The interrogation of suspected Colombo-based Inter-Services Intelligence (ISI) agent Mohammed Zahir Hussain has brought out that he has been making attempts to establish a widespread network to carry out activities, including circulation of fake currency in south India, reports The Times of India on May 2. Earlier on May 1, based on information provided by Hussain, Police arrested two of his associates - Siva Balan, also a Sri Lankan, and Mohammed Salim of Chennai. According to the sources, Hussain and his two associates have confessed to running the fake currency racket. Hussain, actively engaged in recruitment of youngsters, was arrested on April 29 on a tip-off and fake currency notes were seized from him. The investigators are focusing on whether Hussain had any link with Rajasthan-based Indian Mujahideen (IM) operative Ashraf Ali, who was arrested in a joint operation by Rajasthan and Tamil Nadu police on May 1 in Cuddalore. Meanwhile, a Cuddalore court has granted five-day transit remand of Ashraf Ali to enable Rajasthan police to take him to their state for further interrogation.

The Rajasthan Anti Terrorist Squad (ATS) on May 1 arrested a suspected Indian Mujahideen (IM) operative, Ashraf Ali from Chidambaram town in Cuddalore District, reports The Times of India. He has allegedly set up and ran an IM module in Rajasthan. Ali is editor of Urdu magazine 'Nida-E-Haq', which allegedly lured Muslim youths in Jodhpur (Rajasthan) to join the IM and prepared them to be part of the terror outfit's sleeper cells, which consists of secret agents who receive specialized training in their homes and are later given assignments in other areas. Sources said Ali moved to Jodhpur from Uttar Pradesh over a decade ago. Ali had gone missing on March 23, 2014 when the state ATS and the Delhi Police arrested a IM operative Zia-ur-Rehman alias Waqas along with three other operatives of the outfit, and seized a huge cache of explosives. On his run since March 23, the ATS said the accused spent some time in Bali (Rajasthan), Marwar and then went to Hazrat Nizamuddhin (Delhi). Later, he met some members of Tablighi Jamaat. "Ashraf went to Chennai with them. Later, he sneaked into Chidambaram, where he was living for the past one week," said a senior officer of ATS."Ali was arrested with the help of Tamil Nadu Police and is being brought to Jaipur, where he would be produced in court," said Alok Tripathi, Additional Director General (ADG) of ATS.

In a major breakthrough in foiling the Islamist terror group’s recruitment and fundraising operations in West Asia, a key Indian Mujahideen organiser, Faizan Ahmad Sultan was deported by the UAE on May 2, reports The Hindu. Faizan was escorted to New Delhi by Research and Analysis Wing (RAW) officials and was arrested by the National Investigation Agency (NIA) soon after his arrival. Faizan played a key role in helping Indian Mujahideen fugitives flee India after a 2008 police operation targeting the group led to the arrest of several second-rung operatives, and the death of top commander Mohammad Atif Amin. In addition, he is alleged to have helped Mohammad Ismail, also known as “Gora Ismail,” route funds from Karachi-based Indian Mujahideen military commander Riyaz Ahmad Shahbandri to operatives in India. The UAE authorities detained Faizan soon after he was located by RAW in February, based on leads developed through the interrogation of alleged Indian Mujahideen commander Mohammad Ahmad Zarar Siddibapa. Siddibapa, held while crossing the India-Nepal border last year, is now awaiting trial, the sources said.

The Supreme Court on May 2 refused to issue any further direction to the tribunal constituted to examine the ban on the Students Islamic Movement of India (SIMI) for the seventh time, reports Deccan Herald. A bench of Chief Justice R M Lodha and Justice Kurian Joseph said the SC order on the functioning of the tribunal under the Unlawful Activities Prevention Act was crystal clear and so it did not need to issue any more directives. A counsel representing two erstwhile SIMI members urged the court to ensure that the tribunal adhered to the rules of evidence. They wanted assurance that the tribunal would not only go by confessional statements, which were extracted from alleged members, and secret documents that were not shared with the lawyers for the organisation. The court, however, said there was no need for any interim direction and posted the matter for final hearing on August 12 before a three-judge bench that previously took up similar matters.

Indian Mujahideen (IM) operative, Asraf Ali, who was arrested from Cuddalore District of Tamil Nadu on May 1, was the main source of setting up IM modules in western Rajasthan, Anti-Terrorism Squad (ATS) investigations have revealed, reports Deccan Herald on May 5. Security agencies said that the decision to set up an IM module and sleeper cells in Rajasthan was taken way back in 2011 on the directions of Pakistan-based Riyaz Bhatkal, who is wanted by the National Investigation Agency (NIA). Asraf, along with two others, Maroof and Barqat, was arrested a month back by the Police. They were reportedly working together to raise more modules in the state.

The May 1 twin blasts aboard the Bangalore-Guwahati Express at Chennai Central railway station was most likely masterminded by a group from outside Tamil Nadu, said investigators who grilled Al-Umma operatives and some others, reports The Times of India on May 5. This strengthens the suspicion on Indian Mujahideen (IM) which has sleeper cells in Karnataka though investigators don't rule out the involvement of some other extremist group. A CB-CID source said a team interrogated Al-Umma activists Panna Ismail, 'Police' Fakrudeen and Bilal Malik who are in Vellore jail. "We have made inquiries with a few more prisoners who have a history of bomb-making," said the source, adding, "We infer that local groups didn't have a direct role in Thursday's act of terror." Preliminary forensic reports have pointed to the use of ammonium nitrate and nitro toluene, along with sulphur as the base materials. They also used metal balls and nails as shrapnel. "Such bombs are used by members of Indian Mujahideen. A National Security Group (NSG) team has also confirmed the similarities of materials used here and in the Patna blasts reported on October 27 last year during a BJP rally in Bihar. Experts also point out that Al-Umma attacks are usually targeted at some leader or a specific person rather than the public," a source said. As reported earlier, one passenger, identified as Swathi died and nine others were injured in the blast on May 1.

Anti-terrorist Squad (ATS) had arrested SIMI operative Gulrez Mustafa from Bhopal railway station on April 27, 2014 when Faisal, another SIMI man, was brought to Bhopal from Delhi. Mustafa had come to the railway station to meet Faisal. Action against Mustafa, a resident of Choti Gwaltoli locality of Indore, who was on the ATS radar for long, was taken on the basis of intelligence inputs. Gulrez is believed to have helped terror suspect Abu Faisal alias doctor to go to Mahidpur via Indore after he escaped from the Khandwa jail on October 1, 2013. In December last year, the ATS had nabbed Faisal and two of his accomplices on December 24, 2013. Carrying a reward of INR 15,000 on his head, Gulrez was on the run and was arrested with Faisal in 2007 from a hotel in Indore.

According to National Investigation Agency (NIA), he was wanted in various cases in India for allegedly conspiring for waging war against the country, raising funds for terrorist acts and recruitment of persons for the banned terror outfit. An Interpol Red Corner Notice was also issued against him to secure his provisional arrest in Sharjah. These details are part of the 17,000-page charge-sheet filed by the Anti-Terrorist Squad (ATS) against 12 SIMI operatives, including its MP 'chief', Abu Faisal on May 12, before chief judicial magistrate (CJM) Pankaj Maheshweri. "Plan was to plant explosives, blast the wall open at the opening of the tunnel and escape with Safdar Nagori in one of the three four wheelers parked outside the jail," reads the charge-sheet. The recce was done 15 days before the plot to blast the Gujarat's high security Jail's wall was busted after the prison authorities stumbled upon and 18-foot tunnel on its premises on February 11, 2013, they said. Digging of tunnel had left the jail officials, Gujarat Police and intelligence officials worried as the prison had 14 accused of the Ahmedabad serial blasts including Safdar Nagori. In May 2013, Gujarat crime branch had filed a charge-sheet into the Sabarmati jail break bid case, naming 24 persons, including SIMI leader Safdar Nagori and others under Sections 130, 224 and 102 (B) of the Indian Penal Code (IPC) as well as Sections 42 and 45 of the Prison Act. None from Ujjian including Irfan Nagori figures in the crime branch's charge-sheet. Accused had dug up a long tunnel in the 'Chhota Chakkar' area of the prison. Irfan, Javed Nagori, Abdul Aziz, Mohammed Adil and Abdul Wahid were among those arrested from Topkhana locality of Ujjain on January 1, 2014 following information given by five other SIMI activists who were taken into custody in two different operations in MP and Maharashtra. Sources from the agencies said that on the basis of specific information, they have tracked down a website which was operated from a server located on an island named Tokelau, south of New Zealand. This website mentions the names of terror suspects to be freed. "Some of them are lodged in Sabarmati jail in Ahmedabad," said a senior Police official of Gujarat. Police have also identified IP addresses from which the website has been accessed and 41 of them are located in Gujarat. Investigations, going on for about a fortnight, revealed that two Indian Mujahideen (IM) operatives and are based in Waziristan of Pakistan, are suspected of operating the website. While one hails from Bhatkal of Uttara Kannada District of Karnataka, and has named himself after Mohammed Ata, the 9/11 attacker, the other is from Mumbai in Maharashtra. Both of them are in touch with their IM counterparts in India and their website invites youths from India for Jihad. "We have sought the details from the cyber cafe owners to ascertain the names and addresses of people who are suspected to have used the terminals," said a senior Police official.

The Times of India adds on May 22 that main accused in the case Haidar Ali alias Black Beauty was arrested along with his associate Mujibullah from a bus stop in Ranchi on May 20 while Nauman Ansari and a minor were arrested on May 21 from Daltonganj. NIA Director General Sharad Kumar said, “On Tuesday we picked up mastermind of the blast Haider Ali alias Black Beauty and Mojibullah and after their sustained interrogation, other two suspects -- Numan Ansari and a juvenile -- were held. With this, we have arrested all 13 accused in the case", New Indian Express reports on May 22. The NIA Chief further added that Haider was the most wanted terrorist on the run, after the arrest of Yasin Bhatkal, Assadullah Akhtar, Tehseen and Waqas. He was trying to galvanise Students Islamic Movement of India (SIMI) and IM operatives after the arrest of the top terrorists. Haider, the mastermind of Patna and also Bodh Gaya blasts of July 7, 2013, was carrying INR10,00,000 bounty on his head. “He has also been found working at the behest of foreign handlers and receiving funds through hawala [illegal money transaction] channels. Tuesday’s arrest clearly establishes the links between the SIMI and IM. The bombs used in the Patna and Bodh Gaya blasts were manufactured at Baralota lodge in Ranchi,” Kumar said. The group had a unique practice of choosing the leader of an operation through qura'h andazi (a draws of lots) and believed in using maal-e-ghanimat (war booty) for terror attacks. Sources said the group had committed robbery at a jewellery shop in Indore (Madhya Pradesh) few years ago and run away to Rampur (Uttar Pradesh). They used the money from the loot to fund terror activities, The Times of India reports on May 22. . "This SIMI network is big. We suspect some local handlers to be involved as well. We will question him over this," said an NIA officer adding that the group would also be questioned over recent Chennai blasts as the bombs have been found to be similar. A court in New Delhi on May 23 handed over the custody of Indian Mujahideen (IM) suspects Tehseen Akhtar alias Monu and Waqas alias Zia-ur-Rehman to the National Investigation Agency (NIA) team conducting investigation in 2013 blasts in Hyderabad's Dilsukhnagar, reports Zee News. According to sources, Special Judge I.S. Mehta allowed the investigating agency's plea seeking three days' transit remand of the duo. "Both the accused are allowed to be taken to NIA special court, Nampally, Hyderabad, and both accused persons are given on three days' transit remand to NIA, Hyderabad, and hee is directed to produce them before the said court and thereafter he is further directed to produce both the accused persons before this court after completion of investigation...," the court said.

He is, hence, planning to flee Pakistan and join hands with al Qaeda. Also, according to Indian security agencies, ideological differences emerged between ISI and IM. Relations between ISI and IM apparently soured after IM reportedly squandered a major portion of fund given to them for conducting terror operations in India. Riyaz has also made it clear to his supporters that IM is joining al Qaeda and would obey Qaeda diktats with regards to future terror operations. "To please al Qaeda, Riyaz now wants to conduct fidayeen attacks in India. In fact, Yasin Bhatkal has also revealed that now there is an al Qaeda operative based in Uttar Pradesh," said another officer. Moreover, on instructions from Afghan al Qaeda leadership, Riyaz is also spreading his network among the Rohingya Muslim community in Myanmar. "During one of the online chats, Riyaz told Yasin that this was being done on instructions from al Qaeda," the officer said.

Haider Ali alias Black Beauty, the alleged Patna blast accused wanted to build a splinter group of the banned Students Islamic Movement of India (SIMI) by inducting fringe elements, who were on the run after Khandwa (Madhya Pradesh) jailbreak, The Times of India reports on May 26. The five escapees were on Haider's radar. Jailbreak mastermind and state's SIMI 'chief' Abu Faisal had met Haider before his arrest in Barwani District on December 24, 2013. Those on the run include Amjad, Aslam, Zakir, Mehboob and Ejazuddin. They were last seen in Odisha where they managed to dodge a team of the state Anti-Terrorist Squad (ATS) despite specific inputs on location. ATS officers are now in Delhi to interrogate Haider Ali and take him into their custody. Haider gave Faisal INR 60,000 and assured him of help to cross over to Nepal and then get access to Taliban brass. A second meeting was set up in Rourkela (Odisha) in third week of October, but it did not materialise. Faisal told interrogators the meet was cancelled as Haider went underground after the Patna blasts.

For example, 'reservation' stands for the dreaded AK47 assault rifle, 'ticket' means a pistol and a 'deposit' refers to a fidayeen. "It is a gold mine of information which will help security agencies understand how terror operatives communicate with each other," said a senior intelligence officer. According to sources, Pakistan's Inter-Service Intelligence (ISI) is referred to as 'Voda', while ISI agents are called 'Taagut'. Terror outfit al Qaeda is encoded as 'Micro' and the Waziristan-based al Qaeda is referred to as 'Waagu'. al Qaeda operatives and members are called 'uperwalen' (people on the top), said a source. IM oprative Riyaz Bhatkal and his elder brother Iqbal are called 'chta' (small) and 'bada' (big) respectively. Top IM operative Yasin Bhatkal, who was arrested by the National Investigative Agency (NIA) in August last year, is referred to as 'Prnc' (prince) and TB. Assadullah Akhtar alias Haddi is called 'Champ2'. Another top IM operative Amir Reza Khan alias Rizwan, who is believed to have joined hands with al Qaeda is simply referred as 'Rzz'. Gujarat is called Jejuu and Bhatkal is called Dehat by IM members, informed a source. A passport is termed 'Khaldy'. The NIA is referred to as 'N eye' and Jews or Yehudis are called Yao. "EN@ means Inshallah," the source added. Terror outfits have also come up with imaginative code words for arms and explosives. A pistol is called 'ticket', an AK47 assault rifle is termed 'reservation'. Fidayeens are called deposits, while a submarine is referred to as a 'mmrruine'. 'Kalungi' stands for explosives and detonators are called 'elaichi' (cardamom). Social networking sites Paltalk and Nimbuzz are referred to as 'pt' and 'n', informed the source. Riyaz Bhatkal used to operate his chat accounts with bogus IDs like 'Samlove' and 'Patara Singh'. Yasin had created fake IDs in the name of 'halwa wala', hbahaddur and diwanapyarka114, the source said.

Intelligence sources said IM operative Haider Ali, during interrogation, confessed that he used to receive money from Abu Faisal who was the leader of SIMI in Khandwa. Of the seven SIMI activists, three including Abu Faisal, were arrested again. Sources said Faisal had created a group of six SIMI members. They were used for collecting money for the SIMI's activities. It was at the behest of Abu Faisal that the SIMI members had committed five robberies in different parts of the country in which lakh were looted.

While Ali and his three associates, arrested by NIA on May 19, denied involvement, their claims have been corroborated with their location being found in Jharkhand at the time of the Chennai blasts. "As of now, there is nothing to suggest that Haidar Ali and his associates were involved in the Chennai blasts. However, there could be involvement of some other module of the same organization," an internal security officer said. The other suspect in the case, Tamil Nadu-based terror outfit Al Umma, is also being ruled out. It was being suspected that Abu Bakr Siddique of the outfit may have carried out the attacks. But investigations failed to establish a motive behind the attack and also the justification for a Tamil Nadu outfit operative to board the train in Bangalore and time the blasts for Nellore in Andhra Pradesh. The blasts happened in Chennai because the train was running almost 90 minutes late. Interrogation of the Patna blasts accused revealed that Indian Mujahideen (IM) operative Tehseen Akhtar, named in the First Information Report (FIR) as one of the accused, may not be involved in the blasts. "There is no evidence of Tehseen's direct involvement in the blasts. As yet there are only indications of Tehseen giving ideological support to the Haidar-led group," said the officer.

The court has asked all the accused, including those who received bail in the case, to be produced in court on June 16 for completing procedures before beginning trial in the case. Panayikulam SIMI camp case is related to a secret meeting of SIMI activists at Panayikulam near Aluva on August 15, 2006, and has listed 17 accused in this regard. Indian Mujahideen (IM) operative Haider Ali alias Black Beauty revealed during interrogation that Students Islamic Movement of India (SIMI) funded IM which carried out serial blasts at various places, Deccan Herald reports on May 31. Haider, told National Investigation Agency (NIA) sleuths that he used to receive money from Abu Faizal alias Doctor, the self-styled head of the Madhya Pradesh (MP) unit of SIMI for carrying out terror attacks. Haider admitted that Faizal had funded the Bodh Gaya and Patna blasts last year. During the sustained interrogation, Haider told the NIA team that it was Faizal who was the brain behind the five bank robberies in MP, including a Mallapuram heist in Khandwa in which Rs 1.25 crore was looted in October last year. Haider’s confession has helped the investigating agency to establish the link between IM and Simi, which was banned in 2001.
