The tenure of the council was first extended for six months with effect from February 18 this year. It was scheduled to expire on August 17, but since elections cannot be held in a short span of time, the cabinet extended its tenure by another six months. The ANVC-B ‘chairman’ Rimpu N. Marak stated that “The executive committee of the council was extended on the ground that the settlement was due. Now, as the settlement has been signed, we want the government to prepare for fresh elections.”

The State Government is planning to make the peace pact with Achik National Volunteer Council (ANVC) public after the formal surrender of arms and ammunition by the militant outfit, reports The Shillong Times. State Home Minister Roshan Warjri on October 20 stated that should not be any problem in placing the agreed text of settlement signed with the Garo rebel outfit in the public domain. The minister stated that the Government would soon hold an official programme where the ANVC cadres will be surrendering their arms and ammunition. She also stated that the State was still on the job to shortlist the names of the interlocutors to facilitate the peace process with HNLC and also informed that State Home Ministry was also working out the modalities for the talk with the militant group.

The Agreed Text for Settlement signed on September 24 with Achik National Volunteer Council (ANVC) and Breakaway faction of ANVC (ANVC-B) does not specify the exact number of seats to be increased in Garo Hills Autonomous District Council (GHADC) and also any special central package for next five years, reports The Shillong Times on October 23. Though earlier it was suggested to increase the strength of GHADC from the current 30 to 40 , the Agreed Text for Settlement only says that “an increase in the number of members of the Council is agreed in principal” without mentioning how many seats will be increased. A Home Department official stated that the exact number of seats to be raised was not considered by the Union Cabinet as the number will come up when the amendment of the Constitution is initiated. Further, GHADC will be made more accountable and transparent as per the Agreed Text for Settlement with ANVC-ANVC-B, reports The Shillong Times on October 23. The agreement stipulates that there is a need for strict adherence to established norms of financial management in the administration of Council and all concerned should maintain the highest standards of probity to prevent misutilisation of funds. For better monitoring mechanism, a joint committee of both State government and District Council will monitor and review the regular release of scheme based funds to the Council. The matter will be informed to another Monitoring Committee proposed under Union Ministry of Home Affairs (MHA). While the ANVC will dissolve itself as an organization within three months from signing the agreement, the State Government will provide full support to the relief and rehabilitation of members of the ANVC who have surrendered with arms in accordance with the existing policy of the state. Also, criminal cases registered against the members of ANVC for non-heinous crime will be withdrawn by the State Government. According to Agreed Text of Settlement, “Criminal cases registered for heinous crimes shall be reviewed case by case according to the existing policy on the subject and wherever feasible steps for withdrawal of such cases will be initiated by the State Government”.

The Shillong Times reports on October 24 that as per the agreement with ANVC and ANVC-B is concerned, Government of India (GoI) has not budgeted any amount for the next five years as part of empowering GHADC. However, a Home department official said that though the specific amount of money is not quantified, funds will be arranged in due course of time. As per the agreement, the State Government will provide one time funding support for five years to strengthen the local/ traditional institutions at the grass root level. Further, of the three Committees constituted by the State Government in July this year to recommend measures to address the issue of influx following the demand of the pressure groups in this regard, the Committee headed by Deputy Chief Minister Rowell Lyngdoh has become a non starter, reports The Shillong Times. The Committee was entrusted with the task of studying and examining a few amendments to the provisions of Benami Transaction Act, 1980 and Tenants Verification Draft Bill.

ANVC ‘publicity secretary’ Arist Sangma said that the agreement is ‘diplomatic’ in nature and lacks clarity on many points, and added that “But it is up to us to pursue continuously to make the agreement a reality.” In addition, the Government of India (GoI) asked the State Government to look into the implementation of Instrument of Accession and Annexed Agreement signed on August 17, 1948, by the Khasi chiefs for constitutional recognition and protection of the traditional institutions, reports The Shillong Times on October 27. The State Government on October 31 directed the completion of the disbanding Achik National Volunteer Council (ANVC) and Breakaway faction of ANVC (ANVC-B) by November, reports The Shillong Times. Chief Minister Mukul Sangma said that there has been an indication from the Government of India (GoI) to maintain the timeline. The agreed text of settlement stipulated that the process of disbanding organizations must be completed within three months of signing of the agreement. Also, during the meeting with Government ANVC-B placed a demand before the Chief Minister to provide them with a camp at Edenbari in Tura (West Garo hills) to facilitate the disbanding process since most of their cadres were scattered. ANVC-B ‘general secretary’ Wanding Marak stated that “As soon as we get the camp at Edenbari, we will disband our organization within ten days”. He also added that ANVC-B will float a social organization for those cadres who did not want to return to their homes.
