Kuki Inpi Manipur (KIM), apex body of Kuki tribe in Manipur, in a memorandum to Prime Minister Manmohan Singh has asserted that any settlement reached with the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) may affect the interest of other tribal communities, who are ‘equally or more deserving’ of such an ‘alternative arrangement’ and added that accommodation of a particular section could result in denial of justice to the larger society. Any alternative arrangement for the Nagas of Manipur before any political solution for the Kukis of Manipur will not be acceptable under any circumstances, it added.

Congress Legislature Party (CLP) leader, Tokheho said Congress legislators would explain their stand on why they want to “pave the way” and resign before any solution between Government of India and Isak-Muivah faction of NSCN (NSCN-IM) was arrived at. Tokheho farther said that Congress legislators have made their stand clear to Naga People’s Front (NPF). He said the “little difference” between the two political parties was that Congress has decided to “pave the way” and “sacrifice” before solution but the NPF said it would resign only when solution was achieved or was at hand.

Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) has taken strong exception to the summons being served to its leaders by the National Investigation Agency (NIA). In a joint meeting of its 'steering committee' and 'cabinet' on December 10, the NSCN-IM termed the summons as "not only an insult to the Naga people but a naked assault on the successive Prime Ministers of India who have been consistently striving to bring about an honourable political solution to the more-than 15-years-long political negotiation." The outfit advised the Centre to restrain the "so-called" NIA officials from further damaging the hard-earned Naga peace process. If it doesn't do so, "it will be an indirect indication that the Centre is not interested in solving the problem and is trying to bind the Nagas under the Indian legal system against the spirit of peace process". Sources said the NIA has summoned some NSCN-IM leaders as part of its investigation into various militancy-related cases in the northeast. The outfit has been under ceasefire with the Centre since 1997 and is currently in a political dialogue to end the decades-old Naga insurgency.

Churachandpur-based Kuki State Demand Committee (KSDC), which is demanding a separate "Kuki state" in Manipur, has claimed that key stakeholders in neighboring Mizoram, including chief minister Lalthanhawla and former Mizo National Front (MNF) activists, are supporting the demand, reports The Times of India on December 13. During their recent Mizoram tour, KSDC leaders met former Mizo National Front (MNF) activists and key leaders of Central Young Mizo Association (CYMA), KSDC information secretary George Guite said. "Recognizing the Kukis contribution and immense support during the MNF movement before the Mizo Accord was signed, our Mizo brothers also expressed their desire to support our movement to create a separate Kuki land," added Guite. The KSDC encompasses Kuki areas covering more than half of Manipur's territory spread over five hill districts in its proposed map of "Kuki state" covering Churachandpur, Chandel, and Sadar Hills in Senapati and large chunks of land in Tamenglong and Ukhrul Districts even as the Nagas and majoritiy Meities continued to oppose sharply the demand for a separate Kuki State . Stating that Kuki-Chin-Mizo-Zomi is the second largest community linguistically in the northeast after Assamese, the KSDC said its proposed map also covers 350 Kuki villages evicted during what it termed as Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM)-led Kuki genocide in the Nineties.

Pusa pointed out that both the Government of India and NSCN-Isak-Muivah (NSCN-IM) engaged in a dialogue for the last 15 years were committed and sincere to resolve the Naga political issue. Even as speculations are rife that the final outcome of the ongoing Government of India- Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) political dialogue could be the extension of the provisions of the 6th Schedule to the hill Districts of Manipur, the United Naga Council (UNC), on December 16, asserted that such an arrangement would not be acceptable to the Nagas of Manipur, reports The Sangai Express. UNC president L Adani said that their demand is an Alternative Arrangement for the Nagas of Manipur, outside the Government of Manipur and pending a final settlement to the Indo-Naga political dialogue. Elucidating, L Adani said 6th Schedule comes within the Government of Manipur while the demand for an Alternative Arrangement is outside the Government of Manipur and added that this is not something lower than the 6th Schedule. The Alternative Arrangement demand, outside the Government of Manipur, has been raised to protect our identity, safeguard our dignity and our rights, said Adani and added that the Government of Manipur has abysmally failed in ensuring this. Adani added that the question of sovereignty does not arise under the Alternative Arrangement demand. “The demand for Alternative Arrangement is outside the Government of Manipur but within the Constitution of India,” he elaborated.

A joint team of Arunachal Pradesh and Assam Police on December 17 arrested a 'brigadier' of the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), Absalom Raman alias Absalom Tangkhul, from a village in Tirap District along Assam-Arunachal Pradesh border, reports Business Standard. "This is probably the biggest catch of an insurgent leader in Arunachal Pradesh", the sources claimed. The NSCN-IM ‘top gun’ was active in Tirap and Changlang Districts for over 10 years and was behind the ingress and establishment of NSCN-IM in an area previously dominated by Khaplang-faction of NSCN (NSCN-K).

NSCN-IM on December 18 blamed the Central Government for “not tightening the rein” on National Investigation Agency (NIA) under Ministry of Home Affairs (MHA). In a press release, NSCN-IM ‘Ministry of Information and Publicity (MIP)’ termed it “strange” the way the Government of India has been “changing its colour” in handling Naga issue for more than fifteen years. The ‘MIP’ pointed out that 2012 has been accepted as the “most crucial stage” of the political negotiation as people have been waiting for the Government to announce the basis for Naga political solution. However, MIP stated that much to the “discomfort” of NSCN-IM in particular and Nagas in general, NIA has been “issuing court summons” to some of its top leaders and even arrested “Naga Army officers” at will.

The militants from “Chiemakhuma camp” were identified as ‘Second Lieutenant’ Apum, ‘Corporal’ Nali and ‘Lieutenant Corporal’ Fulu. One AK-56 rifle with one magazine and 29 live rounds, one sten-gun (MK-11) with two magazines and 30 live rounds and one pistol with magazine and six live rounds were recovered from the possession of the arrested militants.

An all-party delegation of the State will shortly leave for New Delhi to press yet again with Union Minister of Home Affairs Sushilkumar Shinde the demand for handing over an Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militant, ‘Lieutenant Colonel’ R.P. Livingstone, to face trial in Momoko molestation case, reports The Hindu on December 27. The decision was taken at a meeting of 16 political parties on December 25. The news report further states that the R.P. Livingstone is hiding in a peace camp in the State. But, according to the terms of the ceasefire between the NSCN-IM and the Central and the State Government cannot go there and affect the arrest. NSCN-IM on December 22 expressed regret and described the molestation charge a ‘small incident’ which has been blown out of proportion. The incident had taken place on December 18.
