On January 12, police neutralized a weapons-making unit belonging to the Communist Party of India-Maoist (CPI-Maoist) in Rourkela and arrested five Maoists, including three women. According to The Hindu, police arrested a person at Khammam in Andhra Pradesh on January 11 and recovered spare parts of rifles from him. After his confession, a Maoist den in Rourkela was raided. A laptop, party literature, CDs and parts that could be assembled into over a dozen rifles, were seized. Police sources said that the top leadership of Maoists frequented the gun-making unit.

Security force personnel arrested three Maoists, including two women, following a two-hour long encounter, which ensued when SFs raided a Maoist hideout close to the Andhra Pradesh border in the forests near Karamguda village under Chitrakonda Police station in Malkangiri district on January 30, reports Pioneer. Police sources informed Pioneer that 230 rounds were fired by SF personnel and 50 by the Maoists adding that the arrested Maoists were identified as Ramesh, Laxmi and Magama. They were of Telugu origin and literature written in Telugu was recovered from their possession. Large quantity of explosives, a solar phone, electronic detonators and fuse wire were also recovered from their hideout.

According to Kalinga Times, a suspected Communist Party of India-Maoist (CPI-Maoist) cadre was killed in the Malkangiri district on the eve of the three-tier panchayat (local self-government) polls in Orissa on February 12. The incident took place when a police party heading for the Badigata polling booth under Kalimela police station of Malkangiri was attacked by the Maoists from inside the Kurup forests. One of the Maoists was killed as police personnel opened retaliatory fire. Police claimed to have recovered a grenade, explosives, literatures, kit bags and polythene sheets from the encounter site.

Two Maoist cadres were killed in an encounter with security force personnel at Jakelkundi forest area under Kalimela police station in the Malkangiri district on March 19-evening, according to New Indian Express. Police recovered a pistol, a claymore mine, a landmine, wires, Maoist literature and a large number of detonators from the encounter site. Many of the Maoists wounded in the encounter managed to escape due to darkness.

Statesman reports that a sub-inspector of the Central Reserve Police Force (CRPF) and two suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed during in an exchange of fire near MV 79 village in the Malkangiri district on April 29. Four CRPF personnel and two civilians were injured also in the encounter which lasted for more than two hours. The encounter took place after the CRPF personnel followed a group of Maoists who had opened fire in a weekly market of MV 79 village. Unconfirmed reports said that a villager was killed in the attack. The Maoists managed had snatched an AK-47 and an SLR from the security forces. Subsequently, the security forces recovered two AK-47 rifles, including the one which had been taken away, from the site of the encounter.

Four other persons were detained for their alleged involvement in Maoist activities. Deputy Inspector General of Police (Northern range), Arun Kumar Sarangi, said that the Maoists took away the bodies of the slain cadres. “Police have seized a cache of arms and ammunition including a rifle, a revolver, a flask bomb, 75 live bullets and Maoist uniforms from the spot,” Sarangi added.

Although the tower was not fully damaged, mobile phone services were disrupted due to snapping of the cables. The explosion also damaged the base of the structure. New Indian Express reports that Police forces of Orissa and Andhra Pradesh have started combing operations in the bordering Nadapur forest area in the wake of June 21 incident in which the Communist Party of India-Maoist (CPI-Maoist) cadres blasted a train engine in the area. Although no particular outfit has claimed responsibility for the attack, preliminary investigations revealed that the Orissa-Andhra Pradesh Maoists Zone cadres are behind the act.

Over 3,600 detonators, 65 packets of gelatin sticks, codex wires and chemical agents were recovered from the Ambatola and Munikhal areas of the district which is also a stronghold of the Maoists. Superintendent of Police, A K Singh, said that the major chunk of the explosives was seized at Ambatola. Three persons have been arrested in connection with the recovery.

As the Maoists are observing the People's Liberation Guerrilla Army week beginning from December 2, police have intensified their patrolling and combing operations in the district as well as in the neighboring Koraput and Rayagada districts. The police had sealed the State's adjoining borders with Chhattisgarh and Andhra Pradesh as they were apprehending Maoist violence during the PLGA week.
