A hurried decision to bring ANVC cadres to mainstream ahead of last Assembly elections coupled with red tape have delayed any immediate solution to the long pending peace pact with the ANVC and ANVC-B, reports The Shillong Times. It was on January 5, 2012, the Government signed a draft peace pact with both ANVC and ANVC-B. The Centre had sought clarification on how forty seats will be allocated in the new empowered district councils as per the demand of the ANVC. At present all the three district councils in the state comprise of 30 seats each and the ANVC wanted an increase of ten more seats which was included in the draft peace pact.

The breakaway faction of the Achik National Volunteer Council (ANVC-B) on January 2 s¬aid that three of its cadres, including two women, have gone missing while they were coming back to the camp after shopping for the “new year feast”, reports The Shillong Times. The ANVC-B also called upon all its ‘officers’ and cadres to report to the camp before January 7. “This is an emergency call. Those who fail to report will be listed as absconding or as deserters and action will be taken as par the organization’s law,” the ANVC-B leader Doang Shira said.

Based on the FIR, a police team was deputed from Chandmari beat house, under which Edenbari falls, to ascertain details when they were attacked. Two police personnel sustained bullet injuries when their team was attacked by Breakaway faction of Achik National Volunteer Council (ANVC-B) militants, during a visit to the outfit’s camp, at Edenbari, on the outskirts of Tura in West Garo Hills on January 7, reports The Shillong Times. The Breakaway Faction of Achik National Volunteer Council (ANVC-B) on January 10 claimed that its ‘chairman’ Rimpu Marak had a role retaining Mukul Sangma as the Chief Minister when there was a tussle for power during the last term, reports The Shillong Times. In an open letter addressed to the Chief Minister and released to the media, Ajaju .R. Marak, ‘political secretary’ of ANVC-B alleged that though the Chief Minister is denying his closeness with the ‘chairman’ of ANVC-B, the militant outfit reminded the Chief Minister so as to who met him in Delhi Meghalaya House last term when all his legislators deserted him, leaving Abdus Saleh alone by his side? “You must recall who met you and rendered support if it was not for our ‘chairman’ who instructed Mokus (commander-in-chief of ANVC-B) to call up all Garo MLAs to lend support to you for the sake of ‘peace’ in Garo Hills and in the interest of hundreds of youths who would join mainstream if settlement happened under your leadership”, the ANVC-B said. The militant outfit also alleged that the ‘Chairman’ signed the pact, “which was incomplete leaving us out of it”. The ANVC-B also threatened to go back to jungle and return only to bring down Mukul Sangma -led Government.

The Commissioner and Secretary in-charge Home (Police) Jopthiaw Lyngdoh on January 13 said that the breakaway faction of A’chik National Volunteer Council (ANVC-B) ‘chairman’ Rimpu R Marak had signed the agreed text of settlement [signed on January 5,2013] as a member of the ANVC, reports The Shillong Times.“In the same meeting before the agreement was signed, he (Marak) had told infront of the officials of the Union Ministry [of Home Affairs] that he did not see the need to have another organisation. It was for this reason that the Ministry allowed the ANVC-B to be part of the agreed text of settlement,” Lyngdoh said.
