Police on February 1 claimed to have arrested a senior Communist Party of India- Maoist (CPI-Maoist) leader close to central committee member Ramakrishna and who is allegedly involved in several attacks, including last year’s ambush on a Border Security Force (BSF) convoy in which four personnel were killed, reports Indian Express. Police said Chandu alias Tella Anil Kumar (40), a member of the Andhra Orissa Border Special Zonal Committee and intelligence-in-charge for Malkangiri Division, Koraput-Srikakulam Division and East-Visakha Division, was caught along with other Maoists while camping in Tala Paniki forest area in Koraput District. Explosive materials, detonators, wires, Maoist literature and a fake driving license were recovered from them.

Security Force personnel on January 16 arrested two persons from a forest in Kotagarh Police Station area in Kandhamal District bordering Rayagada District following an encounter with the cadres of Communist Party of India-Maoist (CPI-Maoist), reports The Times of India. Maoist literature, empty self-loading rifle cartridges, torches, towels, kit bags and some medicines were seized from them. Police is yet to share details about the seized items as the combing operation parties had not returned from the forest, where the gun-battle between them and the extremists took place, said Superintendent of Police (SP) (Kandhamal) K V Singh. The arrested were identified as Manoj Kumar Sabat (31), and Dhaneswara Badaseth (38), Police said. "We are verifying their links with Maoists. Most probably they were involved in supplying essential stuff to the radicals," said a Police officer. Police said around a dozen Maoists were present during the encounter, which started around 9 am and lasted for nearly 20 minutes. "No casualty has been reported from either side. We have no information of any Maoist sustaining injuries during the fire exchange," Singh said.

The Maoists arrived at the camp late in the night and asked the workers to leave the place. Then, they set ablaze a Josephy Cyril Bamford (JCB) machine, two tractors and a mixture machine. The posters and leaflets found from the spot indicated the involvement of the Balangir-Bargarh Mahasamund Divisional Committee of CPI-Maoist in the attack and the posters asked the people to boycott the upcoming Lok Sabha (Lower House of India Parliament) elections.

Through posters left behind, one Barud Gope identifying himself as ‘area commander’ of PLFI along with Theteitanger unit leader Sanjeet Singh claimed responsibility for the killing. The September 10 encounter between Security Forces and Communist Party of India-Maoist (CPI-Maoist) in Barimunda forest along Ganjam-Kandhamal border and seizure of literature in Telugu hinted at presence of Bansadhara division of CPI-Maoist cadres in the region, reports The Times of India on September 12. Police suspect the division is trying to strengthen its base in the border areas after the arrest of Odisha Maovadi Party leader Sabyasachi Panda from Berhampur on July 17. The Andhra cadres were reportedly active in Rayagada and Ganjam Districts. "We are investigating which group of the outlawed outfit was involved in the exchange of fire," said a senior Police officer. Though Police had information about movement of Chhattisgarh cadres near Kandhamal-Boudh border about a month ago, ultras were spotted for the first time in a forest near Tarsingi in Ganjam District. Police and Maoists were engaged in an exchange of fire in Kantra forest of Boudh on June 28. Besides Maoist literature in Telugu and Odia, Police seized an SLR, two magazines and 30 rounds of ammunition from the camp in Ganjam forest. "There were about three to four ultras in the camp," said Superintendent of Police (SP) (Gajapati) Satyajit Nayak.

Special Operations Group (SOG) personnel and Communist Party of India-Maoist (CPI-Maoist) cadres exchanged fire for about 10 minutes at Beherakhai village under the Saintla Police Station in Balangir District on October 23, reports The Pioneer. According to information, some Maoists suddenly opened fire at the SOG personnel resulting in the exchange of fire while the latter were on a patrolling operation near the village under the Tikhari Reserve Forest area. Exchange of fire continued before the Maoists fled from the spot. Police seized detonators, solar lights with battery charger wires, Maoist literatures and daily consumable items, including cooking food, from the spot, said Balangir Sub-Divisional Police Officer (SDPO) Narayan Nayak.

According to reports, a group of 10 to 15 Maoists reached Panimetala village in the night of October 29 and abducted Bhima Madhi (27), whose bullet-ridden body was found lying on the main road near MPV-31 village by the villagers in the early morning of October 30. The villagers also found two Maoists posters near the body. While one poster said that Bhima was killed for being a ‘Police informer’, the other poster was on the call for a Malkangiri Bandh (general shutdown) on October 30, to protest the killing of three Maoists by tribals at Biravaram village on the Odisha-Andhra Pradesh Border on October 19.

"Though Malkangiri comes under Dandakaranya region, the bandh failed to evoke any response here," said a source at Malkangiri. However, Maoist posters in huge numbers were spotted in interior pockets of Mathili block, which shares border with Chhattisgarh. The posters urged locals to cooperate during the bandh period. The Maoists had dug Kiang-Udaigiri road under Mathili Police Station limits at several places to restrict movement of vehicles. Police said security arrangements were enhanced in view of the bandh call and no untoward incident was reported. "As Mathili comes under operational area of the DKSZC (Dandakaranya Special Zonal Committee), the guerillas damaged an interior road," Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra said.

They used a JCB machine of the company to pull down the structure. Expect for the watchman, no one was present in the guesthouse, Police said. According to posters found from the spot, the attack was in protest against establishment of a Border Security Force (BSF) camp in the area. "There is no proposal to set up a BSF camp at Pedapadu. Four Communist Party of India-Maoist (CPI-Maoist) camps were destroyed in Telan reserve forest under Urladani gram panchayat (village level local self government institution) of Kalahandi District, while about 40 Maoists including a ‘central committee member’ Jingu Narasimha Reddy alias Jampanna escaped after exchanging fire with the Police, reports Zee News on December 17. Inspector General (IG), south-western range, Yashwant Jethwa said, "Acting on intelligence inputs that the Maoists were trying to set up their base along the Kalahandi-Phulba border, we launched an attack on them. About 30-40 Maoists led by central committee member Jampanna escaped on seeing the police team." Jampanna carries a reward of INR 2.5 million on his head. The Police have recovered Maoist literature, kitbags, solar panels, radio sets, batteries and 18 rounds of ammunition after the operation.

The Maoist ‘central committee secretary’ is believed to be hiding in Boipariguda forest. The BSF has also geared up combing operation in the forest to arrest the fugitive and other hardcore Maoists holed up in the forest. The posters spotted at Boipariguda, Ramagiri, Dasmantapur and other remote areas also referred to the cash awards announced by Odisha and Andhra Pradesh Governments for information on the Maoist leader.
