According to security officials, the LTTE recently started looking beyond the shores of Tamil Nadu and other Southern States. The arrest of Miraj Shahib Ismail on January 27 for supplying a large number of ball-bearings - often used as bomb splinters (procured in the Null Bazaar area of Mumbai), to the outfit proves beyond doubt the fact that the outfit is casting the net far and wide in its search for raw material (for kneading explosives) and weapons; and Maharashtra/Mumbai could just be a natural choice for them, added sources.

Elaborate arrangements are reportedly being made to prevent smuggling of explosive materials by the Liberation Tigers of Tamil Eelam (LTTE) to Sri Lanka from Tamil Nadu in the wake of the recent seizure of an LTTE boat with arms and ammunition by Coast Guard in Nagapattinam and 70 bags of aluminium ingots in Madurai, Additional Director General of Police (Law and Order), K. V. S. Murthy, stated on February 23. Talking to reporters, he said the Police have been geared up and the security over the entire coast has been strengthened. In all the 12 coastal districts, special Police teams have been formed exclusively to look into the smuggling of arms and ammunitions, he added. In view of the recent seizure of explosives, the Centre has given its nod for establishing 12 marine Police stations - the first of its kind in the country - to safeguard the vast coastal belt of Tamil Nadu. These police stations would be equipped with two boats each for conducting patrolling and it would be ready within a year, he further added. Murthy also said the Centre had also sanctioned 40 check-posts in addition to the existing 60 on the coastal areas from Chennai to Kanyakumari. He said the State police were now engaged in finding out the possible landing points of the suspected LTTE sympathizers for smuggling activities.

An inquiry by the Commissioner of Railway Safety of Northern Circle, Bhupinder Singh, into the fire on the Samjhauta Express on February 18 has concluded that bomb explosions caused the blaze, according to The Hindu. The explosions and the subsequent fire killed 68 people and injured 12 at the Diwana station near Panipat on the Delhi-Ambala double line. The incident took place around 23.49 hours. After examining all evidence collected at the site and from inspection of the burnt coaches and obtaining forensic proof, it was concluded that it was a well-planned attack. ``Based on the evidence available so far, the Commissioner of Railway Safety has come to the `tentative conclusion' that the fire on the train in 4001 Up Delhi-Attari Special was caused because of the explosion of bombs kept on the upper racks near the doorways in coach numbers GS 03431 and GS 14857 of the train,'' the inquiry report said.

Deccan Herald reports that agents of Pakistan’s external intelligence agency, the Inter-Services Intelligence (ISI), and smugglers are increasingly exploiting the India-Pakistan border area in Gujarat for illegal activities taking advantage of the non-deployment of the Border Security Force (BSF) in certain difficult stretches of the border. Security forces reportedly face a lot of problems while manning the border in Gujarat and Rann of Kutch as harsh climate makes the terrain non-negotiable during monsoon and post-monsoon months. The Union Home Ministry (MHA) has approved an INR 3800 crore proposal for fencing and floodlighting of 310 kilometers of the Gujarat border. Official sources said that 217 kilometers of fencing and 178 kilometers of the remaining floodlighting have been completed till March 2007 and work on the remaining portion was under progress. The entire work, which was targeted to be completed by March 31, 2007, got delayed due to unprecedented rains in Gujarat in 2006.

Statesman quoting intelligence agencies reports that finding it difficult to intrude into India through the Kashmir, Punjab and Rajasthan borders, militant outfits have now changed their intrusion route to the 2.9 million-square kilometer Indian coast, where it is easy to dodge the scarcely deployed coastal guards. Kashmir-based militant groups have earmarked certain soft routes in the western coastal areas to intrude into India. “At least half a dozen such incidents have recently been reported, where terrorists entered into India either by bribing those guarding the coastal areas or by dodging their eyes,” revealed an unidentified officer of a central intelligence agency. The officer also said that “Most of the arms and ammunition smuggled into India either for terrorists, Naxalites or other organised criminals, are coming through the coastal regions.” Interrogation of militants who were arrested by security agencies in Kashmir and wireless intercepts of terrorist conversations have also revealed the intrusion plans of the terrorists into the country. The Union Ministry of Defence has reportedly submitted a $700 million plan to buy military equipment for the coast guard to replace the obsolete technology of coastal patrolling.

The Union Government has ruled out immediate withdrawal of Army from internal security duties, reports Times of India. Presenting its action taken report on the recommendation made by the Parliamentary Standing Committee on Defence, the government stated on August 17 that a decision has been taken to raise a very large number of additional battalions of the central para-military forces to be deployed for internal security duties and anti-terrorist operations. The Parliamentary Standing Committee on Defence headed by Lok Sabha (lower house of Parliament) member Balasaheb Vikhe Patil had said that deployment of Army personnel for internal security duty is affecting their preparedness and is also making the police and central para-military forces lethargic. The 48-member panel that includes senior Congress and Bharatiya Janata Party members of the parliament recommended that the "Army should he immediately withdrawn from internal security duties and this should be handled by Central Para Military Forces, Central Reserve Police Force and the State Police forces."

Times of India on September 15 reports that on August 30, two unidentified Pakistan’s external intelligence agency, Inter-Services Intelligence (ISI), agents reportedly shot dead Shahid Bilal, near Golimar Churangi in Karachi. He reportedly masterminded the twin blasts in Hyderabad (on August 25-evening), Mecca Masjid blasts (May 18) as well as the 2005 attack on the Special Task Force headquarters. The Liberation Tigers of Tamil Eelam (LTTE) running short of ammunition, particularly heavy calibre artillery and mortars, will try to tap the supplies from their hideouts in south India, a media report said on September 24, according to Times of India. "As tigers experience what the military believes is the worst shortage of ammunition, particularly heavy calibre artillery and mortars, the Sri Lankan navy is stepping up its efforts to prevent them from bringing in fresh supplies to the Mannar mainland," The Island quoted official sources as saying. The unnamed official claimed that the "enemy (LTTE) would now try to bring in whatever supplies available in their South Indian hideouts".

The intelligence and police in the West Bengal have unearthed definitive evidence of collaboration of resources between the two ideologically divergent extremist organisations, the CPI-Maoist and the Harkat-ul-Jihad-al-Islami (HuJI), reports Daily News & Analysis. Recently, the Nadia district police conducted raids in Bansberia, Hijuli, Sitanathpur, Govindapur and Purkugachi in search of Maoists and during the course several documents were seized indicating close links between the HuJI militants and Maoists. According to the Intelligence Bureau (IB) officials, the seized documents also hint at similar tie-ups in other districts like South 24-Parganas and North 24-Parganas. Explaining the rationale behind collaboration between the Maoists and religious fundamentalists, senior IB officials said, “The Maoists, desperate to extend their network, are trying to use the local network of HuJI in to extend their reach.” Districts like Nadia, North 24-Parganas and South 24-Parganas, shares the borders with Bangladesh, have been found to be the hotbed of the two extremist outfits.

The Union Government has said that Uttar Pradesh, which witnessed the most number of jihadi attacks outside Jammu and Kashmir in the past three years (2004-November 20, 2007), is also home to the highest number of Inter-Services Intelligence (ISI)-backed espionage modules. Times of India reports that ten out of 39 such modules neutralised in the country during the period had their roots in the State. While three of these modules were located in Varanasi and Lucknow, the others were located in Rampur, Saharanpur, Meerut and Agra.
