the Maoists set ablaze three mobile communication towers in Baragada area of Ganjam District on the first day of the two-day bandh (shut down strike) called by the Maoists in the State from January 4, reports The Hindu. According to Sub-Divisional Police Officer (SDPO) Binay Kamila, the Maoists set ablaze two mobile communication towers at Goudagotha village and another at Barada village, located near Ganjam-Gajapati-Kandhamal border where Maoists are trying to increase their hold. The Maoists also pasted posters asking people to make the bandh a success and to protest anti-Maoist operations. The Maoists also threatened the company officials and staff of the Vedanta Alumina Refinery to immediately give up their jobs and leave the area, adds The Pioneer.

As the filing of nominations for the panchayat (village level local self-Government institution) elections began on January 7, Communist Party of India-Maoist (CPI-Maoist) posters were found in Nuapada District where the Maoists claimed that they would participate in the polls, reports IBN Live. The posters, written both in Hindi and Odia, were found in Nuapada and Komna blocks (administrative division) on January 7. However, in both the areas, the posters carried different messages. Posters written in Odia - issued by CPI-Maoist Chhattisgarh-Odisha division - were found in gram panchayats of Komna block, Bhainsadani gram panchayat of Boden block and Nangelbeda and Ghatmal gram panchayats of Sinapali block asking aspirants to take their consent for contesting in the polls. The Maoists also stated that those daring to contest the polls without intimating the outfit, would face dire consequences. In the posters written in Hindi - issued by CPI-Maoist Mainpur division and found in Dharambandha and Bharuamunda gram panchayats of Nuapada block - the Maoists have asked people to stay alert for the polls. The Maoists stated that those willing to contest ‘should be poor, committed for the cause of the poor, be truthful and honest’.

The Maoists have put up posters and banners in various parts of the District, urging voters not to participate in the poll process. A number of such posters were spotted at Dandabadi and Ramagiri areas under Boipariguda Police limits and at several areas under Narayanpatna Police limits on January 16. Maoist fear in Narayanpatna is evident given that single candidates have filed nominations in six out of nine panchayats in the block for the post of sarpanch (head of panchayat). Similarly, seven out of nine posts of samiti (block level local self-government institution) members are uncontested in the block. Sources said people preferred not to file nominations in the Maoist-dominated panchayats in Narayanpatna. "It is quite possible that the rebels might have selected the candidates where single nominations have been filed and no other candidate dares to contest the election against the candidate chosen by the Maoists," said a block level official, engaged in the election process at Narayanpatna.

The Odisha Police killed a senior Communist Party of India-Maoist (CPI-Maoist) leader, identified as Subash alias Satish (45), from Chhattisgarh, wanted in several cases in an encounter in Mukhiguda-Majhiguda forest under Chandrapur Police limits in Rayagada District on January 21, reports Indian Express. Satish was the second in command of the Bansadhara Committee of the CPI-Maoist, headed by Nikhil. The bullet-ridden dead body of Satish was recovered from the encounter site along with his AK-47 rifle. However, no Policeman was injured in the incident. The Police recovered a SLR, Maoist literature and country-made guns from the spot. It is believed that the other Maoists might have fled to the neighbouring Phulbani District bordering Rayagada. Satish, was active on Odisha-Andhra Pradesh borders for last several years and involved in several Maoist incidents.

The Police arrested Girish Mahato alias Mangru Mahto alias Uttam alias Dhiren alias Dhirendra (45), a State organising committee member of the Communist Party of India-Maoist (CPI-Maoist), along with one of his close associate, identified as Shankar Munda, from Kharmunda village near canal road area under Attabira Police Station in Bargarh District in the morning of January 24, reports The Hindu. Girish, a resident of Giridih in Jharkhand, was involved in more than two dozens of cases of Maoist violence, the Bargarh Police said Girish was wanted by both Odisha and Jharkhand Police after his successful jail break attempt in 2011. The Jharkhand Police had announced a cash reward of INR 400, 000 on his head. “The District Police got a reliable input regarding movement of Girish Mahato along with his associates in Canal Road area under Attabira Police Station. A special District Police team raided the place and could be able to arrest the Maoist and his associate Shankar,” said Kabita Jalan, Superintendent of Police, addressing a press conference at Bargarh. Jalan said the Police recovered a small fire arm with 12 live cartridges, compass, maps of Odisha and Bargarh, hand sketches of the District armoury of Bargarh and Bargarh Police Station, cash worth INR 2, 290 and literature and leaflets containing anti-government writing from their possession. Girish was earlier arrested on November 14, 2007 at Bariatu under Ranchi Police Station of Jharkhand. However, he escaped from Chaibasa Divisional Jail on January 18, 2011 along with comrades Motilal Soren alias Sandeep and Raghunath Hembrom alias Nirbhay, and went underground in Saranda forest for a few months. Subsequently, he took over Maoist organisations in Sambalpur, Bargarh, Deogarh, and Sundargarh District. The Police said Girish along with Sabyasachi Panda, Brijlal Anchley alias Azad, Satrughan Biswal alias Mangu and Sekhar had strengthened the Maoist organisations in the State during the past two decades. The Maoist leader had 22 criminal cases against him alone in Sambalpur District.

Security Forces (SFs) raided a Communist Party of India-Maoist (CPI-Maoist) camp near Paniamba in Asurabandha panchayat (village level local self-Government institution) under Sorada Police Station in Ganjam District and recovered arms and ammunition, reports The Hindu. According to Ganjam Superintendent of Police (SP) Rajesh Pandit, a team of Central Reserve Police Force (CRPF) and Special Operation Group (SOG) personnel located the Maoist camp in the morning of April 27, when they could find a ‘sentry’ of Maoists sitting on a hillock in the area. The items recovered from the spot included a generator, Maoist propaganda material, clothing handbook of Maoists, bullet proof jacket, food materials like rice, dal stored in drums, water jerkins, anti-malaria medicines, intravenous fluids like glucose saline, petrol, blood testing kits etc. Presence of generator and laptop hinted that Sabyasachi Panda, the secretary of Odisha State Organising Committee (OSOC) of the CPI-Maoist was present at the spot. Police have seized a Maoist poster, two photo identity cards of his with different father's names, a VHF set, charger, mobile set, several other papers and a new motorcycle from him. Sabara was working as a teacher in Barada, near his village, since the past seven years, the Police said. He was working as an over-ground worker and transporter for the Maoists in Ganjam, Gajapati and Kandhamal Districts and was a courier to top Maoist leader Sabyasachi, the Police said. Sabara was working for Maoists, including supplying grocery items and medicines to them, for the past three years, the Police added. "There is a sizeable incriminating evidence linking him to Maoist activities in the area. We are planning to interrogate him further," said Gajapati Superintendent of Police Sarthak Sarangi. "We came to know during preliminary interrogation that Jhikania is not his real name. He was working as a teacher in the name of a person who had died in 1994," the Police said. Security Force (SF) personnel engaged in anti-Communist Party of India-Maoist (CPI-Maoist) operations recovered a huge arms dump in Musilimunda forest in Narayanapatna block of Koraput District on December 17, reports The Times of India. The recoveries included five landmines, each weighing about four kilograms, five remote control devices that are used to trigger landmines, one country made gun, huge quantity of Maoist literature, bulk quantity of uniforms and bundles of red cloth that are used to cut out Maoist flags and banners.

The Communist Party of India-Maoist (CPI-Maoist) reacted strongly to the media statement of Jana Adhikar Manch (People’s Right Forum) convener Dandapani Mohanty on December 23 that the government had paid INR 60 million to Maoists for the release of Laxmipur Member of Legislative Assembly (MLA), Jhina Hikaka, and former Malkangiri District Magistrate (DM) R. Vineel Krishna from their captivity, reports The Times of India. In posters put up at several places in Malkangiri District, the Maoists denied receiving money from anyone for the release of the Indian Administrative Service (IAS) officer and the tribal legislator and asked Dandapani to withdraw his statement. "For the past few days Dandapani has been saying in the media that INR 60 million was paid to Maoists for the release of Krishna and Hikaka. But this is not true. We have not received any money from the government. After the State Government agreed to fulfil our demands, the two kidnapped persons were released in the presence of the mediators," read a Maoist poster at the Malkangiri collectorate. The posters further added that "Dandapani in connivance with Panda is trying to defame the Maoist organisation and to weaken the people's movement. We warned him to abstain from all these activities or else he will face the music and will be punished at the praja court (kangaroo court of the Maoists)." Commenting on the posters, Malkangiri Superintendent of Police (SP) Akhileswar Singh said "We have seized some posters. Investigation is on to find if they are really Maoist posters."
