It also said that there was no clarity in the announcement made by Chief Minister (CM) Mukul Sangma regarding discussions taken up during the November 23 session on the rehabilitation packages for the former militants.

Meghalaya Chief Minister (CM) Mukul Sangma on December 3 said that the cadres of Achik National Volunteer Council (ANVC) are expected to surrender their arms and ammunition by mid-December 2014, reports The Shillong Times. Sangma said that the surrender of arms would pave the way for the disbandment of the outfit. Recently, the State Government issued a directive to start disbanding process of the two Garo rebel outfits, the ANVC and the Breakaway faction of ANVC (ANVC-B) at the earliest. The disbanding process came in the wake after the ANVC and ANVC-B have signed the peace agreement with the Union Government and State Government earlier on September 24 in New Delhi.

Achik National Volunteer Council (ANVC) ‘publicity secretary’ Arist Sangma on December 8 said that it will be “ecdysis’ of ANVC when the militant outfit officially joins the mainstream on December 15 at a function to be held at Tura in West Garo Hills District, reports The Shillong Times. While the Government has termed the function to bid farewell to arms as “home coming ceremony”, the ANVC wants it to be known as ‘ecdysis’ which means, shedding the outer cover (old ways). The official disbanding of ANVC and Breakaway faction of Achik National Volunteer Council (ANVC-B) will be held on December 15 at 11 am at Tikki Bandi in Dakopgre MP Stadium in Tura. This will be attended by both Central and State Government officials. According to ANVC, a total 167 armed cadres and around 285 civilian cadres will be verified by the Government. It was on September 24 that the agreed text for settlement was signed by both State and the Central Government officials in the presence of ANVC and ANVC-B leaders in New Delhi paving way for the disbanding of both the groups. As per the agreed text for settlement, ANVC should be disbanded within three months. The Sentinel adds that while the ANVC has kick started it adherence to the agreed text settlement by submitting the names of its cadres and a portion of its arsenal, its breakaway faction, ANVC-B has asked the Government to allow the outfit to complete the necessary formalities by December 13. The ANVC-B on December 9 directed all its cadres to report to its camp at Eden Bari in West Garo Hills District before December 12 to facilitate the disbanding of the outfit ahead of the December 15 official dissolution. In a statement, the outfit’s general secretary Jakrik Wareng said that the cadres who fail to report will be excluded from the final list which will be submitted to the Government. “The organization will not take any responsibility of those who fail to report on time,” he added.

West Garo Hills Deputy Commissioner Praveen Bakshi on December 10 said that Achik National Volunteer Council (ANVC) has already submitted its list of cadres and arms prior to the December 15 disbanding ceremony of ANVC and its breakaway faction ANVC-B scheduled to be held at Dikki Bamdi stadium in Tura in West Garo Hills District, reports The Shillong Times. “ANVC has already submitted its list of cadres and arms,” Bakshi said adding that the splinter group is expected to submit its list in the next few days. He hoped that this positive development will definitely encourage other militant groups to shun the path of violence and join the mainstream. Bakshi informed that the Government would help the surrendered cadres to open bank accounts and they will be given vocational training to help them start business of their own choice. According to the reports Chief Minister Mukul Sangma will attend the programme as the chief guest. The report adds that the ANVC has 162 ‘combat’ and 285 ‘civilian’ cadres, and all of them are expected to be present when the formal disbanding of the outfit takes place. The group will also bring along arms and ammunition to be handed over to the Government. However, for the benefit of its cadres, the ANVC will take a new name ‘Chellongma Kotok’, which literally means a “group of wasps”.

In separate news, a total of 748 militants of Achik National Volunteers Council (ANVC) and its breakaway faction ANVC-B surrendered on December 15, formally laid down their weapons, reports Nagaland Post. Meghalaya Chief Minister Mukul Sangma, who attended the disbanding ceremony held at Tura in West Garo Hills district, hailed the return of the militants to peace and said the groups had proved that violence was not the right path. The disbanding of the ANVC however does not guarantee peace in the region as the Garo National Liberation Army (GNLA) has emerged as a major source of worry for the government in the last couple of years. “It is an exemplary courage to be part of the mainstream. It demonstrates that violence can never be a solution to problems,” Sangma said.

Meanwhile, the West Garo Hills District administration has made elaborative security arrangements for the disbanding ceremony of the Achik National Volunteer Council (ANVC) and its breakaway faction ANVC-B to be held at Dikki-Bandi stadium in Tura on December 15, reports The Shillong Times. Deputy Commissioner Praveen Bakshi said that “We have put in place elaborative security arrangements at the venue to ensure that the ceremony passes off peacefully.” He also said that that both the ANVC and ANVC-B have submitted the list of cadres and arms and added that around 450 cadres of both ANVC and ANVC-B would be formally surrendering during the ceremony. The Telegraph adds that Government has invited the public to attend the ceremony through newspaper advertisements and outdoor publicity.

The A'chik National Volunteers' Council (ANVC) and its Breakaway faction ANVC-B were disbanded at a function at the Dikki-Bandi Stadium at Dakopgre in Tura in West Garo Hills District on December 15, reports Times of India. ‘Chairmen’ of the two outfits, Dilash Marak and Bernard N Marak, respectively, surrendered arms and signed the affirmation for disbandment with Chief Minister (CM) Mukul Sangma. CM Mukul Sangma said, "The disbanding of ANVC and ANVC-B rekindles the hope that the era of peace and stability will return to the Garo Hills and together we will be able to chart out the path of development and peace." The CM urged the leadership of the two outfits to show the way to 'other misguided outfits' to come overground and join the mainstream. The ANVC, which was formed in 1994, signed a ceasefire agreement with the Union Ministry of Home Affairs and the State Government on July 23, 2004. During the process, ANVC-B parted ways from the parent organization and formed a breakaway faction in 2010-11. This breakaway faction, too, signed a peace pact and the ceasefire agreement was reviewed and strengthened from time to time. The extended ceasefire agreement was signed in Shillong on January 5, 2012. On September 18, 2013, the same commitment was reiterated and both the groups — ANVC and ANVC-B— were requested to submit the list of their cadres to the State Police Special Branch for further processing. Finally, a formal text for settlement was signed by the Union home ministry, the chief minister of Meghalaya, leaders of ANVC and ANVC-B in New Delhi on September 24, 2014, paving the way for disbanding the two militant outfits. Telegraph adds that the outfits' cadres no longer need to fear certain cases filed against them. The Memorandum of Settlement (MoS) signed on September 24 has provided immunity to the cadres who were burdened with criminal cases of assorted hues. "Criminal cases registered against members of the ANVC for non-heinous crime shall be withdrawn by the state government," the MoS states. It also states that the cases registered against ANVC members for "heinous crimes shall be reviewed case by case according to the existing policy on the subject, and, wherever feasible, steps for withdrawal of such cases will be initiated by the state government".

He also asked the leadership of both the ANVC and its breakaway faction ANVC-B to cooperate with the investigating agency so that peace and development of the state is achieved. There are half a dozen militant groups operating in the Five Districts of Garo hills conducting extortion and abduction for ransom and engaging the Security Forces in the name of separate Garo land. The ‘chairman’ stated that If the government fails to rehabilitate them ,my fear is that they might be lure by my friends who are still in the jungles”. The State government has assured to provide vocational training to all the surrendered militants.
