Security Forces (SFs) on June 3 arrested Stephen Phangsho (30), a Karbi tribesman, during a raid in a village near Bagetar rail colony in Haflong in Dima Hasao District, reports The Telegraph. Phangsho was involved in abduction and killing of Jatinder Singh Sindhu, (62), assistant manager of JP Cements, and Ramen Sharma (49), deputy manager of Assam Mineral Development Corporation (AMDC). The duo was abducted from their respective quarters in the industrial town of Umrangshu in Dima Hasao District on November 25, 2011. Further, their bodies were recovered on December 22 in a highly decomposed state in a jungle near Merpam village located at distance of 25 kilometer from Umrangshu. Additional superintendent of police Surajit Singh Panesar on June 5 said that the assassins had killed the two technocrats despite a reported payment of INR 4 million.Pangsho has told interrogators that they killed the duo on December 7, 2011, as the Police were hot on their trail. Stephen Phangsho has also confessed that their 11-member gang had links with the Nationalist Socialist Council of Nagaland- Isak-Muivah (NSCN-IM). The Police are also probing links of Stephen’s gang with Hills Tiger Force (HTF) militants.

Excepting the completion of the project, even the development for the required components of the project has been completely paralyzed due to the stringent ban imposed by NSCN-IM on the construction and development works of the project.

Nagaland Chief Minister Neiphiu Rio, in an interview on the peace process between New Delhi and the NSCN-Isak-Muivah (NSCN-IM) says that elections are fought on party lines and this divides the Nagas. This is the time when Naga undergrounds (rebels) have come closest to the Government. If we lose this opportunity, we will have to start from zero, he said. The undergrounds were fighting for sovereignty but they have realised, reconciled that the situation is such that now we have to live in the Indian Union. That is why this is the closest moment for the Nagas and the Indian government …this is the time for a solution, he said. He however further said that a piecemeal settlement for the Nagas may not be good. Whether we are integrated or not integrated, Naga interests should be protected wherever they are.

Security Forces (SFs) on June 5 arrested four Nationalist Socialist Council of Nagaland-Isak –Muivah (NSCN-IM) militants along with arms and ammunition from Eastern Lodge in Paltan Bazar in Dibrugarh town, reports Assam Tribune. The arrested cadres were identified as ‘Major’ Salim Wangsa alias Chempho Wangsa, ‘private’ Puman Wangsa, ‘Sergeant’ Chaing Wangsa and ‘private’ Chailai Pangsa. All the four hailed from the Tirap District in Arunachal Pradesh. SFs recovered two USA-made and two Italy-made automatic pistols with four magazines, 27 rounds of 7.65mm caliber ammunition, four mobile phones with seven SIM cards, one Maruti Alto vehicle (AS-23F 7771) and INR 39, 330 cash from the NSCN-IM militants.

Naga National Council (NNC) has accused Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) of killing Nagas in large number on the excuse of one thing or the other, reports Sangai Express on June 9.An NNC press communiqué issued by one victor said, “They (NSCN) killed at first in the name of Naga sovereignty and then they killed, tortured and taxed without the concrete stand in the names of greater Nagalim, Special Relationship with India, Naga Integration, 31 point Charter of demand, Supra State (Christmas gift), Alternative Arrangement within Manipur State, boycott of Manipur ADC election and wholehearted involvement in Manipur State Assembly election 2012 by killing and torturing the Southern Naga public without any true colour like chameleon. NNC/FGN [Federal Government of Nagaland] has expressed disappointment over the NSCN (I-M)’s alleged attack on some of its cadres at Pungro town, Kiphire on June 2, reports Nagaland Post. In a release, NNC/FGN “tatar” A. Kusunth Yimchungru alleged that NSCN (I-M) while attempting to chase its cadres fired some shots and pelted stones, in which one of its cadres was severely injured. However, Yimchungru said that their cadres did not retaliate and “humbly” vacated the place since they were under the banner of Forum for Naga Reconciliation (FNR) and Joint Working Group (JWG).

It was learn that the delegation is also scheduled to meet NSCN-Khole-Kitovi leaders at Kehoi camp on June 19 (today) at around 7 am. The delegation would then proceed to Tuensang District and further head for Noklak to meet Non Accordist faction of Naga National Council (NNC-NA) members June 20. The same delegation would meet NSCN-Khaplang in Mon District on June 21. It may be noted that NSF and ENSF taking cognizance of complaints on ‘taxation’ demands by various organizations on educational institutions held a joint meeting on June 9 wherein it decided to ban all forms of taxation. The student bodies also revealed that the different factions/groups have been imposing 20 to 25%of the salary of every teacher from different institutions as a yearly tax, apart from separate tax on the institutions, be it Government-run or private institutions, which it said was directly affecting the students’ community.

Representatives of IDF submitted a representation to the State Governor Gurbachan Jagat urging him to take notice on the non-functioning of the elected Members of ADCs and to address the grievances of the people caused by these threats, P Khamkhanthoum, secretary of IDF said. Since the ADC elections held on June 2, 2010, all the elected members have fled the hills and have been staying in Imphal because of the fear of reprisal from NSCN, he further alleged. The killed persons include two civilians, two cadres of Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) and one Zeliangrong United Front (ZUF) cadre. Another militant killed has not been identified. While some reports said that cadres of NSCN-K and ZUF who were camping together at Haochong were attacked suddenly by rival NSCN-Isak-Muivah (NSCN-IM) cadres, other reports suggest that the gun battle did not involve NSCN-IM. The battle was fought between the NSCN-K and ZUF cadres who were camping together and the two civilians were killed by stray bullets. Even as Tamenglong District Police have moved to the site of gun battle, they have not been providing any definite information.

Clarifying on the number of casualties on its side during the said gun fight, a spokesperson of the NSCN-K said the outfit lost three of its cadres along with two other villagers during the gun fight and also claimed that a NSCN-IM cadre could also be dead. The joint press conference also clarified that the gun fight was not between cadres of the ZUF and the NSCN-K cadres as was reported in some local dailies. They also alleged that the joint team of the NSCN-K and the ZUF were attacked by a team of NSCN-IM resulting in the gun fight. Four militants - three belonging to the Dimasa National Revolutionary Front (DNRF) and one from Nationalist Socialist Council of Nagaland- Issak-Muivah (NSCN-IM) - were killed in an encounter with the Security Forces (SFs) at Mailu hamlet near Lungting township in Dima Hasao District on June 23, reports The Times of India. A senior Police officer from Haflong, the headquarters of Dima Hasao, said troopers of 9 Madras Regiment of Army and Police started a joint operation at Milubra village, 16 kilometres from Lungting in north of the District and 51 kilometres from Haflong, acting on a tip-off by intelligence officials. The operation led to an encounter between the SFs and the militants in which the four militants were killed. SFs managed to arrest another while the rest managed to flee. The slain militants have been identified as Abhijit Kachari (NSCN-IM), Sanjay Naiding, Reddi Dimasa and Gilli Dimasa (DNRF). The arrested NSCN-IM militant is identified as Akeeba Sema. The arms and ammunition recovered from the militants include four AK-47 rifles, 236 rounds of ammunition, two Chinese grenades, mobile hand sets and a number of receipt books meant for extortion by the NSCN-IM.

Sangtam while commenting on the recent desertion by two Nagaland Armed Police (India Reserve) personnel with arms to join a rebel outfit. Sangtam confirmed that the two deserters had joined a Naga outfit but did not disclose the identity of the outfit. But sources said on June 6, havildar Hotrong Chang deserted with one 9mm pistol, 10 live rounds and one radio set and on June 18, havildar Neiphukhrie deserted with one AK rifle, 47 rounds of live AK ammunition and some rounds of 9mm ammunition and a radio set. The sources said the duo had joined a certain outfit based near Dimapur. In the past, several Naga police personnel had deserted with arms and ammunition to join militant outfits. In April, Assam Rifles arrested police constable Enyimi Chakhesang for allegedly supplying ammunition from the police central store, Chumukedima, to members of the NSCN-Isak-Muivah (NSCN-IM). The subsequent special investigation team probe led to implication of six Police personnel, including a superintendent of Police.
