Afghan Government will not compromise on the Afghan Security Forces in the peace process, President Ashraf Ghani said on July 3 as violence raged on in multiple fronts across the country with backdoor peace talks between the United States (US) and the Taliban moving on for the fourth day in the state of Qatar, reports Tolo News. "I will not allow the disintegration of the Afghan security forces," said Ghani, adding that corruption and ethnic issues in some extent have been undermining the development and progress of the Afghan forces that need to curb. “We are in support of peace, but we will not make a deal on our security forces in the peace talks,” he said. Ghani described members of the Afghan security forces as the defenders of democracy. “You (ANDSF) are the protectors of Afghanistan’s democracy. The delay of presidential elections should not be repeated,” said Ghani.

Chief Executive Abdullah Abdullah who was welcomed by Dostum in Sherbaghan, the center of Jawzjan province, also criticised the Taliban, saying recent suicide attacks indicate that the resurgent group has no will for peace to be maintained in Afghanistan, adds Tolo News. “We should join hands and raise our voice from a single platform for peace. But we have to remain united against those who resisted against the aspirations of the people and their future. When they (Taliban) respond to the voice of the Afghan people with crimes, then Afghan people should stand against them from a united front and the international community should realize the realities,” said Abdullah.

First Vice President General Abdul Rashid Dostum on July 3 labeled the Taliban as a repressive and brutal group that does not bear mercy even on women and children during their violent acts, adding that the country’s armed forces must crush the fanatic group over the atrocities they have committed against the people of Afghanistan, reports Tolo News. “This Dr. (CE Abdullah Abdullah) should tell the president that we do not want to die with our dreams, we do not want emirate system (a term used for Taliban’s Islamic emirate system). Let us avenge the Taliban for their atrocity against the oppressed nation of Afghanistan,” said Dostum who has led anti-Taliban operations in the north after 9/11.

Suhail Shaheen, a spokesman of the Taliban's political office in Doha, said that 60 delegates will attend the two-day Intra-Afghan Dialogue Conference on 7 and 8 of July in Doha that Germany and Qatar will convene, adds Tolo News. Some of the delegates invited to the meeting said the meeting will open the ground. “The meeting which is expected to be held on 7 and 8 of July in Doha is not a decision-making event but it will work on preparations and agenda of a big meeting and also in the coming meeting ceasefire, Afghan’s problems, constitution, and other issues will be discussed,” said Hassan Haqyar, delegate of the meeting. “Some issues yet to be agreed, the peace agreement will be announced in the presence of witnesses from the international community and the media,” said Suhail Shaheen, a spokesman for Taliban’s political office in Doha. Ministry of Foreign Affairs (MFA), Spokesperson Sibghatullah Ahmadi said “We welcome the Qatar meetings. All stages of the Qatar talks have been shared with the national unity government, and we are fully aligned with the United States. We look forward to the earliest opportunity for peace talks and all the steps to be taken so that we can enter into dialogue with the Taliban directly. The conditions we have already mentioned once again we emphasize on”.

United States (US) and the Taliban negotiators are about to resume their talks after a one-day break on July 6, reports indicate that the two sides are expected to rewrite the draft agreement to verify that all foreign troops will be withdrawn from Afghanistan and the group will ensure that neither Al Qaeda (AQ) or any other terrorist outfits will operate from the country, reports Tolo News. Suhail Shaheen, a ‘spokesperson’ for the Taliban's political office in Qatar, told The Associated Press earlier that a draft agreement was being rewritten to include agreed-upon clauses. The two sides apparently remain divided on the withdrawal timetable, with the US reportedly seeking more time. The agreement could be rewritten by July 7 when a group of 50 Afghan delegates will hold talks with a group of Taliban members in Doha as part of an intra-Afghan dialogue. The basic outline of a deal has been reached and the rewriting will require just working out specifics such as a timetable for the withdrawal of all foreign troops. US President Donald Trump has said he wants to leave intelligence officers but it is not clear if this can be made part of the agreement.

The Ministry of Foreign Affairs (MoFA) Afghanistan on July 11 said that any future dialogue between Afghans will be inclusive, vital and result-oriented, reports Tolo News. This comes after a 60-member Afghan delegation comprising Afghanistan’s politicians, representatives of media outlets, civil society activists, youths and women met senior members of the Taliban in the Gulf State of Qatar on July 7 and 8 where they issued a resolution in which the Taliban committed to reduce violence and halt attacks on certain areas such as “religious centers, schools, hospitals, educational centers, bazaars, water dams, and workplaces”. “Our expectation from the US is to pave the way for direct talks between the Afghan government and the Taliban so that we can witness a reduction in the level of violence and war,” said Omid Maisam, deputy spokesman to Chief Executive Abdullah Abdullah. Meanwhile, the High Peace Council (HPC) in a statement has said that the peace facilitating body expects that the intra-Afghan dialogue opens the way for direct talks between the Afghan government and the Taliban. “We welcome efforts by all countries for peace in Afghanistan, the efforts which are carried out in harmony with the Afghan government help us in bringing peace in the country,” said HPC spokesman Ghafoor Ahmad Jawed.

Afghan Delegates who attended the two-day Intra-Afghan conference in Doha said that Afghanistan’s future political arrangement will make the main agenda of any future talks with the Taliban, reports Tolo News on July 14. “The type of the government is one of the serious issues between the two sides [the Afghan government and the Taliban] because the opponent side [the Taliban] insists on an Islamic emirate, but we [delegates from Kabul] at the [Doha] meeting insisted on the republic system,” said Anarkali Honaryar, a delegate of Doha Intra-Afghan Dialogue Conference on Peace. “The issue that the future government should be an Islamic republic or it should a parliamentary or presidential system, all these issues need to be settled between the two sides [the Afghan government and the Taliban],” said Mawlawi Qalamuddin, a former Taliban member and a delegate of the Doha meeting.

Pentagon has confirmed that India has transferred 8 Mi-35 gunship helicopters to the Afghan Air Force, reports Khaama Press on July 14. Pentagon released its latest report titled ‘Enhancing security and Stability in Afghanistan’, stating that India has transferred a total of eight Mi-35 helicopters to the Afghan Air Force, four during 2015/2016 and four more during 2018. The report further adds that “This aid marks a significant departure from India’s previous policy of providing only non-lethal military assistance. Pakistani sensitivities towards Indian involvement in the country ultimately limited the assistance.” Furthermore, Pentagon said “Additionally, the Indian military provides procurement and training support to help professionalize the Afghan military and to improve its vehicle maintenance capabilities.” Pentagon said “In the event of a U.S. drawdown in Afghanistan, India likely will attempt to continue its support to Afghanistan and try to limit Taliban, Pakistani, and Chinese influence. A significant deterioration of security conditions in Afghanistan, however, may adversely affect the ability of India to provide aid.”

The United States (US) Department of Defense has warned of continued clash between the Afghan and Pakistani forces along the Line of Durand, reports Khaama Press on July 14. Pentagon warned regarding the likely clashes in its latest reports titled Enhancing Security and Stability in Afghanistan. The report said “The Afghanistan-Pakistan border region remains a sanctuary for various groups, including the Taliban and its component Haqqani Network (HQN), al-Qa’ida core (AQ), al-Qa’ida in the Indian Subcontinent (AQIS), Lashkar-e-Tayyiba (LeT), Tehrik-e-Taliban Pakistan (TTP), ISIS-K, and the Islamic Movement of Uzbekistan (IMU).”The report further added “Terrorist sanctuaries on both sides of the border present security challenges for Afghanistan and Pakistan and pose a threat to regional security and stability.” report also added that “This strains limited resources and heightens regional tensions. Senior leaders of both countries accuse the other of using their security agencies to support militant groups that launch cross border attacks.” Pentagon said despite an escalating border skirmish in early May 2019, President Ghani and Pakistan’s Prime Minister Imran Khan were effectively able to de-escalate the situation peacefully.

The National Directorate of Security (NDS) in a statement on July 19 said that the Taliban attack on Kandahar Police Headquarters that killed twelve people and five militants was plotted in Pakistan, reports Tolo News. Nine of those killed in the attack were civilians, according to local officials. More than 100 others, mostly civilians, were wounded in the attack. The complex attack started at around 4:40 pm on July 18 with a car bomb explosion outside the provincial police headquarters in the city of Kandahar, followed by gunfight by five attackers, who were all gunned down by security forces after few hours of fighting. The NDS said in the statement that the attack was plotted in the city of Chaman in Baluchistan Province, Pakistan. The attackers were ordered and led by an individual named Mullah Agha during the attack, the statement said. The NDS has sent to media an audio file which apparently shows a telephonic conversation between the attackers and the plotters of the attack. The NDS says that such attempts are aimed at disrupting the ongoing efforts for peace in the country. Taliban claimed responsibility for the attack sharply after it happened. A Taliban spokesman Zabihullah Mujahid in a statement rejected the NDS remarks and said the attack was plotted within the country. Earlier South Asia Terrorism Portal had reported the incident on July 19.

The United States (US) chairman of the Joint Chief of Staff Gen. Others take a more hardline approach. Some want all foreign troops out immediately. Others will take a conditions-based approach,” it said.

Former head of Afghanistan’s Intelligence Agency and Vice Presidential Candidate Amrullah Saleh on July 31 said that the attack on his office in Kabul was carried out by the Taliban, reports Tolo News. Mr. Saleh labelled the Taliban as the enemies of the Afghan people and said the National Directorate of Security had informed him about such an attack three days before. At least four attackers were involved in the siege which started with a car bombing at around 4:40 pm Kabul time on Sunday, July 28. It targeted the Green Trend office, a political movement run by Mr. Saleh, in Shaheed Circle in Kabul’s PD4, in an area surrounded with civilian houses, a university, and a small township. According to Mr. Saleh, at least 30 people, 22 of them members of the Green Trend movement, lost their lives including two members of his family. “I was not assuming that they (insurgents) use a truck full of explosives to target me. I think there are several reasons for attacking me, and one of the reasons is that they (insurgents) want to disrupt and remove the determination of those humans who want to oppose and stand against Pakistan, Daesh and Taliban, but keeping in mind that we are not against Pakistan as a state, but oppose the interreference by it,” Mr. Saleh said. South Asia Terrorism Portal had earlier reported the incident on July 29.
