Police on June 1 submitted a 36,986-page long charge-sheet against suspected pro-Islamic State (IS) Twitter account handler Mehdi Masroor Biswas for waging war against India, based on his tweets on Jammu and Kashmir before the additional chief metropolitan magistrate in Bengaluru (Karnataka), reports The Times of India. Mehdi Biswas, suspected operator of the pro-IS Twitter account @ShamiWitness, was arrested from his Jalahalli apartment in Bengaluru on December 13, 2014, has also been charged with waging war against Asiatic powers allied with India and a host of other offenses. The charge-sheet, which names Mehdi Biswas as the only accused, comprises documentary evidence in the form of tweets and emails. Joint Commissioner of Police (Crime), M Chandrashekar said that "The tweets sent by Mehdi are clear evidence of his supporting and encouraging youths to join the movement. He has provided guidance for those who wanted to join it."

According to report of Indian intelligence agencies, of the 11 youths of Indian origin who joined Islamic State (IS), six were from Gulf countries holding different passports and only five were resident Indians, The Times of India reports on June 3. The report, says five of the 11 youths have been killed, including two who joined from India. The Indian youths have been identified as Shaheen Tanki and Faiz Masood. The other three who joined the outfit from India are Arif Majeed, Aman Naeem Tandel and Fahad Tanvir Shaikh. Sources indicate the 11 youths were radicalised, recruited and trained by Islamic State after which they were sent to fight in Iraq and Syria. According to the report, "no Indian has joined ISIS in last six months".

Prime Minister (PM) Narendra Modi on June 5, after his meeting with Prime Minister of the Netherlands Mark Rutte who is in India on a two-day visit, said that India and the Netherlands will collaborate on fighting terror and cyber crime and have decided to set up a joint working group on counter terrorism, which will hold its first meeting on June 19, 2015, reports The Hindu. PM Modi said that both countries agreed that they stand to benefit from closer bilateral and multilateral collaboration in areas of countering terrorism and extremism. The two nations, which are keen to forge an alliance to fight terror and cyber crime, are also looking to increase bilateral trade and will sign as many as 18 agreements for water management, infrastructure development, defence and maritime cooperation. “We have the experience in fighting the Islamic State (IS) in Iraq. India has experience in fighting terrorism as well, we will exchange information on how to deal with terror and share our experiences,” Mark Rutte said.

Meanwhile, Detectives arrested Fida Muntasir Al Shaker, a suspected Islamic State (IS) militant, in the Dhaka city’s Banani DOHS area on June 7, reports The Daily Star. The Detectives also recovered a CPU, three laptops, three mobile phones, two hard disks, one passport, 21 different types of books, three leaflets and a notebook from his possession and found screenshots of Facebook friend list and cover pages of different IS-related e-books in his e-mail. A recent Intelligence Bureau (IB) report from Delhi confirmed that three youths from Karnataka, including two from Bengaluru, have died fighting for the Islamic State (IS), New Indian Express reports on June 10. The report identified them as Faiz Masood of Cooke Town, Umar Subhan of Shivaji Nagar (both in Bengaluru) and Abdul Khuddus Turki of Vijayapura in north Karnataka. All three died during coalition strikes against the IS, the report stated. While Faiz left India for Qatar and subsequently Syria in September 2013, after having applied for a passport in July the same year, Umar travelled to Yemen in 2008, and later joined the IS. The report states that Faiz, after reaching Syria, joined the IS. He was one of about 12,000 recruits from 81 countries. Sources tracking the jihadis from India said Turki was also among them. According to intelligence inputs, he travelled to Saudi Arabia in July 2014 and subsequently left for Iraq to join the IS.

Special Branch (SB) of State Police on June 9 arrested a Bangladeshi national, who is an “active member” of terrorist group Islamic State (IS), from Agartala airport in West Tripura District while he was all set to fly to Kolkata, reports Tripurainfo. The man was identified as Bellar Mia (26), a resident of Kantipara, Comilla District in Bangladesh. Mia entered the State through Sonamura subdivision of Sipahijala District (Tripura) on June 6 and was bound for Calcutta in an Air India flight en route to Pakistan adds The Telegraph. "We have found names and pictures of several militant leaders, their e-mail IDs and mobile numbers from Bellar's cell phone. He has admitted having connection with terrorist groups since 2010," the senior official said. Last year, Bellar obtained a permanent resident certificate, an AADHAAR card, a ration card and a PAN card, claiming to be a resident of AD Nagar in southern Agartala. Except the PAN card, the other papers were obtained from SDM (Sadar) office. "In the course of questioning, Bellar admitted that he had obtained the papers with the help of a local tout Kshitish Debnath who was arrested in March this year while escorting three suspected militants of Bangladesh to Calcutta by air and is currently in judicial custody," the senior SB official said.

In March this year, two Bangladeshi citizens, Kashem Mian (25) and Sourav Mian (24) residents of Brahmanbaria District, were arrested in Agartala airport while travelling by Spice Jet flight with fake Indian PAN Card, Ration card and Voter ID card to get International Passport from Kolkata. Police had arrested their co-traveler Subhankar Das (21), a resident of Bishalgarh sub-division of West Tripura from the airport who had helped the Bangladeshis obtaining the forged documents.

The U.S. State Department's “Country Terrorism Reports 2014,” noted that despite India aligning its domestic anti-money laundering and counterterrorist financing (AML-CFT) regime with international standards, “The Indian government has yet to implement the legislation effectively, however, especially with regard to criminal convictions”, The Hindu reports on June 20. The U.S. alleged that the Indian Government was restricting its enforcement anti-hawala (illegal money transfer) prosecutions to non-financial businesses only, and more than two years after the Prevention of Money Laundering Act, “the government has not taken adequate steps to ensure all relevant industries are complying…” What the report says, "India is restricting its enforcement of anti-hawala prosecutions to non-financial businesses only. United States investigators have had limited success in coordinating the seizure of illegal proceeds with their Indian counterparts. India continued to be a major target for a range of terrorist groups; in 2014, around 400 people were killed as a result of terrorist attacks in India..." The report also outlined the serious nature of the threat posed to India by Islamic State (IS), asserting. “Given India’s large Muslim population, potential socio-religious marginalization, and active [IS] online propaganda efforts, there remains a risk of increased [IS] recruitment of Indian nationals.” The U.S. performed a careful balancing act by calling Pakistan, an ally in its fight against terror, both a target of numerous terrorist attacks and also as a country that had failed to act effectively against groups that threatened India, such as Lashkar-e-Taiba (LeT). “LeT and its alias organisations continued to operate freely in Pakistan, and there were no indications that Pakistan took significant enforcement actions against the group,” the State Department said in its report. The report also remarked upon the region-wide effects of Pakistan allowing LeT to operate freely on its soil, citing the May 26, 2014 attack by the terror outfit against the Indian Consulate in Herat, Afghanistan.

Police said that militant outfits, especially the recently discovered Islamic State (IS)-inspired Junud at-Tawheed Wal Khilafah, are now trying to recruit rich patrons to fund their own activities, reports Dhaka Tribune on June 24. Police further said that targeting rich university students was part of the militants’ strategy of evading suspicion from law enforcers as well as ensuring a stable source of funding. Militants scoured through the internet to analyze online activities of potential new recruits who included residents of posh neighborhoods as well as university students and Information Technology experts. Police made the findings while interrogating recently arrested militants. The Detective Branch of Police has so far arrested three members of Junud at-Tawheed Wal Khilafah, all of whom were well-educated and came from affluent families.

The move comes in compliance with a United Nations Security Council (UNSC) resolution in February, 2015. Trade with the IS and related terrorist organisations in oil and oil products (hydrocarbons) and items of scientific, cultural and religious importance is prohibited, the Commerce Ministry said in a notification. The U.S. Treasury Department said IS might have earned several million dollars per week, or USD100 million in total, from the sale of oil and oil products to smugglers in 2014.
