The accused, who were arrested after a raid on a house, informed that the Breakaway faction of Achik National Volunteer Council (ANVC-B) was involved in the kidnapping. The arrested miscreants have been identified as Zimston B Sangma alias Kentang (23), Robert B Sangma (34) and Rophi B Sangma (20). They also gave out the names of others involved in the kidnapping.

Meanwhile, the State Government has asked people of the State to denounce the 12-hour bandh call by ANVC-B on September 4 (today), demanding the Central Government’s intervention to restore peace in the troubled region of the Garo Hills. A statement issued in Shillong, on September 3, said that the State Government, taking serious note of the situation in Garo Hills, had called a meeting with the Members of Legislative Assembly (MLAs) of Garo Hills to work out effective steps to bring back normalcy in the militant-infected region. “The Government would like to reiterate its firm commitment to maintain law and order at all costs and to ensure that the security of its citizen is not compromised in any way,” the statement said.

The Shillong Times reports on September 4 that the Breakaway faction of Achik National Volunteer Council (ANVC-B) has accused the ANVC, its parent outfit, of breaking the ceasefire agreement by recruiting one Tangcha Sangma, who was not a listed member of the ANVC. In a letter addressed to S.K. Jain, Additional Director General (ADG) Special Branch, ANVC-B leader Rimpu Marak claimed that Tangcha Sangma is none other than Rudy Pangsang Sangma of Tura who had attended a meeting in Shillong (East Khasi Hills) in the guise of a photographer and was responsible for revealing the plots and plans of Chief Minister Mukul Sangma and ANVC leaders to annihilate the ANVC-B cadres before the final settlement.

The Shillong Times reports that two senior militants of the Liberation of A’chik Elite Force (LAEF) were arrested by Police in the night of September 6 who revealed that the armed group has been expanding their area of operations and making inroads into Garo Hills. Mingnam K. Sangma was arrested from his wife’s home in Rongtu village of Bajengdoba in North Garo Hills. He hailed from Gosingpita village and was originally with the Breakaway faction of the Achik National Volunteer Council (ANVC-B) group before joining the LAEF. Based on his leads, a joint team of Garo Hills and Assam Police raided Garo Kasumari village in Goalpara District and arrested the ‘commander of the finance unit’ of LAEF Sengrak K Marak (23). Through their revelations, Police know that the new ‘chairman’ of LAEF is one Biltang while Mathew Marak of Bakrapur village of Assam is the ‘military chief’. Mathew was a senior cadre who was arrested with three other cadres in Ri-Bhoi District of Meghalaya some years ago. He spent some time in Jowai Jail before securing bail and returning to revive his old outfit. The outfit had virtually ceased to exist following the killing of their ‘military chief’ and former police commando Peter Marak in 2006-07. The arrested duo has revealed to police that there are as many as thirteen AK rifles, ten numbers of 9mm pistols and other assortment of weapons and grenades including rocket propelled grenades (RPGs) in just two command structures of the group.

After rumour on September 17 about a possible attack on the Chief Minister (CM) Mukul Sangma while he was leaving for Shillong (East Khasi Hills District) from Tura (West Garo Hills Distrct), State Police decided to increase the security cover for him, reports The Shillong Times. When asked about the reason for this threat, a senior Police official stated that it was difficult to say anything at this moment. ANVC ‘spokesman’ Artist Sengsrang Sangma stated, “We will continue with our demand for creation of separate Garoland state (to be carved out of Meghalaya) not under the banner of the ANVC but politically and non-violence after signing the peace pact with the central and Meghalaya government." He further added, “This issue is very much alive as 80 per cent of our Garo people in Garo Hills wants a state of their own i.e. Garoland. There are political parties, civil society groups besides armed outfit the GNLA demanding for the same”. He added further, “We realised that an armed struggle against the state won’t help us achieve our goal. Many lives have been lost during the armed struggle for creation of Garoland.” The Telegraph further adds that when asked about whether the peace pact would bring lasting harmony in the strife-torn Garo hills where militant outfits have been emerging, disappearing and re-emerging Arist Sangma stated, “Maybe we will not be able to achieve it (peace) 100 per cent through the peace pact. Meanwhile, the key demand of Achik National Volunteer Council (ANVC) to increase the seats from the present 30 to 40 in the Garo Hills Autonomous District Council (GHADC) will take more time for its fulfillment even after signing of the final peace pact with the Centre in New Delhi on September 24, reports The Shillong Times on September 21. An official source said that the increase in seats will be possible only after an amendment to the Sixth Schedule of the Constitution. Under the proposed 40 seats, the ANVC had suggested direct election to 35 seats and nomination to the remaining five seats. At present, there is direct election in 29 seats in GHADC and the remaining one is a nominated member. With the signing of the peace pact on September 24, the ANVC will now get six months’ time to prepare for the electoral contest in the GHADC.

Four members each of the two factions of the ANVC will sign the MoS in the presence of Union Minister of Home Affairs, Rajnath Singh. Joint Secretary for Northeast Shambhu Singh will be one of the signatories. From the ANVC Dilash Marak and Jerome Momin are likely to sign the MoS while Rimpu Marak and Mukosh Marak may sign on behalf of ANVC-B. Earlier, on September 20, the ‘commander-in-chief’ of ANVC-B, Mukosh Marak was stopped by Central Industrial Security Force (CISF) at Lokpriya Gopinath Bordoloi International Airport in Guwahati (Assam) for carrying six empty shells of ammunition. According sources, Marak was on his way to New Delhi to sign the peace pact. However, the matter was settled as Marak told Central Industrial Security Force (CISF) personnel that he forgot to deposit the empty shells and later proceeded to Delhi.

On September 24, after more than ten years of signing the ceasefire agreement with Government of India (GoI), both Achik National Volunteer Council (ANVC) and the Breakaway faction of ANVC (ANVC-B) signed a tripartite memorandum of settlement (MoS) with the Meghalaya Government and the GoI at New Delhi, reports The Shillong Times. The Joint Secretary in-charge of North East of Union Ministry of Home Affairs (MHA) Sambhu Singh signed the MoS on behalf of GoI and the Additional Chief Secretary KS Kropha signed for the State Government. On behalf of the ANVC, Dilash Marak, ’chairman’ of ANVC and three others signed while Bernard N. Marak, ‘chairman’ of ANVC-B and three others signed on behalf of ANVC-B , adds The Telegraph. Union Minister for Home Affairs Rajnath Singh, Minister of State for Home Kiren Rijiju, Chief Minister Mukul Sangma and State Home Minister Roshan Warjri were present when the pact was signed. Former Mizoram Chief Minister Zoramthanga, who acted as a facilitator and representatives of Garo Students’ Union (GSU) were also present during the signing of MoS. According to the agreement, both the groups will be disbanded within three months and their cadres will surrender arms and ammunition to the authorities. The Government will also review all the criminal cases barring heinous ones pending against the leaders and cadres of ANVC and ANVC-B. An official source stated that the Government has agreed to give more powers to Autonomous District Council (ADC) under the Sixth Schedule of the Constitution in the Garo Hills region. Garo language will also be considered as an official language of the State.
