On January 16, the Hynniewtrep National Liberation Council (HNLC), in a statement by 'publicity secretary' of the outfit Sainkupar Nongtraw, expressed doubts over the seriousness of the Meghalaya Government in dealing with the issue of illegal migrants. It said that the action of the State police in flushing out illegal immigrants as published in newspapers was "an eyewash" and a "fashion show". The statement further said: "If the State and the Central governments had the responsibility to flush out immigrants who have illegally entered the State, why they took 34 years to initiate measures. May be it is the government which has provided them with land, houses, jobs and at the same time recognised them as the legal immigrants settled in Umpling, Pynthor, Mawprem and other localities of Shillong".

According to Shillong Times, hardcore militants of the Hynniewtrep National Liberation Council (HNLC) have taken shelter in the Block-I areas along the Assam-Meghalaya border for raising funds for the outfit. The report further said that the militants have sneaked into the State from Bangladesh for revitalising the outfit. A militant, Hopeborn Shangpliang, who surrendered during the second week of January, confessed to have regrouped the militants in the Jaintia Hills district for extortion from the coal traders. A senior police officer said, “The HNLC militants chose Block-I as their area of operation so that the Meghalaya police would not be able to know about their movements.”

Gun-manufacturing units reportedly exist in Lyngkhum, Cherrapunjee, Mawkaphan, Mawsahew, Synnei and Mawsynram villages under the East and West Khasi Hills districts of Meghalaya. Meghalaya Director General of Police (DGP) W. R. Marbaniang said, "We are taking initiative to implement a rehabilitation package for the gun manufacturers in the border." He said that the State police would soon send feelers to gun manufacturers requesting them of taking up other small-scale business. "We will offer them whatever help they need including funds to start a fresh business altogether," the DGP added. In the past, a number of gun-manufacturers and gunrunners have been arrested from in and around the capital city of Shillong. The arrested persons revealed to the police that country-made weapons are being smuggled to other States of the region and also to Bangladesh.

According to Shillong Times, the Meghalaya Government is to continue its ongoing counter-insurgency operations against the proscribed Hynniewtrep National Liberation Council (HNLC) in the Khasi and Jaintia Hills area, despite its offer for peace talks. Meghalaya Governor, M.M. Jacob, while addressing the opening day of the budget session of the Legislative Assembly on March 17, expressed concern over the unending infiltration of foreigners into the State and at the same time assured that necessary steps had been initiated to contain the same, according to Shillong Times. "The state Government has taken up with the Centre, a proposal for the extension of the Multipurpose National Identity Card (MNIC) Scheme to the whole of Meghalaya," said Governor. He also informed the House that only 195 km (especially in Garo Hills) of the entire 423 km Meghalaya border with Bangladesh had been fenced. He further mentioned that the Meghalaya Government has decided to set up a headquarters for management of the international border at Baghmara in the South Garo Hills district to control cross-border militancy and illegal infiltration from Bangladesh. Commenting on the militancy scenario, the Governor pointed out that even as insurgency still continues in some parts, the tripartite agreement with the Achik National Volunteer Council (ANVC) for suspension of operations has brought relief to the people in Garo Hills. Without directly mentioning any group, he also said the Government was keeping the door open for discussions with other organizations desiring to eschew violence and opting for peaceful redressal of their grievances.

According to Shillong Times, the Meghalaya Home Minister, H.D.R. Lyngdoh, informed the Legislative Assembly that 3,094 persons were detained in 2001 out of which 54 infiltrators were prosecuted. In 2002, altogether 2,537 persons were detained on suspicion and 42 of them were convicted. In the 2003, the number of detentions was 2,157 and conviction figure was 72. The detention figure in 2004 was 1596 and 18 persons were convicted. In 2006 till date, 1463 persons were detected foreigners and 14 of them were convicted. Separately, Chief Minister D.D. Lapang said, "In so far as influx of foreign nationals into the area is concerned, the infiltration branch of Meghalaya Police has set up check point at Ratacherra to check influx of suspected Bangladeshi to the coal mining areas." He also said that in year 2005, 508 persons were denied entry at Ratacherra because of their suspicious identity.
