According to a delayed report, on November 1, security forces (SF) belonging to the 2nd Mountain Division in Tinsukia district killed a terrorist of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). According to sources, following a tip off, the SF personnel raided a hideout of the outfit near Mulong Pahar II, south of Ledo, under Margherita sub-division and following an exchange of fire, the terrorist was killed. Some arms and ammunition were also recovered from the site.

Media reports of November 13 said troops of the Myanmar Army had arrested approximately 200 cadres of various terrorist outfits from Manipur in a well-planned operation along the Indo-Myanmar border. This operation had been executed on November 2. Some leaders of these terrorist outfits had also been arrested, including the Kangleipak Communist party (KCP) chairman, as well as the general secretaries of the eastern and central bureaux of the Revolutionary People’s Front (RPF), also known as the People’s Liberation Army (PLA). The operation had resulted in the capture of 1,400 weapons, including 72 mortars, 386 AK-47 rifles, 10 ammunition boxes, as well as rupees one crore in cash and a huge quantity of gold.

On November 3, the United Naga Council (UNC), the apex body of some 500,000 tribal Nagas in the Manipur has urged the Union government to merge the Naga inhabited areas of the State with Nagaland. Paul Leo, President of the UNC said, "We want that all Naga inhabited areas in Manipur be merged with Nagaland immediately as this is our aspiration to live together as one people under political roof." The UNC wants the four hill districts of Manipur – Chandel, Senapati, Tamenglong, and Ukhrul to be merged with Nagaland, besides that of 26 villages in Churachandpur district, which are inhabited by the Zeliangrong tribe.

President of the United Naga Council (UNC) K S Paul Leo, an umbrella group of some 4,00,000 Naga tribes in Manipur, while speaking in Guwahati on November 3, said the council want regional borders redrawn to help the predominantly Christian community to preserve its identity and culture. He said, "Historically, Nagas have been wanting to live as one people, under one political roof." He said his group would push the Indian government to carve out parts of Manipur and merge them with Naga ethnic areas in Nagaland. The UNC had made a similar demand during when its delegation met the Prime Minister Atal Behari Vajpayee and Union Home Minister LK Advani in New Delhi in the last week of October 2001. The UNC has demanded that four hill districts of Manipur - Chandel, Senapati, Tamenglong and Ukhrul - and 26 villages in Churachandpur district, inhabited by the Zeliangrong tribe, be merged with Nagaland.

According to Lakshman Brahma alias Nakhra Raja, a self-styled lieutenant with the National Democratic Front of Bodoland (NDFB) terrorist organisation, bureaucrats of various ranks in the Assam government have been providing shelter to terrorists of the outfit. On November 4, he confessed to the police that ‘he had himself, on several occasions, stayed at the residence of bureaucrats during his visits to Guwahati in recent years’. As per the Constitution, the Sixth Schedule areas do not come under the purview of the Panchayat Act and hence the outfit would not permit local body elections in the area. While rejecting democratic means of empowerment, he added, "We want independence. Nothing else will satisfy us. Moreover, take instance of Tripura Upajati Juba Samity. What they achieved so far for the tribal through democratic process?" The NLFT leader also indicated that his faction was ready to fight along with the All Tripura Tiger Force (ATTF) led by Ranjit Debbarma and an arch rival of the NLFT (Biswamohan faction). He claimed that a meeting of Nayanbashi Jamatia and ATTF chief Ranjit Debbarma had taken place at Stcherri in Bangladesh on the issue. According to him, "If they (ATTF) really want independence then we can certainly fight side by side." While denying that his outfit was indulging in abduction, he added, "Most of the abductions were really committed by the fringe local level groups. We have eliminated these groups to a large extent. Meanwhile, Gogoi opined that inadequate coordination between the security forces involved in counter-insurgency operations created problems at times. Commenting on allegations of police atrocities on innocent persons, he said directions have been issued to the police to differentiate between steps taken to deal with the insurgency and in common law and order problems. Meanwhile, commenting on reports that the Bodo terrorist groups including the Bodo Liberation Tigers (BLT) would oppose holding local (panchayat) level polls in Bodoland areas, the Chief Minister observed that the government "would not like to impose the polls on the Bodos if they are opposed to the same. We shall have to hold discussions with the Bodo groups." The Chief Minister felt that the Union government should consider the views of all ethnic groups living in the proposed Bodoland Territorial Council (BTC) areas before finalising an accord with the BLT. He also said the cease-fire agreement with the BLT, due to expire in January 2001, could be extended, if necessary, to find a permanent solution to the problem.

Media reports quoting official sources indicated that the Chief of United National Liberation Front (UNLF), R K Meghen alias Sana Vaima, was among the 200 Manipur terrorists and arms dealers arrested in helicopter supported raids in early November by Myanmar Army on terrorist camps in that country. Giving details of the raids, sources said that the Chairman of another terrorist outfit, the Kangleipak Communist Party (KCP), Mayang was also arrested in the raids at Tamu, Namphalong and Khunjao areas in Myanmar bordering Manipur’s Chandel district between November 2 to 8. The raids are reported to be a sequel to counter insurgency operations initiated by the Border Security Force (BSF) on the Indian side of the border. Most of those arrested had fled Manipur after the BSF raids. Other terrorist leaders arrested were UNLF General Secretary Hameboa, UNLF Women’s wing ‘commandant’ Nganbi Devi, UNLF Women’s wing ‘second commandant’ Banti Devi and UNLF ‘General Section Officer’ Yanachou. Reports added that approximately 1,400 sophisticated weapons were seized. Of these, about 600 belonged to the UNLF and the People’s Liberation Army and the remaining to arms dealers. Over rupees one crore in cash, a huge quantity of gold and 20 rocket launchers were also seized. The Myanmar Army reportedly also recovered equipment used in printing counterfeit currency.

According to media reports, the Assam government has sought additional para-military forces from the Union government following intelligence reports that the Inter Service Intelligence (ISI), Pakistan’s external intelligence agency, might target oil installations in the State. The request was made also amidst fresh reports of the proscribed United Liberation Front of Asom (ULFA) and Bodo militants entering into the State. While saying, "As per available intelligence inputs, ISI is insisting on causing large scale sabotage in the oil sector including refineries. In the changing scenario, large-scale sabotage in oil sector and other vital installation is likely to occur unless adequate protection is ensured," he suggested that a special, dedicated force for security of the oil sector has become a priority. Meanwhile, the Assam Chief Minister, while indicating that the law-and-order scenario in the State was critical, asserted that that the continuing financial crisis has severely eroded the capability of the State government to fight terrorism and insurgency. He emphasised the need to check infiltration from Bangladesh and issuing national identity cards. The Chief Minister also called for a revival of the rehabilitation package for surrendered militants. Claiming that the State government has been able to contain the activities of religious fundamentalists, including those of Muslim militant outfits, he expressed the apprehension that taking advantage of the September 11-terrorists incidents in New York, certain communal and fundamentalist forces may create trouble in the State. He further said terrorists based in the forests of Bhutan were fanning out into Assam, aparticularly along the inter-State border in search of establishing new camps. He added that special operations units comprising CRPF and Assam Police have been pressed into operation. In view of the heightened threat perception, the Chief Minister opined that the State government would like to urge induction of additional forces to the extent of 30 battalions of paramilitary forces, as assessed by the Central government. He further noted that if two companies of CRPF were withdrawn for deployment in Tirap and Changlang district in Arunachal Pradesh, it would create an adverse impact on counter-insurgency operations in the State. Drawing attention of the Union government to the reported movement of Bhutanese armed personnel in Assam, the Assam government sought a clarification from the Ministry of Home Affairs asking if there was any understanding with the Royal Government of Bhutan in this regard.

During the earlier talks on September 6, BNLF had submitted the charter of demands to the State, including creation of a separate autonomous district council for the Brus comprising the non-western belt of State, reservation of five assembly seats for Bru community and immediate repatriation of Bru refugees. The Mizoram government has stated that repatriation of Brus would not be taken up unless the BNLF terminated violence and come over-ground. Reports added that State Chief Secretary H V Lalringa would head the government delegation in the second round of talks and that the composition of the BNLF team was not yet known.

While suggesting appropriate legal cover to security forces dealing with insurgencies, he insisted on an effective cohesion and understanding among State police, paramilitary forces and the Army to produce the desired results. Four persons were killed and seven others injured in the blast, which occurred in the Sonari area of Sivasagar. At least two terrorists were killed and 18 others injured when a grenade was thrown at one of the camps of the NLFT at Dudhpatil in the Sylhet district of Bangladesh on November 24. Media reports from from across the border indicated that the ATTF was responsible for this incident. The publicity wing of the ULFA reportedly said that the weapons, including 1,500 AK series rifles and SLRs, were seized from the UNLF hideouts by the Army during the first week of November. As reported earlier, the Myanmar Army had conducted a series of raids in Tamu, Namphalang and Khunjao, western Myanmar, and seized a huge cache of arms and ammunition, and also arrested senior UNLF leaders. The ULFA while denying the arrest of Sanayama, a senior leader of the UNLF, added that this was the propaganda of security agencies to dampen the spirit of the cadres of the outfit.

The proscribed United National Liberation Front (UNLF) has stated that the categorisation of certain terrorist outfits in the North-eastern region including the outfit itself under the Prevention of Terrorism Ordinance 2001 (POTO) by the Government of India was a "desperate and opportunist attempt on India’s part to cover up its inability to bring about political solutions to the North-east and Kashmir." Observing its 37th foundation day anniversary of the outfit, the UNLF in its annual statement issued on the occasion in Imphal while opining that "their struggle is a political struggle demanding a political solution" criticised the Government of India for what it called the misrepresenting of the ‘legitimate struggle’ as terrorist activity. The UNLF statement further said that it had never indulged in terrorist activities during the 37 years of its existence. The statement further added that the idea of a joint ‘liberation struggle’ initiated by the United Liberation Font of Asom (ULFA), National Socialist Council of Nagaland – Khaplang (NSCN-K) and UNLF with the formation of the Indo-Burma Revolutionary Front (IBRF) in 1990 is slowly but definitely becoming a reality. The outfit also appealed to the people to be aware of the "conspiracy hatched by the Indian Government and the NSCN (IM)." The outfit also stated that the June 18, 2001 incidents in Manipur and the strong anti-cease-fire agitation will "always be a lesson to those who think that the NSCN (IM) is all powerful and that appeasement of the NSCN (IM) is all that is necessary to solve the problems in the Indo-Burma region."

He also reportedly said that the State Government has begun looking for appropriate mediators for the proposed talks. Talking to Sentinel the Chief Minister termed the November 27 statement of ULFA Chairman Arabindo Rajkhowa as a "positive gesture". He said that the State government is always ready to solve the problem through negotiations and it was really encouraging that the outfit finally expressed its willingness for talks. As reported earlier, Rajkhowa had issued a statement on the occasion of the outfit's "Protest Day" where it stated that a political settlement of the "Indo-Assam conflict" alone was the way out to end the "illegal occupation of Assam by the Indian security forces" and the restoration of the right of self-determination to the people of Assam. The Chief Minister, however, indicated that thus far the ULFA has not contacted the State government for talks. Gogoi also said that the mediator for the proposed talks must be acceptable to both the sides. He added that before formal talks, a certain kind of relation must be established between the two sides. The Chief Minister also clarified that his government has no reservations if the ULFA desires to hold talks with the Union Government. "An NSCN-type dialogue could be initiated between the ULFA and Government of India", he said.

According to delayed reports, armed National Liberation Front of Tripura (NLFT) terrorists killed a woman and also abducted her son and another person at the Chankap area in Dhalai district on November 29. Reports from Ambassa, Dhalai district headquarters, indicated, approximately 15 to 16 armed NLFT terrorists stormed Chankap village and raided the house of a local Communist Party of India – Marxist (CPM) leader. Reports said that the terrorists evidently came to abduct the CPM leader. However, as he was not in the residence, the terrorists opened indiscriminate fire in which the woman was killed.

The United Liberation Front of Asom (ULFA) has reiterated its earlier stand on holding talks with the government of India. In a statement issued in Guwahati on November 30, the outfit said that it was always in favour of a meaningful solution to the problem and there was no differences of opinion among the members in this regard. Refuting media reports about differences within the organisation, the statement said that both Paresh Baruah and Arobinda Rajkhowa want a peaceful solution to the problem and there was no difference of opinion between them as claimed by the press. The ULFA has laid three conditions for talks–it should be held in a third country; it should be held in presence of United Nations (UN) representative and should focus strictly on sovereignty.
