This also reflects that the proscribed outfit has no commitment towards the well-being and welfare of the local community. They only spread fear, distress, distrust and disharmony,” reports The Sentinel. “The security forces shall take all steps possible to track down the criminals involved in the incident. The Government also reiterates that it would further intensify the operations against the terrorist outfits and would completely neutralize them in order to restore sustainable peace in the region,” the government added.

Meghalaya Chief Minister (CM) Mukul Sangma on February 5 said the Centre should continue with its assistance and special funds to North East States to sustain growth momentum in the region, reports The Sangai Express. “The budget that has been articulated, incorporated and aggressively supported by the (erstwhile) United Progressive Alliance (UPA) Government should continue. They are good enough and I have always been insisting that what the present regime has withdrawn must be restored in the best interest of the people of this region,” Sangma said reacting to a query on his expectation from the Union Budget. The Centre, he said, has already made it clear that there will be no other special dispensation in additional and special funds, which otherwise were available as part of the policies of the Central Government in the successive years. “We are trying to make the leadership at the Centre understand this reality and I hope they do. Otherwise, the momentum of growth that we have been able to generate will have a setback and that does not augur well for the Nation,” the CM said.

In a statement, the General Secretary of GSU, North Garo Hills unit, Wilness Marak, said, "The effort of the government is in the interest of the people of Garo hills. The fact that the government has sent feelers through various agencies to the outfits is an indication that the government is taking the matter seriously. We urge the Garo National Liberation Army (GNLA) to take the matter very seriously and come forward."

Meghalaya Chief Minister (CM) Mukul Sangma on March 11 asserted in the State Assembly that the Centre must take care of the international borders and stop illegal smuggling of arms and ammunition by militants, reports The Shillong Times. Summing up the debate on the Governor’s address, the CM said that it is only with the active involvement of the Centre and the support of various governments in the Northeast that the problem of infiltration of arms and ammunition to Meghalaya and the rest of the region can be stopped. Sangma said that many splinter groups sprang up in Garo Hills due to easy availability of sophisticated arms. “There are too many guns available at throw away prices. The recent recovery of spares of anti-aircraft gun in Garo Hills, explosives and IEDs (Improvised Explosive Devices) procured from too many sources is alarming,” the CM said.According to the CM, the trend is that militants procure new consignments after selling their old weapons at cheaper rates. “The easy availability of sophisticated arms is a cause of concern; both the Centre and the Northeast governments should actively participate to contain the trend,” Sangma said. Commenting on the statement of Garo National Liberation Army (GNLA) that it will resort to serial blasts to stop operations, the CM said that sustained efforts through operations are meant to exert pressure on the outfits.On the suggestion that there should be unconditional talks with the militants, the CM said that with both GNLA and Hynniewtrep National Liberation Council (HNLC) continuing with their anti-national stands, talks cannot be held. “We had firmly stated that outfits should refrain from anti-national activities. The ban extended against HNLC was mainly due to its anti-national stand by way of calling bandhs on days of national importance,” the CM said. According to the CM, the militants are welcome to hold stalks soon after they stop calling bandhs during Republic Day and Independence Day celebrations.

The banned Hynniewtrep National Liberation Council (HNLC) slammed Chief Minister (CM) Mukul Sangma for his statement during the budget session of the Assembly in which he had stated that the HNLC is indulging in unlawful activities by calling shutdowns on Republic day and Independence day, reports The Sentinel. “Our leadership is fed up with the same statements repeatedly issued by the government of Meghalaya and the Chief Minister,” Sainkupar Nongtraw, publicity secretary of HNLC said in a statement in Shillong on March 13. Pointing out that the government wants them to show their sincerity for peace talks, he said, “Yes we agree, but the government should come out clear on the peace initiative within a month from issuing this statement.” “If the outcome is positive (Including appointment of interlocutors) then, this year August 15, we shall not boycott Independence Day celebrations, and prove that we are sincere and committed,” he said. Admitting to the unlawful activities, he said, “Yes we call for boycott during Independence Day and Republic Day celebrations, but we have not engaged ourselves in killing and kidnapping like it happens in other parts of the state.”

The Garo national Liberation Army (GNLA) has issued a confirmation stating that it would not come for talks without its jailed ‘chairman’ Champion Sangma after the same was communicated to reporters by Sangma himself on April 13, reports The Shillong Times. In a statement issued in Tura from the desk of GNLA ‘publicity secretary’ Gantong Ch Marak, the outfit stated that Champion Sangma was available 24X7 at Shillong Jail if the government was really interested to hold talks with it. “GNLA shall endorse whatever the outcome may be after talks take place with Champion Sangma. The press statement given by Champion on April 13 to journalist about Sohan is correct. Sohan D Shira will not hold talks without Champion Sangma,” it reiterated in the statement.

Meghalaya Police have decided to continue the ongoing combat operation in Garo Hills and West Khasi Hills ‘Operation Hillstorm 3’ for another six months, reports The Shillong Times. Informing this in Shillong on April 18, Inspector-General of Police (IGP) (operations) G.H.P. Raju, said that during these operations, commandos have successfully neutralized several cadres of Garo National Liberation Army (GNLA) and other militant groups camping in villages. “Additional Commando Forces have been requisitioned from the Central Government to sustain these operations during the forthcoming rainy season as well,” he said. Fresh companies of Central Armed Police Forces (CAPF), the Commando Battalion for Resolute Action (CoBRA), equipped with Laser pointing guns, Night Vision devices and UBGS arrived in the District to aid the Police special group involved in counter insurgency operations. The GNLA cadres that have retreated inside the thick jungles of South Garo Hills after being flushed out from Dura range are split into three groups. One is led by the self Styled ‘CommanderinChief’ (CInC) of the outfit Sohan D Shira and the other two groups are being led by Hedeo and Baichung, informed a well placed police source who is involved in the operations against the GNLA. Disclosing this, the source said that the number of cadres under Hedeo and Baichung should be less than 25 while Sohan D Shira has a team of trusted cadres that should not be more than eight. The ‘Deputy CommanderinChief’ Rupanto is suspected to have another group of not less than four. After the surrender of three important functionaries of the outfit along with 56 odd well trained cadres in the past one week, even the other cadres are under tremendous pressure to give up. Superintendent of Police (SP), South Garo Hills, Anand Mishra, while quoting inputs gathered from the villages said on May 11, “We have learnt that the cadres are literally begging for food from the villagers. In a statement to the press, HNLC ‘publicity secretary’ Sainkupar Nongtraw informed that they have coordinated with other groups of the North East. The recent arrest of its cadres along with an ULFA cadre is a huge loss but they will be replaced by others, the outfit said, adding that they will vehemently take to military tactics. He stated that the two institutions were a target as both was trying to ‘segregate’ the Hynniewtrep community by taking away the rights of the people. Threatening to intensify their violence, Nongtraw stated, “The police are overconfident of ‘Operation Hillstorm’. Going in sync with the Union Government directives to the State Government that there should be no talks with the militant groups unless they surrender, Meghalaya Director General of Police (DGP) Rajeev Mehta, on June 9, ruled out the possibility of holding talks with the proscribed Garo National Liberation Army (GNLA), reports The Sentinel. “I think the most feasible way for the cadres of the GNLA are to surrender than thinking of talks”, Mehta said, adding, “Most of the cadres have already surrendered and my opinion is that there should be no leeway for such a group.”As many as 118 GNLA militants including five top leaders have surrendered with huge cache of arms and ammunitions in the past four months. Buoyed by the success, the state DGP said, “Rather than thinking of talks, we are putting more pressure on the rest of the GNLA rebels to surrender.” He further said that the Police force along with the other security agencies still have a task in hand. The GNLA led by ‘self-styled commander-in-chief (C-in-C)’ Sohan D. Shira along with around 12 cadres are virtually on the run.According to sources, Sohan D Shira has fled from Rewak forest in South Garo Hills and is hiding in West Khasi Hills now. His deputy Rupanto is said to have fled to the nearby area while another area commander identified as Baichung has fled to East Garo Hills. The disbanding took place in the presence of Chief Minister (CM) Mukul Sangma, Home Minister Roshan Warjri, church leaders, senior Police officers, government officials and other dignitaries. The disbanding ceremony was chaired by West Garo Hills Deputy Commissioner Pravin Bakshi. There was however, no formal ceremony of laying down arms as the same was done prior to the disbanding ceremony. The arms that were displayed during the disbanding included two AK series rifles, an light machine gun (LMG), a double barreled shotgun, three pistols, a rocket launcher and grenades. Controversial UALA ‘commander in chief’ Norrok X. Momin was also present at the ceremony.The CM while speaking on the occasion hailed the decision of the UALA to come over ground and assured that the government would provide the cadres of the outfit to resume normal lives through several welfare programmes. Stating that militancy was not confined to the state of Meghalaya but the entire North East, he said other states could follow the example to bring militant groups to the mainstream. “Our approach was different. It was not a political dialogue but a peaceful approach. The same can be done in other insurgency hit regions,” he said. Home Minister Roshan Warjri urged the cadres to be prepared to live normal lives and to respect the dignity of labour. She appealed to them to work for the peace and development of the State.The UALA ‘chairman’ Novembirth Marak informed that the outfit had tried to convince five other outfits to come together under the banner of the A’chik Revolutionary Front (ARF) to come to the mainstream. He added that the same however could not be achieved due to certain difference. Nevertheless, he urged other militant groups to accept the call of the government for peace. "We were misguided and had led an altogether different life in the jungles. We regret being in the jungles. We have realised that with arms there cannot be any peace in Garo hills. Hailing the Centre and the Army for the surgical strikes in Pakistan occupied Kashmir (PoK), Chief Minister Mukul Sangma on September 30 said the Government should act tough against militants in the Northeastern states, reports The Shillong Times. Speaking to media persons, Sangma said similar situation exists in the North East and beyond the international boundaries of the region. “The Centre should deal with the installations of anti-national elements on foreign soil since going beyond the international boundary is not a state subject,” the Chief Minister said. Sangma said the surgical operations were appropriate in dealing with terrorists and the Centre should continue to be aggressive in this regard. Stating that such operations were conducted even in the past without sharing it with the media, Sangma said any effective measure resorted to by the security agencies in the interest of the nation has to be welcomed and appreciated.

The Assam-Meghalaya Peace Forum on October 2 urged Garo Hills Police to ensure rescue of eight traders who were abducted by suspected Garo National Liberation Army (GNLA) militants from a village near Chokpot in South Garo Hills on September 29, reports The Telegraph. However, one of the nine abducted traders, identified as Saher Ali managed to escape on October 1. The Police launched a combing operation in the area and recovered a vehicle. The forum’s chief convener, Moniruz Zaman Moni, said, “We conveyed our demands to Meghalaya police in a meeting with the Tura superintendent of police to ensure that all attempts are being made to rescue the traders.” The militants have reportedly demanded INR 20 lakh for release of the traders, all of whom are from South Salmara-Mancachar District of Assam.The forum is also seeking the imposition of the Armed Forces [Special Powers] Act (AFSPA) in the troubled region to contain rising crime and abduction. “People from both sides of the inter-state border are suffering because of crimes like abduction and murder. This needs to be stopped and the AFSPA must be imposed,” said Moni. The forum is also pressing the Meghalaya Government to provide compensation to the families of those who have been killed by militants. Explaining the reason behind traders still going into militancy-infested areas, Moni said, “They are compelled to visit sensitive places because of their poor economic condition.”

Speaking at the passing out parade of the first batch of the Special Force-10 (SF-10) at the 1st MLP (Meghalaya Police) Battalion at Mawiong on October 5, Sangma said the State government would continue to invest substantially in strengthening the internal security apparatus of the State. Altogether 223 commandos and 115 rangers were inducted into the first batch of the specialised unit of Meghalaya Police after six months of basic training and three-and-a-half months of special commando counter insurgency (CI) course at APTC, Mawiong.

Bangladesh Minister of State for Water Resources Muhammad Nazrul Islam on October 7 said his country has a “zero tolerance” policy for dealing with militants and does not allow its territory to be used for insurgent camps, reports The Assam Tribune. The Minister, who was in Aizawl in Mizoram to attend a two-day international seminar, said that the Sheikh Hasina Government is taking serious steps against insurgents and terrorist groups that tried to use Bangladeshi territory as a “safe haven”. “Our forces have removed a number of insurgent camps from Bangladesh and leaders of the terrorist groups, including Assam’s ULFA (United Liberation Front of Asom), were arrested and handed over to India,” he said. India and Bangladesh have agreed on issues like dealing with insurgents by signing an agreement for not allowing their territories for militant camps, he said. “Information sharing is extremely important for dealing with the insurgent outfits operating in the border areas,” he said. Islam said Bangladesh has trade links to Tripura, Assam and Meghalaya, but Dhaka wants “better connectivity” which will facilitate business ties with other Northeastern States, including Mizoram.

He also ruled out the notion that there are cadres under the command of the surrendered area commanders who are again rejoining the outfit after desertion. “We came to know that a group of armed cadres under Baichung has left and owed allegiance to Sohan D Shira,” stated the DGP, even as he strongly emphasized on the public support that has helped Police neutralize several armed GNLA cadres in recent months.The GNLA has clearly been cornered, even as its ‘self-styled commander-in- chief (C-in-C)’ Sohan D Shira continues to be elusive with his few trusted cadres, adds the report. After a spate of surrenders in the past the months, followed by the top shots like ‘self-styled deputy commander-in chief’, Rupanto along with the subsequent laying down of arms by Ajan, an ‘action commander’, sources in the State Police headquarters said that there are around 20-25 cadres of the GNLA who are virtually on the run.

The killing of its surrendered ‘finance secretary’ Rakkam on October 16 is a marker since more than a dozen GNLA cadres raided the surrendered GNLA cadre before killing him. DGP SK Jain said, “Yes, the outfit has regrouped and reorganize itself after a series of setbacks in the past seven to eight months with some other cadres filling the spaces left by the surrendered GNLA senior members.” Asked on how the outfit whose perceived backbone is broken could reorganized itself with around 25-30 cadres, the DGP stated, “I can simply say that the battle is on but our security apparatus objective to neutralize the last remnant of the outfit.” “Although they (GNLA) have been reduced to a small number, I don’t rule out that there can be some hits here and there by the desperate smaller groups,” he candidly stated, even as he added that the field staffs have been vigorously conveyed that they should not take it easy.

A day after he took charge from SK Jain, the acting DGP said the State Police force “will take militancy head on” in Garo Hills, which has been witnessing deteriorating law and order, and also strengthen itself simultaneously. Singh said the Meghalaya Police team is working hard and that it expects good results in the future. Though he asserted that the situation in the Garo Hills Districts “has improved a lot”, he said some pockets in South Garo Hills still remain a concern and the Police will concentrate on the District to flush out militants.
