However, reports added that Bezbaruah’s relatives, though showing inability to pay the large sum, are in still touch with the outfit’s East Garo Hills area commander Sohan D. Shira. He was addressing a public meeting in Garo Hills on April 8. Lyngdoh, who was on a visit to assess the law and order situation in the area, strongly condemned the abduction of five people from Chibinang bazar, near Phulbari in West Garo Hills, on April 7 by the Achik National Volunteer Council (ANVC) terrorists. Lyngdoh further assured that the government would take preventive measures to make Meghalaya an ‘anti-insurgent state’. Meanwhile, police arrested two persons for giving shelter to the ANVC terrorists who were involved in the abductions.

The Meghalaya-based Achik National Volunteer Council (ANVC) terrorist outfit reportedly asked the Assam based National Democratic Front of Bodoland (NDFB) to leave the Garo Hills immediately. According to media reports, the warning was issued ANVC commander-in-chief Jerome Momin to Lt. Tipu, working commander of the NDFB, Garo Hills command. A note containing the warning was recovered by the security forces in Nengmindalgre, near Williamnagar, following an encounter with ANVC terrorists, on April 4. The directive was reportedly given after the NDFB indulged in a spate of killings and abductions in the Garo Hills. Citing State Director General of Police L Sailo, reports said the move could be a strategy of the ANVC to project a clean image of itself in Meghalaya. In the past, the two groups jointly participated in extortion activities.

Reports added that security agencies based in the region would now function under the direct control of the Multi Agency Centre to Counter Terrorism (MACCT) and the Joint Task Force on Intelligence (JTFI). Speaking in Shillong, Meghalaya, on April 18, Intelligence Bureau (IB) director K.P. Reports on April 20 indicated that the Meghalaya-based Achik National Volunteer Council (ANVC) has asked the Assam-based National Democratic Front of Bodoland (NDFB) to retreat from the Garo Hills in Meghalaya. Reports further said ANVC 'general secretary' Wanding Marak accused the NDFB of committing terrorist acts in the area and also backing a little known outfit, the Hajong United Liberation Army (HULA). Marak reportedly said, on April 20, "The (Union Government) only understands the language of bullets, it does not listen to any demand made peacefully." He also said the ANVC was demanding a 'separate State' under Article 3 of the Constitution, and the Garos living in villages such as Misangram, Damara and Chutipara, in Kamrup and Goalpara districts in Assam, along the border with Meghalaya, should be brought under this "Garo State". He admitted that the outfit maintains links with the Assam-based United Liberation Front of Asom (ULFA). He further indicated that he would accept Zoramthanga, Chief Minister of Mizoram, as a 'mediator' in a future peace process with the Union Government.

A report on April 23 said the Union Government held preliminary talks with the proscribed Meghalaya-based A’chik National Volunteer Council (ANVC), in Bangkok. The report did not mention the date on which the talks were held. ANVC general secretary Wanding K Marak reportedly said they would not declare a cease-fire in the initial stages of the peace talks, and nothing short of a separate homeland for Garo tribes would be acceptable. He thanked Meghalaya Chief Minister Zoramthanga for facilitating the talks with the Union Government.

On June 12, while addressing a press conference in Shillong, Meghalaya Chief Minister D D Lapang indicated that the Government might invoke the provisions of federal anti-terrorism law, Prevention of Terrorist Act (POTA), to deter politicians from developing a nexus with the outlawed terrorist groups operating in the State. According to media reports, Lapang further said that the ruling coalition Meghalaya Democratic Alliance (MDA) had extended the period of imprisonment from one year to three years under the Meghalaya Preventive Detention Act (MPDA) to tackle criminal activities in Meghalaya. He added that politicians in the State who have contacted the terrorist outfits without specific authorization from the government were also liable to be prosecuted.
