According to Daily Star, Bangladesh will ask India to help block routes used by the militants to smuggle in explosives from India for subversive acts across the country in the last few months. The Government is also likely to request India to conduct an investigation to verify the information obtained from some arrested militants about an Indian arms ring involved in selling explosives to the Bangladeshi militants, and take measures to trace the syndicate and stop its activities. The report further said that security agencies are preparing a detailed report on their findings about the networks of explosives smugglers both in Bangladesh and India. "The report will be completed in a few days," a senior intelligence official told Daily Star.

As many as 159 Pakistan or Inter-Services Intelligence (ISI)-supported terrorist modules have been neutralised in various parts of the country during 2001-2005, including 28 in 2005, the Union Home Ministry said on March 16. As many as 488 persons were arrested and 86 terrorists, including 57 Pakistani nationals, were killed, according to the ministry’s annual report for 2005-06 released on March 16. During 2001-05, 99 espionage modules (including 18 modules in 2005) were also neutralised leading to the arrest of 199 agents. The report said terrorist outfits operating and indulging in acts of terrorism in India continued to be based in Pakistan or Pakistan occupied Kashmir (PoK). "The infrastructure of terror remains largely intact in Pakistan or PoK," it said. The report said known anti-India elements and those declared as fugitives from the law in India are sheltered in Pakistan. "The focus of the Pak-based or Pak-ISI sponsored terrorist outfits is also to promote disaffection and communal disharmony among the Indian people towards the state with a view to destabilising the country," it said. The report also said the main features of the ISI strategy in India included: intensification of low cost and proxy war operations in a wide area extending from Jammu and Kashmir (J&K) to the hinterland, focusing on plans of coordinated attacks by terrorist outfits on security forces, mainly in J&K and increasing use of India’s immediate neighbourhood for executing its plans.

Hindu reports that the total number of Tamil refugees coming to India since January 12, 2006 has crossed the 4,000-mark with forty more Tamil refugees reaching at the Rameswaram coast on July 2. Sources said 4,001 refugees of 1,263 families had so far arrived. Of these, 1,532 were men, 1,386 women and over 1,000 children. At least 10 per cent of the children were below one year. Nearly 70 per cent of the refugees were from Trincomalee, while the rest were from Mannar and Jaffna.

Faizal Sheikh, arrested along with his brother Muzammil on July 27 in connection with the July 11 blasts in Mumbai, was a key figure in the Lashkar-e-Toiba (LeT) unit in the city and had undergone training at camps in Pakistan, said anti-terrorism squad (ATS) chief K.P. Raghuvanshi on July 28. He reportedly motivated young men to join the LeT training camps across the border, told reporters here. "Faizal was a motivator and used to arrange expenses for people enlisted for LeT training," said the ATS chief. He is also suspected to have procured money from Pakistan and Middle East through hawala channels and a probe has been initiated to find out if he had received money in the period immediately prior to the July 11 attacks.

With a spurt in the arrival of Sri Lankan refugees in Rameswaram, Dhanushkodi, Arichalmunai and other places along the coast in the Ramanathapuram district of Tamil Nadu, their number is likely to cross the 10,000-mark in a day or two, officials said. Since January 12, 2006 around 9,500 refugees had arrived in the state. In view of the increase in refugees, the officials have sought more personnel for Rameswaram Police station for checking their credentials before admitting them to relief camps.

According to Indian Express, the Anti-Terrorism Squad (ATS) of Maharashtra Police in an application filed before the Mazgaon metropolitan magistrate court on August 25 has said that Ehethesam Siddiqui, a former member of the Students Islamic Movement of India (SIMI), along with some of his fellow activists had prepared a list of police officers indicted by the Srikrishna Commission and planned to “eliminate them”. Siddiqui has been arrested in the Mumbai serial blasts case. The ATS further submitted that Siddiqui and his friends dreamt of an “Islamic nation” for which “they had planned to start (terrorist) training camps in the dense forests of Madhya Pradesh”. The Justice Srikrishna Commission of Enquiry investigated causes and apportioned blame for the Mumbai riots of 1992-93. The Commission had, among other things, recommended that action be taken against 31 police personnel identified as having a role in the deaths of innocent people.

An agenda paper prepared by the Union Ministry of Home Affairs (MHA) for the September 5 conclave of Chief Ministers on internal security, says that cross-border terrorism has spread to the hinterland and infiltration, in comparison to the same period last year, has trebled. Indian Express quoting from the agenda paper reports that Pakistan still continues to aid and abet terrorism and terrorist groups, particularly the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), are targeting India with the help of Pakistan’s Inter-Services Intelligence (ISI). The total number of infiltration have doubled from 21 (January-July 2005) to 50 (January-July 2006) while the number of infiltration foiled have declined during the same period. According to the paper, cross-border infiltration has nearly trebled from 170 (January-July, 2005) to 476 (January-July, 2006). The number of grenade attacks in Jammu and Kashmir (January-July 2006) total 176. Although the MHA claims that the total number of incidents involving Naxalites between January-July 2006 have gone down to 930 as compared to 1039 during January-July 2005, the number of casualties has increased from 407 to 487 during the same period. The agenda paper says Naxalites are now organising themselves on military lines.

According to IANS, the outlawed Students Islamic Movement of India (SIMI) is contemplating changing its name to evade attention it receives for its association with the terrorists. Quoting unidentified sources, the report said that SIMI may emerge under a new name such as Teharik-e-Millat or Awaz-e-Sura, with a view to expand its activities in Madhya Pradesh. Police officials say that Madhya Pradesh has witnessed a rise in SIMI activities despite a ban on the group in September 2001. Now its activities have spread to new districts like Burhanpur, Guna, Neemuch and Shajapur. According to police records, before the ban, SIMI activity was restricted to the districts of Indore, Ujjain, Khandwa and Bhopal, with its headquarters in Ujjain.

The Pakistan-based Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) are using territory and elements in Bangladesh and Nepal for movement of terrorists and finances in India, according to a paper prepared by the Union Home Ministry on internal security situation. The modus operandi is recruitment of Indian youths by the LeT and Bangladesh-based Harkat-ul-Jihad-al-Islami (HUJI-BD) for training in Pakistan and Pakistan occupied Kashmir (PoK) and then sending them back to India for sabotage and subversive activities, Times of India reported. "These outfits are well organised, interlinked and have the latest hardware and communication equipment," according to the paper. Investigations into recent terrorist attacks, including the 7/11 Mumbai blasts, Varanasi serial blasts in March 2006 and the attack on the Indian Institute of Science in Bangalore in December 2005 have indicated increased use of Bangladeshi territory by Inter-Services Intelligence (ISI)-backed terrorist groups and the growing terror networking of Bangladeshi fundamentalist groups with the LeT and JeM. According to intelligence sources, in all these attacks, suspected terrorists had infiltrated from across the India-Bangladesh border. The current strategy of these groups, according to the paper, is to maintain continuous flow of finances to sustain terrorist networks, target vital installations and economic infrastructure, recruit and train local modules and attack soft targets like market places, public transport system, places of worship and congregations. Their strategy also includes provoking communal tensions to create a wedge between communities and supplying hardware through land and sea routes. The Home Ministry indicated that the terrorist infrastructure in Pakistan and PoK is yet to be dismantled and it is being used by Pakistan-based and ISI-sponsored outfits like the JeM, LeT, Al-Badr and Hizb-ul-Mujahideen (HM).

Keeping with the security establishment’s assessment of the country facing high-level threats from a slew of terrorist outfits, the Union Government is finalizing a counter-terrorism doctrine, reports Times of India. The policy framework of the counter-terror doctrine (CTD) has been prepared by the Intelligence Bureau (IB) after detailed consultations with police chiefs of various States. The CTD reportedly argues that terrorist groups must be ready to provide credible proof of halting violence for meaningful negotiations. The doctrine pitches for a clear-cut policy, ruling out negotiating release of terrorists in situations like a hijack, apart from being aimed at persuading hostage-takers to surrender or creating a time cushion for action by anti-terror squads. The CTD says that in the event of a hijack, negotiations are only to be used as a strategy to gain time and not to concede terrorists’ demands. It further says, "Sufficient number of trained persons should be available in each state and Central paramilitary forces (CPMFs) to deal with situations of hostage-taking/hijacking.” The CTD will go to the Cabinet Committee on Security for approval this week. Chiefs of all security agencies have reportedly been asked to submit their final views by then.

One of India’s most wanted fugitives, Dawood Ibrahim Kaskar, is under pressure to leave Pakistan and may have suffered a heart attack, reports Daily News & Analysis. Quoting intelligence sources in New Delhi, the report said that Dawood, who is the prime accused in the 1993 Mumbai blasts, suffered the attack a couple of weeks ago and was taken to an Islamabad hospital. No further details of the incident were available. Sources added that Dawood, who went though a cosmetic surgery last year to change his looks, is under constant pressure from Government agencies in Pakistan to leave. He is thus expected to seek refuge in some African countries. Dawood is reported to have mining interests in northern Africa and investments in Australia.
