Security around the University of Engineering and Technology (UET) in provincial capital Lahore was put on high alert on March 4 by Police after the University received a threatening letter from the militant group Islamic State (IS or Islamic State of Iraq and Syria, ISIS), reports The Express Tribune. The letter threatened to attack the University with a suicide attack or a series of bombings, according to a Police Officer. UET public relations officer Dr Tanvir Qasim confirmed the letter had been received via posted mail from an unidentified source. However, he said the contents of the letter were unknown to him. UET sources claim the letter was received on March 4 from unknown sources claiming to be from IS, threatening to attack hotels and the university campus after which security within the UET campus was put on high alert. Deputy Inspector General (DIG) Lahore Dr Haider Ashraf said security around the university has been increased with increased patrolling and checkpoints. However, he added that the letter could be a hoax, but this can only be ascertained after an investigation. Ashraf said till then, the threat would be taken seriously.

According to authorities, the Islamic State (also known as Daesh or Islamic State of Iraq and Syria -ISIS/IS), has significant presence in Pakistan through a website managed by terrorist group Tehreek-e-Taliban Pakistan (TTP), reports The Express Tribune on March 10 (today). Amid confusion and a struggle to remove a legal lacuna to deal with cyber crime-related issues, relevant authorities have been reluctant to block the terrorist groups’ propaganda website — which, according to security analysts, is being used as a launching pad for expansion into Pakistan by the Islamic State and al Qaeda. At present, a cyber crime wing in the Federal Investigation Agency (FIA) and a vigilance cell in the Pakistan Telecommunication Authority (PTA) exclusively deal with such violations. However, officials in these wings are not ready to block the website, citing judicial and administrative hurdles. The website contains verses from the Holy Quran, jihadi songs, statements in support of sectarianism and propaganda material against the Security Forces. It also has pictures of slain TTP 'chief' Hakimullah Mehsud and 'incumbent chief' Mullah Fazlullah. Referring to the controversy, a senior official in the PTA, Abdul Samad, said that a Non-Governmental Organisation (NGO) Bolo Bhi, which works for to protect rights of internet users, took the authority to the Islamabad High Court, which restrained the Inter-Ministerial Committee from functioning. The Committee decides if a website should be accessed or blocked in Pakistan. Bolo Bhi’s counsel Babar Sattar argued that the workings of the Committee had been non-transparent and dubious. He maintained that policy is not a law through which websites had been blocked. State Minister for Information Technology Anusha Rehman said that the cyber crimes bill 2015 (Prevention of Electronic Crimes Bill) is being thoroughly reviewed in order to make it consistent with the National Action Plan (NAP). This is so that it can cater to the growing needs of the drastically changing and challenging scenario in the wake of an increase in terrorism in the cyber space, said Rehman.

Islamic State (also known as Daesh or Islamic State of Iraq and Syria -ISIS/IS) supporters have launched their own version of Facebook, named ‘Khelafabook’, reported The Express Tribune on March 10 (today). The homepage of the social networking site shows the map of world with an IS logo over all continents. However, Khelafabook, which resembles Facebook, is currently down. The message on the site’s main page reads that the site has been temporarily shut down to protect the identity and information of its members. The site claimed that it is an independent organisation and is not sponsored by the Islamic State. The purpose of launching the website is to allow the group and its supporters to communicate after numerous pro-IS accounts were suspended on social networking sites, such as Twitter and Facebook, a message on the site read. According to a study conducted by the Brookings Institution, at least 46,000 Twitter accounts are linked to supporters of the lS. The study found that even though many accounts were suspended by the messaging platform, the number remained high. “From September through December 2014, the authors estimate that at least 46,000 Twitter accounts were used by IS supporters, although not all of them were active at the same time,” the report said.

A Pakistani man, Jahanzeb Malik, was accused in a deportation hearing on March 11 in Ottawa of plotting to bomb the United States consulate and financial buildings in Toronto, reported The News. Jahanzeb Malik, who came to Canada as a student in 2004 and was granted permanent residency five years later, was arrested by a Federal Police Anti-Terror Squad on March 9, 2015. Rather than file charges, authorities took him before an Immigration and Refugee Board to seek his deportation to Pakistan, officials said. At the hearing, the Canada Border Service Agency (CBSA) alleged that Malik planned “to build remote controlled bombs to blow up the US Consulate and other buildings in the financial district on Toronto.” He also was alleged to have hoped to make a video of the attack “to encourage others to do the same,” according to a summary of the case provided by the Immigration and Refugee Board. The CBSA told the board Malik confessed the plot to an undercover Royal Canadian Mounted Police officer and tried to “radicalize” the officer who had befriended him “by showing him videos apparently of Islamic State of Iraq and the Levant (ISIL) beheadings.” He also allegedly took weapons, combat and landmine training in Libya, and told the officer he was “a personal friend of Anwar Al-Awlaki, the slain al Qaeda leader in Yemen.” Public.

The special court on March 18, allowed the National Investigation Agency (NIA’s) appeal for extension and granted the agency the additional time to file a charge sheet in the case against Kalyan youth Areeb Majeed, accused of joining Islamic State (IS), reports Indian Express. The agency had on February 26, 2015 sought the extension to file the charg esheet, which was originally to have been filed on March 20. With this extension, the agency has acquired a total of 180 days’ time to file the chargesheet, since Areeb’s arrest on November 28, 2014, when he was flown from Istanbul (Turkey) under NIA escort back to India. Areeb was booked under Sections 16, 18 and 20 of the Unlawful Activities (Prevention) Act (UAPA) for conspiring to commit a terrorist act and being a member of a banned foreign terror outfit. Areeb was also booked under Section 125 of Indian Penal Code (IPC) for waging war against the nation.

On March 6, an Indian jihadi, identified as Sultan Abdul Kadir Armar (39), was killed while fighting for the Islamic State (IS), reports Indian Express. Armar hailed from Bhatkal town in Karnataka, intelligence sources have told The Indian Express. In a statement released online on March 19, Indian jihadist group Ansar al-Tauhid fi’Bilad al-Hind said Armar was killed during fighting at Kobane, on the Syria-Turkey border, on March 6. “His intense urge to establish Islam and the pathetic condition of the Muslim ummah (nation) forced him to leave behind his loved ones, seeking Allah’s pleasure and eternal paradise,” says the statement. Reportedly, in the year 2004, Armar and his brother Shafi Armar joined the Indian Mujahideen (IM). Following the arrest of IM 'India operations chief' Yasin Bhatkal, the National Investigation Agency (NIA) had secured warrants for Armar’s arrest.

As many as four Indians are learnt to have died fighting battles in Iraq and Syria alongside Islamic State (IS)ever since it captured power in parts of the region, The Times of India reports on March 22. These are part of around 10 Indians whose connection with IS has been confirmed by the intelligence agencies. As many as 20 more of Indian origin but hailing from United States (US), United Kingdom (UK) and Europe are learnt to be engaged in propaganda activity for the outfit. Interestingly, however, only one of the four deceased had gone to the battle zone from India. Rest all are of Indian origin but were holed up in various countries for several years. The only direct export from India to have died in Syria is Shaheem Tanki. Apart from these, there has been only one more fidayeen (suicide attacker) from India, Anwer Hussain, who died in 2014 in Afghanistan. However, all these deaths are yet to be confirmed by the intelligence agencies independently. Deaths of both Tanki and Armar were confirmed by the agencies through calls that were made to their respective families from Syria informing them of their ward's death. It must be noted that a similar call had been received in case of another IS recruit from Kalyan, Areeb Majid, who later returned to India and was arrested by National Investigation Agency (NIA). Sources said intelligence agencies have also confirmed that there are at least two former Indian Mujahideen (IM) operatives who joined IS recently. "While one, Armar, is learnt to be dead now, another is still there. They had both been holed up in Pakistan since 2008. Anwer, who died in Afghanistan last year, also belonged to IM," said a security establishment officer. One Indian youth is also learnt to have joined the outfit from Singapore. The officer further said, India was in a much better position as neighbouring Pakistan had seen close to 50 youths joining IS since it captured power in parts of Syria last year.

Fahad Shaikh, one of the four Kalyan (Maharashtra) youths who ran away and joined the Islamic State (IS) has got in touch with his family, but rebuffed calls to return, saying "I am happy with my jihadi work, I won't come back to India", The Times of India reports on March 22. Shaikh, got in touch about a month ago and has since been calling his family and some friends frequently on phone or Skype and other VoIP platforms, said sources familiar with the case of the four youths, all in their twenties. He has confirmed that Saheem Tanki, one of the three youths who went with him, is dead. He reportedly sent a photograph of Tanki at the location where he died to his family. National Investigation Agency (NIA) sleuths managed to contact Shaikh on a phone number he had called from, and he told them he won't return as his community was not treated well here. He again claimed he was happy with jihad but refused to elaborate what he was doing in Raqqa, Syria.

Based on interrogation of the JMB leader, Police on March 23 revealed that militant groups are working in concert to establish a Sharia-based state with the help of international terrorist group Islamic State (IS), reports Dhaka Tribune. The JMB leader confessed that the JMB members were working jointly with banned Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B) and Hizb-ut-Tahrir (HuT) and other extremist groups including Islami Chhatra Shibir (ICS), the student wing of Jamaat-e-Islami (JeI). Their aim is to turn Bangladesh into a model Islamic country by 2020 incorporating parts of India and Myanmar with it. A new umbrella of militants named “International Lions Force of Hindustan” has also been working to turn the three neighboring countries into one unified Islamic State in the long run. According to the information given out by the militant commander in custody, a four-member delegation of the IS from Syria visited Chittagong District in October 2014 and sat with the top leaders of banned Islamist outfits JMB, HuJI-B and HuT, and the recently-emerged Ansarullah Bangla Team (ABT). Ershad also told the Police that JMB alone has over 1,000 camouflaged members in the Chittagong District preparing for jihad. Many of them were trained in Pakistan. Under his leadership, the Chittagong District unit of JMB had about 15 commanders who control around 150 Eshar (key members), 500 Gayri Eshar (mid-level members) and a number of Ansars (associate members). To hide their identity and evade arrest, the members usually get engaged in different professions including stationery salesmen, day laborers and hawkers.

A special National Investigation Agency (NIA) court on March 24 allowed an application made by the Agency seeking a 60-day extension to file the charge sheet against suspected Islamic State (IS/ also known as Islamic State of Iraq and Syria/ISIS) operative Areeb Majeed, reports The Times of India. On March 25 (today), the Court is likely to hear his bail application. Majeed's lawyer Wahab Khan, in his bail plea, had objected to the first extension and said the court that passed the order did not have the jurisdiction to do so. The bail plea states that only the Special Court constituted under the NIA has the power to pass an order. The defence said under such circumstances, Majeed could file a bail plea on the ground that the charge sheet was not filed within the mandatory 90 days. Majeed was arrested on November 28, 2014 for allegedly being associated with IS, and waging war against the Asian countries with whom India has friendly relations.

Sri Sri Ravi Shankar’s Art of Living Foundation claimed on March 28 that the spiritual guru had received death threats from the Islamic State (IS) terror group during his visit to Malaysia, reports Hindustan Times. Three letters with threats were received by the manager of the hotel where Ravi Shankar is staying at Penang in Malaysia, said Shikha Grover, a spokesperson for the foundation. Grover said the Indian High commission and local authorities and Police in Malaysia were informed about the threats. All three letters had a photo of an unidentified, blindfolded man purportedly being beheaded by a man whose face could not be seen. The letters had the threats in both English and Arabic and bore the Arabic logo of the IS. The letter sent to the hotel’s manager warned that the hotel would be “destroyed”. It further said another warning sent two weeks ago had stated that the guru would be killed if he carried out “his Hindu activities in Malaysia”. The letter alleged Ravi Shankar was converting Muslims in Iran and Iraq and his organisations – Art of Living and International Association for Human Values – were “meddling in the Islamic affairs in Iran and Iraq”. “We don’t want Ravi Shankar to step into any Muslim country. We are watching him…,” the letter said. The letters sent to the two Art of Living officials contained similar allegations and warned that all venues for Ravi Shankar’s activities would be destroyed. In November, 2014 Ravi Shankar had visited Iraq for the third time and had addressed a peace conference at Erbil in the violence-hit province of Kurdistan. He also visited relief camps near Erbil housing displaced Christians, Kurds and Arabs. The International Association for Human Values has been engaged in relief activities in Iraq.
