradesh (AP) and Odisha Police near Jantri in Malkangiri District of Odisha, in the Andhra-Odisha Border (AOB) area, in the early hours on October 24 (today), reports The Times of India. According to AP Police, two constables of Greyhounds, an elite anti-Maoist force, were injured in the encounter that occurred during a routine combing operation being jointly carried out by Police of both the States at Ramgurha in Malkangiri District of Odisha. "The operation spot comes under Chitrakonda police limits of Malkangiri. The joint operation was carried out in cut-off areas of Chitrakonda close to Andhra Pradesh border. We seized some weapons from the Maoists," Additional Director General (ADG), (intelligence) of Odisha Arun Sarangi told TOI. Sarangi said the blueprint of the operation was finalized two days ago. "We had tip-off about movement of the Maoists in the cut-off area. We informed the Andhra Pradesh police for assistance," Sarangi said, adding "The bodies will be brought to Chitrakonda for identification and post-mortem." The face-off between the Security Force (SF) personnel and the Maoists lasted for about an hour. The rebels were said to be resting after a meeting when the encounter took place. Police have recovered four AK-47 rifles from the scene of the encounter. AP Director General of Andhra Police Nanduri Sambasiva Rao said combing operation was still continuing as there was information that there were some more Maoists roaming in the region. A total of 48 scrapped notes in denominations of INR 500 and eight notes in denominations of INR 1000 were seized from the spot, the SP said.
