According to news reports, non-Bodos living in the proposed Bodoland Territorial Council (BTC) area have asked for a round-table conference on the issue of creation of the council. "We demand the issue should be discussed at length in a conference, where representatives of all concerned communities and organisations will be present. Discussions should be held on the basis of report of the three-member expert committee headed by former chief justice, Bhupinder Singh,'' said Brojen Mahanta, a convenor of the non-Bodos' meeting on December 1. The meeting was held under the banner of the Sanmilito Janagosthi Sangram Samity that consists of 18 non-Bodo organisations, representing communities from the minority groups such as the Adivasis, the Koch Rajbongshis and the Kalitas. The meeting also criticised the All Bodo Students Union (ABSU) and the Bodo Liberation Tigers (BLT) for threatening the non-Bodos for not supporting the creation of the BTC. As reported earlier, the BLT has submitted a memorandum to the Centre, saying that the Bodoland Autonomous Council should be dissolved and the BTC should be created under the Sixth schedule of the Constitution after reorganising several districts of the state.

Security force (SF) personnel on December 2, operating in the Tinsukia district of Assam, raided a camp of the proscribed United Liberation Front of Asom (ULFA) terrorists inside the Dibru Reserve Forest area. Acting on a tip off, the SF’s launched a combing operation in the area. A group of ULFA terrorists, holed up in the camp, opened fire on the approaching troops ensuing in an encounter. However, the terrorists, taking advantage of the thick jungle, managed to escape. Two .303 rifles, a Chinese made hand grenade, large quantity of assorted ammunition, a radio set, medicines and incriminating documents were recovered from the site.

The Assam Chief Minister Tarun Gogoi said in Guwahati on December 2 that the State government was not averse to declaring a cease-fire in the State to facilitate possible peace talks between the Centre and the proscribed United Liberation Front of Asom (ULFA). The Chief Minister said, "It is up to the Centre to decide whether or not to declare a ceasefire in Assam. As far as my government is concerned, we have no objection whatsoever because we are keen on a negotiated settlement of the insurgency problem in the State." He also emphasised on the need for urgent political negotiations between the Government and the ULFA to sort out the problem and arrive at an acceptable solution. "The Centre can apply the same principle in Assam as is the case with the ceasefire and subsequent negotiations with the NSCN (I-M) in Nagaland," he said.

The Chief Minister of Nagaland S C Jamir speaking in Kohima on December 2, said that fratricidal clashes between two factions of the National Socialist Council of Nagaland (NSCN) –NSCN (Isak-Muivah) and NSCN (Khaplang) was jeopardizing the peace process aimed at ending five decades of insurgency in the State. According to him, "The continuing violent clashes between the two warring factions of the outlawed National Socialist Council of Nagaland (NSCN) have been a great setback to peace efforts." A prominent Naga human rights group on December 3 urged the Union Government to immediately drop its move to enact the new anti-terrorist law, Prevention of Terrorism Ordinance (POTO), and said that a "political response" to terrorism is the best way to tackle the problem. In a statement from Kohima, the Naga People’s Movement for Human Rights (NPMHR) said that Centre’s move to pass the POTO is an attempt at "suffocating the voice of dissent in the country…The proposed POTO overwhelmingly restricts almost all avenues of what essentially represents the essence of a democratic state." The NPMHR, which is actively involved in brokering peace in Nagaland, added "The only durable and meaningful solution to deal with the problem of terrorism, which is essentially political, is to respond politically and not by arming the State with such powers which will make it a terrorist state."

The arrest follows confessional statements obtained by security forces from eight arrested tribal students. The tribal students, were among 63 persons arrested by the security forces on September 24 from Amarpur in the South Tripura district while entering the State from neighbouring Bangladesh after allegedly securing arms training at base camps of the proscribed National Liberation Front of Tripura (NLFT). The arrested official is reported to have arranged the infiltration of the youths.

Nine persons including six polling officials were killed and five others injured when suspected United People’s Democratic Solidarity (UPDS) terrorists triggered an Improvised Explosive Device (IED) blast under a mini-truck at Lamelangshu in Karbi Anglong district on December 3. Official sources said that the UPDS struck when two mini-trucks carrying 12 polling officials and security personnel along with electoral material were heading for polling stations 15 and 17 at the Burha Hanse LP School. The poling officials were proceeding to the area for the designated Karbi Anglong Autonomous Council (KAAC) elections. The deceased also included two security force personnel. The terrorists are also reported to have snatched away ballot boxes and ballot papers from the site of the incident. According to intelligence sources, the UPDS faction, headed by Monsing Tokbi, is reported to be involved in the attack. Security in the entire district where polls to the autonomous district council will be held on December 4, today, has been beefed up.

The Assam government on December 3 decided to defer the panchayat (local level) elections in the Bodoland Autonomous Council (BAC) areas spread over eight districts of the State. The State Panchayat and Rural Development Minister, Bhumidhar Barman said that an emergency Cabinet meeting on the same day in Guwahati decided to defer the panchayat polls in the BAC areas in view of the protest voiced by Bodo Liberation Tigers (BLT) and its allies. As reported earlier, the Bodo groups had raised their protest against the holding of panchayat polls in the BAC areas fearing that it would jeopardise the ongoing tripartite talks among the Centre, State Government and the BLT to find a solution to the Bodo problem. According to media reports, the Bodo groups have opined that instead of holding panchayat polls in the BAC areas, the government should concentrate on directing the ongoing peace talks towards a permanent solution to the problem by constituting a Bodoland Territorial Council (BTC) as being demanded by the BLT. The BLT had also warned of violence in the BAC areas in case the State government insisted on holding panchayat polls there.

As reported earlier, Bhutanese Home Minister, Lyonpo Thinley Gyamtsho, had said in Kolkata recently that the ULFA, which runs nine camps in southern Bhutan, has agreed to close these down in phases following discussions with the Bhutanese government. Speaking in Guwahati on December 9, Assam Minister of State for Home, Pradyut Bordoloi said that instead of insisting on preconditions, the Central Government and the United Liberation Front of Asom (ULFA) should commence peace talks for a long-lasting solution to the insurgency problem. He added that the Centre and ULFA should be flexible and begin talks by adopting a policy of give and take. He pointed out that the State government has requested the Centre to initiate the process of talks as "the issues raised by the militants can only be settled by the Central government and the state government can only create a favourable atmosphere." However, he said that till date, the State government has not decided to announce a unilateral cease-fire. The Minister opined that instead of declaring a unilateral cease-fire, the State government is of the view that a Nagaland type cease-fire should be the formula. While pointing out to the vital role played by non-government organisations (NGOs) like the Naga Mothers’ Association and the Naga Ho Ho in facilitating the cease-fire agreement between the government and the factions of National Socialist Council of Nagaland (NSCN), he urged Assamese NGOs to come forward and take up such a role.

In an interview to The Sentinel, on December 10, Chief Minister Tarun Gogoi said there should not be any hurdle in holding talks with the ULFA since "Prime Minister Atal Bihari Vajpayee has demonstrated his government’s resolve to bring about [a] political settlement of [the] insurgency problem in the country… The policy, which is being applied for talks with Naga insurgents, should also be applied in the case of Assam militants. Vajpayee has met NSCN (IM) leaders in Japan." He also said that the government was in search of a mediator acceptable to both the sides for a possible dialogue. The Chief Minister pointed that he has received indications that the ULFA was ready for initiating a political dialogue with the government. He added, "Besides, I believe that the ULFA’s stand on … talks is quite flexible now."

A media report quoting a senior army official indicated on December 11 that the proscribed United Liberation Front of Asom (ULFA) is in the process of vacating four major camps in Bhutan. The report pointed that most of the ULFA cadres have already evacuated these camps and the exercise is schedule to be completed by December 31. The official also reportedly added that ULFA would close down five more camps in Bhutan by March 31, 2001. As reported earlier, ULFA and the Bhutanese authorities had reached an agreement in June whereby the outfit had agreed to reduce its strength and close down four of its camps in by the year-end, before taking up similar steps in five of its other camps.

The intelligence network of the West Garo Hills police had indicated that certain fundamentalist groups were planning to distribute posters and calendars depicting bin Laden as a ‘warrior’ fighting for the cause of Islam. The posters and calendars numbering 10 had a picture of bin Laden and were written in Bengali. Most of the words in the calendars called upon the Muslims of the world to take up arms and fight for the Taliban and bin Laden in Afghanistan. Police suspect that the calendars originated in Bangladesh.

The agency is has reportedly already informed the State government about the findings and is keeping a close watch on their activities. Sources in the agency said, most of them have links with the National Liberation Front of Tripura (NLFT), while the rest are assisting the All Tripura Tiger Force (ATTF) terrorists. The reports added that a large part of the allocation made by the Union government, meant for development of the tribals, was being siphoned-off to the terrorists directly through these officers. They were also reported to be passing on classified information to the terrorists. Most of these officials are currently working in the Tripura Tribal Areas Autonomous District Council (TTTAADC) run by the Indigenous People's Front of Tripura (IPFT), while some others are holding sensitive posts in the State government. The process is being launched under the banner of the Naga Hoho, the apex tribal council of the Nagas. Apart from inviting different tribal groups, invitations have also been extended to the different Naga insurgent factions, including the National Socialist Council of Nagaland – Issak Muivah (NSCN -IM) and the National Socialist Council of Nagaland – Khaplang (NSCN-K). The main function is scheduled to be held at Kohima where an estimated 25,000 people from the region as well as neighbouring Myanmar are expected to participate. A Naga Hoho spokesperson said in Kohima, "Our reconciliation exercise has no political agenda. We just want to bring the Naga people together because without that first step, it is not possible to expect the warring Naga rebel groups to unite or put a halt to the senseless killings." Separately, media reports indicated that the month-long cease-fire from today by NSCN- K is considered a highly positive development on the eve of the reconciliation process.

The seizure was reportedly made during an operation code named Operation Cold Wave based on information provided by an ‘active’ cadre of the HPCD who surrendered on the same day. The Border Security Force (BSF), Nagaland and Manipur Sector Headquarters, is scheduled to conduct special recruitment drives in Manipur for absorbing unemployed youths into the newly planned seven companies within the seven battalions being deployed in the State. The Deputy Inspector General of Police, BSF Nagaland and Manipur, P K Mishra, said in Imphal, on December 27, that approximately 247 youths from the State were recruited into the force during the year 2001. The recruitment drive is being conducted to increase the number of companies in each battalion to seven. Mishra said that BSF personnel are being deployed in Bishnupur and Churachandpur district along and at some posts at Sajik Tampak in Chandel district. He said 13 BSF personnel were killed in encounters during the year 2001.

A media report from Imphal, Manipur, on December 28, quoting Union Minister of State for Home I D Swami, said the National Socialist Council of Nagaland – Issak Muivah (NSCN IM) has dropped the demand of Naga sovereignty during the ongoing talks with the union government. "The government has opposed the question of Naga sovereignty and the demand has been dropped by the NSCN (IM)," Swami said. The Minister said peace talks between the NSCN-IM and the Union government were progressing. In response to a question, he said there is no time frame for arriving at an agreement between the two sides. "The peace talk will come to an end any time when there is a breakthrough," he added. On the transparency of the peace talks, he said there are certain things, which can not be made public during the talks. He added that interests of the people of Manipur would not be compromised at any cost. Responding to another question, Swami sad the government has mechanisms to deal with both the factions of the NSCN, which are locked in an internecine feud. With regard to categorising of several terrorist outfits under the Prevention of Terrorism Ordinance (POTO), the Minister said the Union government does not think it proper to declare NSCN-IM as a terrorist outfit, as it is holding peace talks with the government. "We don’t want to add another problem during the talks," he added. Swami also said the next round of peace talks might be held in India.

"Rebels of the United Liberation Front of Asom have already closed one camp located inside our country at Pemagashel and are in the process of winding up three more bases besides reducing the number of their cadres here," Bhutan’s Home Secretary Tasho Pema Wangchuk was quoted as saying. The ULFA is reported to be withdrawing following its written assurance in June 2001 given to the Royal Government in Thimphu that it would remove four of its nine camps in that country by December 31, 2001 and reduce the strength of its cadres. "We are watching the pullout very carefully. After the rebel group fulfils its commitment of closing down four camps by December 31, we shall immediately sit with its leaders to work out the modalities for the closure of the remaining five camps and their total withdrawal from the country," Wangchuk said. According to Indian intelligence sources, the ULFA had, until recently, at least 36 camps inside Bhutan, some of them well-entrenched bases, complete with firing ranges and other training and recreational facilities. Assam Director General of Police (DGP) H K Deka said, in Guwahati, on December 30, that there is no vacuum in so far as counter-insurgency operations in the State are concerned, despite some relocation of troops in recent weeks. Deka said security forces have been able to keep insurgent activities in Assam under control, although terrorist outfits are active in certain pockets. He said, United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) cadres are active in certain forest areas of the State. But their subversive activities are curtailed to a large extent and they are now confined to the forest areas, he added. The DGP further said that the number of violent activities in the State has considerably declined in the year 2001.

According to a report in the Imphal Free Press, 1,617 members of different terrorist outfits in both the valley and the hills have been arrested by state police and other security forces in Manipur during the year 2001. The report says, security forces have also recovered approximately 144 arms of different types and 28,087 rounds of ammunition for various arms, along with 60 hand-grenades, more than 40 wireless sets and numerous detonators and incriminating documents from the arrested cadres. Furthermore, till November 2001, approximately 144 terrorists were killed, either by the security forces or by rival outfits and factions. In insurgency related incidents, approximately 88 civilians were said to have been killed by the valley-based outfits and another 62 by the hill-based outfits, during 2001. Altogether, 29 security force personnel were killed in insurgency related incidents. The security forces were also able to secure the surrender of 39 terrorists belonging to separate outfits. Among the surrendered cadres, 10 belonged to the People’s Liberation Army (PLA), six to the United National Liberation Front (UNLF), two to the People’s United Liberation Front (PULF), 10 to the Islamic National Front (INF), five to the National Socialist Council of Nagaland – Issak Muivah (NSCN-IM) and two to the Kanglei Yawol Kunna Lup (KYKL-Thouba faction).

Commando training for Assam police will be made mandatory to render the State police capable of handling counter-insurgency operation on its own. Inspector General of Police (IGP) Training and Armed Police, B P Rao said in Guwahati, on December 31, after passing out from the training centre and before deployment, the trainees would have to undergo a four-month commando training. "Providing commando training to the Assam Police personnel would make the State less dependent on Central forces for counter-insurgency operations," Rao said. Commando training for police personnel has been made mandatory as per the recommendations and guidelines of the New Delhi-based Bureau of Public Research and Development (BPRD). The BPRD has recently recommended that, in Jammu and Kashmir and in the North East, where insurgents are active, commando training for the police personnel should be made mandatory.
