NSCN-Khaplang (NSCN-K) has blamed Isak and Muivah for factionalism when they not only condemned the Naga National Council (NNC) “the mandated political institution but also started killing thousands of Nagas” by accusing them of supporting the 1975 Shillong Accord, reports Nagaland Post. It also said that killing of ‘national workers’ accused of being supporters of Shillong Accord only “multiplied factions”. Today, there are ten factions “which are product of Isak and Muivah”, it added. NSCN-K further asserted that the Government of India, after almost 15 years has realised too late, that there can be no Naga solution with one faction and urged upon the latter to realise that the NSCN-K under the leadership of S.S. Khaplang was capable of bringing a lasting solution to the long-standing Naga issue. Further, it also asserted that the NSCN-K was capable of bringing a solution not only for Nagas but also the entire north east. It said, there can be no solution without involvement of NSCN-K and that any solution arrived at with NSCN-IM “will be a mockery.”

The Times of India reports on November 3 that, the Kuki National Organisation (KNO), an umbrella organization of 16 Kuki outfits, threatened to resume armed struggle and secede from Manipur if the Centre did not begin talks with them which could be a hurdle in the ongoing peace talks between the Centre and Naga insurgent group, National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). However, KNO leaders stressed they want a solution within the Constitution's framework. The seven-year-old Suspension of Operations (SoO) agreement between the KNO and the Government of India ends in November 22. "If the government does not begin talks with us before November 22, we will be forced to take up arms. Does the Government of India want an armed rebellion?" said Seilen Haokip, KNO spokesperson in New Delhi. In 2005, KNO signed the SoO with the Centre leading to a ceasefire. Currently, KNO has about 2,000 armed cadres. The KNO is worried after talks between NSCN-IM and the Centre seem close to a settlement.

United Committee Manipur (UCM), the apex body of the Meiteis (Manipuris), on November 4, submitted a memorandum to Prime Minister Manmohan Singh regarding ongoing talks between the Government of India and NSCN-IM, reports The Shillong Times. The UCM demanded ‘a white paper on the 15 year long peace process between the Government and the NSCN-IM in the true spirit of the Indian Democracy, so that the people of Manipur are not kept in complete darkness before sacrificing the State at the altar of peace. Y Nabachandra, President of UCM said, the Government will be held fully responsible for total alienation of the people of Manipur from the Indian mainland if the Government disturbs the territorial integrity of Manipur or disturb the peaceful harmonious relations between the different communities settled in Manipur. He reiterated the stand of the UCM that people of Manipur will demand pre merger status if the Government disturbs the political structure of Manipur.

Wangtin Naga, on November 5, said, the ‘secret’ talk between the Government of India (GoI) and NSCN-Isak-Muivah (NSCN-IM) was “still concealed and known to none”, reports Nagaland Post. Talking to Nagaland Post over the phone, Wangtin said, Nagas should be ready to face any eventuality in case the GoI and NSCN-IM’s “secret solution” was imposed on them. He asserted that any solution arrived at with NSCN-IM would be a “factional solution” and that the GoI had “no authority to force it” as the Naga solution. The NSCN-K kilonser also reminded that the formation of NSCN in 1980 by Isak Swu, S.S. Khaplang and Thuingaleng Muivah was based on the foundation stone of “Naga sovereignty” and reasserted that the “Naga nation” and its political aspiration would not perish under any circumstances.

Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), ‘General Secretary’, Thuingaleng Muivah ,before leaving for New Delhi, on November 6 clarified that NSCN-IM has not dropped the demand of the Naga integration, reports Kanglaonline. “Without the Naga integration, there will be no Naga solution,” Muivah said. Muivah thus dismissed the news reports saying that NSCN-IM has dropped its demand for integration of Naga-inhabited areas beyond Nagaland. NSCN-IM ‘chairman’ Isak Chisi Swu when asked about the tentative date for signing the agreement said, “We cannot say the time but we hope it will not take long.”

About Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM)-Government of India peace talks, Sanayaima said, earlier NSCN-IM was fighting for the sovereignty of the Nagas but later on they had begun to demand integration of all Naga inhabited areas of the region within the ambit of the Indian Constitution. A senior member of the NNC-NA General (retired), T.M. Keyho said that accepting the Constitution would never be an honourable and acceptable solution to the Naga people. The 1975 Shillong Accord was signed by the NNC, unconditionally accepting the Constitution in return for the release of hundreds of its members lodged in different jails in the country. Swu, Muivah and S.S. Khaplang then formed the NSCN, rejecting the Shillong Accord. He spoke of the Pacific island of Niue and New Zealand. Nieu has its own flag, passport, national anthem, constitution and two currencies, whereas New Zealand exercises only the responsibility of external affairs and defence at the request of the Government of Niue. He has suggested a similar arrangement between the Centre and NSCN-IM currently engaged in the talks.

This statement comes in the face of Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leadership's Naga integration stance and the renewed demand for a separate Kuki state advocated by a Kuki pressure group. If any reasonable demands are put up, the Government will discuss them for consideration. NSCN-IM asserted it has taken strong exception to the “mischievous propaganda” emanating from the “so called Kuki State Demand Committee (KSDC)”, who it stated has resorted to public blockade in Kuki dominated areas of Manipur and intimidating the neighbouring Naga villages to support the demand for Kuki state or face dire consequences. The outfit said it was proud of the firm stand taken by its chairman Sana Yaima alias R.K. Meghen, though he is in the custody of the National Investigation Agency (NIA). It said the NIA has accepted the truth that Yaima and the other leaders in its custody (in Guwahati) are fighting for the restoration of Manipur’s sovereignty. It cautioned the Centre against disturbing Manipur’s boundary while settling the problem of the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). It stated that with the people and other armed groups of Manipur, the UNLF would resist attempts to disturb the state’s integrity.
