According to a media report of January 30, Mumbai police investigating the January 27&28-Vile Parle blasts believe the two suspects arrested on January 28 could be members of the Muslim Defence Force (MDF). The report said police are also working on the theory that the Vile Parle blasts are connected to the blasts engineered by left-wing extremists—Naxalites—in Andhra Pradesh and the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka. They have reached this conclusion on the basis of the explosive-laden bicycles used in the Vile Parle blasts. The modus operandi is similar to that of the LTTE and Naxals in Andhra Pradesh and Maharashtra.

According to a media report, the fear of terrorist attacks in Britain continued to mount with reports that Royal Air force jets are patrolling the skies over London. The report said that Britain has launched its biggest ever security operation against possible terrorist strikes. Reportedly, authorities suspect that terrorists could strike with missiles that have possibly been smuggled from Pakistan and the police fear that a large arsenal has been built up by terrorist groups. Official sources were quoted as saying that special monitoring is underway near mosques and in cities and suburbs, where a large number of people having links with Pakistan have settled. The arsenal of missiles, authorities suspect, could be hidden in such areas.

Quoting intelligence sources, media reports of February 14 indicated that the Liberation Tigers of Tamil Eelam (LTTE), an outfit proscribed under the Prevention of Terrorism Act (POTA), is planning to set up a base in the port city of Visakhapatnam in Andhra Pradesh. The reports also said that LTTE cadres were allegedly making clandestine visits to the city. Intelligence officials suspect that it could be an effort to operationalise a corridor with the city as base to be used by the LTTE and its alleged partners, the left wing extremists––Naxalites––of the People's War Group (PWG), the Maoist Communist Center (MCC), and the Maoist insurgents of Nepal. The LTTE is also alleged to have signed an ‘agreement’ with them approximately five months back. The alleged 'corridor' would reportedly run via East Godavari, Vizag and Sileru in Andhra Pradesh, Jharkhand, Bihar and through the Dandakaranya forests to Nepal.

Quoting official sources, media reports said a total of 207 persons have been charged under POTA in Jharkhand, though the State government has given prosecution sanction against only eight. Earlier, the CID had been entrusted with the task to review all the cases after a Ministry of Home Affairs (MHA) communiqué reached the State government, asking to review all the cases lodged under POTA in the State.

Quoting Crime Investigation Department (CID) officials of Mumbai, media reports on March 31 said preliminary investigations into the killing of three alleged Lashkar-e-Toiba (LeT) terrorists, on March 29, revealed that they had planned a series of 'fidayeen' (suicide) attacks in the city. They were reportedly in touch with terrorists in the Kashmir valley and their handers in Pakistan. It is suspected that one of the slain terrorists, Abu Sultan, had developed a strong base in Karnataka before moving to Maharashtra. His role in the bomb blasts in Tamil Nadu and Andhra Pradesh in the past few months is also being probed. The three terrorists were chiefly involved in training Students Islamic Movement of India (SIMI) activists in handling explosives. Separately, Maharastra Deputy Chief Minister Chhagan Bhujbal said the slain LeT terrorists had masterminded the March 12- Mulund blast and vital clues were now available.

The annual report of the Union Home Ministry for the year 2002-2003, which was released on April 28, has indicated that the country was overwhelmed with internal security problems generated from outside. The report also pointed out that terrorism in Jammu and Kashmir (J&K) and in the northeast as well as violence by left-wing extremists in the States of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh and Orissa as the area of concern. It also further stated that approximately 60 to 70 per cent of terrorists operating in J&K are from outside, "under the direct control of Inter Service Intelligence (ISI), Pakistan’s external intelligence agency'' with local people "playing the role of porters and guides.'' The report also pointed out that Pakistan was "making efforts to revive terrorism in Punjab in a big way and the ISI has assured its commitment to the revival of Khalistan movement.''

According to a media report of May 23, the Union Home Ministry has put approximately 824 Non-Governmental Organisations (NGOs) operating in the North-East and Sikkim under surveillance for suspected links with various terrorist outfits. The Ministry has also passed on information to the Governments of Assam, Manipur, Meghalaya, Sikkim, Nagaland and Tripura in this regard. The Ministry suspects that there could be as many as 323 such NGOs in Meghalaya, 197 in Manipur, 151 in Assam, 82 in Nagaland, 69 in Tripura and two in Sikkim. The matter is still under investigation and details in this regard are awaited.

The outfit has been alleged of carrying out conversion of Tripura tribals to Christianity at gunpoint and is now reportedly playing second fiddle to radical Islamist outfits in Bangladesh. The report quoting intelligence sources said the latter include Jamaat-e-Islami, Harkat-ul-Jehad and Al Qaeda, among others. He also reportedly accepted that the Home Ministry had received complaints about the misuse of the Act. Giving details, he said that approximately 60 per cent of these arrests were made in Jharkhand and Jammu Kashmir (J&K). Of the 234 persons arrested in Jharkhand, 104 were later released following a review by the State Government. Other Sates where arrests have been made under POTA include 181 in J&K; 83 in Gujarat; 44 in Delhi; 42 in Maharashtra; 41 in Tamil Nadu; 40 in Andhra Pradesh; 28 in Uttar Pradesh; six in Sikkim and three in Himachal Pradesh.

At least three persons were killed and 34 others injured in a powerful bomb explosion allegedly triggered by the proscribed Students Islamic Movement of India (SIMI) inside a Government-run, Bombay Electric Supply and Transport (BEST) bus at Ghatkopar in Mumbai, Maharashtra, on July 28. Unconfirmed reports have put the death toll at five. While the use of high-intensity gelatin sticks to trigger the blast is being suspected, the Police Commissioner R S Sharma, however, said that the nature of the explosive used is not yet clear. The police also suspect that SIMI was being instigated by the Pakistan-based Lashkar-e-Toiba (LeT) to carry out terrorist strikes. Earlier, on December 2, 2002, two persons were killed and 31 more injured in a similar explosion near the Ghatkopar railway station.

John S Pistole, Deputy Assistant Director of the Federal Bureau of Investigation’s (FBI) counter-terrorism division, reportedly revealed this during his testimony to the Senate Governmental Affairs Committee in Washington on July 31. Pistole said that they have "traced the origin of the funding of 9/11 to financial accounts in Pakistan, where high-ranking and well-known Al-Qaida operatives played a major role in moving the money forward, eventually into the hands of the hijackers located in the US". However, Pistole did not specify how those accounts in Pakistan were funded. The FBI has estimated that the 9/11 attacks cost between $175,000 and $250,000, which paid for flight training, travel and other expenses. This money reportedly flowed to the hijackers through associates in Germany and the United Arab Emirates. Those associates reported to top Al Qaeda terrorist Khalid Sheikh Mohammed, who managed much of the 9/11 planning from Pakistan, US officials said.

According to media reports, the December 2, 2002- bomb blast in Ghatkopar, Mumbai, was planned in Dubai, port city of United Arab Emirates, by the Lashkar-e-Toiba (LeT) operative Abu Hamza and funded by the Inter Services Intelligence (ISI), Pakistan's external intelligence agency. A prime accused in the blast identified as Toufiq alias Chittu alias Rafique alias Yasar, an activist of the Muslim Defence Force (MDF), has reportedly revealed that the conspiracy was hatched by Abu Hamza who had roped him and others for the crime. Toufiq also revealed that he had collected Rupees 1.5 lakh from Muslims of Tamil Nadu residing in Riyadh and handed over the money to Abu Hamza. He said Hamza had planned to create explosions in India and target leaders and prominent personalities. Toufiq is the third accused to give a statement in the case. Two other accused, Imran Rehman Khan and Mohammed Altaf, were deported from Dubai in January 2003. Two persons were killed and 31 others injured in the Ghatkopar blast.
