The National Investigative Agency (NIA) has told a Delhi court that Pakistan’s intelligence agency the Inter-Services Intelligence (ISI) was closely connected with top terrorists of the Indian Mujahideen (IM), reports The Asian Age on October 3. The NIA told the Court that ISI had been provoking them against Indian and had been giving them shelter too. The NIA said this in its supplementary charge sheet filed against 20 suspected IM operatives, including its absconding co-founders Riyaz Bhatkal and Iqbal Bhatkal, in connection with a case relating to larger conspiracy of the banned group to carry out terror activities across the country.

Sources in the central intelligence agency said that al Qaeda, which recently announced an Indian wing Qaedat-al-Jihad, to carry out terrorist activities, has launched a module to recruit jihadis, reports The Indian Express on October 7. The analysis of chatters between terrorists based in Pakistan reveals that an al Qaeda terrorist has been given the responsibility of Uttar Pradesh and he is said to be operating independently. This shocking revelation has strengthened the agencies’ assessment that after crackdown on the Indian Mujahideen (IM), Pakistan’s Inter-Services Intelligence (ISI) and al Qaeda are looking beyond the IM to run terror operation. Several IM sleeper cells too have joined the separate module. According to officials, the al Qaeda cell in Bangladesh comprising Rohingya Muslims is tasked to provide logistics to terrorists in India to target vital installations, including trains. The terror finance is pumped through a Nepal-based hawala operator routed through Dubai.

The central investigating agencies probing the blast are not ruling out the involvement of Indian terror outfits like the banned Students Islamic Movement of India (SIMI), reports The Times of India. According to sources, SIMI's Safdar Nagori, who is now in jail, was present in this area between 2005 and 2009. An Intelligence Bureau (IB) officer said “We need to know who gave them financial and logistic support." The National Investigation Agency (NIA) report says that this matter is not solely restricted to activities of JMB. According to NIA, Shakil used to frequent the port area of Kolkata from where a top SIMI leader was arrested in 2012.

The National Investigation Agency (NIA) in its supplementary charge sheet filed against 20 suspected Indian Mujahideen (IM) men in a special court said that IM co-founder Riyaz Bhatkal not only used to send funds for terror acts across the country but also regularly provided money to families of the jailed and absconding operatives of the banned outfit, reports Pune Mirror on October 7. "Investigation has established that in pursuance of the conspiracy, accused A-10 (Riyaz Bhatkal) regularly sent funds for terrorist activities and also for daily subsistence needs to other IM operatives. Money was also regularly sent to the jailed IM operatives and to the families of jailed or absconding IM operatives," it said. The NIA claimed that Pakistan-based Riyaz Bhatkal had earlier asked arrested IM India chief Yasin Bhatkal to establish contacts with Maoists in Nepal for supply of arms for terror activities in India. "Acting on the directions of Riyaz Bhatkal, accused A-6 (Yasin Bhatkal) tried to establish contact with the Maoists in Nepal for arms supply. Riyaz had also told Yasin that he has been trying to establish some contact for procuring weapons from Kashmir," the agency said.

Intelligence agencies have warned the Centre that there is credible information to suggest that al Qaeda has already initiated a move to rope in the Students Islamic Movement of India (SIMI) to spread its network in the country, reports Deccan Chronicle on October 8. According to a classified note sent by the Intelligence Bureau (IB) to key agencies and some Union ministries, there is credible information that the al Qaeda was trying to establish contact with top leaders of SIMI. According to the intelligence note, details of which have been accessed by Deccan Chronicle, “al Qaeda through its operatives in Pakistan has already established contact with Riyaz and Iqbal Bhtakal, founders of Indian Mujahideen (IM), in Karachi, to gain access to SIMI’s formidable network of sleeper cells in the country. Since IM has worked in close association with the SIMI in the past, they will definitely help the al Qaeda and SIMI to come together.” The intelligence alert has also cautioned that al Qaeda will try and push in operatives into India through the porous Bangladesh border, adds The Asian Age on October 8. Top intelligence sources said Pakistan’s security agencies are also trying for an alliance since al Qaeda would need strong local logistical support to carryout subversive activities in India.

Police on October 7 produced around 20 suspected terrorists, who were arrested in 2008 on charges of conspiring to spread terror by blasting bombs in several parts of South India, before the Additional District and Sessions Court in Hubli, Karnataka to record their statement, reports The New Indian Express. In 2008, the Police arrested 20 persons on charges of having close links with banned Students Islamic Movement of India (SIMI) and being involved in terror activities. The accused were brought from different states. Eight of them from Ahmedabad prison (Gujarat), two from Thiruvananthapuram (Kerala) and the others from Dharwad central jail (Karnataka). Another accused who is out on bail, was also present in court to record his statement. When Judge Gopalkrishna Kolli asked the accused to record their statements and produce witnesses to prove their innocence, they hesitated as they did not have any record or witness to produce. However, all the accused ruled out having any links with arrested Indian Mujahideen (IM) terrorist Yasin Bhatkal and claimed that they were framed by the Police.

The CID officers on October 8 claimed that the terror links of Burdwan blast seem to have spread across the country to Jammu and Kashmir (J&K), Mumbai and Tamil Nadu, reports Hindustan Times. After tracing the phone calls made from two SIM cards seized from Rajira Bibi alias Rumi, the wife of Shakil Ahmed, who was killed in the explosion, CID officers suspect the terror link across the country. DIG of CID Dilip Adak said “It seems Shakil and his associates in Burdwan made and received several calls to and from Tamil Nadu, Mumbai and J&K barely 48 hours before the blast on the morning of October 2.” Another investigating officer said “We are now certain that Bangladeshi outfit Jamaat-ul-Mujahideen (JMB) is involved in the crime. Shakil and his wife are members of the outfit. Analysing these phone calls, we are trying to find out whether other outfits like Indian Mujahideen (IM) also involved.”

The six accused, including two women, who were arrested in the Burdwan blast case have reportedly given some important leads in the transnational terror conspiracy, in which Jamaat ul Mujahideen Bangladesh (JMB)’s key militant Kausar, who is now on the run, reportedly has connections with some Kerala-based terror modules, which are an alleged offshoot of the banned Students Islamic Movement of India (SIMI), reports Deccan Chronicle on October 14. Karnataka Police and State Intelligence have also sought information from the National Investigation Agency (NIA) on possible terror links here after unconfirmed reports indicated that Abdul Qader Sultan Armar from Bhatkal, who is reportedly absconding and is recruiting vulnerable Indian Muslim youth for the global jihadi organization, al Qaeda may also have a hand in the terror conspiracy and the revival of JMB. An unnamed officer said that “The terror network seems to cut across states and international boundaries. There are reported links with some terrorist modules in Kerala, which are being verified.”

Top officials with access to intelligence inputs have warned that al Qaeda has apparently joined hands with Indian terror outfits like the Students Islamic Movement of India (SIMI) to plan a series of bombings in the country during the festival season, reports Deccan Herald on October 14. The two groups were found to have joined forces when investigators discovered their roles in the recent Burdwan (West Bengal) and Bijnor (Uttar Pradesh) blasts. A top official said "To impart a big blow in India, al Qaeda and SIMI had chosen the month of October and their motive was to conduct a series of bombings on Dussehra and Eid-ul-Adha." However, the accidental blast in Burdwan in West Bengal put paid to the terrorists' bombings plan and they could not carry out any bombings on these occasions, the official added. "But Diwali (October 23) might be on their radar and any Indian city could be targeted by these outfits on this festival," the official said.

The transcripts of some of these chats, unearthed last year by National Investigation Agency (NIA) reveal that the ground had been laid in 2013 to launch terror operations under the leadership of “Bengali”. They also indicate that it was this operative who carried out the SMS campaign in 2012 that sparked panic among people from the northeast living in southern cities such as Bangalore, Karnataka. These chat conversations have gained significance in the light of the October 2 blast at a house in Burdwan in West Bengal which resulted in the death of two persons allegedly involved in making explosive devices.

The Times of India adds that the NIA has found fresh evidence which shows that the terror module stored IEDs at several hideouts in four Districts of West Bengal. According to central intelligence sources the nature of the planning and the information from the interrogation of Abdul Hakim at SSKM Hospital in Kolkata point towards links with Harkat-ul-Jihadi Islami (HuJI), Students Islamic Movement of India (SIMI) and Lashkar-e-Toiba (LeT). The network's main targets in Bangladesh were Dhaka and Rajshahi but Indian cities may also have been on the radar. Intelligence Bureau (IB) sources said that the terror module seems much more organized than it appeared. According to sources, Hakim has admitted to making bombs for three years. He also claims that dead 'terrorist' Subhan Mondal is actually Suvan Sheikh, a relative of Shakil Ahmed Gazi, the Jama'atul Mujahideen Bangladesh (JMB) No. 2 who was killed in the blast. From his statement, it appears that many locals had worked as foot soldiers, helping the module get land, money and daily logistics. Hakim has told investigators that the module has extensive presence across Burdwan, Birbhum, Murshidabad and Nadia and was scouting for new hideouts in West Midnapore and Malda. They recruited heavily from several educational institutes and had roped in over 150 operatives in the past three years, he said.

Speaking to the news reporters on the occasion of NSG's 30th Raising Day in Manesar near Gurgaon (Haryana), Choudhury said, "Now that they (al Qaeda) have declared an intention to attack India, they might combine with outfits like Lashkar-e-Toiba (LeT), ISIS and Indian Mujahideen (IM)." Calling the 2008 Mumbai attacks (26/11) a “curtain raiser”, he said the country is facing threat of such attacks in more than one city at a time. He added that al Qaeda operatives had recced Bangalore (Karnataka) and Goa several years ago and “looking for vulnerable spots in India is nothing new for al Qaeda”. He said the NSG does not have its own intelligence setup to corroborate these inputs which were given by intelligence agencies.

Farooque Tarkash, an accountant from Pune, was granted bail on grounds of parity, as another accused in the case who was arrested on the same charges had been granted bail earlier by Bombay High Court. Tarkash was among the 21 IM operatives arrested in September 2008 by the Mumbai crime branch, which was probing the terror emails sent by IM operatives after the Ahmedabad, Jaipur and Delhi serial blasts.

Officials of the ATS said that the accused, who had allegedly opened fictitious accounts on a social networking site, had allegedly mentioned about 'carrying out a blast on American organizations in Mumbai' in chats with some Shakeel Ahmed. A Kurla resident, Ansari lives in the building where Indian Mujahideen (IM) founder members, Riyaz Bhatkal and his brother Iqbal, once lived, said the officials, adding that the banned organisation, Students Islamic Movement of India (SIMI), also has its roots in the same locality. The Police have confiscated Ansari's personal and official computers, which allegedly had 'objectionable' pictures and videos. The computers have been sent to forensic experts to retrieve data. The high quality FICNs are printed in Pakistan and routed to India through Bangladesh. NIA sources said that “We now suspect that sending in FICN is a form of the much talked about 'Money Jihad'. A clear pattern has emerged regarding the route of the FICN once it reaches Indian soil. A large part of it is sent to places like Moradabad in Uttar Pradesh that have links to terror outfits. The remaining has been tracked to southern states, particularly to locations from where terror modules are known to operate.” Sources also said that “Despite the developments over the last few weeks that has led to tightening of security, attempts are continuing to push in FICN from across the International Border into West Bengal. Even when IM co-founder Yasin Bhatkal was first arrested, FICN was found in his possession."

According to sources before carrying out the serial blasts in the city, SIMI and Indian Mujahideen (IM) operatives had attended terror camps held in the jungles of Wagamon in Kerala and Halol in Gujarat. Senior Police officials said after the Bijnor blast in Uttar Pradesh (September 12, 2014), it had come to light that the explosion had occurred when alleged IM operatives, who had earlier escaped from Khandwa jail (Madhya Pradesh), were making explosives inside the house. "There was an intelligence input that IM operatives, while on the run from Khandwa, had passed through a place near Ahmedabad. The manual was first implemented by al-Qaeda while bombing United States (US) embassy in Kenya in 1998. It was produced as evidence in the case's trial by the Federal Bureau of Investigation (FBI) in 2001. FBI had first recovered it from the laptop of an alleged al Qaeda operative in Manchester in United Kingdom (UK). The investigators probing the Bijnor blast case said that the way SIMI operatives functioned shows they followed the manual in toto. It guides on details like location of the hideout, lifestyle to be followed by operatives and keeping sufficient cash ready. The Police had recovered INR 900,000 the SIMI fugitives had handed over to two persons in Bijnor with the promise that they would collect the cash when required. The manual also cautions operatives against living together and that all of the group members need not be aware of where the others are holed up. Report adds that al Qaeda has already announced its intention to revive Islamist terrorism, which has ebbed in India following a crackdown on Indian Mujahideen (IM) cadres. Now, SIMI elements are being warmed up to replace them. While IM supports the Iraq-based Islamic State, the SIMI operatives have cozied up to al Qaeda.
