Telegraph reports that unidentified militants opened fire on a Police convoy, killing a Constable and injuring two others, including a Sub-Inspector, near Impui Basti on the Haflong-Mahur road in the North Cachar Hills District on January 4. Two siblings, one of them a 10-year-old girl, also died in the ambush after they were caught in the cross-fire as the Security Forces retaliated after the gunmen, hiding in the foliage on both sides of the road, opened fire on the two-vehicle Assam Police convoy. The militants, however, managed to escape from the ambush site.

According to Assam Tribune, two suspected United Liberation Front of Asom (ULFA) militants were killed in an encounter with the Security Forces (SFs) at Na-Kuchi under Khetri Police Station in the Kamrup (urban) District on January 10. One 9 mm pistol, a hand grenade, two magazines and six rounds of live ammunition were recovered from the possession of the slain militants. The suspected ULFA militants were believed to be led by ‘self-styled sergeant major’ Jayanta Kalita alias Jintu, adds Shillong Times. Kalita, a top ‘commander’ of the 109th battalion' of the ULFA operating in Western Assam, was reportedly escaped towards the jungles of Meghalaya border.

One militant belonging to ceasefire-group of the United Liberation Front of Asom (ULFA), identified as Dilon Dowerah, and one Army trooper, Havaldar Dayal Singh, were killed in an encounter at Talpathar village under Pengeri Police Station in Tinsukia District on January 13, according to Telegraph. The Army, however, said that another member of the gang might be injured in the encounter. Superintendent of Police of Tinsukia District Diganta Bora said that ULFA cadre Dilon, who hailed from Mutapung in Tinsukia, had formally laid down weapons on December 28, 2007. After two ULFA cadres, Akon Moran alias Ajit Moran, and Biplob Baruah alias Pinku Phukon, managed to escape from the Kakopathar-based designated camp belonging to ceasefire-group of the outfit on July 23, 2009, the trio teamed up to form a gang which extorted and abducted in the name of ULFA. AK-56 rifles, some live ammunition, a magazine, a cellular phone, some incriminating documents including ULFA extortion notes, were recovered from the incident site.

The report adds that a combined force of the Assam Rifles and Army conducted a counter-insurgency operation to flush out militants taking shelter in Loktak lake area. Local sources said that the operation started since early morning of January 14 at Wapokpi, Khordak and Laphupat Tera and added that the operation was mainly focused at Khordak. Motor boats and helicopters were used during the operation, local sources mentioned.

Two suspected militants were shot dead by a combined force of the Imphal East District Police and Assam Rifles during an encounter at Wakha Lambi Yangbi Khunou under Porompat Police Station in the evening of January 16. While other militants managed to escape, one Ak-56 Rilfes with a magazine loaded with seven live rounds, and one 9-mm pistol loaded with one magazine with three live rounds were recovered from the possessions of the slain militants. One of the two slain militants was subsequently identified as Oinam Joyshankar (29). According to family sources, Joyshankar was a former cadre of the People's Revolutionary Party of Kangleipak (PREPAK) and was recently released from Sajiwa Jail on December 3, 2009.

Deputy Inspector General (DIG) Nepal Das said that he was injured when a contingent of TSR jawans during a search operation was fired upon by the militants prompting the forces to retaliate, adding that the ultras managed to flee into thick forests. A Police spokesperson said that the first gunfight took place with a group of militants belonging to the Karbi Liberation Tiger Force (KLTF) in which two militants were killed at Bokoliaghat village in Karbi Anglong District. The Police teams from West Garo Hills and East Garo Hills along with the Central Reserve Police Force (CRPF) personnel neutralised a camp of the Garo National Liberation Army (GNLA) after an encounter inside the Durama hills range straddling both East and West Garo Hills Districts on May 19, according to Shillong Times. While GNLA militants managed to escape into the forest, a heavy medium machine gun (MMG), a large quantity of its ammunition, one foreign made Uzi machine gun, several grenades, crude bombs, a computer laptop, a generator for power generation and a lamination machine, extortion notes and letter pads of the outfit were recovered from the camp. The report adds that both the ‘chairman’ of the outfit, Champion R. Sangma alias Pakchara and ‘commander-in-chief’ Sohan D. Shira were inside the camp prior to the encounter. This was the third camp of the GNLA and reportedly housed about 35 cadres. The previous two camps of the outfit at Nengmandalgre in East Garo Hills District were earlier abandoned by the militants.

He was abducted by four militants at his New Checkon cement shop on July 10 and they demanded INR one million for his release. Claiming that the abductors finally agreed for an amount of INR 200, 000 as he pleaded inability to meet the demanded amount, Umesh said the agreed sum was handed over to the abductors at a designated spot by his wife, Ragini, on July 12. Instead of setting Umesh free on receipt of the amount, the armed persons insisted that more money be paid for his release, the trader said, and added that while discussions were on for his release a gun battle broke out between the Asssam Rifles troopers and the abductors on July 13, resulting in the captors fleeing towards the hilly terrain.

Imphal Free Press earlier reports that Kuki Revolutionary Army (KRA) in alliance with the KLA was involved in the gun battle. The gun battle could be the result of a fight for territorial control of areas inhabited by the Kuki tribes, Police said. Official sources said both Prithvi faction of the KNF and KLA were signatories of the suspension of operation (SoO) agreement with the State Government and the Army for initiating the peace process. Under the agreement, Security Forces have suspended operations against the militant outfits and the militants were not allowed to carry arms. Manipur Chief Minister Okram Ibobi Singh had warned another signatory of the SoO agreement, the Kuki National Army (KNA), for allegedly violating ground rules and threatened to take action against them. While the KNA wants a 'Kukiland' to be formed by integrating Kuki-settled areas of Manipur and Myanmar, Prithvi faction of the KNF and KLA demand a 'Kukiland' by carving out Kuki-inhabited areas of Manipur.

One grenade, huge quantity of food rations, uniforms and other clothing besides livestock meant for feeding the camp inmates were recovered from the camp. Preliminary investigation revealed that the outfit's ‘chairman’ Champion Sangma and ‘army chief’ Sohan D. Shira were at the camp when the encounter occurred. The Police informed that they found several personal items belonged to the two leaders. The camp had two separate units - one where the top leaders stayed and the other was a training section. As many as 70 cadres were believed to have been undergoing training when the camp was neutralised, Police sources claimed. The Police shot dead four National Democratic Front of Bodoland (NDFB) cadres during an encounter at a thickly forested area at Dekatan in Dhemaji District and rescued an abducted trader, Cotton Nandy, on October 3, reports Sentinel. Two AK-56 rifles were recovered from the encounter site, adds Shillong Times. Nandy was abducted from the Dhemaji area by the NDFB on September 21. The group was negotiating with his family to pay up a huge ransom to secure his release.

A gunfight broke out between Security Forces (SFs) and cadres of the Garo National Liberation Army (GNLA) in Goreng village in South Garo Hills District bordering West Khasi Hills Districts on November 21 when SFs came under fire from four GNLA cadres hiding there, reports Nagaland Post. ‘The encounter lasted for an hour and the militants retreated back to the near by forest after intensive firing from the troops,” a Police official said. However, an amount of INR 50,000 left behind by the GNLA cadres was recovered from the encounter site. Though SFs suffered no casualty or injury, the Police are yet to confirm if any of the militants were injured. Security forces have launched a combing operation in the area to neutralize the GNLA menace.

The other militant was identified as Rakbat Sangma. The Police recovered two pistols, a hand grenade and documents from the encounter site. Momin alias Dilkan and his gang were earlier involved in the killing of a Police commando, R.D. Sangma in 2008 after an ambush in the West Khasi Hills. According to the Police, the outfit mainly consists of deserters of other militant groups in Garo hills.

Two Assam Rifles (AR) personnel who were out on leave from their post at Maram in Senapati District were stabbed by some unidentified militants inside the bus they were travelling to Imphal on December 7, reports Sangai Express. According to Police report, three personnel of Assam Rifles (5th Battalion) B-company posted at Maram were coming to Imphal in a passenger bus along with other 15-16 passengers when some unidentified militants stopped the bus near Khonghampat Mantri Leikai and attacked the two non-local AR personnel with knives. The attackers also opened blank fire. The two injured AR personnel were identified as P Mahesh (27) and Rahman (23). The duo belonged to Andhra Pradesh. The third AR trooper is a local and his whereabouts is not known.
