Seven persons, including three children and a woman, were killed and 10 others injured when a high-intensity bomb exploded near the Municipal Committee Office in Gujrat, on August 11. Reports said the bomb was planted under the seat of a vehicle. A senior government official said the bomb was a local made device. Emergency has been declared in the area and security arrangements have been beefed up at all public places of the city. The city police chief said, "It is the most brutal act of terrorism. We are trying to arrest the culprits, who appear to be well-trained terrorists.''

Lashkar-e-Toiba (LeT) Chief Hafiz Muhammad Saeed, while speaking at an Independence Day rally in Lahore, on August 14, said terrorist outfits were about to commence the last round of terrorist operations in Jammu and Kashmir. He also asked President Gen. Pervez Musharraf to resist external pressures, mainly from the USA, to settle the Kashmir issue. According to him, "we are about to launch the last offensive in held Kashmir and will not accept any negotiations and Camp David-like US-sponsored agreement regarding its liberation as India has always backed out from all previous accords." While criticizing the installation of United Nations (UN) monitoring teams in Afghanistan, he added that the government must "give nuclear technology to the Muslim world, make a liaison with it, help create a united Muslim defence and a united nations to rid of the UNO."

According to Pakistani news sources, law-enforcing agencies launched a massive crackdown on Sipah-e Sahaba Pakistan (SSP) and Tehrik-e-Jaferia Pakistan (TJP) activists on August 15. The crackdown is reportedly follows the government proscribing the two sectarian outfits – Lashkar-e-Jhangvi (LeJ) and Sipah-e-Muhammad Pakistan (SMP) on August 14. Police in Punjab is reported to have arrested hundreds of SSP and TJP activists. The SSP in a statement has claimed that approximately 300 party activists were arrested from various districts of Punjab. The TJP head office in Lahore was sealed whereas sub-offices were raided by police contingents accompanied by members of the Elite Force and commandos. According to the Punjab Religious Affairs Minister Tahir Ashrafi, the crackdown was aimed at ascertaining the support base of the two outfits that have been banned. Sources also indicated that the law-enforcing agencies are yet to ascertain the hideouts of the top leadership of the LeJ and SMP.

Pakistan news sources have reported that Punjab Police, on August 16, registered cases under the amended Anti-Terrorism Act (ATA) against the arrested activists of two proscribed sectarian outfits. Approximately 200 leaders and activists of the Lashkar-e-Jhangvi (LeJ) and Sipah-e-Muhammad Pakistan (SMP) were arrested in a crackdown launched by the police on August 15. Police sources have indicated that cases have been registered under sections that deal with association of an accused with a militant organization and financing and active participation in its anti-state operations. Meanwhile, raids continued throughout the Punjab province in search of activists of the two outfits.

Federal Minister for Religious Affairs Mehmood Ahmad Ghazi said, on August 23, in Rawalpindi that the government had no plans to proscribe terrorist outfits and religious seminaries. Ghazi said only public display of arms and open soliciting of donations for jehad had been restricted. Commenting on religious seminaries, the Minister opined that the government wanted to modernize them by preparing their texts as had been mentioned in the recently promulgated ordinance. According to the ordinance, a board would be established to prepare the text and control the madrassas (religious seminaries). He also denied that there was any international pressure to bring these changes in the affairs of the jehadi outfits and religious seminaries. Commenting on the Kashmir issue, Ghazi said, "Pakistan had always supported the Kashmiri Mujahideen and it would continue to do so in future also."

The announcement was made in Lahore after a meeting of the Punjab Chiefs of seven terrorist outfits, held at the Tehreek-ul-Mujahideen (TuM) office and chaired by Punjab TuM chief Shakilur Rehman Nasir. A joint committee was constituted under TuM Shakilur Nasir to start a dialogue with the Ulemas (religious leaders) and leaders of political parties to apprise them of their ‘responsibilities’ in the present situation. In a joint statement, the outfits said that the government should distinguish between jehad funds collection and extortion. While indicating that terrorist outfits neither possessed illegal arms nor were any of their members involved in sectarian activities they also added "Kashmir Jihad did not depend on the Pakistan government. It would continue till the liberation of Kashmir that amounts to the completion of the Partition formula." Replying to a question about the indication of a ban on all terrorist outfits, they observed that President Gen. Pervez Musharraf had been supporting their ‘cause’ but it was the Interior Minister who was "talking different things and his removal will settle the entire controversy." The outfits also asked the government to reject foreign pressure and prioritise national interests. They said that the government was fulfilling the "wishes of enemies who wanted Mujahideen to get entangled with internal matters and abandon Jihad." The outfits that attended the meeting were the TuM, Harkat-ul-Ansar (HuA), Jamait-ul-Mujahideen (JuM), Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT), Harkat-ul-Mujahideen (HuM) and Al-Badr Mujahideen. The statement also added that the Jaish-e-Mohammad (JeM) was with them and the decisions had the backing of Jaish’s central leadership.
