Communist Party of India-Maoist (CPI-Maoist) posters and banners were found along the Biju Expressway near Bhuliabandh village under Paikamal Block (administrative unit) in Bargarh District of Odisha, reports ommcomnews.com on February 1. In the banners, the Bargarh-Bolangir-Mahasamund (BBM) Division of the outlawed CPI-Maoist has urged the people to boycott Panchayat (village level local-self-Government institution) elections. Police seized the banners and have launched an investigation. The Odisha Panchayat polls will be held in five phases between February 16 and 24, and the counting of vote will be held on February 26, 27 and 28.

A journalist was killed in a landmine explosion suspected to have been planted by cadres of the Communist Party of India-Maoist (CPI-Maoist) to target the Security Forces (SFs) near Karlakhunta Bridge in Mohangiri area under Madanpur Rampur Police Station limits in Kalahandi District of Odisha on February 5, reports Kalinga TV. The Improvised Explosive Device (IED) had been planted near a poster by the Maoist outfit’s ‘Kalahandi-Kandhamal-Boudh-Nayagarh (KKBN) division’. The deceased journalist identified as Rohit Kumar Biswal (43), a resident of Madanpur Town in Madanpur Rampur Block (administrative unit) in Kalahandi District, was working as a reporter for a Odia daily local newspaper ‘Dharitri’, and Biswal reportedly got inputs from some reliable sources that Maoists had allegedly pasted posters near Karlakhunta Bridge in Mohangiri area under Madanpur Rampur Police Station limits. In the posters, the Maoists had appealed to the villagers to boycott the Panchayat (village level local-self-Government institution) elections in the area. When Biswal went to the spot to collect the information and in the process, he started to click pictures of the Maoist posters, however, he was blown away by a high-intensity blast following which he died on the spot.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze two road construction equipment at Kiamunda village under Phiringia Police Station limits in Kandhamal District of Odisha on February 8, in protest against conducting the three-tier Panchayat (village level local-self-Government institution) elections in the State, reports India Today. Police said the ultras, suspected to be members of the ‘Kalahandi-Kandhamal-Boudh-Nayagarh (KKBN) division’ of the banned CPI-Maoist, reached the construction site around midnight and torched the equipment. Some hand-written Maoist posters were also spotted at the scene, with an appeal to the villagers to boycott the ensuing Panchayat polls, withdrawal of Central Reserve Police Force (CRPF) camps in the area and the district, and adequate payment of wages to labourers, P Shyamsundar Rao, the Inspector-in-Charge of Phiringia Police Station said.

A 20-year-old youth was killed in an Improvised Explosive Device (IED) blast by triggered by Communist Party of India-Maoist (CPI-Maoist) cadres at Kiamunda village under Phiringia Police Station limits in Kandhamal District on February 9, reports The New Indian Express. This is the second incident of Maoist violence in the State within a week in an attempt to threaten the locals to boycott the upcoming Panchayat (village level local-self-Government institution) polls in the State. Superintendent of Police (SP), Vinit Agrawal said, "A youth identified as Pranayaranjan Kanhar died after stepping on an improvised explosive device. The unfortunate incident occurred after 8 am." Posters and at least two banners threatening locals to boycott elections had surfaced near Kiamunda village on February 8, and the Maoists had also set ablaze two construction vehicles near the village.

Communist Party of India-Maoist (CPI-Maoist) cadres reportedly killed a man by slitting his throat suspecting him to be a ‘Police informer’ in Kandhamal District of Odisha on February 15, reports The New Indian Express. The deceased was identified as 30-year-old Kapila Majhi of Guma village under Bhandrangi Panchayat (village level local-self-Government institution) within Tumudibandh Police Station limits. Sources said Majhi was abducted by a group of at least 10 armed Maoists from his home late in the night on February 14. The rebels slit his throat before leaving the village. Majhi’s body was recovered in the morning. The Maoists also left some posters near his body.

A joint team of Special Operating Group (SOG) and District Voluntary Force (DVF) recovered a major Communist Party of India-Maoist (CPI-Maoist)’s dump of incriminating articles near the jungle area of Nadmenjeri village under Jantri Gram Panchayat (village level local self-Government institutions) under Jodamba Police Station limits in Malkangiri District of Odisha on February 20, reports The Print. Nitesh Wadhmani, Superintendent of Police (SP), said, “This has led to the recovery and seizure of a large number of arms, Improvised Explosive Devices (IEDs), explosives, Maoist literature and other incriminating articles.” He further added that these articles are suspected to be used in making IEDs and to target villagers and police teams during Panchayati Raj Institutions (PRI) elections. The SP informed that his team seized 1 country-made gun, 1 tiffin IED approximately 05 kilograms, 1 pressure IED, 3 broken country-made pistols, 1 broken country-made revolver, 42 metres codex wire, 2 detonators, 3 banners, 1 tiffin container for IED making, literature, 3 batteries, 15 electric wire, 3 mobile charger pin, 2 remote, 1 electronic mechanism, 1 cutting plier, 1 hammer, 1 hacksaw, 2 CD plate, iron scrap material and electronic scrap material.

A Communist Party of India-Maoist (CPI-Maoist) banner claimed to be of Mainpur Divisional Committee of the CPI-Maoist, was found along State Highway in Hatabharnadi under the Kundi Police Station limits in Nabarangpur District of Odisha on March 25, reports The Pioneer. The Maoists banner threatened Medical Officer Dr Satya Ranjan Sahu and the clerk Gobindo Sarkar of the Community Health Centre, Hatabharnadi alleging that they were fleecing innocent patients of the tribal dominated area. The doctor and the clerk allegedly charging INR 1,000 on the pregnant women for delivery and INR 500 for issue of birth and death certificate, it stated. The Maoists also threatened these medico staffs to appear before the ‘Praja Court’ (kangaroo court of the Maoists) or else to face death sentence.

A Communist Party of India-Maoist (CPI-Maoist) poster was found near the Chakramal pole on the Chakramal-Babebira main road near Lakhanpur under Ambavona Block (administrative division) in Bargarh District of Odisha on April 17, reports The Pioneer. The poster alleged widespread irregularities in the Chakramal-Babebira village road scheme and warned the officials for course corrections. Notably, Maoists had set fire to a contractor's JCB, roller, tractor, etc. in 2014 against corruption in the construction of the Lakhanpur road in the block. Also, in 2018, there were rumors in the area that the Maoists had put up posters alleging irregularities in such road works.

Two Maoists posters were found at Bazaar Pandal between Putkelchuan and Ghunsar located under Khaprakhol Block in Bolangir District May 15 morning. The Maoists called for state-wide shutdown through banners written in Hindi and Odia languages against Police atrocity. Reportedly, the red rebels appealed to civilians to make the bandh successful in the State. As many as 20 red rebels have been gunned down by security personnel in last two years in the State. Communist Party of India-Maoist (CPI-Maoist) posters for Odisha Bandh (general shutdown strike) on May 20, written in Odia language by the ‘Kandhamal-Kalahandi-Boudh-Nayagarh (KKBN) Division’ of the CPI-Maoist, were found in the Baliguda and Tumudibandh Police Stations limits in Kandhamal District of Odisha on May 18, 2022, reports The Times of India. Through these posters, the CPI-Maoist called for stringent action against the Police and the Central Reserve Police Force (CRPF) for their alleged involvement in the killing of Mukund Kanhar, a CPI-Maoist sympathizer. Panic gripped the area following the resurfacing of such posters. In the banner, Maoists warned against providing information to the Police regarding movement and activities of the Maoists. They further warned the Government officials who are depriving labourers of employment under various welfare schemes. The banner read that some people of Jharmunda, Bhangkhunti, Salepali, Mithapali, Gurunda, Jamseth and Bartunda villages are monitoring the activities of Maoists and are passing on the information to Police. The Maoists threatened to kill such people if they don’t mend their ways. Earlier, on February 1, another banner signed by the Maoists was found at Majhipali village before the panchayat elections, the Sub Divisional Police Officer (SDPO) of Padampur, Bibhuti Bhusan Bhoi said.

During a search operation, an exchange of fire between the cadres of the Communist Party of India-Maoist (CPI-Maoist) and Special Operation Groups (SOG) - District Voluntary Force (DVF) personnel took place in Labanagada forest area near Mundamaska under M Rampur Police Station limits in Kalahandi District of Odisha on June 23, reports The New Indian Express. Following reliable inputs about movement of Maoists, the Security Forces (SFs) launched a combing operation, and while the search was on, the Maoists started firing indiscriminately from Light Machine Gun (LMG) and other automatic weapons on the Police. The operational party retaliated and fired from Under Barrel Grenade Launcher (UBGL) and AK-47. Due to heavy counter fire by Police, the Maoists retracted from their camp, Superintendent of Police (SP), Abhilash G said. After the encounter, two Improvised Explosive Devices (IEDs), one booby trap, detonators, Maoist literature, large number of umbrellas, solar plates, water jerkins, Maoist banners, torch lights, charger, bag, soap, polythene sheets, electric wire, medicines, contraceptive pills and other camp articles were recovered from the abandoned camp site. Presence of senior Maoist cadres like Nikhil, Bunty, Dasru, Mamata and other cadres in the area (totaling around 30 Maoists) is suspected, the SP further said.

According to reports, the posters were seen pasted on boundary walls and electric poles under Tumudibandh Police Station area. “Government should stop politics in schools and should bring its officers and politicians to the right path or else we will do our job,” read the poster. On being informed about the matter, Police rushed to the spot and launched a probe into the incident, and subsequently intensified the combing operations in the forest areas of the District including the areas on border.

Communist Party of India-Maoist (CPI-Maoist) cadres allegedly killed a youth suspecting him to be a ‘police informer’ in Kandhamal District of Odisha on October 24, reports The Hindu. The Maoists belonging to the ‘Kandhamal-Kalahandi-Boudh-Nayagarh (KKBN) division’ of the CPI-Maoist claimed to have killed Nilakantha Mallick of Tikarpaju village under Baliguda Police limits, who suffered bullet injuries on his head. The Maoists have left posters at the spot confessing the crime, Kandhamal Superintendent of Police (SP), Vineet Agarwal said. In the posters, they have also “categorically named 10 village leaders” and warned of similar consequences if they inform Police about the Naxals’ [Left Wing Extremism, LWEs] activities, the officials said.

A purported Communist Party of India-Maoist (CPI-Maoist) banner was found in Paikmal Block (administrative unit) of poll-bound Padampur sub-division in Bargarh District of Odisha on November 25, reports The New Indian Express. “Six companies of CRPF [Central Reserve Police Force] and three of BSF [Border Security Force] have been deployed to ensure smooth passage of the polls,” said Bargarh, Superintendent of Police (SP), Parmar Smit Parshottamdas said. The purported Maoist banner was found hanging between two trees along Biju Expressway at Rasmunda, on the road from Paikmal to Padampur late on Friday (November 25 night, Police said. With heading, ‘Bharatiya Communist Party (Maobadi)’ the banner read, “the ministers of Odisha government who have been threatening the voters ahead of the Padampur by-election will be given a strong reply. The voters are requested to vote for a good candidate.” The valediction at the end of the banner read, ‘Chhattisgarh Odisha Mao Sangathan’. Official sources said the mention of Chhattisgarh Mao Sangathan at the end of the poster and the rebels’ interest in the by-poll to Padampur Assembly constituency is unusual.
