The Rawalpindi bench of the Lahore High Court on October 4 issued a notice to the government to explain the circumstances under which a Palestinian hijacker left Pakistan and landed in the United States, where he would be tried for the same offence for which he was convicted in Pakistan. The division bench had taken the petition of five Palestinian hijackers, convicted on charges of hijacking Pan Am's aircraft in 1986, and directed the government to explain the circumstances under which one of the convicted hijackers was allowed to leave the country. The court was informed that one of the hijackers, Zayd Hassan Abd Al-Latif Masud, had already left Pakistan for Jordan, as he had a Jordanian passport.

According to Pakistani news reports, various religious groups have commenced enlisting Jehadis to fight alongside Taliban troops in case of a US attack on Afghanistan. Chief of his own faction of Jamaat-e-Ulema-e-Islam (JuI) Maulana Fazlur Rehman, while speaking at a rally in Rawalpindi, on October 5, ordered his party to start recruiting terrorist cadres. He said, "All JUI chapters should start enlisting trained people to fight with the Taliban on Afghan soil, if they are attacked." While rejecting US claims that they had proof against Osama bin Laden, he added, "A few documents cannot be considered as proof. They should produce evidence before a court, if they had any." The government has, however, banned recruitment of people for jihad in Afghanistan. News reports also indicated that the government had already informed the Taliban admsinistration that nobody from Pakistan would fight against the Northern Alliance, as it was their internal battle and not Jehad. Besides, no Pakistani would be allowed to get any sort of training in Afghanistan.

Jamaat-e-Islami (JeI) Chief Qazi Hussain Ahmed said the government has no legal or moral right to declare Osama bin Laden as a terrorist on the basis of evidence provided by the United States because he was not being tried in a court of law. Stating this at the Multan airport on October 5, Qazi Ahmed indicated that the United Nations (UN) General Assembly should take appropriate steps to protect the sovereignty and independence of its member-states. He added that the UN should grant membership to the Taliban-regime so that it could present its viewpoint on the ‘allegations’ levelled against it. Commenting on the US response, Qazi said, "The US was terrorising the whole world, which is the worst form of terrorism. Osama was declared a great freedom fighter by the United States during the Afghan war, but now he was being branded as a terrorist, which is great injustice."

Police in Rawalpindi, reports said on October 6, 2001, registered criminal cases against Jamiat-i-Ulema-i-Islam (JUI) chief Maulana Fazl-ur-Rehman and other senior leaders for inciting people against the government and violating the ban on recruiting volunteers for Jihad. Also, an unidentified, armed escort of Fazlur Rehman was charged for violating a ban on display of arms. Police said Fazl-ur-Rehman addressed a rally in Rawalpindi at which he ordered party activists to recruit volunteers to fight alongside the Taliban in the impending war with the US-led global coalition against terrorism.

Various political parties and religious groups in Pakistan have condemned the US air strikes on Afghanistan that commenced on October 7. Jamaat-Ulema-e-Islam (JuI-F) Chief Maulana Fazlur Rahman, in a statement released from Lahore, while condemning the strikes, termed the strikes as ‘barbarism’. He also said his party would fight ‘shoulder to shoulder’ with the Taliban and ‘defeat America’. The JuI-F has called for a countrywide protest demonstration against the air strikes.

Security forces on October 8 arrested Maulana Samiul Haq, chief of his own faction of Jamaat-Ulema-e-Islam, at the Islamabad airport and took him to some unknown destination. Pakistani news reports indicated that Sipah-e-Sahaba Pakistan (SSP) chief Maulana Azam Tariq was also detained at the Lahore airport, on the same day, and later driven to his native town in Jhang to be kept there under house arrest for a month.

The protestors came down heavily on the government for, what they said, supporting anti-Islam forces in their offensive against Islam.

The Jamaat-i-Islami, on October 9, asked activists in Pakistan Punjab to intensify protests against the US-led attacks on Afghanistan. Media reports from Lahore said, provincial chief Hafiz Muhammad Idrees said that President Pervez Musharraf was under the mistaken belief that he has the support of the people in his decision to co-operate with the United States in its attacks against Afghanistan. Idrees alleged that President Musharraf traded the country’s honour for money. He opined that the US was not targeting Mullah Omar and Osama bin Laden, but was in reality targeting Pakistan's nuclear programme and Islam.

He opined, "If the illegitimate rule of one from minority was tolerated for the sake of national security, it doesn't mean that the person should sell out Pakistanis and their honour." He indicated that the majority of the country would soon launch a movement against Musharraf and would "only rest after removing him from power." He said Afghanistan was an Islamic state and those trying to ‘eliminate’ it did not deserve to be called Muslims.

Religious parties held demonstrations and took out processions condemning the US for attacking the Taliban regime in Afghanistan and expressed solidarity with Osama bin Laden for the third consecutive day, on October 10. Official sources said no untoward incident was reported from anywhere in Lahore. The main rally was organised by the Jamaat-Ulema-e-Islam (Fazlur faction) following a call given by the Pakistan-Afghan Defence Council (PADC) at Chauburji. Activists and leaders of all the 25 component parties of the PADC participated in the rally. The leaders termed America as the "biggest terrorist in the world" and condemned it for what they said launching an offensive against the Muslim Ummah under the pretext of fighting terrorism. They said every Muslim was ready for Jehad and to support those in Afghanistan facing indiscriminate bombardment by America and its allies. The leaders also condemned the house arrest of religious leaders like Maulana Fazlur Rehman and demanded their immediate release.

The Jamaat-e-Islami (JeI) has decided in principle to launch an agitation to force President Pervez Musharraf to step down and set up an interim government to run the country. The Jamaat's Central Working Committee, which met in Lahore on October 13 under the chairmanship of Qazi Husain Ahmed, also decided in principle to proceed on a march to Islamabad, a date for which will be decided subsequently. The JeI alleged that the Musharraf regime was working according to the ‘dictates of the United States’ and, therefore, had to resign. The meeting also observed that it did not recognize the US administration’s right to declare any person or outfit as terrorist, especially since the United Nations was yet to define terrorism. A JeI resolution said that the methodology the US had adopted to extirpate terrorism would lead to escalation of the menace instead of curbing it. The resolution called upon President Musharraf to withdraw cooperation being extended to the US.

Jamaat-e-Islam (JeI) Chief Qazi Hussain Ahmed opined in Lahore, on October 15, that the current crisis facing the country could be resolved only with the stepping down of the Musharraf government and the establishment of a civilian setup, which could hold elections. While criticising the pro-US policy of the Pakistani government, he alleged that it was alienating the country. By allowing the US to use military facilities in Pakistan for strikes against the Taliban regime, Pakistan was ‘annoying’ both its ‘friends’ - China and Iran, the JeI chief indicated. While opposing what he perceived were attempts to overthrow the Taliban regime and induct a broad-based government in Afghanistan, he added that if such efforts succeeded, an anti-Pakistan regime would be installed in Kabul, which would try to have the ‘freedom movement in ‘occupied Kashmir’ tagged as terrorism. He said that the Musharraf regime could not survive the policies it was following and was consequently bound to collapse. The JeI, he indicated, would not ‘relax’ unless it ‘pulled down’ a government which, according to him, had placed the Army and the country at the disposal of the United States.

Pakistan authorities on October 19 barred three religious leaders from entering Sindh province where major rallies and protest demonstrations against US air strikes in Afghanistan have been taking place. Qazi Hussain Ahmed, Chief of the Jamaat-e-Islam (JeI), Maulana Fazlur Rahman, Chief of Jamaat-Ulema-e-Islam (JuI- Fazlur faction) and Azam Tariq, leader of the Sipah-e-Sahaba Pakistan (SSP), were banned from Sindh province for 30 days, said provincial Home Secretary Brigadier Mukhtar Sheikh. As reported earlier, Maulana Fazlur Rahman and Azam Tariq are already under house arrest in North West Frontier Province (NWFP) and Punjab province respectively. According to Mukhtar Sheikh, the leaders have been banned from Sindh as "their presence here can create law and order problems."

Pakistani news reports have indicated that approximately 300 activists of the Jamaat-e-Islam (JeI) were arrested on October 22 across Sindh in the wake of the Jacobabad protest. According to JeI sources, their Chief Qazi Hussain Ahmed was reportedly off loaded at the Lahore Airport while many other leaders were arrested from Sukkur Airport. Later, Qazi while addressing press personnel at the airport said that the government's decision to hand over the country's strategic installations and to suppress the popular public movement was a conspiracy against national security, violation of fundamental rights and a move to implement the US agenda. He claimed that the US had come to the region with long-term plans and wanted to harm Pakistan-China friendship, occupy oil and gas resources of Central Asia and also impose NATO 's hegemony over the entire region. According to him, "It is Pervez Musharraf who has provided a way to the US to be here." Meanwhile, Qazi has challenged the ban on his entry into Sindh in Supreme Court.
