According to reports from Central intelligence agencies, the Pakistan-based terrorist outfit, Lashkar-e- Toiba (LeT) has plans to strike at the Mahakumbh, a Hindu religious congregation, which began in the northern Indian town of Allahabad, Uttar Pradesh, on January 9, 2001.The State Director General of Police (DGP) also admitted that threats from ultras had been received. He however refused to identify the terrorist outfit that threatened to strike. The report says that heroin seizures in South Asia show that Afghanistan and Myanmar are major sources and that the substance is destined for the illicit markets in Bangladesh, India and Sri Lanka. Some consignments of heroin are making their way from the border of Myanmar into the Northeastern States of India, in particular through Moreh, Champai and Mokokchung.

According to a media report, a huge arms consignment meant for terrorists operating in India’s north-eastern region was unloaded at Cox Bazar, Bangladesh, in the first week of April 2001. Indian authorities have intensified vigil along the international border to prevent their possible entry into the country. The Union Home Ministry in its annual report has stated the present regime in Pakistan may resort to more terrorist acts in Kashmir as diversionary tactic since it is facing increasing difficulties. Released on April 25, the report states it is the Pakistani and foreign mercenaries who at present constitute the major portion of terrorists active in the State. It says, "Though estimates vary, approximately 1500-2000 foreign mercenaries are operating in Jammu and Kashmir who have been pushed in by Pakistan to sustain and retain control on the flagging militancy in the State. These mercenaries belong mainly to Pakistan, Pakistan occupied Kashmir (PoK) and Afghanistan, which highlights the alarming role being played by Pakistan as a centre for pan-Islamic fundamentalist militancy.’’ The ministry has stated that Pakistan has drawn on its experience in Afghanistan to systematically wage a low intensity conflict in the State.

The Parliamentary Standing Committee's 73rd Report on the Home Ministry feels that a fund crunch has seriously affected the Union Home Ministry's programme of modernising Central Paramilitary Forces (PMFs). The Committee has noted that despite the claim that modernisation of Central PMFs was the thrust area of the Ministry, 'not enough urgency is being shown by it to put its implementation in place with right earnest'. Commenting on the Action Taken Report of the Ministry, the Committee noted that whereas the initial projection for the Five-year Plan, from the year 2000-01 to year 2004-05, was Rs 4025 crore, it now stands scaled down to Rs 3740.71 crore. Even this reduced amount is not going to be available during the period and there will be a huge shortfall of Rs 2624 crore. The Standing committee said excessive dependence on Central PMFs for routine maintenance of law and order was putting greater pressure on the forces and recommended that State police forces should be strengthened so that this over-dependence on the Central PMFs was reduced.

Uttar Pradesh Chief Minister Rajnath Singh said in the State Assembly on May 21 that the government had taken several steps to counter the growing activities of Pakistan's Inter Services Intelligence (ISI) in 22 districts in the State. During question hour, he said, besides setting up a special police force for the UP-Nepal border, two border police zones in Gonda and Pilibhit borders were established in 1997 and 47 police outposts were set up to check anti-National activities on the border. A Special Task Force (STF) of State police had also been set up to probe ISI-related activities in the State.

The Annual Report, 2000-2001, of the Ministry of Defence, which was released on May 31, says ‘despite India's insistence on the creation of a conducive atmosphere, there is no indication of Pakistan creating such atmosphere for a meaningful dialogue, and instead it had stepped up sponsorship of cross-border terrorism. The Report also expresses concern over the spread of Maoist violence in Nepal and continuing conflict in Afghanistan, which has an adverse impact on peace and stability in the region. It says, "Any fundamental regime in Afghanistan, such as the Taliban, could be an insidious threat to our secularism, as well as potential destabilising factor in Kashmir". The State government has reportedly approached the Union Home Ministry to review the State’s Religious Places Bill, 2000. The proposed act has been pending with the Home Ministry for more than one year for approval. The Central Bureau of Investigation (CBI) has reportedly sent a senior official to Canada to unravel the conspiracy behind the assassination of former Prime Minister Rajiv Gandhi. According to reports, the official will investigate the role of the Liberation Tigers of Tamil Eelam (LTTE) and whether some of its aides were hiding in that country. The CBI has approached nearly 23 countries including Canada seeking details about the LTTE cadres suspected to be linked with the assassination. Rajiv Gandhi was assassinated on May 21, 1991 by an LTTE suicide bomber at an election meeting at Sriperunbudur in Tamil Nadu. In January 1998, 26 persons were convicted for the murder.

On an average 150 ISI-trained terrorists and mercenaries are pushed into India through this border, with a specific mandate to carry out subversive activities. This was reportedly revealed during the interrogation of an Afghan national and an ISI agent arrested in Raxaul, near the Indo-Nepal border, on August 13. The interrogation also revealed the involvement of some of the madrassas in anti-India activities. The madrassas at Chandanbara, near the Indo-Nepal border, has also come under suspicion after reports said that some Nepal- based Pakistan diplomats visited it and stayed there. According to media reports, the Union Home Ministry has altered the Bihar government. 30 companies of the Special Services Bureau (SSB) have been deployed in the 27 ‘soft spots’ along the 120 km-stretch in the districts of East Champaran, West Champaran and Sitamarhi.
