According to media reports on October 2, Assam Chief Minister (CM) Tarun Gogoi stated that the recent ban imposed by the Union government on the Students Islamic Movement of India (SIMI) was "timely". He also said that SIMI and other Islamic fundamentalist outfits were operating in Assam and were known to have links with Pakistan’s external intelligence agency, the Inter-Services Intelligence (ISI), and other Pakistan-based terrorist outfits. In fact, on October 1, the Assam unit of the Bharatiya Janata Party (BJP) claimed that SIMI members were active in the State and asked the government to take immediate steps to curb their anti-national activities.

According to media reports, security arrangements have been tightened up in the Garo Hills to tackle the increasing threat from terrorists. The recent incident on September 22, in which Achik National Volunteers’ Council (ANVC) terrorists killed a former ANVC terrorist who had surrendered was taken seriously by the security establishment. According to Meghalaya Director General of Police L Sailo, an additional battalion of the Central Reserve Police Force (CRPF) will be deployed in insurgency prone-areas in the Garo Hills to assist the State police in tacking the situation.

The Naga Hoho has recently visited Assam on the invitation of the Asom Sahitya Sabha, on goodwill mission. The June 14-decision of the Union government to territorially extend the cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Naga-inhabited territories in Assam, Manipur and Arunachal Pradesh caused acrimony in Manipur between the Meiteis and the Nagas. The aim of the Naga Hoho is to improve understanding and relations between the Meiteis and the Nagas.

According to media reports on October 2, the All Bodo Students’ Union (ABSU) has recently sought Union Home Minister L.K.Advani’s direct intervention in expediting the signing of a new Bodo accord by holding simultaneous talks with "all democratic Bodo groups" apart from the Bodo Liberation Tigers (BLT). The Union government is currently holding negotiations with the BLT with the goal of creating a Bodo Territorial Council (BTC) under the Sixth Schedule of the Indian Constitution. Recent talks between the two sides were successful and a decision was taken on September 15 to extend the cease-fire with the BLT till January 21, 2002.

Media reports quoting Union Secretary in-charge of Northeast affairs P.D.Shenoy, on October 2, said the Bodo Liberation Tigers (BLT) has given up its demand for a separate Bodoland State, which was to have been carved out of Assam. The BLT is now ready to accept the Bodoland Territorial Council (BTC), a new politico-administrative set up in the Bodo dominated areas of Assam, under the Sixth Schedule of the Indian Constitution. Various Bodo civil society groups are also reportedly supportive of this new demand structure. These Bodo groups include the All Bodo Students’ Union (ABSU), Bodo Peoples’ Action Committee (BPAC), Bodo Sahitya Sabha, All Bodo Employees Federation (ABEF) and the All Bodo Women Welfare Federation (ABWWF). These groups supported the just concluded tripartite negotiations between the Union government, the Assam government and the Bodo Liberation Tigers (BLT), which could ultimately lead to the creation of the Bodoland Territorial Council (BTC).

According to media reports of October 4, the Union Ministry of Home Affairs (MHA) has recently asked the North Eastern Council (NEC) to create a data bank on Non-Governmental Organisations (NGOs) operating in the North East and make an inventory of their activities in the region. This would allow the Ministry to streamline the operations of these NGOs and increase the efficiency with which development funds are utilised in different projects executed by these NGOs. Creation of the databank would also assist the MHA in preventing NGOs from misappropriating funds and siphoning them to terrorist outfits for which some of them act as front organizations. The Ministry has already identified a large number of fake NGOs, voluntary organisations (VOs) and socio-cultural associations all over the country, including in the North-East. In the year 2000, the Central Welfare Board had blacklisted 820 NGOs/Welfare Organisations from the seven northeastern States—323 in Meghalaya, 197 in Manipur, 151 in Assam, 78 in Nagaland, 69 in Tripura and 2 in Sikkim. The MHA had identified a number of NGOs in the North East which had links with terrorist outfits, on April 24, 2001. These included the Manab Adhikar Sangram Samiti (MASS), an NGO in Assam, which was stated to have links with the United Liberation Front of Asom (ULFA), and the Naga People's Movement for Human Rights (NPMHR) and Naga Students Federation (NSF) in Nagaland.

The Union government has been negotiating with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), and has committed itself to reaching a negotiated political solution within one or two years, during the talks between the two sides at Amsterdam on September 20-21. However, the NSCN-K warned that the Union government should broad-base the negotiations to include the NSCN-K and the Naga National Council (NNC). The NSCN-K general secretary Kitovi Zhimomi indicated that an agreement signed with the NSCN-IM alone would not have the legitimacy of the entire Naga people and "would be regarded as a purely individual outcome and cannot be called a Naga political settlement." The Union government has entered into a cease-fire with the NSCN-K from April 28, 2001, while it has been carrying on a cease-fire with the NSCN-IM since August 1997.

After the June 14 decision of the Union government to territorially extend its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), there were widespread protests by the Meiteis in the Manipur Valley. There was also increasing tension between the Meiteis and the Nagas living in manipur, which led to the Nagas living in the Imphal Valley of manipur, which is dominated by the Meiteis, to move to safer locations. This outfit was created in Mumbai last year (2000) with the active support of the Al-Qaeda headed by Osama bin Laden. Official reports indicate that the ISFI has started recruiting Muslim youths in lower Assam districts. Official sources further revealed that the self-styled secretary of the terrorist outfit, Mustafa Mustaqil, has urged the Muslim community in Assam to unite for jehad against the atrocities perpetrated by the National Democratic Front of Bodoland (NDFB) and the Bodo Liberation Tiger (BLT). While the ISFI has so far been confined to the Bodoland Autonomous Council (BAC) areas, it is trying to expand its network to the Char areas of Assam. The ISFI has close links with Hizbul Mujahideen, Laskar-e-Toiba and Jammu and Kashmir Liberation Front (JKLF), reports said. The ISFI also has links with Al-Umar, a terrorist outfit operating from Pakistan-controlled Kashmir (PcK), from which it has received financial assistance as well as arms and ammunition. Intelligence became aware of the existence of the ISFI in Assam through evidence discovered in certain documents distributed by the outfit in remote areas of Darrang district, which were recovered by security forces, reports added.

The FKJGP has demanded that the ANVC should stop its atrocities on the village chiefs and other people who are reportedly forced to sign land documents and hand over the same to the terrorist outfit. The FKJGP has given a time frame of two weeks to return all the documents forcibly taken by the outfit and also release the Chief of the Federation failing which all ties with the ANVC will be severed.

According to media reports, on October 24, in a pre dawn attack, National Socialist Council of Nagaland-Khaplang (NSCN-K) terrorists attacked the Cease-fire Monitoring Cell (CFMC) office of its rival faction, the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), at Dimapur. The CFMC was part of the operational structure, which have been set up during the ongoing cease-fire between the NSCN-IM and the Union government. The NSCN-K ‘Deputy Minister for information and Publicity’, K.Mulatonu, claimed that three NSCN-IM cadres had also been killed. However, contradictory police reports stated that only one NSCN-IM cadre was injured in the attack. Explaining the reason behind the attack, which tended to go against the momentum for peace building up in Nagaland, Mulatonu stated, "The NSCN-IM was using the CFMC office for all kinds of undesirable activities. We sent our boys in to Dimapur after a gap of reasonable patience."
