The breakaway faction of the Achik National Volunteer Council (ANVC-B) on January 2 s¬aid that three of its cadres, including two women, have gone missing while they were coming back to the camp after shopping for the “new year feast”, reports The Shillong Times. The ANVC-B also called upon all its ‘officers’ and cadres to report to the camp before January 7. “This is an emergency call. Those who fail to report will be listed as absconding or as deserters and action will be taken as par the organization’s law,” the ANVC-B leader Doang Shira said.

A new militant outfit has been formed in the Garo Hills under the name of A’chik National Co-operative Army (ANCA), reports The Shillong Times on January 4. ANVC-B cadres were tied to a tree and killed in cold blood by the police. One cadre escaped with bullet injuries,” ANVC-B ‘publicity secretary’ Doang D Shira stated in an e–mailed statement on January 12. Hours after a crude bomb attack, next to a petrol pump in Tura (West Garo Hills) allegedly carried out by suspected ANVC-B militants, Police commandos shot dead four militants of the group in a major gun battle in the area.

The Commissioner and Secretary in-charge Home (Police) Jopthiaw Lyngdoh on January 13 said that the breakaway faction of A’chik National Volunteer Council (ANVC-B) ‘chairman’ Rimpu R Marak had signed the agreed text of settlement [signed on January 5,2013] as a member of the ANVC, reports The Shillong Times.“In the same meeting before the agreement was signed, he (Marak) had told infront of the officials of the Union Ministry [of Home Affairs] that he did not see the need to have another organisation. It was for this reason that the Ministry allowed the ANVC-B to be part of the agreed text of settlement,” Lyngdoh said. When asked as to why the ANVC-B was allowed to be part of the agreed text of settlement when the group was not part of the tripartite ceasefire agreement which was signed in 2004, Lyngdoh said that its cadres were made part of the agreement after receiving the necessary directive from both the Centre and State Government.To a question whether they will adopt the same yardstick in case the Garo National Liberation Army (GNLA) wants to be part of the text of settlement especially when the outfit ‘commander in chief’ Sohan D Shira was a signatory to the tripartite agreement, Lyngdoh said the inclusion of GNLA in the agreement which had already been signed, is now out of question.

Chief Minister (CM), Mukul Sangma on January 14 said that the Garo National Liberation Army (GNLA) can also be part of the agreed text settlement if they agree to come under the ambit of their parent organisation, the Achik National Volunteer Council (ANVC), reports The Shillong Times. “We would not have any problem to give the GNLA the opportunities to derive the benefits of the agreed text settlement. But they have to agree to come under the ambit of the ANVC,” Dr Sangma said. He said that even the ANVC-B was to be signatory of the draft peace pact after they have agreed to come under the ambit of the ANVC.

In a statement issued here on January 19, Mokus disclosed that Rimpu Marak had met Dr. Mukul Sangma and had even called some legislators asking them to support the Mukul-led Government during the earlier political crisis. Champion R Sangma is currently lodged in Shillong jail for subversive activities. He has obtained bail in several cases but needs to secure bail in two more cases to walk out free. Referring to A’chik Songna An’pachakgipa Kotok (ASAK), Sohan D Shira, said, “We have reliable source that the floating of new outfit ASAK was masterminded by surrendered GNLA Mingran T Sangma”. Mingran was previously the ‘chief training instructor’ of GNLA, but had deserted the group with over a dozen cadres and substantial number of weapons. According to the Governor, the activities of Hynniewtrep National Liberation Council (HNLC) had seen a decline during the past one year because of the constant pressure mounted by the State Police. Their movement and activities were confined to certain areas along the Indo-Bangladesh border. During 2013, as many as 108 militants were arrested and 19 militants had surrendered and large quantities of arms and ammunition were also seized, he said. He further said that Government had been making concerted efforts to end the hardship of the common people and restore peace and normality in the Garo Hills. The settlement with ANVC has reached the final stages of approval by the Central Government. “The State Government is keen on getting this done before the elections to the Garo Hills Autonomous District Council”, he said.

Accusing militant groups from Karbi Anglong in Assam of threatening indigenous people of Meghalaya in Block-I and Block-II areas, the HNLC also said in a press release e-mailed to newspapers on April 16 that “the HNLC would not tolerate any interference by the outside groups into its territory.” The release, issued in the name of HNLC ‘publicity secretary’ Sainkupar Nongtraw, said that “the illegal Nepali foreign settlers in Langpih had time and again caused huge damage to our people in Langpih. These illegal foreigners are snatching away the livelihood of our people and our lands. There had also been cases of assault on “our people” by them. A senior Home Department official said on April 19 that a meeting would be held on April 24 with the ANVC-B leaders especially to discuss the ways and means to rehabilitate the ANVC-B cadres. The meeting might also discuss the need to enter into a formal ceasefire with the militant group, he added. A ceasefire agreement was signed with ANVC in 2004, but the State Government failed to ink any ceasefire agreement with the breakaway group ANVC-B though a draft peace pact was signed by the Government.

The latest reiteration has come at a time when the search for two designated camps one in North Garo Hills and the other along the border of West Khasi Hills-South West Khasi Hills is still going on and political parties such as Khun Hynniewtrep National Awakening Movement (KHNAM) and Hill States People’s Democratic Party (HSPDP) along with pressure groups have opposed the move to establish the designated camp in the Khasi Hills. He also said a list of interlocutors to hold dialogues with terror outfit Garo National Liberation Council (GNLA) has been forwarded to the central government for the latter's approval. Besides, the Government has also appointed two interlocutors to hold dialogues with splinter groups, on condition that they abjured violence, the chief minister said. He also added that various militant groups were active in all the five Districts of Garo Hills besides certain pockets of West Khasi Hills and South West Khasi Hills. Further, he added that some militant groups such as National Socialist Council of Nagaland (NSCN), United Liberation Front of Asom (ULFA) and the anti talk faction of National Democratic Front of Bodoland (NDFB-ATF) were helping in the creation of new rebel groups and there were some training camps which were jointly run by ULFA and Garo National Liberation Army (GNLA). In reference to the availability of sophisticated arms, CM stated that the arms were coming from countries like Bangladesh, Myanmar and China and stated that “this issue should be collectively tackled by the various States with the help of Centre.” The Sentinel adds that Meghalaya CM further stated that integration of the ongoing efforts to take on the militants is vital for the insurgency plagued States of the North Eastern Region.

Asked about whether there is any difference on the stand of the Centre and the State on the issue of holding dialogue with the militants, Warjri said, “There is no immediate change of stand. The government has been displaying flexibility and if at all there is a shift in approach, this has to be decided by the Centre and the State. Though he termed the Garo Hills situation as grave, the Chief Secretary, however, said that there was no plan to deploy the army or to declare Garo Hills as disturbed area. Warjri, who had also served in Manipur for many years, said that while 15 years ago, some militant groups in Manipur had some sort of ideology, this is not the case with the groups in Garo Hills which sprang up very quickly aimed at making short term gain with hardly any ideology.

He underlined the need to effectively enforce the ‘Foreigners Act’ besides implementing the ‘Meghalaya Tenancy Act’, which is still at the drafting stage, to tackle influx of foreigners. He said that his Government was considering enforcement of the ‘Foreigners Act’ keeping in mind the fact that the State shares an international border with Bangladesh. Sangma said the proposed ‘Tenancy Act’ would ensure verification of credentials of tenants and that the house owners renting their houses to a stranger must comply with the provisions of the ‘Tenancy Act’. It may be mentioned here that issues concerning influx of foreigners have been raised on several occasions in the State Assembly. The high-level committee on influx under the chairmanship of Bindo M. Lanong, had exclusively recommended implementing the Inner Land Permit (ILP) system in Meghalaya to safeguard the indigenous community from the onslaught of illegal migrants.

The ULFA cadres, led by its senior leader Drishti Rajkhowa, are imparting training to GNLA rebels in their camps,” Hanaman stated. Rajkhowa along with 15 to 20 cadres had been in GNLA camps for a long time, he said adding “ULFA has been using the Durama-Bajengdoba route to reach the camps.” “This latest development (link between GNLA and ULFA) has given a new dimension to the situation in Garo Hills,” DGP added. HNLC “publicity secretary” Sainkupar Nongtraw said the outfit would strive to achieve its objectives through the process of dialogue and achieving a peaceful settlement. Durama forest range is known to be a Safe haven for various militant groups including GNLA and United Liberation Front of Asom (ULFA). Director General of Police (DGP) PJP Hannaman stated that “There are 10 SWAT guys and 50 COBRA men in each unit staying in each overran location and ready for any fresh operations”. While the Government has termed the function to bid farewell to arms as “home coming ceremony”, the ANVC wants it to be known as ‘ecdysis’ which means, shedding the outer cover (old ways). The official disbanding of ANVC and Breakaway faction of Achik National Volunteer Council (ANVC-B) will be held on December 15 at 11 am at Tikki Bandi in Dakopgre MP Stadium in Tura. This will be attended by both Central and State Government officials. According to ANVC, a total 167 armed cadres and around 285 civilian cadres will be verified by the Government. It was on September 24 that the agreed text for settlement was signed by both State and the Central Government officials in the presence of ANVC and ANVC-B leaders in New Delhi paving way for the disbanding of both the groups. As per the agreed text for settlement, ANVC should be disbanded within three months. The Sentinel adds that while the ANVC has kick started it adherence to the agreed text settlement by submitting the names of its cadres and a portion of its arsenal, its breakaway faction, ANVC-B has asked the Government to allow the outfit to complete the necessary formalities by December 13. The ANVC-B on December 9 directed all its cadres to report to its camp at Eden Bari in West Garo Hills District before December 12 to facilitate the disbanding of the outfit ahead of the December 15 official dissolution. In a statement, the outfit’s general secretary Jakrik Wareng said that the cadres who fail to report will be excluded from the final list which will be submitted to the Government. “The organization will not take any responsibility of those who fail to report on time,” he added.

West Garo Hills Deputy Commissioner Praveen Bakshi on December 10 said that Achik National Volunteer Council (ANVC) has already submitted its list of cadres and arms prior to the December 15 disbanding ceremony of ANVC and its breakaway faction ANVC-B scheduled to be held at Dikki Bamdi stadium in Tura in West Garo Hills District, reports The Shillong Times. “ANVC has already submitted its list of cadres and arms,” Bakshi said adding that the splinter group is expected to submit its list in the next few days. He hoped that this positive development will definitely encourage other militant groups to shun the path of violence and join the mainstream. Bakshi informed that the Government would help the surrendered cadres to open bank accounts and they will be given vocational training to help them start business of their own choice. According to the reports Chief Minister Mukul Sangma will attend the programme as the chief guest. The report adds that the ANVC has 162 ‘combat’ and 285 ‘civilian’ cadres, and all of them are expected to be present when the formal disbanding of the outfit takes place. The group will also bring along arms and ammunition to be handed over to the Government. However, for the benefit of its cadres, the ANVC will take a new name ‘Chellongma Kotok’, which literally means a “group of wasps”.

Nongrum said that “It is unfortunate that the indigenous population residing along the coal belt areas has been living under constant threat and intimidation from the Garo Hills based militants.” He claimed that GNLA cadres were active in the coal belt areas and were indulging in rampant extortion activities. East Khasi Superintendent of Police (SP) M Kharkrang on December 17 stated, “We have received intelligence inputs that the proscribed outfit is demanding money from the local businessmen ranging up to INR 1 million. Principal Secretary, Home, K S Kropha on December 23 stated that the first round of talks were held at Tura in West Garo Hills on December 22 in which modalities for laying down arms and officially joining the mainstream were discussed. UALA ‘chairman’ Novembirth Marak and ‘general secretary’ Nagra and the ‘commander-in-chief’ Eliast Dakchak and four others were present along with Government interlocutors identified as Reverend Janang Marak and Reverend Frithing D Sangma.
