Chief Executive Abdullah Abdullah on February 4 stated that the main obstacle to reach peace was Taliban’s position, adding that no change has been made in vision and position of the Taliban, a group that wanted to strengthen its position by wasting the time, reports Bakhtar News Agency. Abdullah said that one of regional countries is seeking a puppet or weak government in Afghanistan, but other countries do not want return of Taliban to power in the country. Pointing to reports of US troops withdrawal from Afghanistan, the country’s chief executive said that part of the forces would possibly leave, but it would not mean “doomsday”, adding that the burden of most of fighting and maintaining of security was on shoulders of Afghan National Defense and Security Forces (ANDSF). However, chief executive said there was a possibility that the number of foreign forces would decline but no such instructions have been given so far.

Afghan President Ashraf Ghani has made clear on February 5, that Afghan politicians attending the Moscow, Russia, conference do not have executive power and are not officially representing the country, reports pajhwok.com. We want an Islamic constitution,” he said, adding that the new charter would be drafted by Islamic scholars.“It is responsibility of all the Afghans to end foreign invasion,” Stanikzai said, adding, “War has been imposed on the Afghan nation and the Islamic Emirate as their country has been invaded and the invaders have toppled an Islamic sovereign system. All causes for war should first be removed.”

The NATO Secretary General Jens Stoltenberg has said that the ongoing talks for a negotiated and peaceful settlement in Afghanistan focus on ‘a peace deal, not a leave deal’, Khamma Press reports on February 12.Stoltenberg said “First of all I would like to commend on Ambassador Khalilzad for his efforts and the hard work and his commitment to really find a solution. We all want to peacefully negotiate the political solution for Afghanistan.”This comes as efforts are underway to end the ongoing conflict in Afghanistan through peace negotiations.“The aim is of course for us to not to stay forever in Afghanistan, but the aim for NATO in Afghanistan is to fight terrorism and to create conditions for a peaceful solution by helping, training and supporting the Afghan security forces. That’s exactly what to do and on the recents we see some increased possibilities for the peace deal, still we have a long way to go is actually that NATO has been present and to support and send a very clear message to Taliban,” he added. Also, he hailed US’s efforts to find a diplomatic and peaceful solution to the 17-year long war in Afghanistan and said that a potential peace deal between the US and the Taliban will also have implications on the presence of NATO and US forces in the country, reports Tolo News.“First of all, I would like to commend ambassador (Zalmay) Khalilzad for his efforts and the hard work and his commitment to really find a solution and we all want a peaceful negotiated political solution to the crisis in Afghanistan. I totally agree with him (Khalilzad) that this is not about negotiating to leave there, this is about negotiating a peace deal. Peace deal may have implications for the presence of NATO and US troops in Afghanistan,” he said.

Amrullah Saleh, former Acting Interior Minister and President Ghani’s running mate as his first vice president for the upcoming presidential elections, has said that any decision about the future of Afghanistan and any peace talks without the engagement of the Afghan government will have no results and will be counted as “intellectual exercise”, reports Tolo News on February 19. Saleh said that Taliban are “afraid of a pluralistic society” and that they think that they will die in today’s Afghan society. “That future can be tomorrow, but they think [Taliban] they will die in that type of future. That is why they are trying to maintain their habitat away from civilization, away from integration, away from new Afghanistan. Because they are afraid that in a pluralistic society, which Afghanistan today is, Taliban will become another loud cleric, Mullah preaching after death,” said Saleh.

A plan under consideration as part of the peace negotiations would pull all of the roughly 14,000 US troops from Afghanistan within three to five years, along with other international troops in the region, Tolo News reported on March 1. Portions of the plan were shared with the outlet by current and former US and European officials. The plan would halve the US troop presence in Afghanistan in the next few months. Taliban in a statement released on February 28 rejected the reports and said such a suggestion was not raised in their talks with US negotiators in Qatar. The statement also said that an interim government was also not discussed during the Doha talks.
