At least 31 people were killed and 75 others sustained injuries in a suspected suicide bombing at a Shia mosque at Sialkot in the Punjab province on October 1 during the Friday prayers. More than 1,000 Shias were reportedly present at the Zainabia mosque, a kilometer away from the city police station on Raja Road, when the bomb exploded. Eyewitnesses said that a man, whose identity is yet to be ascertained, entered the mosque with a briefcase while the Friday sermon was being delivered. The Sialkot Police have indicated that the man with the briefcase was the main suspect, who also died in the blast. The army was deployed later to maintain law and order after angry mobs reacted by setting ablaze a gas station and two police vehicles to protest the blast. Security forces are also reported to have neutralised another explosive weighing 6.5-kg outside the same mosque. Eight suspects had been detained after preliminary investigations. While no group has claimed responsibility for the blast thus far, officials in Islamabad said that it could be in retaliation for the last week’s operation in which Amjad Farooqi, a suspected Al Qaeda operative, was killed by security agencies. Farooqi, a key suspect in two assassination attempts on President Pervez Musharraf, was also affiliated to the outlawed Sunni outfit, Lashkar-e-Jhangvi (LeJ).

The Jamaat-e-Islami (JeI) chief, Qazi Hussain Ahmed, said on October 1 that President Pervez Musharraf is part of "global terrorism unleashed by the United States and its western allies", and not a partner to the anti-terrorism movement. He said this during an opening address at the JeI’s three-day annual congregation at Azakhel Park in Peshawar. The JeI chief alleged that the US and its allies had "made lives of the people of Afghanistan, Iraq, Chechnya, Palestine and held Kashmir miserable." Contrary to the wishes of Muslims, he added, Gen. Musharraf was carrying out the political agenda of the United States and making his own countrymen a victim of terrorism in South Waziristan and Balochistan.

Speaking at a gathering of Jamaat-e-Islami (JeI) workers and supporters near Azakhel in Peshawar on October 3, the Muttahida Majlis-e-Amal (MMA) leaders, Qazi Hussain Ahmad and Maulana Fazlur Rahman, threatened to launch a mass agitation if President Pervez Musharraf went back on his promise to give up his position as the Army chief by December 31. "We would not tolerate him in uniform even for a single day after the cut-off date of December 31, 2004. If he doesn’t remove his uniform, we would refuse to recognise him as the president also," stated Ahmad, the Jamaat chief. Rahman, general secretary of the MMA, while ruling out any compromise on the issue said, "We know Musharraf is a dictator. But we are democrats and there is no way we would back down on this issue."

According to Dawn, ‘commanders’ Abdullah Mehsud and Baitullah Mehsud assured a 19-member mediation committee that they would hold fire for 10 days to give them a chance to help resolve the contentious issue of the presence of foreign terrorists in the region. The amendments has increased punishments for offences that fall within the precepts of the ATA. Also, the Anti-Terrorism Courts (ATC) are now empowered to try offences, including abduction or kidnapping for ransom and the use of fire or explosives in worship places irregardless of damage. The courts will also try those who are accused of firing or using explosives on the court’s premises. The courts were also empowered to order the impound of passports for anyone accused under the ATA. "(The bill) enhances both minimum and maximum punishments for acts of terrorism, limits the adjournments of cases and provides for appeals to be decided by special benches in the High Court," the government said in a written statement attached to the bill.

Rejecting the Line of Control (LoC) as a permanent border, he explained the geographical status of Kashmir, which, he said, was divided in seven regions – five with India and two with Pakistan. "The beauty of these regions is that they are still religion based even if we consider them geographically." President Musharraf offered "food for thought" by suggesting that the debate could be initiated in the context of a three-pronged discourse. First, identify the region at stake. Second, demilitarize it. Third, change its status. He suggested there were many options which could then be considered, and legal experts on both sides could then look at the pros and cons of ideas for joint control, UN mandates, condominiums, and so on. He added Pakistan had proposed demilitarization of held Kashmir and if India came up with a similar proposal asking Pakistan to do likewise in Azad Kashmir, then these issues would need to be discussed and Pakistan would have to build a consensus for moving forward.

Foreign Minister Khurshid Kasuri on October 28 stated that Pakistan wanted a change in the status quo in Kashmir but would not undertake any 'unilateral flexibility' on the issue which should be addressed by injecting a "sense of ownership of the process" among the Kashmiris. He was addressing a news conference on his return from Malaysia where he represented Pakistan on the Pakistan-Malaysia joint commission. Defending General Pervez Musharraf's proposals, Kasuri made it clear that "any flexibility has to be reciprocal. We are not talking in unilateral terms. There will not be unilateral flexibility." He pointed out that if neither of the parties moved from their stated positions, the cost of conflict would be disastrous.

"Someone came on Friday and dropped an envelope at our gate. When I opened and played it, it was a great scoop," Ahmad Muaffaq Zaidan told Reuters, adding that he did not know who had delivered the tape. The paper, citing sources close to the investigation, reported that the men had wired money earlier this year to three collaborators of Khalid Sheikh Mohammed, who was suspected of planning the September 11 attacks. The report did not name the collaborators but said that they had been arrested in a raid earlier this year in Pakistan, which had left one of them dead. Spanish authorities had detained the Pakistanis on suspicion of belonging to a terrorist organisation and it is believed that the men could have made up to 18,000 euros ($23,000) per day from drug trafficking, stolen bank cards and counterfeit passports.
