Though the numbers are insignificant but events are the violations of organisation’s teachings that poses as matter of a serious concern, stated as in the circular (dated November 30, 2017) issued by the National Chairman of PFI— E. Two persons were arrested on charges of helping a Muslim man ‘forcibly’ convert a Kerala woman and attempting to take her to Syria to be sold off to Islamic State (IS) terrorists in Ernakulam District on January 10, reports The Indian Express. Fayaz and Siyad, both natives of North Paravur near Kochi, were arrested following investigations based on a complaint by the 25-year-old woman, who was rescued from Saudi Arabia and brought home last year by her family. The two are friends of Muhammad Riyaz from Thalassery in Kannur District, the prime accused in the case. “They have been charged under the Unlawful Activities (Prevention) Act [UAPA],” Ernakulam Rural Superintendent of Police (SP) A V George said, adding a hunt is on to arrest eight more accused, including Riyas, in the case. He said the police have begun a probe into their alleged link with the Islamic State terrorists. George said both Fayaz and Siyad were arrested based on the woman’s complaint that she was allegedly tortured by them in a house in North Paravoor before Riyaz took her abroad. The woman had alleged that Riyaz pretended to be in love with her when she was studying in Bengaluru (Karnataka) in 2014 and forced her to convert to Islam and married her. The woman from Pathanamthitta District was brought up in Gujarat. She had moved the Kerala High Court last year seeking an NIA probe against Riyaz for attempting to take her to Syria from Saudi Arabia and sell her to the Islamic State terrorists as a sex slave. She has also alleged that her marriage was registered using forged documents.

The United States’ (US) Department of State (DoS) designated an Indian-origin British Hindu—Siddhartha Dhar who converted to Islam and joined Islamic State (IS), as ‘Specially Designated Global Terrorist’ (SDGT), reports The Times of India on January 23. Another Belgian-Moroccan citizen—Abdelatif Gaini was also designated as SDGT. Siddhartha Dhar was an ex-member of defunct organisation named Al-Muhajiroum and later in 2014, he left the United Kingdom (UK) and travelled to Syria to join IS. He is believed to replace the famous IS executioner Mohammad Emwazi aka ‘jihadi john’ and appeared in a January 2016 IS video of the execution of several prisoners of IS accused of spying for the UK, said a statement released by the DoS. As per the current designation in SDGT list Dhar and Gaini will be denied the resources they need to plan and carry out further terrorist attacks. Along with, all of Dhar's and Gaini's property or interests in property subject to US jurisdiction are blocked, and US citizens are generally prohibited from engaging in any transactions with both of them.

The special court of the National Investigation Agency (NIA) on January 24, has commenced the trial of Islamic State (IS) member Areeb Majeed, who returned India in 2015, reports Hindustan Times. The court has recorded and examined the statement of first witness, Fahad Sayed—a CEO of Rahar Travels, whose services were used by Areeb Majeed and other three of his associates in pretext to going for pilgrimage. Majeed contacted Sayed on April 14, 2014 for a package tour of Haj for four persons and on the same day he and another youth—Saheem Tanki visited his office with the advance payment and all the relevant documents for the booking. The remaining balance was paid to Sayed on May 17, 2014 by Majeed. Sayed informed the court that all four went on tour on June 1, 2014 and later Sayed was informed by the tour operator that all four youth went missing and one of the boy’s relative had filed a missing report at Baghdad, Iraq. The prosecution alleged that Majeed and his three associates left India in May 2014 to join the IS under the guise of the pilgrimage.

A radicalised Pune-based teenage girl was detained by the Jammu and Kashmir Police on January 25 night following an intelligence input that she wanted to join banned Islamic State (ISIS) terror group, reports The Times of India. The girl identified as Sadiya Anwar Shaikh (18), had come from Pune (Maharashtra) and was staying in Bijbehara in Anantnag District as a paying guest and planning to join the ISIS, the Police have claimed. However, during her extensive questioning, the school dropout turned out to be having radical thoughts who had fallen prey to false propaganda on social networking site about alleged suffering of the Kashmiri people at the hands of Security Forces (SFs), the officials said. The State Police has got in touch with her mother and aunt and she will be handed over to them as there is no case pending against the detained girl either in the Valley or Maharashtra, they said. According to reports, it was a case of misinterpreting an intelligence input by the Jammu and Kashmir Police who were informed by central security agencies that a Pune-based girl, who was detained on various occasions by the Anti-Terrorism Squad (ATS) Pune, had shifted her base to the Valley and that surveillance needs to be mounted. However, Additional Director General of Police (ADGP) Munir Khan, who is functioning as Inspector General of Police (IGP) Kashmir range, issued an alert to all districts naming her and claiming she was a suicide bomber planning to disrupt the Republic Day (January 26) function. The note signed by Khan said that ‘there is a strong input’ that an 18-year-old non-Kashmiri woman might ‘cause a suicide bomb explosion’ near or inside the Republic Day parade in Kashmir. "All are directed to please ensure that frisking of ladies at the (venues) is done meticulously and with utmost caution so as to thwart the designs of ANEs (anti-national elements)," the note, circulated on January 23, read. On January 26, after understanding the gravity of the faux pas, Khan refused to give any details and said, "We will be talking to her and we will be talking to our sister agencies. We will be covering every other lead to know what the facts are. After doing proper investigation, we will come to any conclusion." Shaikh had been questioned by the Pune ATS in 2015, when it came to notice that she had been radicalised after coming in contact with ISIS supporters abroad. She was planning to travel to Syria, the ATS had then claimed. The woman, a Class 11 student at a Pune college, was subsequently sent for a de-radicalisation programme by the ATS.

The Maharashtra Anti Terrorism Squad (ATS) has revealed on January 28 that over the last three years, 86 Indian youths were prevented from joining Islamic State (IS), reports The Times of India. Majority of these Indians were college-going students with some of them pursuing higher education and some of them were working professionals. With the implement of adequate measures including de-radicalisation process, the Maharashtra ATS not only stopped these people from joining the IS but also prevented the vulnerability of anti-India activities in the country, said an unnamed senior ATS official. "Our efforts are to prevent youths from joining terror outfits. De-radicalisation of youths under the influence of terror elements is one of the prime steps. We can say we have managed to achieve the desired results, but one must understand that de-radicalisation has its limitations too," said Maharashtra ATS Chief Atulchandra Kulkarni.

The Ministry of External Affairs (MEA) has received a communication from the authorities in Libya about Tabrez Tambe (30), a resident of Mumbra of Thane District in Greater Mumbai area of Maharashtra who left to join Islamic State (IS) in January 2016, is alive as a ‘Prisoner of War’ (PoW) in a jail of Libya, reports The Indian Express on January 30. The MEA has shared the same communication with the Union Ministry of Home Affairs (UMHA) that further directed the Maharashtra Anti-Terrorism Squad (ATS) to look into the matter. The ATS team had send an official ‘Letter Rogatory’ (LR) to the Libya authorities to bring-in Tabrez Tambe, but the LR is still unanswered. This could be a first case where an official request has been forward to the judiciary system of a foreign country to bring an IS operative for trial in India, said an unnamed senior official at UMHA. If there would be positive developments in bringing Tambe back to India, he will be the second Indian national, after Areeb Majeed, from Maharashtra to be prosecuted by Indian authorities for joining IS.
