The Delhi Police that had arrested Indian Mujahideen (IM) operative Ejaz Shaikh, in the July 13, 2011 (13/7) Mumbai (Maharashtra) blasts case from Saharanpur in Uttar Pradesh this September handed over his custody to Maharashtra Anti-Terrorism Squad (ATS) on December 3, reports dnaindia.com. Additional Director General of Police, ATS, Himanshu Roy said Shaikh, 27, a Pune resident, is the brother-in-law of another IM operative Mohsin Chaudhary. "Shaikh was produced before the Maharashtra Control of Organised Crime Act court, which has granted us his custody for 14 days. We have reasons to believe he was involved in the 13/7 blasts," Roy added. On receipt of specific information, officers of the Special Cell of Delhi Police had apprehended Shaikh from Saharanpur railway station. As per the Delhi Police, it was Shaikh who had sent e-mails to media houses, claiming responsibility, under the signature of 'Al Arabi', of the Varanasi serial blasts and the Jama Masjid terror attack in 2010. Shaikh replaced Mansoor Ali Peerbhoy, who was heading IM's media cell and was arrested in 2008, due to his expertise in the use of Wi-Fi.

A group of six Students Islamic Movement of India (SIMI) cadres, including five who escaped from Khandwa (Madhya Pradesh) jail in October 2013, has been tasked by Inter-Services Intelligence (ISI) to unleash terror acts in India, most likely in Karnataka, Maharashtra and Rajasthan, reports Times of India on December 8. Issuing an alert to the states in this regard, the central intelligence agencies on December 8 released photographs and other details of members of this SIMI module, also suspected behind the Chennai (Tamil Nadu) railway station blast in May 2014, the explosion near Pune's (Maharashtra) Dadguseth's temple in July 2014 and, more recently, the blast at a Bijnore (Uttar Pradesh) house in September 2014. It warned of possible strikes by the SIMI module - comprising the five escapees Aijajuddeen, Aslam, Amjad Khan, Zakir Hussan and Mehboob Guddu, besides Salik alias Sallu who joined the group recently - after it was learnt that it was in touch with Pakistan-based elements "who had tasked it to undertake terrorist acts in India". Also living with six SIMI cadres is Mehboob Guddu's mother Najma Bee; though not directly involved in a terror act, she could face the charge of aiding and abetting activities of a terror outfit. An unnamed official said, "Alert is specific to the states of Rajasthan, Karnataka and Maharashtra...attack is also possible in certain other cities of India." Karnataka, Maharashtra and Rajasthan have been specifically alerted and told that the terrorists could be hiding in the three states, they said. According to intelligence sources, the five SIMI cadres involved in the Khandwa jailbreak have been moving from one state to escape surveillance. The five SIMI activists - lodged in Khandwa jail for offences ranging from robbery to policemen's murder to terrorism - had, along with two others, staged a daring jailbreak in October 2013 by scaling the 14-ft prison wall. One of the escaped prisoners surrendered the next day, while another named Faisal was nabbed in December 2013 from Barwani in Madhya Pradesh.

The CCTV footage shows that five operatives of Students Islamic Movement of India (SIMI) who escaped from a jail in Madhya Pradesh's Khandwa in October 2013, Aizazuddin, Amjad, Aslam Ayub, Zakir Hussain and Mehboob alias Guddu, escaping after the Bijnor (Uttar Pradesh) blast of September, 2014, reports IBNLive. They were all spotted in the video seeking medical attention after getting injured in an accidental blast while making bombs. According to sources, the Bijnor attack was planned somewhere in the National Capital Region (NCR). The operatives are also suspected to have carried out a blast in Pune in July 2014. Mumbai Police has sounded an alert to all 93 Police Stations in the metro following an Intelligence Bureau input about a possible terror strike in the city. Sources say the SIMI operatives unlike Indian Mujahideen (IM) do not leave any trail behind, thus making the job even more tougher for top security agencies. Since their jailbreak, five SIMI operatives have traveled to Rajasthan, Gujarat, Andhra Pradesh and Karnataka, say sources.

Recent intelligence inputs had warned of possible terror strikes by Lashker-e-Toiba (LeT), Students Islamic Movement of India (SIMI) or remnants of Indian Mujahideen (IM) based in Pakistan, at places with high footfalls, including malls, railway stations, and, prominently, schools. Earlier, the Centre on December 16 issued an advisory to all states/Union territories, asking them to be on high alert until end of January 2015.

A month ahead of US President Barack Obama’s visit to India, the security establishment in India is on its toes with the Intelligence Bureau (IB) warning that Laskhar-e-Toiba (LeT) may target two “unspecified hotels in the national capital and the Delhi-Agra highway”, Asian Age reports on December 18. While security in and around New Delhi is being increased following inputs shared by American intelligence agencies, officials are also alive to the possibility that “hotel” and “highway” may be code words for other possible targets. As a result, security at all vital installations, sensitive locations and public places with high footfalls is being intensified. Union Home Minister (UHM) Rajnath Singh said that all states were told to ensure “target hardening” of vulnerable places and installations, including the Railways and schools, after the Peshawar attack. The Times of India adds that the intelligence agencies have also warned of a serious threat from Students Islamic Movement of India (SIMI) operatives, who, they claim, have capability to carry out attacks in most parts of the country.

India is all set to issue a country wide terror alert on December 17 (today) asking all the states to maintain full vigil for at least the next two months, reports dnaindia.com. The advisory comes at a time when festive season of Christmas and New Year is on and the US President Barack Obama has confirmed his presence for the Republic Day parade on January 26, 2015. Sources said that though terror attack by Taliban that killed at least 146 school children is not directly connected to India, the network of hardened affiliate terrorists like Lashkar-e-Toiba (LeT), al Qaeda, Indian Mujahideen (IM), Jaish-e-Mohammed (JeM) and Jama'atul Mujahideen Bangladesh (JMB) etc. can always get emboldened by such incidents and take the fancy to do something more to keep the momentum of terror strikes. A detailed advisory is expected to be issued by the Union Ministry of Home Affairs (UHMA) telling state governments, markets associations, railway stations, religious places and Shopping Malls to take specific steps to thwart an attack.

Letters written from the Sabarmati Central Jail (Ahmedabad, Gujarat) by high-security inmates will be scrutinised by the Ahmedabad Crime Branch (CB) and then sent to the addressees, The Times of India reports on December 22. The decision was taken after it came to light in October 2013 that an Indian Mujahideen (IM) suspect lodged in Sabarmati Jail written letters to two addressees in Pakistan and that the letters went unscrutinised. Crime Branch (CB) sources said there was nothing in the letters which could have attracted criminal prosecution. "But since the letters were written to addressees in Pakistan and that too by IM suspects, there was the responsibility of scrutinizing the letters written by such inmates," added Crime Branch sources.

A special Maharashtra Control of Organised Crime Act (MCOCA) Court dropped MCOCA charges from the 23 suspected Indian Mujahideen (IM) operatives who are accused of sending terror emails before and after the 2008 Gujarat serial bomb blasts, The Times of India reports on December 25. This could help the accused get bails now. The Mumbai Police Crime Branch had arrested a set of 23 people in August 2008 and alleged that they were behind the terror emails that warned bomb blasts and later claimed the responsibility of the bombings. The accused, said the Police, had hacked into the unsecured wi-fi network of a private firm Chembur, Khalsa college's wi-fi and the wi-fi network of an American national, Ken Heywood (who stayed in Navi Mumbai).

Terror outfit Islamic State (IS) appeared to have emerged as a threat factor in the Indian security radar during 2014, The Times of India reports on December 25. The arrest of a Bangalore-based executive, Mehdi Masroor Biswas, who was operating a pro-IS Twitter handle to propagate the ideology of the Middle-East terrorist group, climaxed some disquieting events earlier in the year. The disappearance of four Mumbai youths in Iraq-Syria and return of one of them raised concerns over how some of the Indian Muslim youths have become radicalized through social networking sites and other cyber outlets. Intelligence Bureau (IB) Chief Asif Ibrahim recently said there was an imminent danger of Indian youths moving to the conflict zone (Iraq-Syria), emerging as a role model and such developments may directly or indirectly pose a threat to the country. "The threat potential is accentuated with some lower rung elements returning from conflict zone," he had said. The Indian hinterland continues to remain the prime focus of Pakistan-based terrorist outfits, particularly the Lashkar-e-Toiba (LeT) and Indian Mujahideen (IM), as the Union Ministry of Home Affairs (UMHA) found that these groups were setting up their infrastructure in Bangladesh and using the porous Indo-Bangla border to send arms and ammunition into India. Blast in a madrasa (Islamic Seminary) in West Bengal's Bardhaman District has pointed out designs of the terrorists of the neighbouring country to set up bases in India. During 2014, the UMHA also extended the ban imposed on Students Islamic Movement of India (SIMI) saying if not curbed, the outfit will reorganise and "disrupt the secular fabric" of the country. The extension came as the government found that the activities of the outfit continue to be "prejudicial to the integrity and security of the country".

Police in Jaipur and other Rajasthan cities sounded a high alert on December 26 after an email purportedly sent by Indian Mujahideen (IM) appeared on the computers of 16 State Ministers, including the State Home Minister, threatening terror strikes across the state on January 26, 2015, reports The Times of India. It reads, "Dear minister, we are Indian Mujahedeen. You people be careful. We are going to give you a Big Bang surprise. You can do whatever you want but it's a challenge that we will carry out many bomb strikes in Rajasthan. We will act on January 26. Stop us if you can — Notice by IM." The outfit's motive may be to avenge the arrest of at least 14 of its terrorists over the May 13, 2008 Jaipur serial blasts which killed 71 people. Police termed the mails "serious" with the state Anti-Terror Squad (ATS) writing to Google for verification of the location of the mail sent from a Gmail account. The sender, who goes by the name identified as Lionazarda, is yet to be identified.

The low-intensity bomb explosion on December 28, in Bangalore prompted Karnataka Chief Minister Siddaramaiah to announce the setting up of a special cadre for intelligence in Karnataka Police besides recruiting 40 software engineers to the Police force on December 29, reports Economic Times. The announcement came after Siddaramaiah held a meeting of top Police, home department and administration officials. A new law along the lines of the Andhra Pradesh Public Safety is also being contemplated. It would make mandatory the setting up of CCTVs and access checks in all places where more than a hundred gather. In this specific case, Bengaluru Police Commissioner M N Reddi said a reward of INR 10,00,000 would be given for any information leading to the arrest of the perpetrators. Siddaramaiah said the Police were looking into the possible involvement of terror groups like Al Ummah, Students Islamic Movement of India (SIMI) and Indian Mujahideen (IM). While investigators unofficially said the blast had the fingerprints of Al Ummah from Tamil Nadu, Reddi revealed that the Chennai police showed interest in blast due to its similarity to the Coimbatore blast of 1998 and a couple of blasts reportedly triggered by them in Andhra Pradesh. With terror elements drafting the youth for Islamic State (IS) through encrypted forms or closed room chat boxes on social media sites, Telangana Police are in the process of strengthening their cyber hacking system by procuring advanced tools to penetrate the ‘terror web’, reports Times of India on January 1.The report said that Ansar-ul-Tawhid al-Hind (AuT), a suspected offshoot of the Indian Mujahideen (IM), has been making efforts to recruit local youth online for the IS. Abdul Khadar Sultan Armar, a key member of AuT, has been scouring the internet for fresh recruits. Adept at eluding security agencies, his role as recruiter came to the fore during his vain bid to recruit four engineering students from Hyderabad recently. Armar, who is suspected to be hiding in Afghanistan or Pakistan, became cautious about his covert online activities. According to intelligence sources, Armar had in the past interacted with prospective recruits through Skype, but after learning that his activities were being monitored, reportedly started taking precautions and avoiding online interactions. Intelligence sleuths are now acquiring advanced hacking tools to penetrate the closed chat rooms and crack encrypted conversations of AuT to unravel their impending conspiracies. "About four to five people, including Armar and a few former Student Islamic Movement of India (SIMI) activists, sitting in Af-Pak or Gulf countries have been actively trying to lure local youth in Hyderabad and other parts of the country. A Bhatkal-based fugitive gang is behind this recruitment drive,'' intelligence sources said.Till date, state police could stop indoctrinated youths in at least six cases while trying to leave India to join global terror outfits. Besides these, some local SIMI activists had also uploaded blasphemous pictures on a social media website and fanned trouble in distant Bareilly in UP. An analysis by cyber wing officials traced its IP address to Madannapet and Kurmaguda, but elements behind the mischief are untraceable.
