The National Investigation Agency (NIA) has forward its appeal to the NIA court; seeking permission to interrogate two Islamic State (IS) accused—Manseed alias Omar al-Hindi and Safvan alias Rayyan, the first and fifth accused, respectively in the Kanakamala (Kannur District of Kerala) IS module case, reports The New Indian Express on January 5. Manseed was a resident of Thalassery city of Kannur District whereas Safvan resided at Tirur town of Malappuram District in Kerala. Both accused are IS sympathisers who coordinated to attack key establishments and persons at various places in South India. As a part of ‘Hadiya case’, the accused persons knew Shafin Jahan and had communication with him. Therefore, there is a need to confirm some information regarding the matter, said an unnamed NIA officer. The NIA court will proceed to the petition on January 5.

The Directorate of Revenue Intelligence (DRI), on January 8, had seized and arrested an unidentified suspect with 211 Fake Indian Currency Notes (FICNs) in INR 2,000 denomination worth INR 422,000 while he was boarding a train bound to Malda, West Bengal, from Old Delhi Railway Station in Delhi, reports Hindustan Times. Preliminary interrogation has revealed that the arrested person works as a carrier for another handler who belongs to an international racket. The FICNs were meant to deliver at different places in Delhi and Haryana. The DRI initiated the surveillance and arrested the unidentified handler on January 9 from Patna Railway Station, Patna, Bihar, said the statement issued by the DRI. The investigation has also revealed a syndicate based in Malda, acquired these FICNs from persons operating in Mohammadpur Upazila of Magura District in the Division of Khulna, Bangladesh, and further supply these FICNs in-and adjacent regions of Delhi, said the DRI statement.

In 2017, the Delhi Police’s Cyber cell had received 670 complaints, out of which 247 complaints were investigated following the arrest of 146 people, reports The Times of India on January 12. The cyber cell involved 723 computer teachers from 577 schools to spread the cyber-awareness among the youngsters in the midst vulnerable games, such as ‘Blue Whale’ that held responsible for multiple deaths of youngsters around the globe. Along with the staff of Economic Offenses Wing (EOW) had been training with cyber experts to collaborate with the institutions in banking sector, the Securities and Exchange Board of India (SEBI) and the National Stock Exchange (NSE). On monthly basis, the cyber-training has been provided to the Investigation Officers (IOs) from different Police Stations and so far had trained 509 officials at EOW and 362 officials at the Police Training College, said Delhi’s Deputy Commissioner of Police (DCP) of Crime Records Office (CRO) Rajan Bhagat. To regard the success of Cyber cell, Delhi’s Commissioner of Police Amulya Patnaik had launched a website of ‘Cyber Safety Unit’ which is considered as a ‘one stop window’ to complain cyber related incidents, says report.

The annual crime report presented by the Pune’s Commissioner of Police Rashmi Shukla, depicts the a steep rise in the number of incidents reported in 2017 in comparison to preceding years, reports Hindustan Times on January 12. In 2016, Pune’s cybercrime cell received 2,070 complaints of cyber-related incidents where as the numbers for 2017 are more than double with 5,741 complaints. The idea of establishing the cyber Police Stations in the city has some technical roadblocks as there are some prior criteria need to be met. But the Central Government and the state Government is making joint efforts to initiate cyber Police Stations. The steep rise in the cybercrime is due to the lack of awareness about cybercrimes and safe online practices, said Rashmi Shukla. Total of 54 cybercrime cases were resolved in 2017 as compare to 33 cases resolved in 2016, resolved independently by Pune’s cybercrime cell, says report.

Abdul Subhan Qureshi was also wanted by the Police of Bihar, Maharashtra, Gujarat, Rajasthan, Hyderabad and Uttar Pradesh (UP) for his alleged involvement in various terror cases. nvestigations into the arrest of Indian Mujahideen (IM) militant Abdul Subhan Qureshi have revealed that he had made several trips to Nepal during which he met senior operatives of Pakistan’s Inter Services Intelligence (ISI), Asian Age reports on January 24. These ISI officers, intelligence sources said, directed Qureshi to revive IM operations in India and target important cities. For his stay in Nepal, Qureshi had also forged some documents. It is suspected that these meetings between Qureshi and ISI officials were facilitated by some staff members of the Pakistan embassy in Kathmandu and their role was being investigated. Senior intelligence officials claimed Qureshi’s arrest has confirmed what they were suspecting till now that ISI had been making desperate attempts to revive IM, which mainly comprised of local youth, for terror operations in the country.

The Indian security agencies suspect the involvement of Bangladesh-based terror outfit Jama’atul Mujahideen Bangladesh (JMB) in planting three improvised explosive devices (IED) in Bodh Gaya to avenge the atrocities on Rohingya Muslims in Myanmar by the Buddhists, The Times of India reports on January 28. An officer involved in the investigation of the blast followed by recovery of two IEDs close to the Tibetan monastery on January 19, 2018 said it was the handiwork of JMB. The banned terror outfit backed by Pakistan's Inter-Services Intelligence (ISI) has active cadres in West Bengal (WB) and Assam. It's several members are suspected to be hiding in West Bengal. The JMB has not been involved in any major terror attack in India.The officer said the evidence strongly indicates JMB's involvement in the failed terror attack, which had aimed to kill Buddhist monks and foreigners present in Bodh Gaya to listen to the sermons of Buddhist spiritual leader the Dalai Lama. "A series of calls were made to some locations in West Bengal from Bodh Gaya just before and after planting the three IEDs," the officer said, adding, "Calls were made to locations known to Indian security agencies as covert bases of JMB operating in WB for the past several years." He also said the technique used in making the three IEDs is far different from that by Indian Mujahideen (IM) in Bodh Gaya and Patna in 2013 or other places in the country in the past.

The Maharashtra Anti Terrorism Squad (ATS) has revealed on January 28 that over the last three years, 86 Indian youths were prevented from joining Islamic State (IS), reports The Times of India. Majority of these Indians were college-going students with some of them pursuing higher education and some of them were working professionals. With the implement of adequate measures including de-radicalisation process, the Maharashtra ATS not only stopped these people from joining the IS but also prevented the vulnerability of anti-India activities in the country, said an unnamed senior ATS official. "Our efforts are to prevent youths from joining terror outfits. De-radicalisation of youths under the influence of terror elements is one of the prime steps. The witness, a relative of Ansari, was made to hear a recording of an alleged conversation between one of the terrorists and their handler in Pakistan – Abu Jundal – taking instructions during the attack at Nariman House.Ansari’s main defence, so far, has been that he is being mistaken for Abu Jundal, one of the four handlers from Karachi, Pakistan who was giving instructions to 26/11 attackers. In special judge GA Sanap’s court, a 28-minute conversation between the terrorists in Nariman house and their handlers in Karachi, was played for the witness. After listening to the conversation, the witness, who had identified his cousin in court on January 31, recognised one of the voices (the handler) as that of Ansari’s.For a person’s voice to be identified as per law, a forensic expert’s testimony is not considered conclusive proof. The court demands ratification by a person who has heard the subject’s voice several times.According to the chargesheet, in 2010 Ansari had visited this relative at a hotel in Madina, Saudi Arabia, where the latter had been worked as a receptionist in a hotel since February 2009. Ansari had reportedly gone there for Haj. The witness told the court that a few days before his return to India, Ansari allegedly gave him 4,000 riyals and a letter for a certain Kashif. However, when he visited the given address, he could not find any person named Kashif. So Ansari asked him to deliver the money to a common friend of theirs who would, in turn, deliver it to Kashif.

Plastic lunch boxes similar to that found in Bodh Gaya were also recovered.An officer said the JMB members could not plant the other five IEDs (improvised explosive device) as the first one exploded near the Kalchakra Maidan in Bodh Gaya on January 19. One IED planted below a generator set near Kalchakra Maidan had partially exploded leading to the recovery of two others just a few metres from the entrance of a Tibetan monastery where Buddhist spiritual leader the Dalai Lama was staying during that period. The intelligence agencies had tracked several calls in West Bengal before and after the January 19 incident, he said. "Ammonium nitrate granules were also recovered from partially exploded IED. It was perhaps to increase the destructive power of the bomb," the officer said."Mohammad Sheikh had studied at several madrassas in Bihar, including Gaya and Katihar. He was trained in making bombs and explosions at a terror camp organized by JMB at Bardhaman in West Bengal between 2012 and 2013," a Bihar Police officer said. He also said Jamirul was an Arabic language teacher at a madrassa in Darjeeling. "Mohammad Sheikh had smuggled the explosives used in the three IEDs from Bangladesh. Jamirul's role was to arrange human resource and transport for carrying the explosion," he said and added that JMB, a banned outfit in Bangladesh, was also linked with a couple of international terror organizations. Sources said JMB has very active cadres in West Bengal and Assam. Some of its members, wanted in Bangladesh, are suspected to be hiding in Bengal.

A then BJP MLA and a party office-bearer were on the terror hit list, according to counter-terror sources associated with the probe against Qureshi, who was arrested in Delhi recently.But Bhatkal allegedly convinced him instead to help in terms of manpower for his conspiracy to conduct blasts, on the ground that target attacks were ‘small work.’ Qureshi is being questioned for his alleged role in terror activities, including the July 2008 Gujarat blasts conspiracy. After the arrest of the SIMI leaders, including the then chief Safdar Nagori at their safe house in Indore, Qureshi, alias ‘Touqeer’, took over the mantle of the banned outfit and allegedly began re-organising, exhorting trusted operatives for ‘action’ as a retaliation against the arrests and the loss of Muslim lives in the Gujarat riots of 2002, said a source. The CCSMU will be established in all 40 Districts including Bettiah and Naugacchia and would function with skilled gadgets and experts to support the local Police Force as they lack the skills and expertise in tackling the cybercrime incidents. The EOU had received 333 cases of cybercrime incidents in 2017 and it raised the need to establish a CCSMU in all Districts to handle such incidents. The Central Government has released around INR 82 crores out of which INR 3 crores have been used to formed the CCSMU, said EOU’s Additional Superintendent of Police (ASP) Sushil Kumar. The money for this project would be coming out of the Nirbhaya Fund that was implemented as an initiative to enhance the safety of women and girls. The fund stands to INR 3,100 crores.

The Union Minister of State for Home Affairs (UMoSHA) Hansraj Ahir told the Lok Sabha (the Lower House of the Indian Parliament) that in past three years, 400 Security Personnel were martyred while fighting terrorism in Jammu and Kashmir (J&K) and counter-Communist Party of India-Maoist (CPI-Maoist) operations across Left-Wing Extremism (LWE) affected states, reports The Times of India on February 6. Between 2015 and 2017, 572 civilians and 199 Security Personnel had lost their lives, while in J&K 72 civilians were killed and 201 Security Personnel were martyred in terror-related incidents. In 2017, there were 342 violent incidents were registered in J&K, in which 80 Security Personnel were martyred. With a rise in killing of 150 terrorists in 2016, 213 terrorists were killed in 2017. In January 2018, 28 violent incidents were recorded in J&K in which four Security Personnel were martyred and eight terrorists were killed, said Hansraj Ahir. Replying to the separate question about insurgency in North-East states, Ahir replied that in 2017, 308 incidents were recorded, which is a decline from 484 incidents in 2016, 574 incidents in 2015, and 824 incidents in 2014. The fatalities of civilians decreased to 37 in 2017 in comparison to 87 in 2016; 12 Security Personnel were martyred in comparison to 17 counts of the same in 2016. In total, 57 extremists were killed in 2017 as compared to 87 in 2016, said Ahir.

With the emergence and expansion of Information Technology (IT) enabled-services, there has been a rise in cyber crimes in India likewise any other country in the world, said Prasad. It was also decided to appoint the Intelligence Bureau’s (IB) Fake Indian Currency Network Co-ordination (F-CORD) as the nodal agency to coordinate with the States and the Union Territories (UTs) to investigate phone fraud incidents. The funding of worth INR 13.35 crore for this project would be provided from ‘Cybercrime Prevention against Women and Children’ (CCPWC) scheme under the Nirbhaya fund. The NIA’s Special Court in Kochi (Kerala) granted the custody of Riyaz and other two of his unnamed associates to the NIA in the same case. The unnamed woman filed a complaint and alleged that Riyaz raped her and later recorded an "objectionable footage" of her, and held her hostage in Jeddah, Saudi Arabia. A native of Kannur district in Kerala, Mohammad Riyaz has been under the scanner for forging documents in order to marry the woman and take her to Saudi Arabia, with intentions to rape her and further sell her as a sex slave to IS. So far, 11 persons have been accused in the case including Riyaz's mother who continues to be in Jeddah, Saudi Arabia.

The cases such as 2004 Delhi Public School (DPS) MMS, frauds related to cryptocurrency, cyber-stalking, fake social media profiles, ransomeware, dark web, steganography, among other cases would be part of the programme. With the significance rise in cybercrime and the use of computers and the Internet, under the Nirbhaya fund, the proposed scheme would train 27,500 Police officers, prosecutors, and judicial officers in cybercrime awareness program of three days and with 13,500 officials in five days, read the statement released by the UMHA to the Chief Secretaries of States and Union Territories (UTs). The Gujarat High Court on February 20 issued a notice to the National Investigation Agency (NIA) over a bail plea filed by the Naeem Ramodia who was arrested for allegedly conspiring Islamic State (IS) style ‘lone-wolf’ attack in Gujarat, reports The Indian Express. According to Ramodia’s plea, the First Information Report (FIR) and other materials filed against him—labeled him as a ‘misguided youth’. Both, Naeem and his brother Vaseem had been charged for planning a lone-wolf attack in Gujarat. In his petition, Naeem argued that he and his brother were too ‘fearful’ to commit the crime alleged against both of them; hence the bail shall be granted. Naeem and his brother had no prior criminal antecedents. It is an interest of the nation that both of them must keep away from criminals and moved to reform house for psychological treatment for some time, read the petition filed by Naeem’s advocate M.M. The approval of deployment of the armed squad at the Indian Embassy located at Al-Mansour area of Iraqi capital Baghdad, had been recognised by the Union Ministry of Home Affairs (UMHA) and the Ministry of External Affairs (MEA), says report. Given the constant threat from IS in Iraq, it was being discussed for a long time that the Indian Embassy in Iraq must have a professional security cover. Therefore, the proposal to send the Paramilitary Commandos is a move in that direction. However, the final approval for deployment of the armed squad in Baghdad (Iraq) is yet to be given by the Indian Government. The Commandos with field-experiences of the anti-Maoist operations, the Forces’ elite Commando squad for jungle warfare—CoBRA and who have been the “best performers” will be part of the proposed contingent for the deployment in Iraq, said an unnamed senior official.

Amir Siddiqui was employed as ‘visa counsellor’ at the Pakistan High Commission located in Colombo, Sri Lanka. Upon specific intelligence in 2013, the ‘Q’ branch of Crime Investigation Department (CID) of Tamil Nadu Police arrested Mohamed Zakir Hussain who was involved in the espionage activities as an agent of Pakistan. Zakir’s task was to cause blasts at the foreign Consulates/High Commissions, Defence and Nuclear establishments in India. During his arrest, confidential documents and Fake Indian Currency Notes (FICNs) were recovered from his possession. During the interrogation, Zakir admitted that he was following the orders from Mr. Siddiqui, an official of Pakistan Consulate in Colombo (Sri Lanka). Merely, 3.05 percent Police women are in the militancy-affected State of Jammu and Kashmir (J&K)—which has a sanctioned strength of more than 80,000 Police personnel, read the statistics released by the Union Ministry of Home Affairs (UMHA). The statistics are pitiful as the UMHA in its advisories in 2009, 2012, and 2016, had instructed all State Governments and the Union Territories (UTs) to increase the strength of Women Police force to 33 percent, said an unnamed senior official. Three terror suspects—Mohammad Anwar Hussain, Mohammad Shammi and Mohammad Shaad, who pledged allegiance to Islamic State (IS) were arrested from Gaya (Bihar) on February 10 by the team of NIA and the Intelligence Bureau (IB). Reportedly, Mohammad Shaad was released on bail while other two were sent to jail. “Country-made weapons and firearms are easily available at inexpensive rates in Munger of Munger District (Bihar)—which is major hub of manufacturing illegal firearms. Parts of firearms were made in Malda District (West Bengal) and its surrounding areas. These are assembled and given finishing touch in Munger,” said an unnamed Indian Police Service (IPS) officer. The Delhi Police filed a First Information Report (FIR) about the finding of the Fake Indian Currency Notes (FICNs) worth INR 4.21 crores that had been deposited in different branches of 12 banks across the country, reports Daily Pioneer on 27 February. Among 12 banks, the Standard Chartered Bank (SCB) reported 58,900 counts of FICNs worth INR 2.16 crores. The Delhi Police had received complaints from 12 banks during February 14 and 15. The Police team recovered the FICNs from the main repository of these 12 banks located at the Parliament Street in New Delhi and post-recovery the FICNs were sent to the Forensic laboratory in Nagpur for further examination. Along with the Police has prepared a list of people who performed monetary transactions at these branches and will initiate probe in the matter, said Deputy Commissioner of Police (DCP) of New Delhi Madhur Verma.

The fatwa has been endorsed by 40 senior scholars associated with the New Delhi-based Markazi Jamiat Ahle-Hadees Hind, the main body representing the sect, said the appointed leader of the group Maulana Asghar Ali Imam Mahadi Salafi. It is India’s Constitution, the Judiciary system, and the involvement of civil society which are great avenues of justice. This all makes Indian Islamic model the only working model, said former head of Islamic Studies at Jamia Millia Islamia (University) Akhtarul Wassey. In 2007, Uttar Pradesh’s Darul Uloom seminary located in Deoband in Saharanpur District had issued a similar anti-terror declaration, but this is the first time that a prominent Islamic religious-conservative group closely identified with Salafists would rule against the IS.

The UP ATS have de-radicalised seven youths from different locations of the country in last one year. This de-radicalisation programme was initiated by the ATS, said Inspector-General (IG) of ATS Asim Arun. Under the de-radicalisation programme, a Sub-Inspector (SI) rank officer was made in-charge and family members of such youths were taken into confidence. These youths were not found involved in any terror activity and had merely been influenced by IS ideology, explained Senior Superintendent of Police (SSP) of ATS Umesh Srivastava. On March 8, 2017, The UP ATS had killed Saifullah after a 12-hour operation in Haji colony of Dubagga in Lucknow District. The intelligence input about Saifullah’s hideout was provided by Telangana Police officials. Other eight IS recruiters are currently lodged in a jail in Delhi and their judicial trial is ongoing.

Five unidentified Islamic State (IS) sympathisers from different location from across India, travelled to Doha (Qatar) in late 2017 with a plan to sneak into Syria and join the IS, were arrested and has been deported to India and undergoing the de-radicalisation process, reports Daily News and Analysis on March 15. These five IS sympathisers belong to Chennai (Tamil Nadu), Pune (Maharashtra) and Bijnour in Uttar Pradesh (U.P.). In November 2017, they were arrested by the Doha Police and their interrogation revealed that one of them [unidentified] had sneak into Syria and come back. The group was deported to India in February 2017. The sympathisers confessed that they use social media to reach out to its potential recruiters. In case if does not work-out, then they planned to sneak into IS-controlled regions such as Syria and Iraq.

The National Investigation Agency (NIA) filed a chargesheet against four accused including a Singaporean of India-origin—Haja Fakkurudeen for conspiring and organizing the terror camps, recruitment and training of Islamic State (IS) sympathizers in Tamil Nadu and Telangana, reports The Hindu on March 16. The other persons in the chargesheet are Khaja Moideen (50), Shakul Hameed (27), Ansar Meeran (29) with Sections 120-B and 125 of the Indian Penal Code (IPC) imposed on them. The Kerala Police had filed a case under the Unlawful Activities (Prevention) Act [UA(P)A] on the basis of a complaint filed by an unnamed girl against the accused Mohammed Riyaz and his associates for ‘trying to sell-off the girl as a sex slave to the IS operatives in Syria’. Earlier, the girl informed the High Court, that she married Riyaz at Bangalore (Karnataka) and converted to Islam on her own. But now the Police said that the accused had taken the nude photos of the girl and compelled her to depose in favour of Riyaz in the court. The girl was in the custody of her parents, so how is it possible that she was threaten by showing the nude photos of her, said a close friend of Mohammed Riyaz. The case is being investigated by the National Investigation Agency (NIA). Two of Riyaz’s friends hailing from Paravur in Ernakulam District were arrested and have been released on bail, later. After the incidents of Burdwan blasts in West Bengal in 2014, and Bodh Gaya IED explosions in January 2018—both perpetrated by Jamaat-ul-Mujahideen Bangladesh (JMB), the arrests of ABT operatives is a serious concern, said an unnamed senior Intelligence official. The ATS has specific information that ABT has conducted reconnaissance of several locations in India, including Mumbai (Maharashtra). On the other side, IS has established its presence directly or indirectly in 21 countries, including Bangladesh. ABT is affiliated with al Qaeda and IS originated from al Qaeda itself, therefore the possibility of allegiance of ABT to IS could not be denied. India has always been on the IS hit list; several operatives have been arrested in the past, and several have gone from India to join the IS,” said an unnamed officer involved in the case.However, Maharashtra Anti Terrorism Squad (ATS) has been cracking down the network of ABT operatives in India. ABT was banned in Bangladesh and taking advantage of bordering India, the ABT operatives entered into India illegally and spread-out in the country, reports The Free Press Journal on March 21. ABT—which is a front organisation of al Qaeda, is a new threat to India. Their members’ success rate in Integrated Explosive Device (IED) blasts in 100 percent, said an unnamed officer. The case was related to the illegal migration of 15 persons from Kerala to Afghanistan in 2016, with further intentions to join IS. On July 30, 2016, Yasmeen Zahid was arrested from the Indira Gandhi International (IGI) Airport in New Delhi, just before travelling to Kabul along with her child. A Special Court in Lucknow District of Uttar Pradesh (UP) on April 12 has awarded 10-years of imprisonment to two Indian Mujahideen (IM) members—Abdul Waheed Rind and Mohammed Faheem who were accused of conspiring terror strikes in India, but got arrested by the UP Anti-Terrorism Squad (ATS) team from Gorakhpur (UP) in March 2014, reports Daily News and Analysis. Both—Rind and Faheem received training from terror outfit Tehreek-e-Taliban in Afghanistan and IM had send them to conduct terror strike on Indian Army camps, via Nepal; but the UP ATS arrested the duo from Gorakhpur Railway Station. In a speedy trial and on the basis of evidences submitted by the ATS’s Prosecuting Officer, the Special Court sentenced both of them to 10-years imprisonment and a fine of INR 10,000 each. It is highly possible to encourage and facilitate human trafficking or illegal entry of Rohingyas into India, said an unnamed Intelligence officer. The IS Valapattanam case registered under various Sections of the Indian Penal Code (IPC) and the Unlawful Activities (Prevention) Act [UA(P)A]. The NIA investigation revealed that in 2016, Midlaj, Abdul Razak, and Hamsa, along with their associates attempted to travel to Syria to fight for IS. Midlaj and Abdul Razak were activists with the Popular Front of India (PFI) and Social Democratic Party of India (SDPI) and further gathered funds during 2016-2017. Both [Razak and Midlaj] travelled to Turkey via Iran, and had intentions to cross-over to Syria. Both were intercepted by the Turkish authorities and were deported back to India [date unknown].

Qureshi was among other 38 people chargesheeted for their involvement with SIMI and for organising a training camp at Wagamon/Vagamon area in Kottayam and Idukki Districts of Kerala. He [Qureshi] also carried a bounty of INR four lakhs declared by the National Investigation Agency (NIA) for attending the training camp in Kerala. The Chargesheet also narrated the arrest operation in which Qureshi was arrested from Delhi’s East Ghazipur area on January 20, 2018. During his arrest, shots were fired from both sides [Police and Qureshi] but the nearby residents, including residents of Khoda colony claimed that they did not hear any gunshots and did not acknowledge the Police presence at the location, reports The Hindu on April 25. However, the chargesheet stated that Qureshi and his driver—Mohammad Aziz were spotted at Ghazipur paper market and their car was intercepted by the Police car. After the surrender warning, the accused came out of the car and ran in different directions. Reportedly, Qureshi fired two rounds at the Police team and a bullet hit Deputy Commissioner of Police (DCP) Pramod Singh Kushwah but he was saved by the bulletproof vest that he was wearing. Junaid confessed that he and another IM terrorist—Mirza Shadab Beg kept IED at Sarojni Nagar Market while Atif Ameen kept IED in Paharganj. The third IED was kept by Mohammad Shakeel and Saquib Nisar in a DTC bus; all terrorist were members of IM, said an unnamed official from Union Ministry of Home Affairs (UMHA).In 2006, Delhi Police filed chargesheet against five suspects—Tariq Dar, Mohammad Hussain Fazli, Rafiq Shah, Farooq Ahmad Batloo, and Ghulam Ahmad Khan, all residents of Jammu and Kashmir (J&K), and alleged that all five belong to LeT. Six other alleged LeT members -- Abu Huzefa, Abu al Qama, Abu Zaid, Rashid, Mansoor and Sajjad Salafi – were also accused for their involvement in the same case. India Today has accessed a copy of such pamphlet which was distributed in Peshawar in Pakistan. Al Rehmat Trust was designated a global terrorist organisation for being an operational front for JeM by the US Government in 2010. Headed by Masood Azhar's close confidant Ghulam Murtaza, Al Rehmat Trust has been the main source of funding for JeM over the years.

The action comes in the wake of reports filed by the District Collector and the Education Department.The Kozhikode-based Peace Foundation operates more than 10 schools under the name ‘Peace International.’ Whether the directive is applicable to other schools of the foundation will be known once the Government Order is issued. The Chief Minister has demanded that the students in the school, located at Chakkaraparambu in Kochi in Ernakulam District, be shifted to other schools in the region. The Police are trying to bring the school Managing Director M M Akbar from abroad [Dubai, UAE]. Earlier, a probe conducted by the Education Department found that the school does not follow textbooks of NCERT, CBSE or SCERT. The District Education Officer’s report had stated that teaching a syllabus giving prominence to a single religion is violation of education rights. The Intelligence agencies have found that Abdul Rashid and Yasmin Ahammed, who are facing NIA probe for alleged links with the Islamic State (IS), have worked in the school.Police probe has revealed that the school teaches textbooks compiled by Burooj Realization, an Islamic education institution based in Navi Mumbai in Maharashtra. Three people who readied the text books were later arrested by Kochi Police from Mumbai. Though there were allegations that they have links with controversial preacher Zakir Naik, it has not been confirmed.

Delhi Police officers with academic qualifications at graduate level in technology or computer science will soon be selected and deployed in these cyber divisions. All such officers will undergo comprehensive trainings in cyber investigations and computer forensics. A Standard Operating Procedure (SOP) was put in place to contain any terrorist incident. The threat letter has been written in Hindi. Whereas, Pakistan-based terror outfits use the ‘Persian script’ to deliver threats. It may turn out to be a hoax but for now, we are not in a position to take any risks. The letter found before the air base attack in Pathankot on January 2, 2016, was written in Urdu. In an attempt to strengthen the framework of the agencies, the Government of India has plan to make amendments to the National Investigation Agency (NIA) Act 2008, and the Unlawful Activities (Prevention) ACT (UAPA) 1967, reports The Tribune on July 16. The draft of the Bills for amendments has been prepared and likely to be introduced in the Monsoon Session of the Parliament that begins on July 18. As per the proposal, the NIA shall be allowed to investigate the cases of terrorist activities and attacks on Indians in abroad and seize and attach properties representing proceeds of terrorism. It will also make the NIA—the nodal authority for investigating the cases of human trafficking. However, the proposed amendment in the UAPA will allow the government to designate an individual suspected to have terror links as a terrorist, said an unnamed official. Similar powers are with the United States’ (US) Federal Bureau of Investigation (FBI), which were exercised to conduct parallel investigations post-2008 Mumbai attacks in which six Americans were killed.

Andrabi, who is chief of the banned outfit Dukhtaran-e-Millat (DeM), was produced before the court along with her two women associates, after the expiry of their 10-day National Investigation Agency (NIA) custody. District Judge Poonam ABamba sent the trio to judicial custody after the NIA said they were not required for further custodial interrogation. The NIA had claimed that a probe revealed that they were running a concerted campaign to elicit support from the neighbouring country and accused them of being involved in conspiracy and acts to “severely destabilize the sovereignty and integrity of India”. The interrogation report of the five individuals arrested by the ATS names MD Murali as the brain behind several bomb blasts and the murders of rationalist Dr Narendra Dabholkar in Pune (Maharashtra), social activist and writer Govind Pansare in Kolhapur (Maharashtra), Kannada writer and academic Dr MM Kalburgi in Dharwad (Karnataka) and Bengaluru-based activist and journalist Gauri Lankesh. It also adds that he is the chief recruiter for a shadowy organisation spanning Maharashtra, Karnataka and Goa that spread terror. The report was filed in arms cases involving Vaibhav Raut, Sharad Kalaskar, Sudhanva Gondhalekar, Shrikant Pangarkar and Avinash Pawar. The activities of Hizbul Mujahideen in Assam were in nascent stage but the investigations revealed that they were trying to procure weapons from Dimapur. The sources also added that Assam Police would have to make a special unit to deal with activities of the jehadi groups like some other States did as the threat cannot be overlooked and the activities of such outfits are not confined to one particular state or country. Moreover, there is very little intelligence inputs about the activities of such groups and to deal with them, the state police forces and the Central agencies would have to work in close coordination. The police presence in the remote and vulnerable areas would also have to be increased immediately. Sources said that after arrests of four agents of the Pakistani Inter Services Intelligence (ISI) in Assam in late 1990s, the police and security forces came to know that the Harkat ul Mujahideen (HUM) managed to establish bases in the State. More than 40 activists of the HUM were arrested during that time and around 25 of them had gone to Pakistan for training. The head of the Assam unit of the HUM Master Fakruddin is still missing. According to an input, he was killed while fighting the American forces in Afghanistan, but the report could not be confirmed. Similarly, another youth from Assam, Nurul Ali, had joined terrorist group Harkat Ul Ansar and he was involved in an act of violence in Delhi. But his present whereabouts are not known. It is also suspected that one youth from the State was involved in the blasts in Bodh Gaya in 2013, but the report could not be confirmed. However, security sources said, “the involvement of a youth from the State in the Bodh Gaya blast is almost confirmed with the available inputs. Sources revealed that the Jama'atul Mujahideen Bangladesh (JMB) managed to establish bases in Assam by taking advantage of the sentiments of a certain section of people following the 2012 ethnic clashes in the BTAD areas and the fact came to light only after an accidental blast in West Bengal. Around 50 persons were arrested and it was found that around 12 persons were trained up in a Madrassa in West Bengal. But luckily for the security agencies, the accidental blast during the training in Burdwan led to the arrests of the JMB activists, sources pointed out and said that if the jehadi elements quietly carry on indoctrinating people without indulging in any violence, it is very difficult to track their activities.

According to Pallab Bhattacharya the Additional Director General of Police Special Branch, ‘The emergence of the Hizbul Mujahideen module in Assam may be a one-off case. But we have sought the formation of an ATS in Assam in order to keep a close eye as these groups operate very surreptitiously and secretively because of the unique nature of the Assamese social fabric’. He also added that ‘It is a unique Islamic culture in Assam due to which even the few radicalised elements tread very carefully lest they be exposed by members of their own community. But radical thoughts have increasingly been gaining ground and that is why there is an urgent need to tackle it and nip it in the bud’. HM is the largest militant outfit in Jammu and Kashmir waging an armed struggle seeking the severance of Kashmir from India although government reports say the outfit is fighting a growing crisis of shortage of weapons and finances, reports First Post. It is believed that of the about 210 hardcore militants active in Kashmir Valley now, about 126 belong to the Hizbul. After Jammu and Kashmir, Assam has the largest population of Muslims among the Indian states. Assamese Muslims adhere to a Sufi form of Islam cherished and propagated by 17th-century poet and spiritual leader Azaan Faqir. The idea behind setting up the ATS would ostensibly be to identify and isolate the radical elements. While the state’s security forces have handled the insurgency led by the United Liberation Front of Asom (ULFA) and other insurgent outfits in an effective manner, a different approach needs to be organised to combat jihadi modules. At the same time, it has to be admitted that situation in certain parts of the state is indeed getting more fertile to breed radical Islamist ideologies which pave the way for setting up of jihadi outfits.

Reportedly, Agrawal is suspected to fell for a ‘honey trap’ laid by a Pakistani Intelligence operative who in the guise of a woman got Agrawal ‘hooked’ and part with technical designs pertaining to the missile system. A special court on October 20 rejected their pleas on the applicability of the anti-terror law against them. In September, court had begun hearing arguments by the accused on the validity of the sanction under the Act to prosecute them. The accused had claimed that the Bombay High Court had directed that ‘reasonable opportunity’ should be given to them before charges are framed. In December last year, a special court had said that while sections under the Maharashtra Control of Organised Crime Act (MCOCA) should be dropped, the accused will face charges under UAPA and other sections of the Indian Penal Code including murder and criminal conspiracy.National Investigation Agency (NIA), through special public prosecutor AvinashRasal, had submitted that the sanction was valid and that charges under the anti-terror law applied in the case. The NIA, which had taken over the probe from the Maharashtra Anti-Terrorism Squad, said that the issue of validity of the sanction can be decided by the court during the trial.

Following the arrest of Devaliya with FICNs worth INR 1.52 lakh, the National Investigation Agency (NIA) team arrested Suresh on January 1, 2017 from Kolkata in West Bengal. The information was disclosed by Nashidul Hamzafar who was the first Indian to be deport from Afghanistan after he was intercepted by the Afghan Forces while on his way to Nangarhar—IS-controlled territory in Afghanistan. Hamzafar was deported to India in September 2018. He told the National Investigation Agency (NIA) that he had travelled on valid documents to Tehran (Iran) via Oman in October 2017. With the facilitation and contacts arranged by his college mates from Kerala— Shihas and Ashfaq, both of who had gone to Afghanistan earlier. One of the woman [identity undisclosed] interrogated in the case has informed that she gave INR 2.5 lakh obtained through selling her jewellery to HuHI mastermind by Mufti Mohammed Suhail in the name of charity and helping people in need. In the preliminary investigation, the arrested HuHI operatives revealed that their online handlers had told them that using charity money for other purposes and money earned with wrong means was not acceptable in their religion but it was justified if it was done in the name of ‘Jihad’, said an official [identity undisclosed] who is a part of the case.
